SEGURANÇA REGIONAL NO CHIFRE DA ÁFRICA: CONFLITOS, AGENDAS E AMEAÇAS
Get PDFThis paper aims at analyzing security dynamics in the Horn of Africa in the post-independence period, identifying the actors, agendas and threats. For this purpose, it is subdivided into three parts. The first one analyzes the security dynamics taking place in the Horn of Africa during the Cold War period, focusing on the regional rivalries and on the penetration of extraregional actors. In the second part, there is a discussion regarding the transformations which occurred in region in the immediate post-Cold War period, focusing both on the unities’ (states) internal security dynamics and on the regional ones. The third and last section aims at identifying “new” threats and regional and international responses, as well as the emerging strategic importance of the region to traditional superpowers in the post-9/11 period, marked by the process of securitization.Este artigo tem por objetivo analisar a dinâmica de segurança no Chifre da África no período pós-independência, identificando os atores, agendas e ameaças. Para tanto, ele se divide em três partes. Na primeira parte, faz-se uma análise da dinâmica de segurança no Chifre da África durante o período da Guerra Fria, focando-se nas rivalidades regionais e na penetração das potências extrarregionais. Na segunda parte são discutidas as transformações ocorridas na região no imediato pós-Guerra Fria, focando nas dinâmicas de segurança internas das unidades (Estados) e regionais. Por fim, a última parte busca identificar as “novas” ameaças e as repostas internacionais e regionais, bem como a nova importância estratégica da região para as potências tradicionais no pós-11 de setembro de 2001 consumado no processo de securitização

Get PDFDid the entry by the International Criminal Court (ICC) into the 2007-2008 postelection dispute ruffle feathers among Kenya’s politicians and influence the results of the 2013 elections? This article argues that the indictment of prominent Kenyans by the ICC for atrocities committed during the postelection violence was the first attempt to break a vicious cycle of impunity deeply entrenched in the country’s body politic. However, the indictees exploited cases against them to exacerbate ethnic fault lines, polarise the country and ensure the controversial victory by Uhuru Kenyatta and William Ruto during the 2013 elections despite facing egregious charges before the ICC. Crucially, the ICC precipitated uncertainty and trepidation among Kenya’s kleptocrats in power since 1963, the year of Kenya’s independence. Kenyatta’s controversial presidential victory in 2013 was both personal and oligarchic as it ensured continued stranglehold on Kenya’s political and economic spheres by a self-reporuding plutocracy. With control of state apparatus, Kenyatta and Ruto successfully fought back against the threat posed by the ICC. The article analyses ICC politics impunity, and ethnic politics through the prism of Kenya’s cases before the ICC. A entrada pelo Tribunal Penal Internacional (TPI) nas disputas pós-eleitorais de 2007-2008 causou preocupação entre os políticos do Quênia e influenciou os resultados das eleições de 2013? Este artigo argumenta que o indiciamento de quenianos proeminentes pelo TPI por atrocidades cometidas durante a violência pós-eleitoral foi a primeira tentativa de quebrar um ciclo vicioso de impunidade profundamente entrincheirado no corpo político do país. Entretanto, os indiciados exploraram os casos contra eles para exacerbar descontinuidades étnicas, polarizar o país e garantir uma controversa vitória por Uhuru Kenyatta e William Ruto durante as eleições de 2013, apesar de enfrentarem acusações abomináveis perante o TPI. Crucialmente, o Tribunal precipitou incerteza e trepidação entre os cleptocratas que estavam no poder no Quênia desde 1963, o ano da independência do país. A vitória presidencial controversa de Kenyatta em 2013 foi tanto pessoal quanto oligárquica, já que garantiu a continuidade do controle das esferas políticas e econômicas do Quênia por uma plutocracia autorreplicante. Through of experiences in loco, this article establishes a comprehensive analysis of the situation, not only pointing out the political agents which actively intervene in this game, but also constructing possible scenarios for the unfolding of the events.Atualmente, a África do Sul enfrenta diversos dilemas políticos que influenciam toda a organização social do país. Dessa forma, a historicidade dos processos políticos que permeiam a sociedade sul-africana atualmente, os jogos de poder das elites do país, bem como as influências externas que agem internamente por meio dos partidos políticos da África do Sul, e a presença dessa importante nação africana dentro do âmbito dos BRICS são elementos essenciais para a compreensão do contexto da política sul-africana. Através de experiências vivenciadas in loco, se buscou nesse artigo uma análise minuciosa e abrangente acerca de tal conjuntura, apontando os agentes políticos que interferem ativamente nesse jogo e construindo possíveis cenários para o desenrolar dos eventos

