    Dobijanje i karakterizacija višeslojnih tankih filmova nikla elektrodeponovanih uz pomoć ultrazvučnog mešanja

    Multilayer composite structures of electrodeposited Ni films on polycrystalline copper substrates were fabricated with the assistance of ultrasonic agitation. Alternate ordinary and ultrasonicassisted electrodeposition of Ni layers allowed the formation of laminated films. The adhesion and hardness properties were characterized using bidirectional bending test and Vickers microhardness test with different loads. Dependence of composite microhardness and film adhesion on layer thickness was investigated. It was confirmed that densified parallel interfaces give rise to high hardness and strength of composites. Model of Korsunsky was chosen and applied to experimental data for obtaining the film hardness and model of Chen-Gao was applied for the adhesion evaluation. Compared with the conventional electrodeposited Ni films, the mechanical properties of the ultrasonic-assisted multilayer Ni films are improved. The microhardness and adhesion of the films are enhanced by introduction of ultrasound and by reducing the layer thickness in the film.Višeslojne kompozitne strukture su sačinjene od elektrodeponovanih filmova Ni na supstratima od polikristalnog bakra uz pomoć ultrazvučnog mešanja. Naizmenična elektrodepozicija slojeva Ni bez i uz pomoć ultrazvučnog mešanja omogućila je formiranje laminatnih filmova. Adhezija i tvrdoća su okarakterisane ispitivanjem na savijanje u dva pravca i Vikersovim testom mikrotvrdoće sa različitim opterećenjima. Zavisnost kompozitne mikrotvrdoće i adhezije filma od debljine sloja je ispitana. Potvrđeno je da veliki broj međuslojnih granica doprinosi povećanju tvrdoće i jačine kompozita. Za obradu eksperimentalnih podataka su odabrani i primenjeni model Korsunskog za izračunavanje tvrdoće filma i model Čen-Gao za procenu adhezije filma. U poređenju sa filmovima Ni elektrodeponovanim na konvencionalan način, mehanička svojstva filmova elektrodeponovanih u prisustvu uzltrazvuka su poboljšana. Vrednosti mikrotvrdoće i adhezije su povećane uvođenjem ultrazvuka i smanjenjem debljine pojedinačnog sloja Ni u filmu

    Security Needs of Citizens and Community Policing in Serbia – is There a Link?

    The local community represents a context in which a real quality of social life can be researched. One of the life quality indicators is a degree of satisfying security needs of citizens. Among the resources which the local community engages to solve these needs, the police occupy the key position. Within the model of police engagement in the local community, the concept of community policing has great significance as a qualitatively new system of the police organization and functioning based on the correlation between the citizens’ expectations and what the police really do. By interviewing 750 respondents in five communities in Serbia, in which this policing strategy is being realized, their security needs are being determined. The research results indicate that the citizens of the researched communities are concerned about the extent and intensity of the different forms of violence and all forms of social behavior which jeopardize the security of their families. They recognize the police as a local community resource in charge of solving their security needs and they point out the necessity of undertaking preventive activities. The following factors are noticed as the limitation factors: lack of interdepartmental cooperation within the police services and insufficient local community involvement in problem solving

