Media accountability mechanisms in South Africa : a critical study of the regulatory bodies for print, broadcast and online media, and a model for regulation

Questioning “to what extent are the media accountability mechanisms (MAMs) in South Africa responsive and fit to regulate complaints on media conduct?”, evaluating the media councils' functioning and fitness-for-purpose in the South African context, the comparative case study evaluates the Broadcasting Complaints Commission of South Africa and the Press Council of South Africa.
The study explores the councils' operations, records, organisational procedures, and mandates, drawing on textual and document analysis methods, and interviews with chairpersons, directors, and ombudspersons. Adopting an audience-centred approach, the study centres the public complainants’ experiences of the institution through an in-depth analysis of the complaint’s resolution process. The analysis is informed by observations of a selection of cases and supported by qualitative interviews with the core participants in the complaint’s resolution process; namely, the public complainant, the media respondent, and the regulatory adjudicator.
The study finds that, while the media councils operate and rule on complaints successfully, they may not be entirely fit-for-purpose within the current South African context. The thesis proposes a set of structural and procedural considerations, offering a model of regulation which centres public participation, responds to digitalisation, and supports the collaboration of councils through cross-platform engagement. The model also signals the value of developing media accountability systems and media accountability instruments in support of media councils and their mandate to raise media standards. Theorising the relationship between the citizenry, the media and their accountability processes, the study examines media regulation as a public service and explores the notion of regulatory bodies as a public good. Research collaboration in asymmetric power relations: A study of postgraduate students’ views
Collaboration among researchers and across disciplinary, organisational and cultural
boundaries is essential for addressing the increasingly complex challenges and opportunities
facing international development. Despite the known advantages and various incentives,
research collaboration within Africa (specifically within South Africa) is lacking. To better
understand the reasons for this lack of research collaboration, this study explored collaboration
between students and supervisors in an information and communication technology for
development (ICT4D) postgraduate student project in South Africa. South Africa, a country
with major social inequalities and asymmetric power relations, provides an appropriate
context. The students’ perspectives provided a space for investigating the collaboration factors
by unpacking the capability inputs according to Robeyns’ representation of personal
capabilities. Data were captured from a survey and focus groups (FG) with students and
supervisors in ICT4D from different universities in South Africa. Thematic analysis was used
to identify and link the participants’ expectations of research collaboration with their
perceptions of the challenges of such collaborations. The contribution is a conceptualisation of
the main components representing research collaboration viewed in terms of personal
capabilities, including the factors that influence collaboration.
Transdisciplinarity contribution: Research collaboration is fundamental to promoting multi-,
inter- and transdisciplinary research. The novelty of this study lies in applying a theoretical
lens from the field of human development to explore research collaboration in the
transdisciplinary field of ICT4D. Given the research application context and the theoretical
lens applied, the findings have implications for initiatives and policies on funding
transdisciplinary research collaboration
Building feminist solidarities: the case study of Mujeres Creando
The case study of Bolivian radical feminist group Mujeres Creando is aimed at exploring both the micro and macropolitical challenges to and strategies for building feminist solidarities within the broader context of globalised neoliberal capitalism. The main research question orienting this study is: What would feminist activism look like if it addressed both macro and micropolitical factors in a way that led to the formation of anti-capitalist subjectivities and sustainable environments? The anticipated outcome of this research project is the achievement of a better understanding of how the feminist notion that the personal is political is the basis for the formulation of alternative forms of theory and praxis leading to emancipatory social change and the emergence of egalitarian and sustainable democratic realities. Feminist insights on subjectivity
formation and coalition-building offer valuable conceptual material with the potential for innovation from which to re-imagine and re-construct the social
realities of women and, by extension, of all members of society. The methodological framework for this study is qualitative discourse analysis. The aim of this research is not to impose predetermined concepts for testing, but rather to provide a framework for an iterative process, comprising the dual movements of exploration and interpretation, where theory and hypotheses are developed in the course of the study in contribution to existing dialogues on the subject of feminist solidarity building. As the type of data studied is not amenable to quantitative analysis, a qualitative design is better suited to the subjective nature of the matter and my need to access unquantifiable aspect about the members of Mujeres Creando, such as the effects of discursive colonisation on the lives and struggles of marginalised women, how they make sense of their socio-political context and engage with dominant discursive practices on a daily basis. Township clinic employees’ experience of the influence of an employee assistance programme on their wellness

