    Migration and migrant movement are a global scenario, in which one of the main drivers, which facilitates migrant movement, is the search for better living conditions. One of the most vulnerable communities in this regard is migrant workers, especially in the developing world, who conduct cross-country migration. Labour migration is a significant national phenomenon in India in which the workers migrate across the states, which were facilitated by the interstate movement. The recent outbreak of pandemic COVID-19 poses the greatest challenge to the migrant workers who face the challenge of displacement due to the restriction of movement and public perception. One of the significant actors facilitating public discourse is the media, which explores the migrant scenario through framing. This article analyzes how the Indian newspaper portrays the plight of the migrant workers in Kerala through media framing using qualitative case analysis. The study reveals that the media frames portray the plight of the migrant workers during the pandemic situation,and the result could be helpful for policy developers on immigrant’s integration

    Changes in the Legal Regulation of the Green Procurement System in Lithuania

    Public sector expenditure on works, goods and services represents around 14% of gross domestic product of the European Union. Used strategically public procurement can have a significant positive impact on the environment. Green procurement is one of the main tools to achieve goals set in the European Green Deal and other strategic EU documents, which helps to reduce the negative impact to the environment. Green procurement was also included in Lithuania’s national strategic documents – 2021-2030 National Progress Plan and the Program of the Eighteenth Government of the Republic of Lithuania. By implementing the goals set in the strategic documents, Lithuania started to reform its green public system in 2021. To reach ambitious goals set in the strategic documents and with the ambition that all public procurement from 2023 have to be green, Lithuania started to reform its green public procurement system by updating the legal framework for green procurement, setting targets and providing measures to achieve green procurement targets

    CC BY-NC-NDThe aim of this article is to reveal the problems of legitimacy of the use of criminal intelligence data in the investigation of official and/or disciplinary offenses. These problems will be addressed via a holistic approach to legal research. The holistic approach to legal research was chosen when carrying out a qualitative study. This enabled individual problems of the legitimacy of the use of data not only to be identified, but also to be combined into a comprehensive answer to the key question of this publication: Is the use of criminal intelligence in the investigation of official and/or disciplinary offenses lawful? In accordance with the holistic approach to legal research, this use of data is analysed by using not only doctrinal but also social and axiological research. Based on these approaches, the legitimacy of the use of criminal intelligence data is analysed by determining the original purpose of criminal intelligence, the reasons and justification for the change of purpose, and the possibilities of using such data in parallel with criminal proceedings

    Adaptation of Municipal Governance Mechanisms to European Standards

    CC BY-NC-ND 4.0The article examines the theoretical and methodological foundations of the formation and adaptation of mechanisms of municipal government of Ukraine to international standards of quality management. It is revealed that the standards of the ISO 9001 series (with an explanation to them concerning the municipal management of ISO 18091) are a generalization of the advanced world experience in the field of quality management. Generalized approaches to the definition of the category “municipal government” and provided a universal author's definition of this category, which includes all the best domestic and international experience in researching this problem. It is proved that the transition to the formation of an effective municipal government of Ukrainian cities requires a comprehensive review of the entire system of local self-government, management technology, decision-making practices and allocation of available resources. Factors influencing the system of municipal management, which are specific to each local entity, are identified and analyzed. Typical processes of municipal management and statement of problems for their introduction on the basis of use in process of municipal management of process approach are defined. The system of the basic processes of integrated quality management of municipal management of Ukraine which are universal and effective mechanisms of adaptation of the international standards to modern domestic municipal management is constructed. Based on international standards and domestic conditions, a system of integrated diagnostics, testing, evaluation and action for the formation of high-quality effective municipal government of Ukraine has been developed and recommendations for its implementation have been provided. It is concluded that the value of the theoretical and methodological and practical results presented in the study lies in the possibility of their application to improve the mechanisms of municipal governance and their adaptation to international standards of quality management

    Since the mid-1990’s when the Internet emerged and the Web came along, it started a massive transformation in commerce, trade and economic landscape. Innovative technologies, intelligent assistants, smart devices are surrounding us in everyday life. They help us, anticipate us, make everyday life and tasks more manageable. For example, the logistics industry has changed dramatically since World Wide Web emerged. Manufacturing, transportation, last-mile delivery – all these areas and services have improved exponentially and keep getting better and more intelligent with the emergence of technologies and Artificial Intelligence. Industrial revolutions have affected the whole manufacturing and service industry, and it led to improvements in productivity and quality of service without a doubt. But together with progress and quality, some challenges accumulate in the companies, such as adopting new technologies and new concepts such as robotics, cybersecurity and artificial intelligence. These technologies are the “plants” of Industry 4.0. This paper aimed to present a comprehensive analysis of the interconnection between Industry 4.0 and Logistics 4.0, their impact on production, service delivery, working conditions, and how technological development creates a competitive advantage.     The Personalized Model for the Sustainable Development of Human Resources in Customs