In this sense, it should be noted that the region has been struck like no other by the changes in world economy and politics; for that reason, such issues have become central to the continent and South Atlantic area as a whole.O presente artigo tem por finalidade revisar a dinâmica de relações entre Brasil e África, especificamente no tocante à cooperação técnica em Defesa, com ênfase nos séculos XX e XXI. Parte do entorno estratégico brasileiro, o continente africano atrai a atenção do Brasil, ao passo que vem obtendo inserção crescente na agenda de pesquisa nacional, em especial na área de Segurança & Defesa. A SITUAÇÃO DAS MISSÕES ALEMÃS EM CAMARÕES SOB O SISTEMA DE MANDATO: UMA ANÁLISE HISTÓRICA
Get PDFThe First World War and its resultant Mandate and Trusteeship systems greatly affected the German mission enterprise in Cameroon. Apart from causing the forceful ousting of German missionaries from Cameroon, the British and the French whom the League of Nations and United Nations successively chose as administering powers within the Mandate and Trusteeship frameworks adopted hostile policies towards German missions. From the beginning of the war to the post-Second World War era, the foundation of German missions was seriously threatened. This paper critically examines the treatment of German missions in both British and French Cameroons during the Mandate and Trusteeship periods, focusing especially on the opposing attitudes of both administering powers towards the missions in their spheres of influence. The paper establishes that the administering powers’ treatment of German missions, which was underpinned by imperial and nationalist exigencies, roiled the attainment of the triple missionization agenda of planting self-supporting, self-governing and self-evangelizing churches. It thus argues that the First World War triggered the mistreatment of German missions, with some missions forced to terminate their activities while others were allowed to continue their mission work under difficult conditions.A Primeira Guerra Mundial e seus sistemas resultantes de Mandato e Tutela afetaram consideravelmente a missão alemã nos Camarões. Além de causar a expulsão vigorosa de missionários alemães dos Camarões, os britânicos e os franceses que a Liga das Nações e as Nações Unidas conferiram sucessivamente com poderes de administração nos quadros de Mandato e de Tutela adotaram políticas hostis às missões alemãs. Desde o início da guerra até a era pós-Segunda Guerra Mundial, a fundação das missões alemãs estava seriamente ameaçada. Este artigo analisa criticamente o tratamento das missões alemãs tanto nos Camarões Britânicos como Franceses durante os períodos de Mandato e Tutela, concentrando-se especialmente nas atitudes de ambos os poderes administradores em relação às missões em suas esferas de influência. O artigo estabelece que o tratamento dispensado pelos poderes administradores às missões alemãs, sustentado por exigências imperiais e nacionalistas, despertou a realização da agenda tripartite de implantação de igrejas autossustentáveis, autônomas e auto evangelizadoras. Assim, argumenta-se que a Primeira Guerra Mundial desencadeou o maltrato das missões alemãs, sendo algumas delas obrigadas a encerrar suas atividades, enquanto outras foram autorizadas a continuar seu trabalho missionário sob duras condições

Neste caso, o diálogo é estabelecido entre perspectivas suleadoras de Ciências Humanas e Psicologia, são elas: Psicologia Crítica, Psicologia da Libertação Latino-Americana, Descolonização da Psicologia, Psicologia Indígena e Estudos Africanos.
