    Land Sensitivity Analysis of Degradation using MEDALUS model: Case Study of Deliblato Sands, Serbia

    This paper studies the assessment of sensitivity to land degradation of Deliblato sands (the northern part of Serbia), as a special nature reserve. Sandy soils of Deliblato sands are highly sensitive to degradation (given their fragility), while the system of land use is regulated according to the law, consisting of three zones under protection. Based on the MEDALUS approach and the characteristics of the study area, four main factors were considered for evaluation: soil, climate, vegetation and management. Several indicators affecting the quality of each factor were identified. Each indicator was quantified according to its quality and given a weighting of between 1.0 and 2.0. ArcGIS 9 was utilized to analyze and prepare the layers of quality maps, using the geometric mean to integrate the individual indicator map. In turn, the geometric mean of all four quality indices was used to generate sensitivity of land degradation status map. Results showed that 56.26% of the area is classified as critical; 43.18% as fragile; 0.55% as potentially affected and 0.01% as not affected by degradation. The values of vegetation quality index, expressed as coverage, diversity of vegetation functions and management policy during the protection regime are clearly represented through correlation coefficient (0.87 and 0.47)

    In front of you is the Thematic Collection of Papers presented at the International Scientific Conference “Archibald Reiss Days”, which was organized by the Academy of Criminalistic and Police Studies in Belgrade, in co-operation with the Ministry of Interior and the Ministry of Education, Science and Technological Development of the Republic of Serbia, National Police University of China, Lviv State University of Internal Affairs, Volgograd Academy of the Russian Internal Affairs Ministry, Faculty of Security in Skopje, Faculty of Criminal Justice and Security in Ljubljana, Police Academy “Alexandru Ioan Cuza“ in Bucharest, Academy of Police Force in Bratislava and Police College in Banjaluka, and held at the Academy of Criminalistic and Police Studies, on 10 and 11 March 2016. The International Scientific Conference “Archibald Reiss Days” is organized for the sixth time in a row, in memory of the founder and director of the first modern higher police school in Serbia, Rodolphe Archibald Reiss, PhD, after whom the Conference was named. The Thematic Collection of Papers contains 165 papers written by eminent scholars in the field of law, security, criminalistics, police studies, forensics, informatics, as well as by members of national security system participating in education of the police, army and other security services from Belarus, Bosnia and Herzegovina, Bulgaria, China, Croatia, Greece, Hungary, Macedonia, Montenegro, Romania, Russian Federation, Serbia, Slovakia, Slovenia, Spain, Switzerland, Turkey, Ukraine and United Kingdom. Each paper has been double-blind peer reviewed by two reviewers, international experts competent for the field to which the paper is related, and the Thematic Conference Proceedings in whole has been reviewed by five competent international reviewers. The papers published in the Thematic Collection of Papers contain the overview of contemporary trends in the development of police education system, development of the police and contemporary security, criminalistic and forensic concepts. Furthermore, they provide us with the analysis of the rule of law activities in crime suppression, situation and trends in the above-mentioned fields, as well as suggestions on how to systematically deal with these issues.     Career development of police officers in the Republic of Serbia

