    SOSerbia: Android-Based Software Platform for Sending Emergency Messages

    This paper presents Android-based SOS platform named SOSerbia for sending emergency messages by citizens in Serbia. The heart of the platform is SOS client Android application which is an easy and simple solution for sending SOS messages with unique combination of volume buttons. The proposed platform solves a lot of safety, security, and emergency problems for people who can be in dangerous situations. After a person presses a correct combination of buttons, a message with his or her location is sent to the operating center of the Serbian Police. The platform merges several appropriately combined advanced Android technologies into one complete solution. The proposed solution also uses the Google location API for getting user's location and Media Player broadcast receiver for reading pressed buttons for volume. This logic can be also customized for any other mobile operating system. In other words, the proposed architecture can be also implemented in iOS or Windows OS. It should be noted that the proposed architecture is optimized for different mobile devices. It is also implemented with simple widget and background process based on location. The proposed platform is experimentally demonstrated as a part of emergency response center at the Ministry of Interior of the Republic of Serbia. This platform overcomes real-life problems that other state-of-the-art solutions introduce and can be applied and integrated easily in any national police and e-government systems

    Application of the generalized logistic functions in modeling inversion charge density of MOSFET

    The application of generalized logistic (GL) functions of the second type in fitting an important smoothing factor in a charge-based MOSFET model has been proposed. Beside the accurate results for the inversion charge density (ICD), this the GL-functional form of the smoothing factor enables also continuous and varied transitions of the ICD between weak and strong inversion region. Simulated values of the drain current, capacitance and transconductance match closely with numerical data for a wide range of substrate doping and oxide thickness

    The monograph Contemporary Security Studies: An Introduction to methodological, research and theoretical foundations of security is the result of many years of comprehensive research of the phenomenon of security and the endangering of security and it is the outcome of the research effort aimed to prove the scientific character of the security field. The fact is that security in the Republic of Serbia is still not in the national nomenclature of scientific fields. Instead, it is claimed, with some reason, but far from having absolute right to it, by political scientists, jurists, soldiers, ecologists, and similar scientific and educational, and professional profiles. In spite of everything, the theory and practice of security have developed to the point of growing into an independent scientific field within the social and humanity sciences, and to a great extent within the natural and technical and technological sciences. Therefore, we expect security to be declared an independent scientific field within the social and humanity sciences, and this monograph to be one of the numerous and firm arguments in accomplishing that aim. Respecting the postulates of the methodology of scientific research, professional ethics in higher education and scientific and research activities, but also the standards of the Code of Ethics of Scientific and Research Work of the Academy of Criminalistic and Police Studies, it is our duty to briefly elaborate the history of this book. Specifically, the ideas for the texts on security, endangering of security, and the methodology of exploring security phenomena, have been taken from the traditional Belgrade Security School that has been developed for years in the Education and Research Centre of the Security Institute, the former (Service, Department of) State Security, in the Security Information Agency, at the Faculty of Security Studies, University of Belgrade (former Faculty of Civil Defence, before that, Faculty of National Defence), and in police education (the Secondary School of Interior Affairs in Sremska Kamenica, the College of Interior Affairs in Zemun, Police Academy in Belgrade, and the Academy of Criminalistics and Police Studies in Zemun). The presented scientific findings obtained scientific verification, to a smaller extent, by being published in the first and second edition of the course book National Security by the author Saša Mijaković PhD (Academy of Criminalistic and Police Studies, 2009, 2011). It was in the first three chapters of the course book (Methodological basis of national security, Security, and Endangering security), on around 100 pages. The development of scientific thought has led, over time, to the justified need for distancing the matter of the security basis/introduction to contemporary security studies from the matter of national security, and to intensive abstraction of the matter of the security basis in relation to the operationalized matter of the national security. The results of the distinction that refer to the basic categories of security are incorporated in this monograph. The scientific findings taken from the course book National Security (2009, 2011) constitute up to 30% of this monograph. Therefore, we strived to accomplish that Contemporary Security Studies: An Introduction to methodological, research and theoretical foundations of security meets all normative and ethic criteria of a new scientific publication, which was confirmed by the reviewers. Meanwhile, in the course book National Security (third edition, Academy of Criminalistic and Police Studies, Belgrade, 2015), these contents were, to a great extent, excluded and replaced by a new text. Finally, we were again honoured to have the publishing and copyrights remain in the hands of the Academy, to which we devoted our careers

