THE ROLE OF CIVIL SOCIETY IN SHAPING PUBLIC POLICIES
Ovaj rad analizira ulogu organizacija civilnog društva (OCD) u oblikovanju javnih politika u Republici Hrvatskoj, s posebnim naglaskom na pravni okvir, institucionalne mehanizme participacije te stvarne izazove u provedbi. Iako postoje zakonski propisi koji formalno omogućuju uključivanje civilnog društva u donošenje odluka – poput Zakona o pravu na pristup informacijama, Zakona o udrugama i Zakona o instrumentima politike boljih propisa – praksa pokazuje da sudjelovanje OCD-a često ostaje na deklarativnoj razini. Rad daje teorijski pregled razvoja pojma civilnog društva, prikazuje pravne i institucionalne temelje participacije, analizira konkretne primjere iz Hrvatske i Europske unije, te ističe prepreke poput formalizma, financijske nestabilnosti i problema reprezentativnosti. Na temelju nalaza, rad predlaže konkretne mjere za unaprjeđenje participacije, uključujući zakonske izmjene, institucionalne reforme, edukaciju dionika i jačanje financijske održivosti OCD-a. Zaključno, naglašava se potreba za promjenom paradigme – od simboličke participacije prema stvarnom partnerstvu između države i civilnog društva.This paper analyzes the role of civil society organizations (OCD) in the design of public policies in the Republic of Croatia, with a special emphasis on the legal framework, institutional mechanisms of participation and the actual challenges in implementation. Although there are legal regulations that formally enable the involvement of civil society to make decisions-such as the Law on the Right of Information, the Law on Associations and the Law on Policy of Policy Better Regulations-Practice shows that the participation of the OCD often remains at the declarative level. The work provides the theoretical overview of the term civil society, depicts legal and institutional basis of participation, analyzes specific examples from the Croatian and European Union, and emphasizes obstacles such as formalism, financial instability and problems of representativeness. Based on the findings, the work proposes specific measures to improve participation, including legal changes, institutional reforms, education education and strengthening the financial sustainability of the OCD. In conclusion, the need to change paradigm emphasizes - from symbolic participation to the actual partnership between the state and civil society
Sustainable Tourism in Croatia: Ecological Innovations as a Path Towards a Green Tourism Revolution
U radu se analiziraju ekološke inovacije kao put prema turističkoj zelenoj revoluciji. Osim pojmovnih određenja održivog turizma i ekoloških inovacija, u radu se na konkretnom primjeru odmarališta Punta Skala u Petrčanima pokazuje kako eko inovacije mogu doprinijeti održivom sustavu poslovanja u hotelijerstvu. Resort Punta Skala (Petrčane, Zadar) koristi električne punjače za aute te je implementiran složeni inovativni sustav koji dugoročno minimizira tzv. "ekološki otisak". Postrojenje za pročišćavanje vode opskrbljuje vodom potrebnom za svakodnevnu upotrebu na poluotoku za odmor i proizvodi energiju za grijanje i hlađenje. Posebno treba istaknuti biološki sustav pročišćavanja koji osigurava da se s okolišem postupa s pažnjom. Punta Skala je zabranjen za automobile osim za dolazak i odlazak, a u resortu se veliki naglasak stavlja na pravilno odvajanje otpada. U svojim nastojanjima da smanji plastični otpad, Falkensteiner Punta Skala ukinuo je upotrebu plastike za jednokratnu upotrebu. Može se zaključiti kako je posvećenost Falkensteiner Grupe ekološkim inovacijama primjer kako luksuzno hotelijerstvo može koegzistirati s ekološkom odgovornošću.The paper analyses eco-innovations as a path towards a green tourism revolution. In addition to the conceptual definitions of sustainable tourism and eco-innovations, the paper uses the specific example of the Punta Skala resort in Petrčane to show how eco-innovations can contribute to a sustainable business system in the hospitality industry. The Punta Skala resort (Petrčane, Zadar) uses electric car chargers and has implemented a complex innovative system that minimizes the so-called "ecological footprint" in the long term. The water purification plant supplies the water needed for everyday use on the holiday peninsula and produces energy for heating and cooling. Of particular note is the biological purification system that ensures that the environment is treated with care. Punta Skala is car-free except for arrival and departure, and the resort places great emphasis on proper waste separation. In its efforts to reduce plastic waste, Falkensteiner Punta Skala has eliminated the use of single-use plastics. It can be concluded that the Falkensteiner Group's commitment to eco-innovations is an example of how luxury hospitality can coexist with environmental responsibility
