Computer practice module lecturers’ experiences of internal continuous assessment at technical vocational education and training colleges
Abstracts in English, Zulu and TsongaLecturers have different perceptions of the effect of internal continuous assessment (ICASS) on students at Technical Vocational Education and Training (TVET) colleges. This qualitative case study explored the computer practice module lecturers’ experiences of internal continuous assessment (ICASS) in TVET colleges. Six lecturers were purposively selected from three KwaZulu-Natal TVET colleges. Drawing from an interpretivist perspective, cognitive and social constructivism guided this study. Data were collected by means of semi-structured interviews and document analysis. Collected data were transcribed, categorised into codes and themes emerged using the thematic data analysis method. The findings revealed that it was difficult to complete the curriculum due to limited time and assessment methods were limited and did not meet the diverse needs of students. Lecturers had to work beyond the set assessment schedules to cater for students who missed or scored below-average marks. Moderation and assessment feedback were not considered as critical aspects of the ICASS. The outbreak of the coronavirus (COVID-19) pandemic hindered the successful implementation of the ICASS. It is recommended that the policymakers should insist that the TVET College management specialise in in-service training for lecturers’ professional development and upgrade the infrastructure and equipment. Time should be set for teaching activities to enhance effective learning so that extra lectures can be offered to students with limited or no previous computer knowledge and encourage them to follow the comments by lecturers as corrective assessment feedback. School leadership agility in South African schools : sustaining quality performance in times of crisis
Decisiveness and effective school leadership can make decisions quickly with the information it has during normal and crisis times. Effective decision-making comes with time and experience. Crisis leadership is used by a leader or leadership team during an event that threatens a school as an organization. This may involve planning for a crisis, motivating employees during a crisis, managing public relations, as well as protecting an organization in the aftermath. Schools are part of a community-wide social infrastructure that provides education to learners. The advent of the COVID-19 pandemic placed tremendous pressure on the leadership to maintain high teaching and learning levels and to uphold or improve learner performance. This study analysed the secondary school leadership's exercise of legal and policy power to understand how the act improves the quality of Ieamer performance in the Western Cape, Metro South Education District amidst the 2019 novel coronavirus (COVID-19) global pandemic. A phenomenological research design was adopted to analyse the views emanating from the school leadership ecosystem with the prime objective of understanding how the instruments of school leadership, policy and legal power are used to manage the quality of teaching and learning during a crisis such as the COVID-19 pandemic in secondary schools in South Africa. The impact of higher educational programmes in offenders rehabilitation : a penological study
The Department of Correctional Services (DCS) is experiencing recidivism and overcrowding concerns. In this study, the impact of higher education programmes on the rehabilitation of offenders within the South African DCS was examined. The purpose of this research was to explore the impact of higher education programs on offenders’ rehabilitation within correctional facilities. This study used the exploratory method which is used in qualitative research to gain insight into and understand the research questions. Moreover, this study was conducted by analysing literature, observing, and reviewing documents as a form of data collection to compare to other studies conducted internationally and in the SADC region. A comparison was made of the impact of higher education programme on offender rehabilitation in South Africa with that of other countries. The proximity of the impact of higher educational programmes in offenders’ rehabilitation was found to play the greatest role in the reduction of recidivism and overcrowding in correctional facilities. This study definitively answered the research questions regarding the impact of higher educational programmed in offenders’ rehabilitation. The study recommends that correctional rehabilitation that is relevant to detainees – educate inmates on ways to improve their life after release. Correctional education programmes should address the needs and employment opportunities for offenders. More importantly, the government should resuscitate education programmes as a tool of rehabilitation in South African correctional facilities thereby improving the service delivery in our correctional system. Therefore, the DCS should partner with other departments to put wrongdoers whom they finished their education programs in a type of a learnership position in the working environment. Furthermore, the DCS must ensure that the educational programs are developed to align with the reason for which the offenders have been incarcerated. The relationship between the corporate tax rate and foreign direct investment in the Southern African Customs Union
Foreign direct investment (FDI) is crucial for developing countries in order to boost economic growth. Therefore, maintaining a favourable investment climate should be a priority goal for governments in these economies, and the Southern African Customs Union (SACU) is no exception. This can be achieved through implementing policies that are aimed at attracting FDI into the SACU economies. This study investigates the relationship between the corporate income tax (CIT) rate and FDI in the SACU region. The study used a panel dataset of the five SACU member states, covering the period 2000 to 2019. In an effort to separate South Africa’s dominance over the other smaller SACU countries, the study estimated two panels, the first panel being for SACU as a whole, and the second panel for the smaller member states only. The study used the pooled Ordinary Least Squares (OLS) regression and Fixed-Effects (FE) models, and further estimated the Seemingly Unrelated Regression (SUR) model on the data. The main independent variable is the CIT rate and the dependent variable is the FDI inflows. Other control variables were introduced into the model: the GDP annual growth rate, inflation rate, population growth rate, openness, political stability and control of corruption. The findings from the empirical analysis indicate that the CIT rate is insignificant in attracting FDI into the region as a whole. Control of corruption, political stability, population growth, inflation and openness were established to have a statistically significant association with the FDI inflows. GDP growth, on the other hand, is insignificant. For the smaller economies, mixed results were obtained from the different models regarding the effect of the CIT rate on FDI. It was established though, that the CIT rate has a more significant effect in the smaller economies than in the union as a whole. The role of ecumenical bodies in curbing abuses in New Prophetic Churches in South Africa