    Posle mnogobrojnih tragedija na evropskim sportskim stadionima, Savet Evrope je još 1985. u Strazburu usvojio Evropsku konvenciju o nasilju i nedoličnom ponašanju gledalaca na sportskim priredbama, posebno na fudbalskim utakmicama. Naša država je ratifikovala istu 1990. 1 Nasilje navijačkih grupa predstavljalo je sve značajniji bezbednosni problem i u Republici Srbiji. To je jedan od razloga što je 2003. donet poseban zakon koji se bavi samo ovom materijom, Zakon o sprečavanju nasilja i nedoličnog ponašanja na sportskim priredbama.2 Rezultati istraživanja nam govore da je kaznena politika sudova blaga bez obzira što je stvarna nadležnost za postupanje po krivičnim delima dodeljena višim javnim tužilaštvima i sudovima (znači od zakonodavca je prepoznat veći stepen društvene opasanosti), i što su zakonom zaprećene relativno visoke kazne, na većinu učinilaca biva primenjen oportunitet krivičnog gonjenja ili budu osuđeni uslovnim osudama. Mali broj je onih koji budu osuđeni kaznom zatvora. Pored toga, jedno istraživanje ograničeno na malu teritoriju nam pokazuje da su u većini postupaka vođenih zbog učinjenog nasilja na sportskim priredbama osumnjičeni igrači i treneri. Da li to znači da je država svoju oštricu represivnog postupanja usmerila prvenstveno prema neposrednim, aktivnim učesnicima sportske priredbe a ne prema navijačima, što je inače, sa stanovišta doktrine veoma sporno. Ako se rezultati istraživanja, koje ne mora biti reprezentativno jer se odnosi samo na jedan upravni okrug u Srbiji3 , primeni na celu teritoriju Republike, možemo izvesti zaključak da su kao nasilnici prvensveno prepoznati igrači i treneri. Da li je to bio ratio legis te odredbe?After many tragedies on European sport stadiums, in 1985. European Council adopted European Convention on Spectator Violence and Misbehaviour at Sports Events and in particular at Football Matches. Our state ratified the Convention in 1990. Football fans related violence represented more significant problem in the Republic of Serbia, also. That was one of the reasons for adoption of special law in 2003., dealing only with this matter, Law on suppression of violence and misbehaviour at sports events. Research results tell us that the courts’ penal politics is too mild, regardless of the fact that the substance matter jurisdiction is delegated to higher prosecutors and courts (meaning that the lawmaker recognized higher degree of socilal danger) and the fact that the law prescribes relatively high punishments, on majority of perpetrators the institute of deferring criminal prosecutionis applied, or the courts pronounce suspended sentences. Negligible number of perpetrators is sentenced with imprisonment. Besades that, one research, limited to small territory, shows us that the players and coaches are main suspects in majority of proceedings related to misbehaviour at sports events. Does it mean that the state pointed its represive action blade towards direct, immediate participants of sports events, and not towards fans, which is otherwise, from the the doctrine’s point of view, very disputable. If we apply the results of the research, which does not have to be representative because includes only one administrative district, on the whole territory of the Republic of Serbia, we can conclude that the players and coaches are primarly recognized as violators.     The role of the police in the system of enforcement of alternative sanctions and measures

    U radu se analizira primena pojedinih alternativnih sankcija i mera u praksi, kao i uloga policije u sistemu izvršenja istih, sa posebnim akcentom na kontrolu izvršenja kućnog zatvora, uslovne osude sa zaštitnim nadzorom, uslovne osude koja se može opozvati ako dođe do kršenja mere bezbednosti „zabrane prisustvovanja određenim sportskim priredbama“ i „kućnog pritvora“. Tako usmereno istraživanje imalo je za cilj da se u metodološki ispravnom postupku identifikuju i naučno opišu ključni problemi u postupanju državnih organa i ustanova koje izriču, sprovode i vrše kontrolu nad izvršenjem vanzavodskih sankcija i mera propisanih zakonom. Primenom metoda analize sadržaja, statističkog metoda, komparativne i formalno-logičke analize u radu je analizirano više primera iz prakse suda, poverničke službe i Ministarstva unutrašnjih poslova uporedo sa analizom rezultata aktuelnih teorijskih istraživanja i relevantnih pravnih propisa i akata. Kao ključni problemi identifikovane su nedorečenosti u postupcima: izricanja i određivanja alternativnih sankcija i mera, njihovom sprovođenju i kontroli izvršenja. Zaključcima izvedenim sintezom tih rezultata kao ključni uzroci opisanih problema potvrđeni su: 1) nedonošenje ili neblagovremeno donošenje podzakonskih propisa i 2) selektivna primena zakona. Posledica uočenih problema je nizak stepen zaštite žrtve i neostvarivanje ciljeva specijalne prevencijeThe author analyses the application of certain alternative criminal sanctions and measures in practice, as well as the role of the police in the enforcement system, with a special emphasis on the control of the execution of house arrest, conditional sentence with protective supervision, the conditional sentence that may be repelled if the security measure is breached, the ban on attending certain sports events, as well as house arrest. Such a study aimed at identify and scientifically describe, in the proper methodological procedure, the key problems in the practice of state authorities and institutions imposing, enforcing and controlling the enforcement of extra-carceral sanctions and measures prescribed by the Law. By applying the method of content analysis, statistical method, comparative and formal and logical analysis, the author has examined several examples from the practice of courts, the commissioner’s department and the Ministry of Interior. In parallel, he analyzed the results of the current theoretical research and the relevant legislation. The key issues that were identified is the ambiguity of procedure: the imposing and ordering alternative sanctions and measures, the implementation and control thereof. The conclusion confirmed the roots of the said above described problems: 1) the failure to adopt or timely adopt the proper bylaws and 2) selective application of the Law. The consequences is a low level of protection of the victims and the failure to achieve the goals of special prevention

