    PRÁTICA E DESENVOLVIMENTO DO PEACE JOURNALISM NO NORDESTE DA NIGÉRIA: DISCUSSÃO EM GRUPO COM ALGUNS MEMBROS CORRESPONDENTES DA NTA EM DAMATURU, ESTADO DE YOBE

    Peace journalism is fundamental like in any type of reporting. Thus, it facilitates reporters to disseminate information that would help attune to the development of a nation. Base on the available literature, the study discovered that the media have been variously blamed for their role in the exacerbation of different conflicts in complex and heterogeneous countries like Nigeria. The study uses social responsibility theory as a guiding principle. Likewise, Focus Group Discussions (FGD) is applied as a methodological approach in data gathering among some selected members of NTA correspondents’ Damaturu, Yobe State. A total number of 10 practicing journalists were randomly selected in NTA, Damaturu. They discussed peace journalism practice and development in the Northeast of Nigeria. Arising from the discussions, the study concludes that all media organisations should imbibe the appropriate way of reporting peace journalism and development in the country, especially in the Northeast of Nigeria where cases of ethnic, religious, political and other types of conflicts have taken the lead.O peace journalism é fundamental em qualquer tipo de relatório. Assim, ele facilita os repórteres para divulgar informações que ajudem a informar o desenvolvimento de uma nação. Baseando-se na literatura disponível, o estudo descobriu que a mídia foi culpada por seu papel na exacerbação de diferentes conflitos em países complexos e heterogêneos como a Nigéria. O estudo utiliza a teoria cultural do conflito e da diversidade como sua justificativa teórica com o objetivo de explicar o suposto papel dos jornalistas em uma situação ideal. Do mesmo modo, as Discussões de Grupo Focal (FGD) são aplicadas como uma abordagem metodológica na coleta de dados entre alguns membros selecionados de Damaturu dos correspondentes da NTA, no estado de Yobe. Um número total de 10 jornalistas foram selecionados aleatoriamente em NTA, Damaturu. Eles discutiram a prática e o desenvolvimento do peace journalism no Nordeste da Nigéria. A partir das discussões, o estudo conclui que todas as organizações de mídia devem absorver a maneira apropriada de relatar o jornalismo e o desenvolvimento da paz no país, especialmente no Nordeste da Nigéria, onde os casos de conflitos étnicos, religiosos, políticos e de outros tipos assumiram a lideranç

    A CONSTRUÇÃO DA PAZ EM UMA FRONTEIRA INTERNACIONAL CONTESTADA: A RESOLUÇÃO DO CONFLITO FRONTEIRIÇO ENTRE NIGÉRIA E CAMARÕES E O SURGIMENTO DE NOVAS QUESTÕES

