Evaluation of the need for professional development and optometric care services’ expansion of Lithuanian optometrists
Aim of the work – to evaluate the need for professional development and optometric care services’ expansion of Lithuanian
optometry specialists.
Methodology of the work. The method of questionnaire survey was used for quantitative research. Electronic questionnaire was
chosen as the research instrument, to which a link was sent for respondents by using e-mail. The study group (134 respondents) consisted of optometrists, registered at the Lithuanian Association of
Optometrists. Reversibility of questionnaires was 64.2%, i.e. a total of 86 respondents’ questionnaires were filled out and submitted for analysis. In the questionnaires submitted for analysis: 48.8% of the respondents had 6–10 years of work experience, and 82.6% – location of the main workplace was large city (Vilnius, Kaunas, Klaipėda). SPSS software (version 23.0) was used for statistical
analysis of the data. Differences in results were considered statistically significant, when p < 0.05. Results. It was found that 50% of Lithuanian optometrists would like to participate in professional development events 3–4 times a year, and 27.9% – 5 or more times a year. It was also deter-mined that the greatest need for professional development of optometrists is for the area related to eye diseases, their recognition and
vision correction (83.7%). Moreover, it was identified that the main
highest need for expansion of optometric care is for the service –
detection of eye diseases and pathologies (64.1%). Comparison of the respondents’ distribution by the used variables and work experience revealed that there was a statistically significant difference in the need for participation in professional development events of optometry and the areas of professional development related to dry eye and its care, myopia and its correction, presbyopia and its
correction, and contact lenses (p < 0.05)
Unaccompanied Minor Aliens: The Case of Lithuania
This article analyzes the situation of unaccompanied minors, asylum seekers and non-asylum seekers,
coming to the Republic of Lithuania from third countries. Outside the scope of the investigation are
unaccompanied minors who are: citizens of the European Union, a Member State of the European Free Trade
Association or other persons who exercise the right of free movement of persons in accordance with the legal acts
of the European Union, or family members of a citizen of the European Union, a Member State of the European
Free Trade Association or a person exercising the right of free movement in accordance with European Union
legislation, or third country nationals legally present in the Republic of Lithuania. The article also presents the
legal and social aspects of the entry of unaccompanied minors into the Republic of Lithuania. The aim is to identify
the activity of the institutions through the involvement and implementation of procedures (appointment of a legal
representative, accommodation, interviewing, age determination, search for family members or other legal
representatives, granting asylum procedures, etc.), when the arrival of an unaccompanied minors is established,
identify problems and propose possible solutions. This theme was chosen because of the end of May, 2021 over
1,000 migrant minors entered the country illegally

CC BYThe paper examines Fyodor Dostoevsky’s ethical views – especially as exemplified in the dictum “each of us is guilty of everything against all, and I am more than all” – in light of their political implications. It focuses on two related issues. First, Emmanuel
Levinas’s philosophical interpretation of Dostoevsky’s “I am more than the others” is contrasted with its interpretation by Sigmund Freud, who famously argued that Dostoevsky’s
fixation on guilt was the consequence of his neurotic intention to murder his father. Freud’s
claim has been refuted by Dostoevsky’s bibliographers. To understand the meaning of “I
am more than all,” its semantic-narrative context in The Brothers Karamazov is therefore
discussed. Second, the paper then examines the political implications of Dostoevsky’s ethics of redemption. This article explores the theoretical foundations of information and communication support in public authorities, presents an analysis of a set of models of communication management, and considers various information and communication spaces in public administration. The authors define key directions in the modernization of the information and communication support of public authority activities in modern Ukraine. Emphasis is placed on the need to develop a system of professional training in the field of cybersecurity following the experience of the US in this area, and use of knowledge management tools is suggested in order to improve the information and communication support of public authorities in Ukraine. This article studies US educational institutions that conduct training in the field of cybersecurity, and defines a set of knowledge management tools including knowledge networks as a process of: human and computer interaction where people exchange information, knowledge, and experience to develop new knowledge and solve new issues; combining knowledge, experience, talents, skills, and capabilities in models that are constantly changing. It also describes open space technology as a method that helps this community to be more effective by developing shared solutions. This article concludes that the issue of the information and communication skills of сivil servants is becoming increasingly relevant in the conditions of transformations, and it is important to master new communication technologies to apply them when making managerial decisions
The problematic issue of the impact of international sanctions on the initiation of arbitration and the conduct of arbitration proceedings
In this article, the author analyzes the problem of the impact of international sanctions on the initiation of arbitration and the conduct of arbitration proceedings, which is little-studied in international legal doctrine. This research revealed that international sanctions do not affect the validity of the arbitration agreement per se, but could affect the ability of designated subjects to pay arbitration fees, inter alia making other mandatory payments in the course of arbitration due to which the arbitration may not be initiated or may be terminated. International sanctions do not suspend the activities of arbitration institutions per se. Arbitration institutions shall develop compliance mechanisms that facilitate the rapid finding of certain solutions for arbitration institutions and other subjects in the context of the application of international sanctions. Arbitrators should also conduct compliance procedures to, inter alia, further assess whether their decisions in a particular arbitration case would not violate their own national laws