A qualitative research approach in line with the interpretivist paradigm was used in this study. Ten participants were used as a sample to collect data for this study. Semi-structured interviews were conducted to collect data. The literature review study aimed to conceptualise wellness, its related constructs, and the experience of the influence of an EAP on employees' wellness. The empirical study aimed at discovering the level of employee understanding of an EAP and its purpose, exploring the obstacles that employees face in utilising EAPs. Furthermore, the empirical study aimed at understanding how township clinic employees perceive an EAP's impact on wellness. Determinants of commercial real estate performance : the case of Addis Ababa, Ethiopia
Includes summaries in Tswana and ZuluEthiopia is one of the world's fastest urbanising countries, with cities such as Addis Ababa
constantly expanding. While urbanisation causes a variety of social and economic issues,
housing shortages in developing countries are worse than ever, and the number of slum dwellers
living illegally in areas with no licenses or property rights is growing. Ethiopia is no exception
in this regard. The main objective of the study was to investigate the variables that affect Addis
Ababa‘s commercial real estate market performance. The study employed a mixed research
approach with an explanatory sequential mixed method design. The study sample for the
quantitative phase consisted of senior specialists, top business leaders and other professionals
from 35 commercial real estate developers operating in Addis Ababa. A total of 231 structured
and self-administered sets of questionnaires were distributed, with 163 ultimately being used in
the analysis. This yielded a real response rate of 71%, which was considered both necessary and
adequate for running the requisite statistical tests. For the qualitative phase of the study, 15 key
informants from relevant government ministries or agencies and relevant industry sectors were
chosen to participate in in-depth interviews. However, only 10 key informants volunteered to be
interviewed. The quantitative study's results showed that every factor—firm efficiency, supplier
dependability and customer purchase intentions, as well as credit availability, marketing
strategy, legal considerations, land availability, infrastructure development, technological
adoption and leadership quality—had a significant and positive impact on the performance of
Addis Ababa‘s commercial real estate market. The qualitative study revealed that the additional
variables of political and economic instability, the level of coordination and stakeholder
participation, political intervention and home buyers' purchasing power affected the
performance of commercial real estate. The researcher recommends that, to perform better, real
estate firms develop an effective strategy that focuses on performance-improving variables and
work closely with the government and other stakeholders. Finally, commercial real estate
developers should be guided by the suggested framework for measuring performance in the