    The objective of this study is to analyse matters arising from the Nigerian–Cameroon border conflict settlement that could jeopardise the “cold peace” between the two countries; issues relating to psychological, socio-economic and political fallouts which the method of settlement of the conflict and its application brought on the indigenes and inhabitants of the Bakassi Peninsula as well as proffer recommendations for lasting peace in this troubled region. In doing this, the study investigates how the process of settlement of the conflict based on the ICJ ruling and the Green Tree Agreement has thrown up more complex issues that encapsulate the interest of the Bakassi people from what should have been a triangular process. The analysis here exposes the damage: psychological, socio-economic and political produced by the peculiar manner in which the method of settlement of the conflict that attached greater importance to the interest of the state parties vis a vis the strategic significance of the Peninsula to the exclusion of its inhabitants. The study brings to the front burner the need for the adoption of an alternative post-conflict peacebuilding approach in the face of the ineffectiveness of the extant approaches in fostering positive peace and sustainable development in the region. It proffers recommendations that would accommodate the triangular interest of the stake holders: Cameroon, Nigeria and the Bakassi people caught in the web in ways that would advance security and development in West Africa. The study adopts the qualitative methods and from it, the historical method in terms of data collection, analysis and presentation. The data collection is based on selected primary and secondary sources. The primary sources include data from oral evidences from fieldwork, newsstudy reports, Focused Group Discussion (FGD) etc. Secondary sources include written sources relevant to the study; policy documents of Bakassi Local Government Administration, books, magazine and journal articles, as well as unpublished works, theses and dissertations, amongst others.  Oral data for the study was obtained through in-person key-informant interviews and focus-group discussions (FGDs) held in Akpabuyo Local Government Area of Cross River State, Nigeria, where some of the Bakassi people are presently sheltered and the various communities around the Peninsula. Oral interview with the spokesperson of the displaced people as well as expert groups already working in this area, rights activists and journalist, were also contacted for the purposes of this study. In analysis and interpretation, the study employs theoretical approaches from relevant disciplines such as history, peace and conflict studies, politics and law, applying them to the historical situation associated with the concerns of the study. In presentation, the study combines the chronological, analytical and descriptive styles.O objetivo deste estudo é analisar as questões decorrentes do acordo de resolução do conflito fronteiriço entre Nigéria e Camarões, que poderia comprometer a “paz fria” entre os dois países; questões relacionadas com as repercussões psicológicas, socioeconômicas e políticas que o método de resolução do conflito e a sua aplicação trouxeram aos indígenas e habitantes da Península de Bakassi, bem como recomendações para uma paz duradoura nesta região problemática. Ao fazer isso, o estudo investiga como o processo de resolução do conflito, com base na decisão da CIJ e no Acordo Green Tree, criou questões mais complexas que encapsulam o interesse do povo de Bakassi, a partir do que deveria ter sido um processo triangular. A análise aqui expõe os danos: psicológicos, sócio-econômicos e políticos produzidos pela maneira peculiar com que o método de resolução do conflito atribuía maior importância ao interesse dos Estados, frente ao significado estratégico da Península e a exclusão de seus habitantes. O estudo traz à tona a necessidade da adoção de uma abordagem alternativa de construção da paz no pós-conflito, em face da ineficácia das abordagens existentes na promoção da paz positiva e desenvolvimento sustentável na região. Ele oferece recomendações que acomodariam o interesse triangular das partes interessadas: Camarões, Nigéria e Bakassi, capturados em uma rede de maneiras que promovam a segurança e o desenvolvimento na África Ocidental. O estudo adota os métodos qualitativos e, a partir dele, o método histórico em termos de coleta, análise e apresentação de dados. A coleta de dados é baseada em fontes primárias e secundárias selecionadas. As fontes primárias incluem dados de evidências orais de trabalho de campo, estudos de notícias, discussão de grupos focais (FGD) etc. Fontes secundárias incluem fontes escritas relevantes para o estudo; documentos de política da Administração do Governo Local de Bakassi, livros, revistas e artigos de periódicos, bem como trabalhos não publicados, teses e dissertações, entre outros. Dados orais para o estudo foram obtidos através de entrevistas pessoais com informantes-chave e discussões de grupo focal (FGDs) realizadas na Área de Governo Local de Akpabuyo no Estado de Cross River, na Nigéria, onde alguns dos Bakassi estão atualmente abrigados e as várias comunidades ao redor da península. Entrevistas orais com o porta-voz das pessoas deslocadas, bem como grupos de especialistas que já trabalham nesta área, ativistas de direito e jornalistas também foram contatadas para os propósitos deste estudo. Na análise e interpretação, o estudo emprega abordagens teóricas de disciplinas relevantes, como história, estudos de paz e conflito, política e direito, aplicando-os à situação histórica associada às preocupações do estudo.     This article aims to present the Brazilian foreign policy towards Africa, developed in the 1960s and conceived by Janio Quadros and João Goulart, but effectively implemented by Mario Gibson Barboza, during the Brazilian military regime, as being directly influenced by the thought of Gilberto Freyre, especially by the idea of “lusotropicalism”.     O PADRÃO DE FORMAÇÃO DOS PARTIDOS POLÍTICOS, SUA EVOLUÇÃO E A BUSCA POR INTEGRAÇÃO NACIONAL NA NIGÉRIA

    Political parties are crucial institutions in the construction of a participatory democratic order; they provide platforms for developing competing public policy proposals, as well as serving as instruments for channeling disparate social groupings into a common political platform, thus providing a stabilising effect to an otherwise fractious society. The significance of political parties therefore, goes beyond the utilitarian function of contesting or retaining political power to include the ability to provide a unifying force in the face of deep-seated ethno-religious cleavages. The historical trajectory of political party formation in Nigeria however runs counter to this theoretical and normative ideal. Political parties in the pre and post-independence Nigeria have served as sites for the mobilisation of the people along primordial faultlines. This paper argues that the two main political parties in Nigeria today presents an opportunity to break the cycle of regional based parties that have hobbled efforts towards national integration.Os partidos políticos são instituições cruciais na construção de uma ordem democrática participativa; eles fornecem plataformas para o desenvolvimento de propostas de políticas públicas concorrentes, bem como servem como instrumentos para canalizar grupos sociais díspares em uma plataforma política comum, proporcionando, assim, um efeito estabilizador a uma sociedade de outra forma fragmentada. O significado dos partidos políticos, portanto, vai além da função utilitária de contestar ou reter o poder político para incluir a capacidade de fornecer uma força unificadora em face de clivagens étnico-religiosas profundas. A trajetória histórica da formação de partidos políticos na Nigéria, entretanto, contraria esse ideal teórico e normativo. Os partidos políticos na Nigéria pré e pós-independência serviram como locais para a mobilização do povo ao longo das linhas de falha primordiais.     AVALIANDO A ARQUITETURA DE PAZ E SEGURANÇA AFRICANA (APSA) A PARTIR DE UMA ABORDAGEM INSTITUCIONALISTA E PELA DIFERENÇA QUE FEZ NA ÁFRICA DESDE 2002