    The paper specifies the career development of police officers in the Ministry of Internal Affairs of the Republic of Serbia (MoI RS). In this regard, this document covers the following issues: 1) defining employment conditions for admission in MoI RS, 2) the classification of jobs in the MoI RS (includes the determination of equivalent organizational units and equivalent jobs in the MoI RS movement in the career of police officers) 3) requirements for promotion to the higher rank within the same immediate and senior management levels (including the requirements of the internal competition for attending appropriate managerial level training, as well as the conditions of internal competition to fill the vacant managerial positions and ranking of the candidates, and 4) the key selection and training as a condition for promotion and transfer of police officers. In addition, the focus of this document is on explaining the idea that career advancement is based on rank / profession as a condition for attending training for the managers of the appropriate level and applying for appropriate job positions. In addition, considerable attention is dedicated to the tabular modeling of police officer career. All of the above mentioned regarding career development of police officers, MoI RS, is subject to the current Law of the police and secondary legislation which defines its individual provisions.     Нови Закон о полицији иако носи такав назив и регулише организацију Полиције и комплементарна питања, не односи се само на полицију. Закон је уредио битне појединости из домена државне управе у области унутрашњих послова и организацију МУП-а у целини, његове надлежности и права и обавезе свих запослених у Министарства. Закон је такође увео нека нова полицијска овлашћења, осавременио већ постојећа и увео новине у области употребе средстава принуде. Радноправне одредбе детаљно регулишу рад, радне односе, организацију процеса рада и друга питања из ове области. Посебна пажња у закону посвећена је јачању морала, интегритета запослених у Министарству и борби против корупције. Нови Закон о полицији је класичан тип нормативноправног акта о полицији али уз значајно осавремењена решења која стављају акценат на: поштовање и заштиту људских - мањинских права и грађанских слобода, нове елементе полицијске етике, управљање људским ресурсима, конкурсе у радним односима, механизме борбе против корупције и јачање интегритета и контролу рада свих запослених у МУП-у. Своју пуну примену, као и сваки други системски пропис, овај закон доживеће доношењем свих подзаконских аката који ће ближе уредити поједине области.The new law on police pertains to significant details of the state administration, and although the title is the Police Act, it does not only apply to police work, the organization of the police and the rights and obligations of police officers. The law regulates the organization of the whole MoI, its jurisdiction, the rights and obligations of all employees in the MoI. The law also introduced a number of new police powers, modernized the existing ones and introducing innovations in the field of the use of force. There are also provisions pertaining to employment and labor issues, organization of work, and other issues in this field. Special attention was paid to strengthening ethics, integrity and anti-corruption. The new Police Act is a classic type of act аbout police with some modern solutions that have put the emphasis on the respect and protection of human and minority rights and freedoms, new elements of police ethics, human resource management, competition in labor relations, mechanisms of combating corruption and strengthening integrity and control of the work of all employees in the MoI. Its full implementation, like that of any other system law, will ensue following the adoption of bylaws that will regulate certain areas

    The identification of latent fingerprints is crucial for the security agencies in order to identify persons suspected of having committed criminal acts. Latent prints often remain as random impressions onto the surfaces of various objects. Huge progress has been made in the identification processes using rolled and plain impressions fingerprints, while detection and comparison of latent prints still remains a challenging task. In addition to the existing standardized methods, in this paper the possible utilization of natural and synthetic polymers and their conjugates with the same goal will be reviewed, by means of latent fingerprints detection and development.Identifikacija latentnih otisaka papilarnih linija od ključne je važnosti za bezbednosne službe u identifikaciji osoba osumnjičenih za izvršenje kriminalnih dela. Latentni otisci ostaju kao slučajni utisci na površinama najrazličitijih objekata. Ogroman napredak je postignut u identifikaciji pomoću valjanih otisaka prstiju, dok upoređivanje latentnih otisaka ostaje izazov. Pored postojećih, kriminalističkim tehničarima poznatih standardizovanih metoda za otkrivanje i razvijanje latentnih tragova otisaka papilarnih linija, u radu je dat pregled mogućnosti upotrebe prirodnih i sintetskih polimera i njihovih konjugata. Novije metode detekcije uključuju primenu savremenih (nano)materijala, nanokristala i nanokaiševa za razvijanje latentnih otisaka prstiju, sa visokom osetljivošću, dobrim kontrastom, visokom selektivnošću i efikasnošću i niskim pozadinskim šumom, na različitim podlogama. Sinteza i primena svih opisanih materijala zahtevaju dalje poboljšanje performansi već postojećih sistema za detekciju latentnih otisaka papilrnih linija, ali i otvaraju mogućnosti sinteze potpuno novih takvih sistema

    Odnos hrišćanstva i homoseksualnosti iz perspektive - The Queen James Bible - ideološki ili naučno korektno?

