    Automatically advances in technology, increased industrial capacity, a sharp increase in productivity, the struggle for competitive products, the safety requirements have created the necessary preconditions for the emergence of technical diagnostics of equipment condition. Nuclearisation process and the formation of a new direction is evolutionary. The results of this diagnosis is greatly influenced by human factors, and evaluation are often subjective.     Security among students in school buildings during natural disasters

    U radu su izneti rezultati kvantitativnog istraživanja percepcije učenika srednjih škola o njihovoj bezbednosti u školskim objektima za vreme prirodnih katastrofa. Autori koriste metod anketiranja učenika kako bi identifikovali i opisali faktore koji utiču na percepciju bezbednosti učenika. Iz ukupne populacije učenika srednjih škola u Beogradu, za potrebe ovog istraživanja izvučen je uzorak veličine 3.063 učenika, što čini 4.67% populacije. Iz populacije od 101 Beogradske srednje škole na slučajan način izabrano je njih 13. Rezultati istraživanja pokazuju da se 40,2% učenika oseća bezbedno, 37,8% nije sigurno i 21,8% ističe da se oseća nebezbedno u školskim objektima kada su u pitanju posledice prirodnih katastrofa. Nadalje, rezultati ispitivanja uticaja određenih faktora na percepciju bezbednosti učenika pokazuju da postoji statistički značajna povezanost sa promenljivama – pol, obrazovanje majke, obrazovanje oca, ostvarena prosečna ocena, dok takva povezanost nije utvrđena sa promenljivama – zaposlenost roditelja, živi sa ocem, sa majkom, dedom i babom. Istraživanje se bazira na područje Beograda, tako da se zaključci mogu generalizovati samo na populaciju učenika srednjih škola na tom području. Rezultati istraživanja se mogu iskoristiti prilikom kreiranja strategija unapređenja bezbednosti učenika u školskim objektima od posledica prirodnih katastrofa

    Distributional properties and parameters estimation of GSB Process: An approach based on characteristic functions

    A general type of a Split-BREAK process with Gaussian innovations (henceforth, Gaussian Split-BREAK or GSB process) is considered. The basic stochastic properties of the model are studied and its characteristic function derived. A procedure to estimate the parameter of the GSB model based on the Empirical Characteristic Function (ECF) is proposed. Our simulations suggest that the proposed method performs well compared to a Method of Moment procedure used as benchmark. The empirical use of the GSB model is illustrated with an application to the time series of total values of shares traded at Belgrade Stock Exchange

    Reforma krivičnog materijalnog zakonodavstva uvek podrazumeva reviziju sistema krivičnih sankcija, u prvom redu sistema kazni. Potrebno je napraviti balans izme|u potrebe suzbijanja kriminaliteta, promena koje nastaju u društvu i temeljnim novelama opšteg i posebnog dela koje su uslovljene novim, teškim oblicima kriminaliteta, iskustvima u primeni dosadašnjih rešenja i savremenim dostignućima u nauci krivičnog prava i njihovoj primeni u uporednom pravu. Stoga, u radu se analiziraju osnovne postavke Krivičnog zakonika Srbije koje se odnose na sistem kazni. U prvom delu rada, koji je ujedno posvećen i uvodnim napomenama, ukazuje se na dinamičnu fazu kroz koju prolazi krivično zakonodavstvo Srbije, što je svojstveno i drugim evropskim zemljama. Dalje, pruža se pregled odgovarajućih odredbi Krivičnog zakonika Srbije koji je stupio na snagu 1. 1. 2006. Zbog sveobuhvatnog pristupa, analizom su obuhvaćena i rešenja koja su rezultat izmena i dopuna Krivičnog zakonika u 2009. i 2012. godini. Izmene i dopune koje su usledile 2013. i 2014. godine nisu bile od značaja za sistem kazni. Posebna pažnja posvećena je višedecenijskim pokušajima da se u naše krivično zakonodavstvo uvede kazna doživotnog zatvora. Imajući u vidu potrebu za argumentovanom i kritičkom analizom više puta predloženog rešenja o kazni doživotnog zatvora cilj nam je da procenimo glavne razloge koji se iznose u prilog ove kazne kao i one protiv. Razmatranjem novih odredbi uvedenih u cilju suzbijanju kriminaliteta, ali i zauzimanjem stava u pogledu odre|enih pravnih pitanja autor je dao predloge de lege ferenda.The reform of the substantive criminal legislation always implies a review of the system of criminal sanctions, primarily of penalty system. It is necessary to create a balance between the need to combat crime, changes occurring in the society and the fundamental amendments to the General and Special parts of the Criminal Code that are conditioned by new, serious forms of crime, the experiences in the application of previous solutions and the latest achievements in science of criminal law and their application in comparative law. Therefore, the paper analyses the basic postulates of the Criminal Code of Serbia relating to the penalty system. The first part of the paper, which is at the same time dedicated to introductory remarks, points to the dynamic stage in which the criminal legislation of Serbia is at the moment, which is also characteristic for other European countries. Furthermore, it provides an overview of the relevant provisions of the Criminal Code of Serbia, which entered into force on 1 January 2006. For the purpose of a comprehensive approach, the analysis also included solutions that are the result of amendments to the Criminal Code in 2009 and 2012. The subsequent changes and amendments in 2013 and 2014 were not of importance for the penalty system. Special attention was paid to the decades-long attempt to introduce into our criminal legislation sentence of life imprisonment. Having regard to the need for argumentative and critical analysis of the several times proposed solution on the sentence of life imprisonment, the aim is to evaluate the main pros and cons in regards to this sentence.     Safety measure “Ban on Attendance at Certain Sporting Events” in practice of police and the judiciary