Environmental Issues and Strategic Corporate Social Responsibility for Organizational Competitiveness
The objective of this study is to examine a multi-dimensional modified conceptual model based on stakeholder theory & previous literature. The work represents an attempt to evaluate the association of environmental issues and practices of an organization’s corporate social responsibility and the impact of these two factors on overall competitiveness. We have taken four corporate social responsibility (CSR) factors regarding the environment that affect competitive organizational performance. Additionally, we incorporated green innovation as a mediator and social media marketing apps as a moderator to examine the impact on organizational competitiveness. We collected 906 responses from the manufacturing and services sectors from the regional developing Asian countries China, India, Pakistan, Bangladesh, and the UAE for more generalizable and robust results. We developed a modified questionnaire and conceptual framework to empirically test organizational performance & competitiveness. For the analysis, we employed SEM-based multivariate modeling. The study’s findings reveal that all the considered CSR factors of the environment positively and significantly impact organizational performance for competitiveness. The results further show that both green innovation as a mediator and social media marketing apps as moderators significantly impact the relationship of CSR factors of environment and organizational competitiveness. Thus, the modified conceptual model demonstrates that the environmental CSR factors are beneficial for the manufacturing and service sectors of developing economies, which create value for competitive business, society, and environment. The findings provide valuable directions for the senior management in the manufacturing and services sector to devise and implement environmental strategies for competitiveness
Kaimo autonomija ir dalyvavimo demokratija Indonezijoje: bendruomenių dalyvavimo administruojant kaimus problema Pietryčių Sulavesio provincijoje
CC BY-NC-NDThe purpose of this study is to describe the granting of village autonomy and
the implementation of participatory democracy in Indonesia by observing the practice of
village planning and budgeting in the Southeast Sulawesi province. This research uses the
descriptive qualitative method alongside the data collection techniques of document study,
observation, interviews, and focus group discussions. The results of the study show that,
firstly, decision-making in village development planning is dominated by the village elite
and the government. Second, the village budgeting process is closed, elitist, low-accountability, inefficient, and off-target. There are four things that cause village autonomy to fail
to realise participatory democracy: weaknesses in regulatory aspects; overlapping institutions; budget dependence; and the low competence of village communities and civil society
in supervising the implementation of autonomy. The implication of this research is that
autonomy that is practiced in a smaller scope does not fully realise democratisation and
citizen participation in its implementation
Implementation of the European Union Floods Directive - Requirements and National Transposition and Practical Application: Lithuanian Case-Study
This work investigates the implementation of the European Union (EU) Floods Directive (FD) in Lithuania. First, it analyzes the requirements set in the EU law for the correct and effective implementation of the directive. Second, it addresses the implementation of the FD in the national law of Lithuania and the practical application of it, particularly in regard to the amendments of the land use regulations. The assessment revealed that Lithuanian authorities comply with the deadlines and requirements set in the FD. However, not all measures are considered to be effective. The distribution of tasks, among particular authorities, especially the potential role of the river basin district council, is not clear, which can lead to an inconsistent decision-making process. The urbanization in the flood hazard territories is still growing, and the usage of hazardous chemicals in agriculture in these areas is allowed. Therefore, the legal limitations of construction and intense agriculture were not sufficiently effective. These drawbacks in the effectiveness of the implementation of the FD can significantly affect the contribution of Lithuania in achieving European and global sustainable development goals
Socio-Economic Differentiation of Russian Regions and the Problem of Ensuring Economic Security

in Russia the regions (constituent entities of the Russian Federation) have a different level
of socio-economic development, different degrees of production development, GRP per capita,
as well as different levels of unemployment, employment, population income. All this also
forms a different degree of investment attractiveness of regions, a different degree of living
standards in them, affects in different ways on migration flows and determines different
prospects for their development. Ultimately, a significant differentiation of regions in terms
of the degree of socio-economic development negatively affects the economic security of the
state. In a federation, regional development should be less differentiated, should be levelled,
including under the influence of the federal centre. The purpose of the article is to assess
the differentiation of the development of Russian regions using the example of Moscow,
the Moscow region, the Sverdlovsk region and the Perm Krai, as well as to determine the
prospects for the alignment of regional development. The main research results: the author
noted that in order to reduce the differentiation of Russian regions and the asymmetry
of regional development, the author sees it through stimulating the investment activity
of the regions through improving tax legislation, providing benefits to industrial enterprises.