Learner autonomy through project-based teaching and learning in technical and vocational education and training hospitality education
Abstracts in English, Afrikaans and Northern SothoProject-Based Learning (PjBL) is a teaching and learning approach that involves students actively working on real-world projects to develop knowledge and skills. This method has been shown to be effective in promoting Learner Autonomy (LA) and skills development in language learning studies. However, a dearth of research has been done on the use of PjBL in hospitality education, especially in a Technical and Vocational Education and Training (TVET) environment. Using a case study research strategy, this study aimed to investigate whether PjBL could be used to promote LA and develop employable skills in hospitality education.
Kolb’s Experiential Learning Theory (ELT) serves as the theoretical framework for this study. PjBL aligns with this theory as it allows students to experience a problem or challenge, reflect on their learning, think about possible solutions, and take action to complete the project.
A convergent Mixed Methods (MM) approach, informed by a pragmatic paradigm, was used to develop a framework for PjBL in promoting LA in a TVET environment. The study included a closed-structured questionnaire with responses from 144 (n=144) students from two hospitality programmes, as well as a semi-structured interview with 18 student participants. Students' self-reflection reports were used as the third data collection instrument to assess the level of reflection.
The findings indicate that PjBL is an effective teaching and learning approach in hospitality education that can promote LA, lead to a deeper understanding of the subject matter, and facilitate the development of a variety of important skills and competencies. Students can apply their knowledge and skills in meaningful ways through hands-on, real-world activities, which can foster a greater sense of autonomy and responsibility for their own learning. Moreover, this study emphasises the significance of incorporating PjBL into hospitality education programmes to prepare students for success in a rapidly changing world. Furthermore, PjBL is recognised as a valuable alternative to traditional Experiential Learning (EL) methods and has the potential to promote deeper learning outcomes.Projekgebaseerde leer (“PjBL”) is ’n onderrig- en leerbenadering wat behels dat studente aktief aan werklike projekte werk om hul kennis en vaardighede te ontwikkel. Daar is egter ’n gebrek aan navorsing oor die gebruik van projekgebaseerde leer in gasvryheidsonderrig, veral in ’n omgewing van tegniese en beroepsgerigte onderrig en -opleiding (“TVET”). Die doel van hierdie studie was om, met behulp van ’n gevallestudie-navorsingstrategie, vas te stel of projekgebaseerde leer ingespan kan word om leerderoutonomie te bevorder en indiensneembaarheidsvaardighede in gasvryheidsonderrig te ontwikkel.

An institutional perspective of ICT governance implementation: a case study of the Department of Transport
ICT today has risen to prominence as a critical determinant of the growth and survival for
organisations. The objective of this study was to identify how ICT governance was implemented in
the public sector. A case study of the Department of Transport was used in conducting this study. In
2012, The Department of Service Administration (DPSA) released a Corporate Governance of ICT
policy Framework (CGICTPF) for implementation in the public sector in order to improve the status
of ICT governance. There was no information and communications technology (ICT) strategy to drive
ICT that is also aligned to the goals and objectives of the department. ICT was not pitched as an
enabler in the public sector. The study was conducted in Gauteng. Personnel who were involved in
the implementation of the CGICTPF were invited to participate in the study. The study adopted an
interpretivist approach since it was a study of an exploratory nature. Interpretivism is adopted where
the researcher desires to have a richer understanding of the reality according to the participant’s view.
Interpretivism research philosophy allowed the researcher of this study to gain new knowledge from
participants offering different views.
A case study research approach was utilised as it provides rich-qualitative information about the
phenomena being studied. It was selected on the basis that it enables the generation of new ideas and
indicates how different aspects relate together. Furthermore, it was utilised as it provides insight and
illuminates meanings that expand experiences of researchers.
Qualitative research methodology was utilised to gather data from participants. Inductive data analysis
based on facts, general subjects and respondents’ opinions offers valuable perceptions and
understanding of the question set as IT professionals’ experiences, understandings and perceptions
were used to uncover how the CGICTPF was implemented at the Department of Transport.
The study highlights the challenges and the prerequisites of implementing an effective ICT
governance framework.
Data was collected through interviews and by analysing the audit reports of the Department of
Transport in prior years.
Findings from the study revealed that there are gaps that need to be filled in executing ICT governance
in training and communication within organisations. The influence of external and internal pressures
in the implementation process was also highlighted. The study is significant as it will assist the
practising managers in other public entities in increasing the probability of a successful
implementation of an ICT governance framework. It is also important for academics and scholars as