    Performance Appraisal of Civil Servants : comparative perspectives

    A number of European countries introduced new civil service performance appraisal systems over the past decade. The current reform trends in the EU member states emphasise the need for development of a modern performance appraisal model, where measurable performance targets, agreed between civil servants and their superiors, constitute the main performance appraisal criterion. There is also a visible trend of linking performance appraisal to other human resource management functions, such as promotion, professional development, remuneration, mobility, termination of employment. This paper provides a comparative review of good practice of performance appraisal in European countries. Comparison of European countries performance appraisal models provides an opportunity for learning from experiences and problems of others, taking into account particularities of national administrative systems. Improvements in the methods, criteria, ratings and style of communication are the most debated instruments. In the context of current changes of the Serbian civil service legislation, the emphasis is on development of professional capacities and introduction of modern performance appraisal system. The authors assess the current performance appraisal system in Serbia, pointing out its strengths and weaknesses, measured against the SIGMA Principles of Public Administration and give proposals for its improvement

    Evaluation of Tests for the Assessment of Police Officers Physical Abilities

    Physical abilities play an important role in the performance of police work and are one of the main preconditions for the effectiveness of critical incidents resolving. Therefore, one of the methods for determining the police officers working skills is checking the basic physical abilities (BPA) and specific physical abilities (SPA) development levels. The problem in this paper was the evaluation of the BPA tests used by the police organizations and the Test for assessment of specific physical abilities of police officers (OCSAPO1). The aim of the study is to determine the battery of tests that describes the observed space from the aspect of professional orientation. The sample consisted of 99 male examinees (age 28.1 ± 6.1 years) divided into four groups: 30 ACPS students, 28 members of the General Police Unit, 17 members of the Special Anti-terrorist Unit and 22 subjects of control group. Eighteen BPA variables were used, as well as the efficiency of a job related fitness test OCSAPO1 with metabolic and functional physical activity indicators. Based on the descriptive indicators, factor analysis has determined the mutual structure and structure of quantitative relations between all BPA, SPA and metabolic variables. The analysis of communality determined that extrusion values in all variables ranged from 0.456 to 0.862. The obtained results cumulatively explained 67.51% of the variability, and four main groups of factors are distinguished. The first group is defined by the specific physical abilities of police officers, the second by maximum muscular forces, the third by variables of the rate of force development and the fourth by physiological variables. Based on the analysis of the obtained results average values, it was found that 54.86% of respondents correspond to the group they belong to. In practice, in selection and control of the BPA level, the battery of tests are used for the assessment of the police officers complete motor space. Finally, the results of this study indicate that the tests OCSAPO1, Long jump and the maximum number of pull-ups, mostly discriminate efficiency in motor space of police officer

    Сектор приватне безбедности на просторима СФРЈ поделио је судбину раније државе од оснивања, преко трансформације и престанка постојања. Након сецесије појединих република, приватна безбедност прешла је у надлежност нових држава. У Србији је 1993. године донет пропис о престанку важења норми у области заштите имовине и лица, па је две деценије ова област била нерегулисана. Крајем 2013. године усвојени су Закон о приватном обезбеђењу и Закон о детективској делатности, а потом подзаконски акти за примену. Област приватне безбедности регулисана је матичним прописима, док акти предвиђају програме обуке, едукацију кадрова и потребне услове за рад. Посебан је значај норми због апликације РС за пријем у ЕУ и хармонизације са прописима Уније.The private security sector in the former Yugoslavia has shared the fate of the earlier common state starting from inception, through the transformation and to the cessation of existence. After the secession of some Yugoslav republics private security, as well as other areas, were under the jurisdiction of the newly created state. In the Republic of Serbia in 1993 a regulation on the termination of the earlier norms in the field of protection of property, persons and businesses was adopted, after which this area was not legally regulated for two decades. In late 2013, they adopted the Law on Private Security and on the detective business, and then successively some of the by-laws for their application. So the first time after so long, the private security sector had regulated stem regulations, while the actspredict programs and ways of implementation of the training, the training of personnel and the necessary conditions for work. The special significance of this standard is found in the process of application of the Republic of Serbia to join the EU and the harmonization of standards with the EU regulations

