    Muzičke preferencije i kriminalno ponašanje

    The aim of this research was to examine the relationship between musical (genre) preferences and moral behaviour. The study included 216 male examinees, aged 18 to 30, divided into two groups: students (115) and prisoners serving the sentence for robbery (101). Respondents completed the Music Preferences Questionnaire designed for this study. It consists of seven questions which relate to genre preferences in different situations and emotions in everyday life, as well as genres mostly listened to in adolescence. The results of canonical discriminatory analysis and the test of the significance of differences in listening to particular genres in these situations have shown that the significant differences between groups relate to listening to classical and rock music by students and Serbian country (folk) music and alternative electro genres by prisoners, first of all during the growing up, and then out of habit and satisfaction. The results confirm the findings from the literature on the change of the status of rock music (from 'rebel' into the mainstream genre), as well as the predictive value of the prevalence of early adolescent preferences for the so-called 'alternative' genres.Cilj ovog istraživanja je ispitivanje odnosa između muzičkih preferencija i kriminalnog ponašanja. Istraživanje je obuhvatilo 216 ispitanika muškog pola, uzrasta od 18 do 30 godina (prosečne starosti 24,59), podeljenih u dve grupe: studenti (115) i zatvorenici (101) na izdržavanju kazne zbog krivičnih dela krađe. Podaci su prikupljeni u anonimnoj situaciji, posebnim upitnikom namenjenim istraživanju muzičkih žanrova. Taj upitnik sadrži sedam pitanja o tome koje su muzičke žanrove ispitanici slušali tokom odrastanja, kao i u različitim situacijama iz svakodnevnog života: iz navike, iz zadovoljstva, kada je ispitanik sam, kada je u društvu, kada je srećan i kada je tužan. Rezultati kanoničke diskriminativne analize i test značajnosti razlika u slušanosti pojedinih žanrova u navedenim situacijama pokazali su da tim razlikama najviše doprinose klasična i rok muzika koju slušaju studenti i alternativni elektro žanrovi i narodna (folk) muzika koju slušaju zatvorenici. Te razlike odnose se, pre svega, na period odrastanja, a zatim kod slušanja iz navike i iz zadovoljstva. Rezultati podržavaju nalaze iz literature o promeni statusa rok muzike (iz buntovničkog u mejnstrim žanr), kao i o potencijalnoj prediktivnoj vrednosti ranih adolescentnih preferencija za tzv. alternativne žanrove za kasnije kriminalno ponašanje

    Public Risk Perspectives Regarding the Threat of Terrorism in Belgrade: Implications for Risk Management Decision-Making for Individuals, Communities and Public Authorities

    The aim of this paper is to assess the risk of terrorist attacks as perceived by individuals, the local community as a whole, and municipal public safety officials in Belgrade, the capital of the Republic of Serbia. The structured questionnaire about perceived risk of terrorist attacks and preparedness was developed using close-ended, multiple choice questions and questionnaire items featuring 5-point Likert response options. Data were collected between June and September 2017 by a telephone survey using a random digit dialing procedure; 485 adult Serbian residents participated in the research voluntarily. Study participants exhibited low levels of perception vis-a-vis the future likelihood of terrorist attacks occurring in their communities, and only a moderate knowledge of counter-terrorism activities currently being undertaken by public safety authorities. Other responses to our questionnaire indicated statistically significant differences in perception of the risks of terrorism threats in Belgrade with respect to demographic variables such as age, gender, employment and past exposure to major emergencies. We encourage emergency management agencies in Serbia to use the differences in public perception of risks identified in our study to develop enhanced counter-terrorism preparedness measures through the promotion of behavioural change. Such action goes hand-in-hand with the adoption of improved risk management decision-making procedures. Furthermore, to improve risk management decision-making we need to anticipate virtually all possible scenarios because terrorism is now a clear and present danger to the safety of the citizens of Serbia. All cities and towns in Serbia need to have up-to-date disaster plans that are tailored to specific scenarios and locations as opposed to only preconceived generalized plans

    A novel chitosan gels: Supercritical CO2 drying and impregnation with thymol

    Supercritical carbon dioxide (scCO(2)) technology was used for preparation of functional pH sensitive chitosan-based aerogels characterized with micron size pores and their impregnation with thymol as a natural bioactive substance. Hydrogels based on chitosan, itaconic and methacrylic acids were transformed to alcogels and dried in the air or with scCO(2) to obtain xero- and aerogels, respectively. Applying 10 min of static and 120 min of dynamic scCO(2) drying at 11 MPa and 45 degrees C followed with the decompression at a rate of 1 MPa/min yielded an advantageous aerogel with favorable swelling kinetics and elasticity, compared to the xerogel and aerogels obtained at other decompression rates and drying times. This aerogel was successfully loaded with thymol (up to 4.6 wt.%) using supercritical scCO(2) at 10 MPa and 35 degrees C. In vitro studies of swelling in PBS at 37 degrees C indicated a great potential of the obtained stimuli-responsive chitosan gels for topical administration of thymol known for antimicrobial, antioxidant and anti-inflammatory activities.     Contribution of Minovici brothers to ontogenesis of forensic science in Serbia