Practices and challenges in financial resource management at selected government secondary schools of Wolaita zone in Ethiopia
The government of Ethiopia places a very high priority for poverty alleviation as
part of its overall goals for socio-economic development. As a result, education is
one of the four priority sectors that were identified as a major tool of the poverty
alleviation strategy. The main objective of any educational system is to cultivate
the individual capacity for problem-solving and adaptability to the environment by
developing the necessary knowledge, ability, skill and attitude. To offer effective
and efficient education for generation, human resources along with material,
financial and time resources should efficiently be utilised for schools to attain their
goals. This shows that educational activity cannot be successfully run without
adequate financial support in addition to human, material and time resources.
Therefore, to enhance educational activities, sound financial management is
necessary. Accordingly, this research examined the practices and challenges in
financial resource management at selected government secondary schools and
put forward possible recommendations to overcome those challenges that hinder
effective utilisation of school funds.
This study was qualitative in nature and used a case study that allowed the
researcher to achieve the study's goals of gaining an in-depth understanding of
practices and challenges in school finance management at selected government
secondary schools. Based on the analysis made and the reflection on the data, it is
posited that school principals and other school governing body (SGB) members
were not in charge of performing their duties effectively to manage school funds
efficiently due to many reasons. Underperforming of principals and other SGB
members in financial management resulted from employing less qualified
accounting staff that maintain poor records and fail to observe accounting
procedures. Moreover, there was a lack of professionalism in some areas as far as
management of schools’ finance is concerned and called for qualified personnel in
the management of school finances. It is important for school administration to
understand that business management goes beyond allocating cash items but has

to look at the school as an investment which would in due time pay dividends to
the government but not at the study area. As a result, schools experienced
problems of poor financial management. Mismanagement of funds leads to
shortage of critical resources as money was not available for the purchasing of the
necessary equipment and other school needs which often resulted in the
unsatisfactory performance of the school community, parents, teachers, students
and other stakeholders of schools.
To enhance educational activities, sound financial management is necessary.
Therefore, school principals in collaboration with other SGB members must be in
charge of managing school resources to enhance the transparency in the
deployment of resources. As a result, this study recommends that school principals
as chief financial officer and other SGB members must have an authority of clarify
the purpose of the budget process, choose the best strategy for implementing the
budget, and monitor and control the budget not only to administer school funds
effectively and efficiently but also to initiate and effectively participate all intended

A model for continuum of care for reducing maternal and neonatal deaths in North Western Ethiopia
Text in EnglishMaternal and neonatal health continuum of care (MNH CoC) is one of the recommended strategies for reducing maternal and neonatal deaths. However, its utilisation remains low in sub-Saharan Africa, including Ethiopia. The purpose of the study was to investigate the determinants of maternal and neonatal service utilisation and develop a model for continuum of care for reducing maternal and neonatal mortality in North Western Ethiopia.
A convergent mixed methods research design was used to conduct the study. For the quantitative phase, simple random sampling followed by systematic sampling was used to select a sample of 564 women who had given birth in the preceding nine months before data collection for the study. Data was collected through the use of a questionnaire. For the qualitative phase, a purposive sampling method was applied to select the study participants who were women, religious leaders, community leaders, Women‘s Development Army (WDA) leaders, health extension workers (HEWs), midwives, facility heads, experts, and directors, using in-depth interview tools. The quantitative data were analysed using SPSS version 27 and the qualitative data were analysed using Colaizzi‘s seven steps of analysis.
The overall completion of maternal and neonatal CoC services in the antenatal, childbirth and postnatal stages was 53.7%. The study showed that factors such as occupation, partner support, knowledge of the expected number of antenatal visits, knowledge of neonatal danger signs, early booking of antenatal care, comprehensive counselling and physical examination during antenatal care (ANC), and mode of delivery were significantly associated with completion of MNC CoC services. Religious influence, perceptions, customs and husbands‘ influence were barriers that affected the completion of MNH CoC. Furthermore, poverty, an awareness gap, workload, unwanted pregnancy, late ANC booking and poor referral care including lack of timely services resulted in discontinuation of the CoC pathways. Lack of resources such as appropriate medication, laboratory investigations, medical equipment and transportation exacerbated poor utilisation of MNH CoC.
The findings were used to develop a MNH CoC model for reducing maternal and neonatal deaths. The developed model challenges policy makers to set up programs that would facilitate action for improved and desired outcomes.D. Phil. (Public Health)Health Studie