Impact of Angiotensin-Converting Enzyme Inhibitors on Disease Symptoms in Patients with Chronic Myeloproliferative Neoplasms
Introduction: Patients with chronic myeloproliferative neoplasms (MPNs) have upregulated renin-angiotensin-aldosteron system in the bone marrow and suffer from debilitating inflammation-linked symptoms. The use of angiotensin-converting enzyme inhibitors (ACEi) has been shown to improve hematocrit control and thrombotic risk in MPNs. Here, we investigated whether ACEi use may also have an impact on disease-related symptoms in MPNs. Patients and Methods: This cross-sectional two-center study included 100 consecutive MPN patients who fulfilled the Myeloproliferative Neoplasm Symptom Assessment Form (MPN-SAF) at the time of study entry. Results: The use of ACEi correlated with older age, presence of JAK2 mutation, prior thrombosis and different cardiovascular risk factors. Patients using ACEi also presented with higher total symptom score (p = 0.002), more abdominal discomfort (p = 0.031), concentration problems (p = 0.050) and bone pains (p = 0.001). To account for baseline variables that may have potentially impacted MPN symptom control, ACEi users and non-users were case-matched in a 1:1 ratio with respect to sex, age, cytoreductive treatment, and cardiovascular risk factors. Again, there were no differences in almost all MPN-SAF items with respect to ACEi use (p > 0.050 for all analyses). Conclusion: The use of ACEi does not seem to mitigate disease-related symptoms in MPNs. Prospective randomized trials are needed to fully elucidate their therapeutic potential in MPNs
SEXUAL ABUSE OF A CHILD OVER THE AGE OF FIFTEEN
U ovome diplomskom radu prikazat će se kaznenopravna zaštita djece starije od 14, odnosno od
15 godina od spolnih odnosa i s njima izjednačenih spolnih radnji zlouporabom položaja ili odnosa
zavisnosti, s fokusom na usporednu analizu relevantnih odredbi Kaznenog zakona iz 1997. godine
i Kaznenog zakona iz 2011. godine. Kroz povijesni pregled razmotriti će se promjena društvenih
stavova i kaznenopravnih normativnih odgovora na ovu negativnu društvenu pojavu. Putem raznih
međunarodnih izvora te prakse Europskog suda za ljudska prava prikazati će se razvoj normativnih
standarda međunarodne zajednice u suzbijanju seksualnih delikata na štetu djece kao i važnost
međusobne suradnje između država. U svrhu pisanja ovog rada provedeno je pravno istraživanje,
prikazane su tri presude, kojima su okrivljenici proglašeni krivim za počinjenje kaznenog djela iz
čl. 191. st. 2. KZ/97 i čl. 159. KZ/11. Na temelju analize sakupljenih presuda istražen je način
počinjenja tih kaznenih djela, izdvojena su obilježja počinitelja i žrtava i prenesene informacije o
izrečenim kaznenim sankcijama.In this graduation thesis, the criminal law protection of children over the age of 14. i.e., 15. years,
from sexual abuse and equivalent sexual acts commited through abuse of position or relationship
of dependency will be presented, with the focus on comporative analysis of the Criminal Code
from 1997 and the Criminal Code from 2011. A historical overview will be used to examine the
shift in social attitudes and criminal law responses to this negative social phenomenon. Through
different international sources and case law of European Court of Human Rights the development
of normative standards by the international community in combating sexual offenses, as well as
importance of cooperation between states, will be presented. For the purposes of this thesis, legal
research has been conducted presenting three court judgments in which defendants were found
guilty of committing the criminal offence under the Article 191. paragraph 2 of the 1997 Criminal
Code and Article 159. of the currently valid 2011 Criminal Code. Based on the analysis of
judgments, the methods of committing these crimes were examined, and the characteristics of the
perpetrators and victims were presented, along with the information on the imposed criminal
sanctions

vidljiv, ali koji u fotografiji mozemo zabiljeziti
THE OWNER'S ACTION FOR CESSATION OF DISTURBANCE