    Zakonom o izmenama i dopunama Krivičnog zakonika Republike Srbije iz 2009. godine, prvi put, u sistem krivičnih sankcija uvedena je mera bezbednosti „zabrana prisustvovanja određenim sportskim priredbama“.3 Ratio legis zakonodavca je bio efikasna i intenzivna borba protiv nasilja na sportskim takmičenjima. U ovom radu prikazaćemo, na primerima iz prakse, na koji način se primenjuje ova mera bezbednosti, i koji su pozitivni, odnosno negativni efekti ovakvog zakonskog regulisanja mera usmerenih na suzbijanje nasilja na sportskim priredbama u Republici Srbiji. Takođe, izvršićemo analizu sudskih presuda, donetih na teritoriji Kolubarskog upravnog okruga od trenutka stupanja na snagu ovog člana zakona do danas, kojima su izrečene mere bezbednosti „zabrana prisustvovanja određenim sportskim priredbama“. Analiziraćemo i načine (ne)izvršenja pojedinih sudskih odluka, zbog mnogobrojnih objektivnih i subjektivnih razloga. Kroz rad ćemo se posebno osvrnuti na postupanje policije, koja je zadužena za praćenje izvršenje mera bezbednosti, odnosno obaveštavanje suda o sprovođenju donetih presuda, kao i na reakciju suda na obaveštenja da se njihove pravnosnažne odluke ne sprovode. Na kraju ćemo odgovoriti na postavljeno pitanje i zaključiti da li je suzbijanje nasilja na sportskim priredbama efikasno u našem pravnom sistemu.The Law Amending the Criminal Code of the Republic of Serbia of 2009 has introduced for the first time the safety measure “Ban on Attendance at Certain Sporting Events” in Serbian criminal sanctions system. Ratio legis of the legislator was efficient and intense fight against violence at sporting events. This paper will present, using the practical examples, in which way this measure is implemented, as well as what positive and negative effects are of such a legal regulation of measures directed at suppression of violence at sporting events in the Republic of Serbia. Also, we shall analyze the court decisions reached in the territory of Kolubara District from the moment when this Article of the Law came into effect until today, which delivered the safety measure of “Ban on Attendance at Certain Sporting Events”. We shall also analyze the manners of carrying out or failures to carry out certain judicial decisions due to many objective and subjective reasons. We shall particularly give a review of the actions of the police, who are in charge of monitoring the implementation of safety measures, i.e. notifying the court on the implementation of the judicial decisions, as well as of the response by the court to the notification that their final judgments are not carried out. Finally, we shall answer the question posed and conclude whether the suppression of violence at sporting events is efficient within our legal system

    Analysis of air pollution from point sources on the example of steel plant Smederevo

    Air pollution is one of the most significant problems which our country faces. Air pollution from point sources (boiler stacks, industrial plants…) is particularly important. It is surely of our interest to analyze the emission of pollutants from our only steel plant Smederevo. The most common pollutants which are emitted from these sources and occur by the combustion of coal are sulphur oxides, nitrous oxides, CO, dust and soot particles. Their spreading depends on metrological conditions and configuration of surrounding relief. The aim of this work is to represent the obtained air pollution distribution results from most common gases (SO2, NOx, CO), at different distances from the steel plant. Gaussian model for assessment the dispersion of gaseous materials and suspended particles has been used in the analysis. Model of American Environmental Protection Agency SCREEN 3 has been used for comparison of the influence which has one source in different work conditions on air quality. The complex coefficient of air pollution has also been analyzed