The proliferation of New Prophetic Churches within the broader Pentecostal movement in
South Africa has come with the challenge of the abuse of religion and people’s beliefs. These abuses have attracted the attention of the government through the Cultural, Religious, and Linguistic Communities (CRL) commission with calls for the regulation of religion to deal with the abuses. This article worked within the context of Christian ecumenism and explored the role of ecumenical bodies in curbing the abuses in New Prophetic Churches as opposed to the regulation by the government. In this article the ecclesiastical freedom theory is used to argue that ecumenical bodies are better positioned to deal with these challenges facing churches than the government and its commissions. It is suggested that, for New Prophetic Churches to be active in national ecumenical bodies such as the South African Council of Churches, they should be allowed to establish their own bodies to assure accountability. This will be achieved by defining the theory of ecclesiastical freedom, a discussion of the ecumenical bodies in South Africa and their relationship with New Prophetic Churches. In the last section the role of ecumenical bodies in dealing with abuses in New Prophetic Churches will be

Overcoming Transactional Distance through Implementing Podcasts and Vodcasts: Perceptions from an Open Distance and e-Learning University
The COVID-19 pandemic challenged instructional methods of teaching and learning in
universities around the world. To bridge this instructional gap, many universities opted
to use digital technological innovations to reach students. Yet despite implementing
these innovations, many higher education institutions were not fully prepared and
ready for online teaching and learning during the pandemic. Researchers have argued
that podcast and vodcast implementation in higher education institutions results in no
change to students’ motivation and performance. Consequently, research on podcast
and vodcast implementation and students’ perceptions of the use of these tools in
distance-learning contexts remains limited. Using email interviews and online openended
evaluation questions, this article aims to explore first-year undergraduate
students’ perceptions of using podcasts and vodcasts to enhance academic writing skills
in an open distance and e-Learning university in South Africa. Using transactional
distance theory, the findings reveal lecturers’ and students’ positive perceptions
towards the implementation of podcasts and vodcasts because today’s students
consume digital content [digital natives], enjoy the use of technology and are adept at
navigating online learning. While, initially, novice lecturers were hesitant and unfamiliar
with recording podcasts and vodcasts, through mediation, they ultimately recorded
quality podcasts and vodcasts that were clear and employed illustrations that facilitated
students’ understanding of the module’s content. The researchers recommend that
when creating podcasts and vodcasts, lecturers consider their students’ interests,
motivation, language and demographic backgrounds.English Studie
Corporate governance and the performance of South African national government departments : a balanced scorecard perspective
When poor organisational performance is exposed, factors responsible for such results also get revealed, and progressive organisations strive to turn those factors into drivers of performance. Linked to public performance is also the need to demonstrate transparency and accountability in public governance, particularly because of the public sector’s well-acknowledged role in determining the success in the performance of the national economy. Despite the South African government’s pivotal role in the country’s economy, its performance is depressed, which is caused by a plethora of performance challenges, among them ineffective corporate governance mechanisms and practices. The aim of this study is to investigate the implementation of corporate governance, determine possible barriers to corporate governance and determine their influence on the performance of South African national government departments. Ultimately, the study aims to develop a model for the implementation of corporate governance for the improvement of organisational performance within national government departments in South Africa.
The study was conducted using a quantitative survey method, in which 260 managers were purposively drawn from national government departments based in Gauteng province. Performance was measured using a combination of Balanced Scorecard (BSC) indicators and another unidimensional measure of overall organisational performance. The agency theory provided the theoretical foundation of the study. The collected data were analysed using a combination of descriptive statistics, Exploratory Factor Analysis and Structural Equation Modelling (SEM), based on the Partial Least Squares technique.
Application of Exploratory Factor Analysis yielded six barriers to corporate governance, namely, governance systems and processes, policies, managerial skills and competence, internal environment, external environment, and client service delivery. SEM results showed that only two barriers (managerial skills and competence, and internal environment) were inversely related to the implementation of corporate governance. However, the external environment factor emerged as a driver of corporate governance and organisational performance. Only the internal environment was inversely related to organisational performance. Further, SEM results indicate that corporate governance is positively related to all four BSC indicators (customer satisfaction, learning and growth, internal processes, and financial control). In turn, three BSC indicators (customer satisfaction, learning and growth, internal processes) exert a positive impact on organisational performance.