    The Analysis of the Qualification Level of Members of Police Intervention Patrols for Application of Means of Coercion

    Due to intensity of stress in police officers and the frequency of its appearance, policing is classified among the most stressful jobs. The most extreme kinds of stress in police officers are connected with the use of means of coercion because these are situations in which breach or limitation of human rights or liberties may appear, or there may be injuries and fatal consequences. Because of the listed specificities of policing, a survey was conducted on the sample of 32 members of intervention patrols of the Ministry of Interior of the Republic of Serbia (MOI of the RS), because members of the police intervention patrols often operate in high-risk situations, in which there is stronger probability that means of coercion would be used, than in interventions by police officers in other jobs and assignments. The aim of the study was to determine how often and in which way the police officers use means of coercion, to which extent they are trained to use them and how much attention is paid to such type of training. The results of the study point that all respondents have used means of coercion at least once during their careers. However, disturbing results are related to situations in which almost the third of the respondents have not used the means of coercion although all legal conditions for their application have been fulfilled. Also, the results imply that insufficient attention is paid to education of police officers related to the use of means of coercion. All things listed above imply that the approach to this problem should be changed, that is, the training of a police officer should be more intense, so that it would be continuous and applied during the whole career.Thematic conference proceedings of international significance.     Assessing the Children’s Receptivity to the Robot MARKO

    This paper presents an experimental assessment of the children’s receptivity to the human-like conversational robot MARKO. It reports on a production of a corpus that is composed of recordings of interaction between children, with cerebral palsy and similar movement disorders, and MARKO, in realistic therapeutic settings. Twenty-nine children participated in this study: 17 of them were recruited from among patients with cerebral palsy and similar movement disorders, and 12 healthy. Approximately 222 minutes of session time was recorded. All dialogues were transcribed, and nonverbal acts were annotated. A control group of 15 children (14 with cerebral palsy, one with spina bifida) was also included. The evaluation of the corpus showed that the positive effects go beyond social triggering – the children not only positively responded to MARKO, but also experienced increased motivation and engagement in therapy

    Quality Management in Police Stations in the Republic of Serbia

    Quality or quality management is an organizational segment in connection with emphasis placed on the goal of achieving higher productivity of different organizational systems. Organizations, both productive and serviceable, strive to achieve a higher level of quality in their business by implementing accepted standards. Besides, each business area recognizes the different standards that need to be applied, both at national and global level. During a complex process, from designing needed quality in order to have usable quality, the main goal to achieve is maximizing profit or to maximize number of satisfied users of services. The police organization in the Republic of Serbia, through its organizational units including police stations, aims at achieving the highest level of citizen security. Implementation of the concept of quality and quality management during police and other affairs within the police stations would serve as a useful tool for improving the work process. The practice shows that priority at the police stations in the Republic of Serbia is given to quantitative work results, without significant application of a qualitative approach. Adapted application of the quality management concept in the police stations in the Republic of Serbia would contribute to improving the working process from several aspects, such as greater efficiency and effectiveness, as well as a percentage increase in the satisfaction of citizens by the operation of employees in police stations. The implementation method would also imply the implementation of some of the applicable ISO standards in the field of security

    Промене које је донела (доноси) глобализација осећају се у свим сферама друштва: политици, економији, култури, технологији, комуникацијама. Нас пре свега занимају промене које су се догодиле у сфери економије и политике, а које су утицале на одржавање (и пораст) неједнакости између мушкараца и жена. Покушали смо да одговоримо на који начин је глобализација допринела одржавању неједнакости полова, нарочито у нашем друштву које вуче корене патријархата, односно, покушали смо да објаснимо какви су то услови створени који подражавају неједнакости и онемогућавају смањење партнерског насиља.Changes brought about by globalization are felt in all spheres of society: politics, economics, culture, technology, communications. We are primarily interested in the changes that have taken place in the sphere of economy and politics, which have affected the maintenance (and increase) of inequalities between men and women.     Types and extent of data significant to monitoring and assessing security threats to certain persons and facilities