Diplomski rad obrađuje institut negatorijske tužbe kao ključnog instrumenta zaštite prava vlasništva u hrvatskom pravnom sustavu. Fokus je stavljen na vlasničku tužbu za prestanak uznemiravanja (actio negatoria), koja služi zaštiti vlasnika u slučajevima kada nije došlo do oduzimanja posjeda, već do smetanja u ostvarivanju vlasničkih ovlasti. Rad započinje teorijskim razmatranjem vlasničkog zahtjeva i njegove pravne naravi, objašnjavajući razliku između zahtjeva i tužbe, te između negatorijske i vindikacijske zaštite. Kroz pregled zakonodavnog okvira, s naglaskom na odredbe Zakona o vlasništvu i drugim stvarnim pravima, analiziraju se temeljne pretpostavke za podnošenje negatorijske tužbe, odnosno postojanje vlasništva, čin smetanja, nezakonitost radnje te aktivna i pasivna legitimacija stranaka. Prikazana je i razlika između negatorijskog zahtjeva i zahtjeva za zaštitu služnosti ili posjeda, kao i drugi oblici zaštite prava vlasništva od uznemiravanja, poput brisovne tužbe i zaštite u ovršnim i stečajnim postupcima. Posebno je razrađena negatorijska zaštita od štetnih imisija poput buke, dima, vibracija i svjetlosti, uz naglasak na pravo na zdravu životnu sredinu. Diplomski rad naglašava praktične aspekte primjene negatorijske tužbe, uključujući važnost pravilnog oblikovanja tužbenog zahtjeva i dokazivanja ključnih činjenica, bez oslanjanja na deklaratorne tvrdnje.The thesis explores the legal institute of the negatory claim as a key instrument for the protection of ownership rights within the Croatian legal system. The focus is placed on the ownership claim for cessation of disturbance (actio negatoria), which serves to protect owners in situations where possession has not been taken away, but where the exercise of ownership rights is being interfered with. The paper begins with a theoretical discussion of the ownership claim and its legal nature, clarifying the distinction between a claim and a lawsuit, as well as between negatory and vindicatory protection. Through an overview of the legislative framework, with emphasis on the provisions of the Ownership and Other Real Rights Act, the fundamental prerequisites for filing a negatory claim are analyzed, namely: the existence of ownership, the act of disturbance, the unlawfulness of the interference, and the active and passive legal standing of the parties. The distinction between a negatory claim and claims for the protection of servitudes or possession is also presented, as well as other forms of ownership protection from disturbance, such as the removal (cancellation) claim and protection within enforcement and bankruptcy proceedings. Particular attention is given to negatory protection against harmful emissions such as noise, smoke, vibrations, and light, with an emphasis on the right to a healthy living environment. The thesis highlights the practical aspects of applying the negatory claim, including the importance of properly formulating the claim and proving key facts, without relying on declaratory assertions
DIPLOMATIC AND CONSTITUTIONAL DEVELOPMENTS RELATED TO THE INTEGRATION OF THE OCCUPIED TERRITORIES INTO THE CONSTITUTIONAL SYSTEM OF THE REPUBLIC OF CROATIA IN THE FIRST HALF OF 1995 ACCORDING TO ARTICLES IN VJESNIK
U ovom radu obrađuje se nacrt sporazuma takozvanog Plana „Z-4“, prema naslovima u dnevnim novinama Vjesnik, od početka prosinca 1994. do travnja 1995. godine, odnosno dan prije početka vojno-redarstvene operacije Bljesak. Rad se fokusira i temelji upravo na reakcijama hrvatske, a u manjem opsegu i svjetske javnosti u tom razdoblju. Pored toga, rad sadrži i najvažnija diplomatska i politička događanja iz navedenog razdoblja, prijeko potrebnih radi stvaranja konteksta vremena u kojima se vršila - prvo izrada nacrta sporazuma odnosno plana, te zatim i reakcije i daljnji pregovori nakon objave Plana „Z-4“. Nakon poglavlja rada koja analiziraju naslove po mjesecima, pri kraju rada se nalaze i analize samog sporazuma.This paper discusses the draft agreement of the so-called "Z-4 Plan", based on newspaper headlines from the Croatian newspaper Vjesnik, from early December 1994 to April 1995, that is, the day before the start of the military-police operation Bljesak (Flash). The paper focuses primarily on the reactions of the Croatian public, and to a lesser extent, the international community during that period. In addition, it includes the most important diplomatic and political events from the mentioned period, which are essential for creating the context of the time during which the plan was first drafted and then followed by reactions and further negotiations after the publication of the "Z-4 Plan". Following the chapters that analyse the headlines month by month, the paper concludes with an analysis of the agreement itself
Primjena lijekova tijekom dojenja