    Biometrijske aplikacije u bezbednosti vazdušnog transporta

    As the number of air passengers continues to increase worldwide, so do the security demands and challenges in the air transport industry, particularly in lieu of numerous recent terrorist attacks. One of the essential requirements in fulfilling these needs resides in the accurate and timely identification of passengers and other participants in the air transport flow. Biometrics represents identification of individuals based on their quantifiable biological characteristics in automatic pattern recognition systems and is considered one of the most reliable means for personal identification. It is, therefore, not surprising that biometric technologies have an increasing presence in the air transportation industry. The intent of this review is to familiarize readers with biometric tools aimed at establishing and maintaining high security at airports and during flight, as well as to point out promising emerging biometric applications in the field.Sve veći broj putnika u vazdušnom saobraćaju, kao i sve učestaliji teroristički napadi, povećavaju bezbednosne zahteve i rizike u avio-industriji na globalnom nivou. Jedan od osnovnih uslova za povećanje bezbednosti jeste mogućnost precizne i brze identifikacije kako putnika, tako i drugih učesnika u saobraćajnom toku. Biometrija je oblast koja se bavi identifikacijom pojedinaca na osnovu njihovih merljivih, bioloških (anatomskih, fizioloških i ponašajnih) karakteristika u automatskim informacionim sistemima i smatra se jednim od najpouzdanijih pristupa za utvrđivanje identiteta. Stoga ne čudi što su biometrijske tehnologije danas sve prisutnije u avio-industriji. Cilj ovog rada je da upozna čitaoce sa dostupnim biometrijskim alatima koji se koriste za postizanje i održavanje visokog nivoa bezbednosti u vazdušnom saobraćaju. Autorka najpre daje pregled biometrijskih identifikacija koje se vrše na vazdušnim graničnim prelazima - aerodromima. U ovom kontekstu su, pored biometrijskih pristupa koji se koriste kao pooštrene mere bezbednosti, takođe obrađene i tehnologije koje imaju za cilj da povećaju brzinu prelaska granice i udobnost putnika niskog rizika, poput putnika koji često putuju (frequent flyers). Autorka dalje predstavlja načine na koje se, pomoću biometrijskih identifikacija, obavlja kontrola pristupa autorizovanih zaposlenih određenim zonama aerodroma, kao i provera prisustva osoba za kojima se traga. Kako skrining sistemi na aerodromima mogu imati visoke stope lažnih uzbuna, a sam proces skrininga predstavlja izazov, budući da zahteva proveru miliona pojedinaca u potrazi za svega nekoliko njih sa zlim namerama, autorka diskutuje o profilisanju putnika (bihevioralni skrining), kao savremenom pristupu identifikaciji pojedinaca na aerodromima, koji je u povoju, i koji je zasnovan na automatskom, biometrijskom prepoznavanju sumnjivih individua. Konačno, autorka predstavlja biometrijske aplikacije za identifikaciju pojedinaca tokom leta, koje se razvijaju u cilju obezbeđivanja putnika, posade i letelice.     Fundamental Preferences of the Phonon Engineering for Nanostructural Samples