    The paper discusses the relationship between Christianity and homosexuality through the analysis of the interpretation of the first 'gay Bible' -The Queen James Bible. The editors of The Queen James Bible offer their interpretation of biblical texts that are commonly used as an argument towards condemnation of homosexuality, and their main goal is to prevent homophobic interpretation of the Bible. However, such an aim is self-defeating and leads to a circular argument. The purpose of interpretation is to determine, as objective as possible, the original meaning and the purpose of texts intended by the authors, not to put interpretation in the service of contemporary, culturally biased agendas. In the end, such interpretation quite naturally achieves the anticipated meanings. Notwithstanding the fact that the resulting interpretation serves good purposes (in this case the purpose of preventing homophobic interpretations of the Bible), the methodology of this kind of approach can be categorized as ideological rather than objective and scientific. It seems that the interpretations of biblical texts that are offered in The Queen James Bible are ideologically motivated and have no support in sound biblical hermeneutics. The analysis of hermeneutical methodology suggests that the major concern of The Queen James Bible editors was not to offer an objective translation. For instance, some words were given different meanings and some parts of the original biblical text were not taken into a consideration and therefore are not appearing in the final product. The resulting translation of the Bible promotes a non-offending and rather auspicious attitude towards homosexuality which fits, or better say reflects, contemporary LGBT activist sentiments. In order to achieve this ideologically motivated translation, it seems that the implemented method must be free of the original intention of the authors these ancient texts, their original content and their original purpose. The author expresses his belief that, regardless of whether the Bible treats homosexuality as a sin or not, there is no reason why gay people should suffer intolerance. On the other hand, however, publication of deliberately inaccurate translations of the Bible that fit the LGBT agenda can be viewed by homophobic people as an argument for ideological appearance of the gay movement, which can actually increase the degree of homophobia. If the assimilation of gay people within the Christian model of society is the goal, then the strategy for reaching this goal should be based on values that are in ethical accord with Christianity, namely Christian love and tolerance. That is the only credible method in which LGBT population could ever hope to improve its status within Christian societies. Promotions of deliberately untrustworthy and disagreeable translations of the texts which Christians consider holy are not very helpful in achieving that goal.U radu se razmatra odnos hrišćanstva i homoseksualnosti kroz analizu interpretacije autora prve 'gej Biblije' - The Queen James Bible, koji su ponudili svoje viđenje i tumačenje onih tekstova u Bibliji koji se uobičajeno dovode u vezu sa homoseksualnošću i koji su do sada korišćeni kao argument u prilog njene osude sa stanovišta biblijskog učenja i hrišćanske etike. Autor iznosi uverenje da je po sredi ideološka, a ne objektivno i naučno utemeljena interpretacija, nudi argumente za svoj stav, daje prikaz mogućih tumačenja ovih tekstova i iznosi svoj stav o mogućem odnosu hrišćana prema homoseksualnosti sa stanovišta hrišćanske etike, kao i predlog moguće strategije gej aktivista za njihovo prihvatanje unutar hrišćanskog modela društva

    Trends of Motor Vehicle Theft in the Republic of Serbia and other European Countries

    At the international level, significant efforts are being made towards reviewing the scope and trend of motor vehicle theft, based on police records and prior research on victimization. Since comparative research on the rate of motor vehicle theft between countries is still in its infancy, this study aims to examine the specifics of trends of motor vehicle theft in Serbia in comparison to other European countries. The research is especially focused on the characteristics of criminal activities and police officers, who are fighting against this form of crime in Serbia and its neighbouring countries. The research covers the period from 2002 to 2011 and the analyses show that there is a trend of reducing registered motor vehicle theft in Serbia. Furthermore, the number of motor vehicle thefts per 100.000 inhabitants in Europe has decreased linearly, averaging about 13.52 per year. This trend of motor vehicle thefts is also present in Serbia (1.36 per year) and neighbouring countries, with exception of Bulgaria, where number of motor vehicle thefts is increasing. Results show that there are statistically significant differences between the average rates of motor vehicle theft in Europe and the average rates of motor vehicle theft in Serbia, Croatia, Slovenia, Bulgaria and Hungary. Moreover, statistically significant differences exist between the rate of motor vehicle theft in Hungary and the rates of motor vehicle theft in Serbia, Croatia, Slovenia and Bulgaria, while no statistically significant differences were observed between Slovenia, Croatia, and Bulgaria

    Smartphone Application for Tracking Students' Class Attendance

    The Bologna system makes class attendance mandatory. Recording attendance is inefficient and takes up too much class time especially with larger groups of students. If a professor records student attendance manually, they have to look at student, write it down and go to the next student. If the check takes five minutes of a 45-minute class, that means the teachers lose approximately 10 percent of the class just on attendance instead spending it on teaching. The majority of students have some kind of smart device and these can be used to make an application so that students can log in their attendance. One possible solution for this is the application called Muffin. Muffin consists of a mobile application that students have on their personal mobile devices, an Arduino Uno board with Bluetooth module, and a desktop application. The basic idea is that when students want to log in their attendance, all they need to do is send some log in data to the Arduino board, which is then forwarded to the application on the desktop PC that is directly connected to the board