    Simulacije požara na motornim vozilima u forenzičkom inženjerstvu

    Motor vehicle fires represent a specific field of research within scientific field of fire protection. A considerably larger part of this research is dedicated to the causes of vehicle fires and the manners of their detection. However, little attention is dedicated to research of potential fire development once it has already started and the possibilities of its transferring to nearby materials and objects. This type of research is aimed at determining 'safe' distance from a vehicle on fire in order to postpone as much as possible or prevent igniting of surrounding materials, vehicles and parts of nearby facilities. The results of this type of research can be applied on determining 'safe' distance when designing parking lots, subterranean garages and generally the spaces where several parked vehicles can be found or in cases a facility is located in their vicinity.Požari na motornim vozilima predstavljaju specifičnu oblast istraživanja u okviru naučne oblasti zaštite od požara. Značajno veći deo tog istraživanja posvećen je uzrocima požara na vozilima i načinima za njihovo utvrđivanje. Međutim, manja pažnja se posvećuje istraživanjima koja se odnose na potencijalni razvoj požara, kada do njega već dođe, i mogućnostima prenošenja požara na materijale i objekte koji se nalaze u blizini. Ovakav tip istraživanja ima za cilj određivanje 'bezbednog' rastojanja od vozila koje je u požaru u smislu da što kasnije dođe, ili da uopšte ne dođe do paljenja okolnog materijala, vozila i delova objekta u neposrednoj blizini. Rezultati ovakvog tipa istraživanja mogu da se primene za određivanje 'bezbednog' rastojanja pri projektovanju parkinga, podzemnih garaža i uopšte prostora na kojima istovremeno može da se nađe više parkiranih vozila ili se u blizini nalazi neki objekat

    Spremnost građana za reagovanje u prirodnim katastrofama izazvanim poplavama u Srbiji

    Kvantitativnim istraživanjem ispitivani su nivo, percepcija i znanje građana u vezi sa spremnošću za reagovanje na prirodnu katastrofu izazvanu poplavom u Republici Srbiji. Imajući u vidu sve lokalne zajednice u Srbiji u kojima se dogodila ili postoji visok rizik da se dogodi poplava, metodom slučajnog uzorka odabrano je devetnaest od ukupno 150 opština, 23 grada i grada Beograda. U odabranim lokalnim zajednicama istraživanje se obavilo u onim delovima koji su bili najugroženiji u odnosu na visinu vode. U samom anketnom ispitivanju bila je primenjena strategija ispitivanja u domaćinstvima, uz primenu višeetapnog slučajnog uzorka. Rezultati istraživanja ukazuju na to da su građani Republike Srbije u izvesnoj meri nespremni za reagovanje na prirodnu katastrofu izazvanu poplavom, imajući u vidu skor od 10,5. Pri tome, ukupan skor za percepciju spremnosti za reagovanje iznosi 0,9 od ukupno 5, zatim 6,51 od ukupno 13 za znanje i, na kraju, 3,09 od ukupno 15 za posedovanje zaliha. U domaćoj literaturi koja se odnosi na prirodne katastrofe veoma malo pažnje je pridavano spremnosti građana za reagovanje u takvim situacijama. Upravo stoga, istraživanje ima visoku naučnu i društvenu opravdanost, imajući u vidu posledice prirodnih katastrofa po ljude i njihova materijalna dobra. Rezultati istraživanja mogu se iskoristiti prilikom kreiranja strategija za unapređenje nivoa spremnosti građana za reagovanje. Istraživanje ukazuje na način na koji treba uticati na građane s obzirom na njihovu percepciju i znanje kako bi se spremnost podigla na viši nivo

    Proces difuzije fonona kroz kristalne strukture

    Instead of usual approach, applying displacement-displacement Green’s functions, the momentum-momentum Green’s functions will be used to calculate the diffusion tensor. These functions enter into Kubo’s formula defining diffusion properties of the system. Calculation of the diffusion tensor requires solving of the system of difference equations. It is shown that the elements of the diffusion tensor express discrete behaviour of the dispersion law of elementary excitations and, more important - that they are temperature independent.Umesto uobičajenog pristupa, primenom Grinovih funkcija tipa pomeraj-pomeraj, tenzor difuzije izračunat je primenom Grinovih funkcija tipa impuls-impuls. Ove funkcije figurišu u Kubo formuli koja definiše difuzione osobine sistema. Izračunavanje tenzora difuzije zahteva rešavanje sistema diferencnih jednačina. U radu je pokazano da elementi tenzora difuzije ukazuju na diskretnost zakona disperzije elementarnih pobuđenja, i - što je još značajnije - ne zavise od temperature. Rezultati sprovedenih izračunavanja pokazali su da je tenzor difuzije fononskog podsistema u kristalnim strukturama dijagonalan i da svojstvene vrednosti imaju više vrednosti pri nižim frekvencijama. Navedeni zaključci su od velikog značaja, jer potvrđuju makroskopske teorije toplotnog provođenja koje tvrde da je koeficijent difuzije temperaturski invarijatan. Ova činjenica, kao i posledice koji iz nje mogu proizaći, imaju ogroman potencijalni značaj za primenu fononskog inženjeringa, prvenstveno kod savremenih nanostruktura