    Application of nano-structures requires a knowledge of their fundamental physical (mechanical, electromagnetic, optical, etc.) characteristics. Thermodynamic properties associated with phonon displacements through the nano-samples are particularly interesting. Independent of the type of lattices, the thermodynamics of their subsystems (electrons, excitons, spin waves, etc.) is determined when the subsystem is in thermodynamic equilibrium with phonons. Phonons are collective mechanical oscillations of molecules or atoms and represent the most important system of excitations. Besides, the acoustical characteristics as well as conductive and superconductive properties etc. could not be realistically explained without phonons. All quoted is well known and all applications of phonons in bulk structures have been intensively exploited for more than a century. The fact which must be especially pointed out is that the role of phonons in nanostructures is much more impressive than in bulk structures. The main fact concerning phonon properties in nanostructures is the absence of the so-called acoustic phonons, i.e., phonons whose energy tends to zero when phonon momentum tends to zero. For the exciting of phonons in nanostructures activation energy different from zero is necessary. These unexpected characteristics require revision of all conclusions obtained by bulk theories of phonons. Therefore, the contribution of phonon subsystems to thermodynamic and energy transfering analysis is the first step in a research of nanostructure properties. This paper describes a major aspect of the effort to understand nanostructures, namely the study of phonons and phonon-mediated effects in structures with nanoscale dimensional confinement in one or more spatial dimensions. During the last two decades, there has been a steady effort to understand the optical and acoustic phonons in nanostructures such as the superlattice, quantum wires, nanotubes and quantum dots. The central theme of this paper is the description of the acoustic phonons of the optical type in these nanostructures. As a preliminary to describing the dispersion relations and mode structures for phonons in nanostructures, phonon amplitudes are quantized in terms of the harmonic oscillator approximation, and anharmonic effects leading to phonon decay are described in terms of the dominant phonon decay channels. These elastic and discontinued models are applied to describe the deformation potential and interactions in a variety of nanostructures. Dependence of energy on the wave vector is highly nonlinear and linear approximation of the laws of dispersion of phonons in small size nanostructures makes no sense. Changing the phonon dispersion law due to confinement severely affects the kinetic effects conditioned by the interaction of acoustic phonons with electrons, dotted defects, phonon-phonon interactions. Managing transport properties of acoustic phonons through the modification of their energy spectrum in nanostructures was named phonon engineering. In this paper we will try to observe the difference between the characteristics of different nano-crystalline structures: ultrathin films, composite films, i.e., superlattices, nanorods and quantum dots, we were interested in whether the quantum size effects (quantum confinement), quantum (de) coherence and influence of boundary conditions, strengthen or weaken in nanosamples. Finally, this paper describes how the dimensional confinement of phonons in nanostructures leads to modifications in the electronic, optical, acoustic, superconducting and thermodynamic properties of quantum. Thermal properties of nanostructures have recently attracted a lot of attention. The influence of size effects on thermal conductivity is becoming extremely important for device design and reliability. The problem of thermal management is even more severe for photonic devices such as vertical cavity surface emitting lasers. On the other hand, to improve performance of thermoelectrics, one needs to achieve low thermal conductivity. These are two contradictory demands, but both can be approached with appropriate modification of phonon modes, e.g., phonon engineering. On the basis of the calculated dispersion law and distribution of phonon states in nanoscopis crystals, free energy and entropy will be calculated. Internal energy as well as heat capacitance will also be analyzed. Low-temperature behavior of these quantities will be compared to the corresponding ones of bulk-structures. It was shown that heat capacitances of nano-layered structures in low-temperature region were higher than the same quantities of the corresponding bulk sample. In the middle and the highest temperature region, temperature behavior was inverse: heat capacitance of layered structures was lower than of the corresponding bulk ones. The consequences were discussed with relation to the better superconductive properties of nanomaterials

    Uticaj zaposlenosti na spremnost građana za reagovanje na prirodnu katastrofu izazvanu poplavom

    Consequences of floods that affected the territory of Serbia in 2014 indicated a very low level of preparedness of population to respond to natural disasters. Therefore, the aim of quantitative research is to examine the impact of fear on the willingness of citizens to respond to a natural disaster caused by the flood in the Republic of Serbia. Bearing in mind all local communities in Serbia where floods occurred or where there is a high risk of flooding, the sample was randomly selected consisting of 19 of 150 municipalities and 23 towns and the city of Belgrade. The survey used the strategy of testing in households with the use of a multi-stage random sample. The research results show that the citizens who are employed, in a higher percentage/to a greater extent compared to citizens who are not have taken certain preventive measures aimed at reducing the tangible consequences of floods, would pay funds to an account to help flood victims, would engage in providing help to flood victims in the field, heavy rains make them think of preparedness for response and water level rise, they engaged in preparations for at least 6 months, do not do anything that would raise the level of preparedness to the next level, etc. The originality of the research lies in the fact that in Serbia the research has never been conducted to examine the state of preparedness of citizens to respond. Bearing in mind that the research is based on the territory of Serbia, the conclusions can be generalized to the entire population. The research results can be used when creating a strategy for improving the level of preparedness of citizens to respond.Posledice poplava koje su zadesile područje Srbije u toku 2014. godine ukazale su na veoma nizak stepen spremnosti stanovništva za reagovanje u takvim prirodnim katastrofama. Cilj kvantitativnog istraživanja predstavlja ispitivanje uticaja zaposlenosti na spremnost građana za reagovanje na prirodnu katastrofu izazvanu poplavom u Republici Srbiji. Imajući u vidu sve lokalne zajednice u Srbiji u kojima se dogodila ili postoji visok rizik da se dogodi poplava, metodom slučajnog uzorka odabrano je 19 od ukupno 150 opština, 23 grada i grada Beograda. U samom anketnom ispitivanju u kojem je učestvovalo 2.500 građana bila je primenjena strategija ispitivanja u domaćinstvima uz primenu višeetapnog slučajnog uzorka. Originalnost istraživanja ogleda se u činjenici da u Srbiji nikada nije sprovedeno istraživanje kojim bi se ispitalo stanje spremnosti građana za reagovanje. Rezultati istraživanja se mogu iskoristiti prilikom kreiranja strategija za unapređenje nivoa spremnosti građana za reagovanje s obzirom na njihovu zaposlenost. Istraživanje ukazuje na koji način treba uticati na građane s obzirom na status zaposlenosti kako bi se spremnost podigla na viši nivo