    CC BY-NC-ND 4.0For customs administrations to function effectively and to uphold European Union (EU) values, it is crucial that they work together, with consistent quality standards and with the uniform application of regulations and initiatives. This is because different approaches and standards in education and training make it difficult to share information on best practices and disseminate knowledge and skills between different customs administrations. The EU Customs Competency Framework (CustCompEU) sets out a consensus on the optimal set of knowledge, skills, and behaviours required by customs professionals in the EU. However, from the perspective of customs institutions, several practical issues arise – chiefly, how to provide their employees with the necessary knowledge and skills in a cost effective and efficient way, by investing in customs employee training. This study provides a flexible methodology for generating competency, which allows employers to systematize the requirements for specific customs positions and to connect with the requirements of international and supranational organizations. The approach provided is practical from the perspective of the customs institution, and provides educators and human resource managers with the necessary information regarding the knowledge and skills acquired as a result of the educational process. The meta-analysis of the study is based on the use of qualitative data from existing data sources which utilize the professional standards system implemented in Latvia, EU-implemented initiatives, and the principles of the process management system. The standards of the customs profession are a key element in the development of an integrated learning and management model, which would be a central element in a coordinated and harmonized vocational education and training system for professional customs officers

    The Mechanism for the Renewal of the Composition of Constitutional Justices as a Precondition for the Independence of the Constitutional Court

    The mechanism for the renewal of the composition of the Constitutional Court, enshrined in the provisions of the Constitution of the Republic of Lithuania, functioned smoothly for nearly thirty years. However, in spring 2020 the constitutionally-scheduled rotation of the Constitutional Court’s justices failed, as three new justices were not appointed in place of the three justices whose mandate had expired. This procedure was delayed by more than one year. This shook the day-to-day existence of one of the most important institutions in the state, and raised a number of questions regarding the functionality of the aforementioned renewal mechanism and the independence of the Constitutional Court from other state institutions. The procedure for the appointment of constitutional justices with the involvement of different political state institutions is one of the most sensitive questions of constitutional justice. This requires the general consensus of all participating subjects (those nominating candidates and those appointing justices) and a strong responsibility to choose impartial, independent, and qualified nominees. This article seeks to establish which mechanism for the renewal of the composition of the Constitutional Court requires the least political involvement in appointing constitutional justices, to analyse the constitutional powers of state institutions or officers participating in this procedure, and to examine whether there could be some legal leverage for the proper execution of constitutional obligations. Particular attention is paid to the appointment of the Chairperson of the Constitutional Court, while evaluating the advantages and disadvantages of different procedures

    Antioxidant and Mitochondria-Targeted Activity of Caffeoylquinic-Acid-Rich Fractions of Wormwood (Artemisia absinthium L.) and Silver Wormwood (Artemisia ludoviciana Nutt.)

    Caffeoylquinic acids are some of the chemophenetically significant specialized metabolites found in plants of the family Asteraceae Dumort., possessing a broad spectrum of biological activities. As they might be potential mitochondria-targeted antioxidants, effective preparation methods - including extraction, isolation, and purification of caffeoylquinic acids from plant sources - are in great demand. The aim of this study was to fractionate the caffeoylquinic acids from cultivated wormwood (Artemisia absinthium L.) and silver wormwood (Artemisia ludoviciana Nutt.) herb acetone extracts and evaluate their phytochemical profiles, antioxidant activity (radical scavenging and re- ducing activities), effects on kidney mitochondrial functions, and cytochrome-c-reducing properties. The main findings of our study are as follows: (1) Aqueous fractions purified from wormwood and silver wormwood herb acetone extracts are rich in monocaffeoylquinic acids (chlorogenic acid, neochlorogenic acid, 4-O-caffeoylquinic acid), while methanolic fractions purified from wormwood and silver wormwood herb acetone extracts are rich in dicaffeoylquinic acids (4,5-dicaffeoylquinic acid, 3,4-dicaffeoylquinic acid, 3,5-dicaffeoylquinic acid). Aqueous fractions purified from worm- wood and silver wormwood herb acetone extracts were solely composed of monocaffeoylquinic acids. Methanolic fractions purified from wormwood and silver wormwood herb acetone extracts con- tained only dicaffeoylquinic acids. (2) Fractions purified from silver wormwood herb acetone extracts stood out as having the greatest content of caffeoylquinic acids. (3) The greatest radical scavenging activity was determined in the dicaffeoylquinic-acid-rich fraction purified from silver wormwood herb acetone extract; the greatest reducing activity was determined in the dicaffeoylquinic-acid- rich fraction purified from wormwood herb acetone extract. (4) The effect of both fractions on mitochondrial functions was dose-dependent; lower concentrations of caffeoylquinic-acid-rich frac- tions had no effect on mitochondrial functions, whereas higher concentrations of caffeoylquinic- acid-rich fractions reduced the state 3 respiration rate (with the complex-I-dependent substrate glutamate/malate). (5) Both monocaffeoylquinic- and dicaffeoylquinic-acid-rich fractions possessed cytochrome-c-reducing properties; the greatest cytochrome c reduction properties were determined in the dicaffeoylquinic-acid-rich fraction purified from wormwood herb acetone extract. In sum- mary, these findings show that caffeoylquinic acids might be beneficial as promising antioxidant and cytochrome-c-reducing agents for the modulation of mitochondria and treatment of various mitochondrial-pathway-associated pathologies