The study contributes to theory on the application of the BSC as a performance management tool in the public sector. It also contributes to the literature on how corporate governance can be harnessed to improve performance in the public sector. It further identifies the barriers and drivers to corporate governance and performance in the public sector. An investigation into the factors that lead to the unemployment of TVET graduates in the Nelson Mandela Bay region of the Eastern Cape
This study forms part of the requirements for the attainment of a coursework Master’s degree in Adult Education. The study is a limited dissertation which explores the factors that contribute to the unemployment of TVET graduates in the Nelson Mandela Bay region of the Eastern Cape. This region presents an opportunity for such information to be collected as there are successful TVET colleges in the area and also very high levels of unemployment.
This mini dissertation contains a literature review, an outline of the research methodology employed, data analysis and themes, discussion of findings with literature support and recommendations.
The aim of the study was to unpack the factors which seem to hamper the employment of TVET graduates, through gaining a better understanding from the personal experiences of those who interact with the topic of TVET graduate unemployment on a regular basis.
The study makes use of qualitative research methods through the employing a case study approach to obtain insights from participants. Participants were purposefully selected, and interviews were conducted to collect data. Thematic analysis was done to structure the data accordingly.
These insights are thereafter used to craft informed findings and recommendations, which could possibly alleviate some of the stumbling blocks in the path of TVET graduate employment.

Re-examination of the Reformation in its context of political and theological struggles
With the celebration of the 500 years of Reformation in 2017, unsurprisingly, much has
been written about this phenomenon as it unfolded in the 16th-century Europe. Any
world-changing event not only deserves the attention of historians and scholars alike,
but also merits closer scrutiny, to reveal its important lessons. One of the ways in which
to achieve this goal, is the search to understand the event in context. While religious
contexts are often discussed within the framework of the 16th-century Reformation, the
political contexts have not been sufficiently elucidated to uncover their impact on the
theological stances of early reformers.
In this study, a re-examination of the early Reformers will reveal that their political contexts
greatly affected the outcomes of their theological struggles, mostly causing those
Magisterial Reformers who accommodated and collaborated symbiotically with their political
partners, to thrive. In short, ideology without ample political muscle has invariably
been relegated to the footnotes of history, whereas theology, supported by political patronage,
has come to define Reformation historiography. This finding is important in the
ongoing ecumenical conversation, as far as all sides have realised that their confessional
foundations are perhaps products of their historico-political contexts, thereby removing
any entrenched personal grandiosity, to make room for pragmatic humility as
part of a constructive dialogue.
Through the use of Document Analysis, this study aims to investigate various early Reformers
and their political contexts, to determine how the latter swayed the theological
leanings of the former. These political contexts include the influence of localised princes,
city magistrates, and even peasants, as well as the broader contexts of geopolitical
events. A large volume of relevant literature will be used and analysed to ascertain the
historical accuracy of accounts surrounding political events, as well as individual Reformers’
theological tenets. Primary sources will be given priority, while secondary

Correctional education designed for female inmate rehabilitation : a qualitative analysis of a marginalised group within the Ethekwini municipality
English, Zulu and Xhosa abstractsA qualitative exploratory study developed on global literature and research investigates female inmates' perspectives concerning correctional education programmes presented whilst incarcerated. Worldwide studies have hypothesised some conclusions which add to the recognition and understanding of the development and implementation of correctional education. This study builds on such understandings to provide a unique insight into the life of South African female inmate learners.
The study outcomes add to the framework of information on female correctional education, a topic that has garnered little attention globally and in South Africa. According to the White Paper on Corrections in South Africa (2005), the Department of Correctional Services is cognisant of gender dynamics and female inmates special needs. The study's primary research question is: what are the female inmate learners' perceptions relating to their learning experiences from correctional education programmes offered whilst incarcerated?
The study is informed by three major theoretical frameworks: feminist theory, restorative justice theory, and rehabilitation theory. Semi-structured in-depth interviews were conducted with seventeen study participants (fourteen female inmate learners and three inmate facilitators) at the Durban Westville Correctional Centre, located within the EThekwini Municipality in the province of KwaZulu-Natal. Discussions extrapolate female inmate learner perspectives in a female correctional school and factors affecting the female correctional education experience.
The findings demonstrate that international and national laws and guidelines are largely "written documents" without effective implementation. There is a pervasive lack of educational staff, resources, infrastructure, gender sensitivity, and efficient and adequate education programmes. The study recommendations include effective policy making to address rehabilitation, the need for financial support, key stakeholders working together, a female-centered educational and rehabilitation plan, a need for a feminist criminologist, and a call for qualified education personnel.Ucwaningo lokuhlola olusezingeni eliphezulu olwenziwa ezincwadini zomhlaba wonke kanye nocwaningo luphenya imibono yeziboshwa zabesifazane mayelana nezinhlelo zemfundo yokuhlunyeleliswa kwezimilo ezethulwa ngesikhathi ziboshiwe.