    Basic and special types of data necessary for monitoring and assessing security threats to certain persons and facilities are defined based on the analysis of historical data, legislature, manuals, security plans and other documents that regulate working of security services in the Republic of Serbia and foreign countries (the USA, the Russian Federation, Germany, Slovakia, Croatia, Bosnia and Herzegovina, the Former Yugoslav Republic of Macedonia), as well as UNDSS and OSCE, on the deduction of planned measures for security of certain persons and facilities, and on the PESTLE analysis. These types of data are related to: a) sources of threats, b) targets of threats, c) ways of threats, d) time and place of endangering of security. Collection, processing, and analysis of security data about sources of threats, ways of threats and time and place of endangering of security should provide an overview of the security situation in relation to the environment and the protection unit which undertakes security measures, and connects data to possible endangering of security of certain persons and facilities. Thus, a causal link is established and it can be seen in the activity of the heads of protection units (defined by their decisions and security plans) in order to prevent endangering of security.     У раду се указује на друштвено–историјске предуслове који су се стекли пред избијање демонстрација албанских студената на Косову и Метохији 1981, које су прерасле у отворену сепаратистичку побуну. Ти предуслови вуку корене из ставова Коминтерне у вези са националним питањем у Југославији, као и из одлука Дрезденског конгреса КПЈ. Даљи развој догађаја у послератној социјалистичкој Југославији, с времена на време, актуелизовао je ове одлуке и ставове, а процес развоја југословенске заједнице ишао је у правцу њене разградње. На основу социолошке анализе садржаја литературе и изворних докумената који су сада постали доступни научној јавности, изводи се закључак да је побуна албанских сепаратиста на Косову и Метохији 1981. била само увод у процес разбијања Југославије. Иако је угушена ефикасним ангажовањем снага милиције и ЈНА, а у складу са наредбама савезног руководства, она је значила почетак процеса који је био незаустављив. Настављена је перманентна дестабилизација Југославије и Србије активностима нижег интензитета (пропаганда, субверзија, касније покушаји убистава, убиства, терористички акти) на КиМ, али је временом дошло и до садејства албанских сепаратиста и сепаратиста у другим југословенским републикама које су процениле да је погодан тренутак за изношење сопствених сепаратистичких захтева. Улога студената је у побуни на Косову и Метохији била само иницијална и марионетска: сепаратисти су правилно процењивали да ће бити теже употребити силу против студената, него против отворене побуне. Када су организатори увидели да је број студената који су спремни да директно у томе учествују ипак недовољан, кренуло се у омасовљење протеста ђацима и радницима, али је онда и државна реакција била адекватна.This paper highlights the socio-historical preconditions arising before the protests of Albanian students in Kosovo and Metohija in 1981, which turned into an open separatist rebellion. These preconditions had their roots in the views of the Co-mintern regarding the national question in Yugoslavia, as well as in the decisions of the KPJ (Communist Party of Yugoslavia) Dresden Congress. The future development of the events in the post-war socialist Yugoslavia, from time to time, actualized these decisions and attitudes, and the process of the development of Yugoslav community headed to-wards its dissolution. Based on a sociological analysis of the contents of literature and original documents that have now become available to the scientific public, a conclusion is drawn that the rebellion of Albanian separatists in Kosovo and Metohija (K&M) in 1981 was only an introduction to the process of Yugoslavia breakdown. Although it was sup-pressed by means of an effective engagement of the forces of the police and the Yugoslav People’s Army (YPA), in accordance with the orders of the federal leadership, it meant the beginning of a process that was unstoppable. A permanent destabilization of Yugoslavia and Serbia continued through activities of low-intensity (propaganda, subversion, later attempted murders, murders, terrorist acts) in Kosovo and Metohija, but over time, there grew a cooperation between Albanian separatists and the separatists in other Yugoslav republics who came to a conclusion that it was a convenient moment for presenting their own separatist demands.The role of students in the rebellion in Kosovo and Metohija was only initial and marionette in nature: the separatists correctly estimated that it would be more difficult to use force against students, than against an open revolt. When the organizers realized that the number of students willing to directly participate was insufficient, they began to enlarge the protests with high school students and workers, but even then the state reac-tion was adequate