    The Africa Peace and Security Architecture (APSA) was instituted by the African Union (AU) in 2002 to uphold the AU’s rules, norms, objectives and principles on peace, security and stability in Africa. The APSA was also established to ensure that the behaviour of AU Member States conformed to these principles and norms. The APSA was to be the operational structure for the effective implementation of decisions taken on conflict prevention, peace-making, peace support operations, peace-building and post-conflict reconstruction. Its mandate reflected the shift to human security, which is widely accepted at the continental level. The APSA has dealt with issues relating to human development; promote democratic practices, good governance and respect for human rights, humanitarian action and the management of disaster. Within the framework of the neo-Institutionalist theory of integration, and with the use of secondary data, this paper hypothesis that the APSA is disadvantaged as a result of not fairly applying its rules across the board in Member States. The paper assesses the performance of the APSA since its inception. The paper gives an overview of the major components of the APSA, its legal framework as well as its successes, prospects and challenges. The major objective of the paper was to ascertain whether the APSA has made any difference in the area of peace, security and stability in Africa since its establishment. The paper found that despite the great strides made by the APSA in delivering on its mandate to promote peace, security and stability in Africa, its inability to apply the rules, principles, values and norms of the AU in a uniform manner to shape the behaviour of Member States puts it at a great disadvantage. For the APSA to effectively deal with conflicts in Africa, it is recommended that the AU develops and sustains a keen interest in the technical, human and financial resourcing of the APSA to enable it work optimally. The African Union is encouraged to allow the rules to work and applied uniformly to member states when they default. The AU should also continue to build and strengthen its partnerships with international organizations concerned with peace and stability in Africa.A Arquitetura de Paz e Segurança Africana (APSA) foi instituída pela União Africana (UA) em 2002 para manter as regras, normas, objetivos e princípios da UA sobre paz, segurança e estabilidade na África. A APSA também foi estabelecida para assegurar que o comportamento dos Estados membros da UA se moldasse a esses princípios e normas. A APSA deveria ser a estrutura operacional para a implementação efetiva de decisões tomadas sobre prevenção de conflitos, operações de paz, operações de apoio à paz, construção da paz e reconstrução pós-conflito. Seu mandato refletia a mudança para a segurança humana, que é amplamente aceita no nível continental. A APSA lidou com questões relacionadas ao desenvolvimento humano; promoção de práticas democráticas, boa governança e respeito aos direitos humanos, ação humanitária e gestão de desastres naturais. No quadro da teoria Neoinstitucionalista da integração, e com o uso de dados secundários, a hipótese deste trabalho é de que a APSA, como resultado de não aplicar de forma uniforme as suas regras para todos os Estados membros, vem tendo dificuldades na atuação em promoção da paz e segurança na África. O artigo, portanto, avalia o desempenho da APSA desde o seu início e apresenta uma visão geral dos principais componentes da APSA, seu arcabouço legal, bem como seus sucessos, perspectivas e desafios. O principal objetivo do artigo é verificar se a APSA fez alguma diferença na área de paz, segurança e estabilidade na África desde a sua criação. O trabalho constatou que, apesar dos grandes avanços feitos pela APSA em cumprir seu mandato para promover a paz, segurança e estabilidade na África, sua incapacidade de aplicar as regras, princípios, valores e normas da UA de maneira uniforme, para assim moldar o comportamento dos Estados membros, vem resultando em prejuízos para sua atuação. Para que a APSA lide eficazmente com os conflitos na África, recomenda-se que a UA desenvolva e mantenha um grande interesse nos recursos técnicos, humanos e financeiros da APSA para permitir que funcione da melhor forma possível. A União Africana é encorajada a permitir que as regras funcionem e que sejam aplicadas uniformemente aos estados membros. A UA deve também continuar a construir e reforçar as suas parcerias com organizações internacionais preocupadas com a paz e a estabilidade em África