    Introduction of scientific methods into crime investigations in the end the 19th century initiated phylogenetics of forensic science in the world. One of the main tasks of forensics is to determine a person's identity. The first method for identification and registration of criminals based on scientific principles was Bertillon's system ("Bertillonage") established in France in 1880. The Romanian Police was among the first users of Bertillonage, through the efforts of brothers Mina and Nikolae Minovici. In an attempt to keep pace with the world, the Kingdom of Serbia directed the reform of its police towards the application of new scientific methods in crime investigation. The lack of professional staff was resolved as police officers of the Kingdom of Serbia were sent to further education abroad. In 1900, a police officer Dusan Alimpic (1873-1930) completed training in Bucharest (Romania) held by Minovici brothers for the application of Bertillonage. Professional knowledge that Alimpic gained during his training, comprehension of the work organization of the Bucharest Police and their experience in the application of Bertillonage in Romania, served as a foundation for the introduction of that method into the practice of the Serbian Police. This essay presents results of the research aimed at demonstrating the contribution of Minovici brothers to the introduction of forensic method for identification of individuals into the work of the Serbian Police, which may be regarded as a key step in ontogenesis of forensic science in Serbia

    Outage Probability of Macrodiversity Reception in the Presence of Fading and Weibull Co-Channel Interference

    In this paper macrodiversity reception with macrodiversity selection combining (SC) receiver and two microdiversity SC receivers operating over Gamma shadowed Weibull multipath fading channel in the presence of co-channel interference subjected to Weibull short term fading is analysed. Closed form expression for cumulative distribution function (CDF) of signals at outputs of microdiversity receivers is calculated. These results are used for CDF evaluation of macrodiversity SC receiver output signal envelope. Series of derived expressions for outage probability rapidly convergence from 5 to 10 terms should be summed to achieve accuracy at 5th significant digit for any Gamma long term fading parameters and Weibull short term fading parameters. In this paper, influence of Gamma long term fading severity parameter, Gamma long term fading correlation coefficient and Weibull short term fading nonlinearity parameter on outage probability are analysed and discussed

    Postanak države i prvi oblici policijske organizacije u starom veku

    State formation involves a long historical period. At the beginning of this period, the first forms of military-political institutions of power were formed. The first forms of police function and organization should also be sought within these institutions. The first forms of police authority and organization had the function of protecting the political order of the government. By the time it would also get its contemporary dimension and segment - combating against various forms of deviant behaviour of individuals and protecting the legal order. Fully functional and organizational separation of the police came in a modern epoch, with the emergence of modern state administration, but the first forms of police function can be identified at the very beginning of the emergence and development of the state. Of course, this conclusion implies that the police function is viewed as the function that serves to preserve the legal order through law enforcement. Only in this way it is possible to recognize it in all the authorities that performed such a function, regardless of whether it is a specialized body or the first, rudimentary forms of power within primitive societies. However, only by the emergence of civilization and the first cities-states, and then the empire, there is a clear indication of the differentiated structure of state power, and within it the structure of state administration. In this segment, the first specialized organs of executive power appear, who get the role that can still be recognized as a police function in modern society.Postanak države obuhvata dug istorijski period na čijem početku su se formirali prvi oblici vojno-političkih institucija vlasti. U okviru ovih institucija treba tražiti i prve pojavne oblike policijske funkcije i organizacije. Potpuno funkcionalno i organizaciono izdvajanje policije usledilo je u modernoj epohi, s pojavom moderne državne uprave, ali prve oblike policijske funkcije moguće je prepoznati već na samom početku pojave i razvoja države.     Violent behaviour at sports events : legal theory and practical aspects

    The paper analyses the implementation of legal provisions pertaining to perpetrators of offences against public order at sports events. Conceived in such a way, the research uses methodologically appropriate procedures in order to identify and scientifically describe crucial problems in the actions of state authorities responsible for preventing and combating violence in sports events. The paper also analyses the actions of state authorities which pronounce, implement and supervise the implementation of the protective measures prohibiting attendance at certain sports events for those who commit criminal offences of this nature. The paper applies the method of content analysis, statistical method, comparative and formal-logical analyses, in order to analyze a number of examples from the practice of courts, the public prosecutor’s office and the Ministry of the Interior, offering at the same time an analysis of the findings of current theoretical research and relevant legal acts and regulations. The following problems have been identified as crucial in exerting control over the abovementioned measures, and these have been noted to occur in the procedures of: pronouncing and determining prescribed sanctions and measures, their implementation and control over their implementation. The conclusions drawn from these findings have confirmed that the main causes of the described problems include: a) discrepancy and frequent modifications of legal regulations, 2) frequent use of the principle of opportunity and lenient sanctioning policy of the courts, 3) poor coordination among state authorities which participate in suppressing this phenomenon, and 4) complicated procedures for sanctioning the persons who violate the protective measure. The consequence of the noted problems is a low level of achieving the goals of general and special prevention, and therefore absence of efficiency and effectiveness in the prevention and suppression of this phenomenon

    Counter Terrorism and Migrant Crisis in Context of Criminal Low Cooperation Between Countries of the Region

    The Western Balkans is a region that is at the same time one of the migrant routes from the war-affected areas to the EU countries. Recent decades in the world have seen an increase in the number of terrorist attacks, which culminated in the attack on the Twin Towers of the 9/11 in the United States. In major cities across Europe, there has been a series of bombings and other attacks, particularly with the onset of the major migrant crisis in 2015. Armed conflicts in the areas of North Africa and the Middle East are still the main generator of the refugee wave, with new terrorist attacks. Although the increase in the number of attacks and migration leads to the link of research, they say the opposite. An effective counter terrorism and the elimination of the consequences of an attack implies, at the same time, the reaction of states on the national level, as well as international criminal law cooperation between states and organizations at the regional and global level. In the first part of the article, the authors briefly referred to the (un)defined notion of terrorism, then examining migration on the route of the Western Balkans and ultimately pointed to the legal and institutional mechanisms of criminal law cooperation of the countries of the Region in counter terrorism