Cilj: Svrha i cilj ovog istraživanja je ispitati najčešće izvore informacija dojiljama o sigurnosti pri-mjene lijekova tijekom dojenja, saznati koje lijekove najčešće uzimaju i testirati povezanost njiho-vog znanja o sigurnosti primjene lijekova tijekom dojenja s razinom obrazovanja i paritetom.Metode: Istraživanje je provedeno online upitnikom koji je ispunilo 211 ispitanica, od kojih je 189 uključeno u istraživanje. Metoda uzorkovanja bila je neprobabilistička na dobrovoljnoj bazi. Upit-nik je bio objavljen na društvenim mrežama u grupama čije su teme povezane s dojenjem, poro-dom i majčinstvom.Rezultati: Rezultati pokazuju da je dojiljama najčešći izvor informacija o sigurnosti lijekova tije-kom dojenja liječnik (38,62 %), a zatim samostalno pretraživanje/internet (33,33 %). Najčešće tijekom dojenja koriste analgetike (89,41 %), vitaminsko-mineralni kompleks (53,97 %) i anti-biotike (33,33 %). Nije pronađena statistički značajna povezanost između znanja dojilja o sigur-nosti primjene lijekova tijekom dojenja i njihovog stupnja obrazovanja. Također, razlika u znanju između višerotkinja i prvorotkinja nije bila značajna u ovom istraživanju.Zaključak: Dojiljama su najčešći izvor informacija i savjeta o sigurnosti primjene lijekova tijekom dojenja liječnici, a najčešće uzimaju analgetike. Paritet se nije pokazao kao značajan faktor u razini znanja dojilja o sigurnosti primjene lijekova tijekom dojenja niti je dokazano da stupanj obrazovanja dojilja igra ulogu u razini njihovog znanja o sigurnosti primjene lijekova tijekom doje-nja. Unaprjeđenje zdravstvene pismenosti u cilju promicanja vrijednosti i sigurnosti dojenja jedan je od većih javnozdravstvenih prioriteta u čemu svoje mjesto moraju naći i fakultetski obrazovane primalje
Ship Maintenance in the Digital Age Focus on Predictive Systems
Modern ships are complex technical units composed of various systems and subsystems, including the
ship management system, safety and protective systems for the ship and crew, propulsion system, hull
structure, power supply and distribution system, cargo handling system, and accommodation systems
for crew and passengers. All these systems are interconnected and collectively contribute to the ship’s
purpose, primarily achieved through comprehensive maintenance. Increasingly rigorous international
regulations regarding ship and crew safety, as well as environmental protection, encourage shipowners
to emphasize regular, proactive, and predictive maintenance of ship systems to ensure uninterrupted
operations without delays. Advancements in modern technology have transformed approaches to
ship maintenance by leveraging developments in the ICT sector, including analytical methods and AI
models like machine learning and deep learning, which have revolutionized maintenance practices.
This paper, in addition to exploring conventional maintenance methods, investigates key components
of predictive maintenance, discusses challenges such as transparency and ethical implications, and
analyzes the latest trends in AI-based predictive maintenance—from sensors and data collection to
data processing algorithms and decision-making modules
Prevalence of Metabolic Syndrome Among Students: Associations with Dietary Habits, Physical Activity, and Sociodemographic Factors
Background/Objectives: The prevalence of metabolic syndrome (MetS) among youth is rising, and the increase is closely linked to unhealthy lifestyle patterns. This study aimed to determine the prevalence of MetS among University of Rijeka students and investigate its associations with dietary habits, physical activity, gender, and faculty type (health and non-health faculties). Methods: A cross-sectional study conducted from September 2024 to March 2025 involved 217 randomly selected students from 16 faculties. The validated questionnaires Mediterranean Diet Adherence Screener (MEDAS) and International Physical Activity Questionnaire Short Form (IPAQ-SF), as well as a general data questionnaire, were used alongside anthropometric (height, weight, waist circumference) and biochemical measurements (fasting plasma glucose, triglycerides, HDL cholesterol). MetS was diagnosed using a combination of International Diabetes Federation (IDF) criteria and Polish Experts Consensus (2022) criteria. Statistical analyses included descriptive statistics, t-tests, ANOVA, Spearman’s correlation, and multivariate logistic regression. Results: MetS was identified in 5.5% of students. Significant risk factors included obesity (body mass index, BMI, p 0.05), indicating limited predictive power in this model. Conclusions: The 5.5% MetS prevalence underscores the need for targeted interventions promoting Mediterranean diet adherence and physical activity, particularly among non-health faculty students and females.