    INTEGRAÇÃO DA CORRUPÇÃO, POBREZA E DESENVOLVIMENTO NA NIGÉRIA

    The paper gives an outline of Nigeria’s experience on corruption in the context of poverty and Development. It discusses the effects of corruption which are rooted in the political and economic situation of the polity. The challenge of corruption is at the root of our underdevelopment .It has become so pervasive that many essential public projects for which vast sums of money have been paid to concerned contractors have been abandoned. And when such public projects have been completed, their costs are always higher in comparison with the costs of similar projects in other countries. In Nigeria corruption stifle economic growth, reduce economic efficiency and development despite the enormous resources in the country. It depends essentially on data from secondary sources such as books, journal articles, government publications, among other relevant documents. The data were analyzed qualitatively using the descriptive analytical method in order to achieve the primary objective of the paper. Este trabalho apresenta um esboço da experiência nigeriana em matéria de corrupção no contexto de pobreza e desenvolvimento. Ele discute os efeitos da corrupção que estão enraizados nas situações política e econômicas da política. O desafio da corrupção está na base de nosso subdesenvolvimento. Tornou-se tão perpetrante que projetos públicos essenciais para os quais grandes somas de dinheiro foram despendidas aos empreiteiros foram abandonados. E quando esses projetos são completados, seus custos são sempre mais altos em comparação com o custo de projetos similares em outros países. Na Nigéria, a corrupção sufoca o crescimento econômico, reduz a eficiência econômica e o desenvolvimento, embora haja uma grande soma de recursos no país. O trabalho depende essencialmente de dados secundários como livros, revistas, publicações governamentais, entre outros documentos relevantes. Os dados foram analisados qualitativamente usando o método descritivo analítico a fim de atingir o objetivo primário do artigo

    A ÁFRICA E A HISTORIOGRAFIA DAS RELAÇÕES INTERNACIONAIS

    This article examines what it calls Africa’s International Relations (IR) historiography, an assessment of African scholars’ contribution to the study of IR’s history and discipline. I do this based on the myth surrounding IR’s historiography, the rather limited role of African contributions and a set of criteria teased out of Schmidt and Bell’s works on the writing IR. While they acknowledge Hoffmann’s IR as an American Social Science, they suggest that a field’s historiography must highlight obscured perspectives, researchers that self-consciously profess IR as their discipline and institutions that contribute to the development of the discipline. Although African IR scholars meet some of these criteria, including institutions and scholars that self-profess as IR scholars, the American hegemony and its European competitor cum accomplice in the field greatly influence African scholars writings and the practices they adopt in the study of international relations. While African scholars bring African perspectives on global affairs to bare on the IR that they do, they mostly respond to theoretical, methodological and practical tones set elsewhere in doing so, some even countering these dominant views from “imported” theories, without necessarily developing African-oriented, philosophically grounded study on IR from the African perspective. Consequently, while African contributions to the discipline and history of IR appear marginal, African IR writers can expand their impacts by exploring the discipline of History – a view representing the eclectic nature of IR – and draw on African history and events to provide philosophical, theoretical and empirical insights to African IR study. While the postcolonial theory is an instance of such reflection, African IR scholars will make significant contributions to the field by introspection rather than reliance on Western-oriented canons.Este artigo examina o que chamamos de historiografia de Relações Internacionais (RI) da África, uma avaliação da contribuição de acadêmicos africanos para o estudo da história e da disciplina de RI. Faz-se isso com base no mito que cerca a historiografia das RI, o papel bastante limitado das contribuições africanas e um conjunto de critérios retirados dos trabalhos de Schmidt e Bell sobre a escrita das RI. Embora reconheçam as RI de Hoffmann como uma ciência social americana, eles sugerem que a historiografia de um campo deve destacar perspectivas obscuras, pesquisadores que professam conscientemente as RI como sua disciplina e instituições que contribuem para o desenvolvimento da disciplina. Embora estudiosos das RI africanos atendam a alguns desses critérios, incluindo instituições e acadêmicos que se autodeclaram como acadêmicos de RI, a hegemonia americana e seu concorrente europeu cúmplice no campo influenciam muito os escritos acadêmicos africanos e as práticas que adotam no estudo das relações internacionais. Enquanto acadêmicos africanos trazem perspectivas africanas sobre questões globais para descobrirem o que eles fazem, eles respondem principalmente a tons teóricos, metodológicos e práticos estabelecidos em outros lugares, alguns até mesmo contrariando essas visões dominantes de teorias “importadas”, sem necessariamente desenvolver filosoficamente fundamentados estudos sobre RI na perspectiva africana. Consequentemente, embora as contribuições africanas para a disciplina e história da RI pareçam marginais, os escritores africanos de RI podem expandir seus impactos explorando a disciplina da História - uma visão que representa a natureza eclética da RI - e basear-se na história e nos eventos africanos para fornecer dados teóricos e filosóficos e insights empíricos para o estudo de RI na África. Embora a teoria pós-colonial seja um exemplo de tal reflexão, os estudiosos africanos de relações internacionais farão contribuições significativas para o campo por meio da introspecção, em vez de dependerem dos cânones orientados para o Ocidente
