World Order Transformation and Security Policy Challenges
Get PDFThis study has a twofold aim. It focuses on the complex challenges that emerge as a result of the redistribution and coordination of economic power, adding the aspects related to the functional transformation of human society ‒ the so-called connectography ‒ to the horizon of interpretation.
Taking into account the possible scenarios of power shifts, it examines the new security aspects which arise primarily as a result of players’ inability to adapt to the complexity of the political challenge. The authors pay special attention to the global and regional contexts of the possibilities for the creation of the strategic security environment. They discuss the potential consequences of the simultaneous application of hard and soft power, i.e. “flexible geometry”.
The authors also analyse the changes envisaged for the period until 2050, which tie the importance of the shift in the geopolitical competition to the appreciation of water resources, which will render the efforts made to acquire energy carriers less fierce
Inconsistency of carried development of police officers in the Republic of Serbia
Get PDFIn this thesis are presented results of the research referred to career development of police officers in the Republic of Serbia. The goal of that research was to identify and scientifically describe,in methodologically accurate process, key problems of police officers in achieving their labour law rights, after adopting the 2016 Police Code. Using the content analysis method, comparative and formally-logical analysis, many examples from the Ministry of internal affairs’ practice were analysed, simultaneously with the analysis of the results of the current theorethical researches and relevant legal regulation. As key problems in achieving the right of legal certainty of police officers, were identified problems in procedures of: official rating (appraisement), acquiring (gaining) ranks, placement, and cessation of employment. As key causes of described problems, were confirmed: 1) untimely adoption of by-laws, 2) selective usage of laws 3) usage of outdated regulations. Such a determined condition of legal certainty of police officers in domainof labour law can not be rated as agreeable (corresponding) to the European Court of Human Rights’ standpoint, according to which, legal provisions should be ,,adequatelyavailable, predictable and formulated with enough precision to enable an individual, if needed, corresponding advice – in order to regulate his behaviour. Legality can be determined as compliance of lower legal acts with higher legal acts. Nobody in legal theory considers the application of outdated legal acts. Legality of the administration’s activities is the basic element of the content of the term ,,Rechtsstaat’’. Under the term ,,Rechtsstaat’’ in the broadest sense is considered the state in which in the sake of securing the freedom of legal equality and legal certainty, functioning and manifestation of state’s authority has legal forms and in which certain legal limits to the state’s authority are set. Displayed results of the research in this thesis show that judicial control of administration operates on principle that ’’justice is slow, but achievable’’. That’s why, in majority of cases, employees do not even initiate the question of legality of the administrative act they received. Until the court’s final decision, ten years or morecan pass, and afterwards the administrative act becomes objectless

No full textIn this paper, we have analytically investigated how the changes in boundary surface parameters influence the phonon dispersion law in ultrathin films of the simple cubic crystalline structure. Spectra of possible phonon states are analyzed using the method of two-time dependent Green's functions and for the diverse combination of boundary surface parameters, this problem was presented numerically and graphically. It turns out that for certain values and combinations of parameters, displacement of dispersion branches outside of bulk zone occurs, leading to the creation of localized phonon states. This fact is of great importance for the heat removal, electrical conductivity and superconducting properties of ultrathin films
Bezbednosno proveravanje lica - novi standardi nacionalnog sistema bezbednosti Republike Srbije
Get PDFSecurity vetting determines existence (or non-existence) of security issues for giving or for denying a security license for being entitled to a particular right. The most frequent subject to security vetting is the suitability for admission to employment in a particular state body or in schools from which members of the security sector are recruited, to advance in service, to assume responsible duties in certain state bodies, to access classified information, facilities and persons enjoying security protection and to procure weapons. However, in totalitarian regimes, this security measure may be abused in order to achieve the objectives of the regime in power. That is when intelligence agencies are abused to inflict unreasonable burdens on the life and liberty of citizens, who are most often subjected to terror and torture as a result of this. In order to prevent potential abuse, the Republic of Serbia, as a relatively young democracy, has developed a normative framework for professional and ethically correct security vetting. The latest standards for security vetting have been incorporated into the law, by-laws and regulations covering the areas of internal affairs, defense and intelligence and security services.Bezbednosnim proveravanjem lica utvrđuje se (ne)postojanje bezbednosnih smetnji za davanje ili za uskraćivanje bezbednosne dozvole za ostvarivanje konkretnog prava. Najčešće se proverava bezbednosna podobnost za prijem u radni odnos u određeni državni organ ili u škole iz kojih se regrutuju pripadnici sektora bezbednosti, za napredovanje u službi, za postavljenje na odgovorne dužnosti u određenim državnim organima, za pristupanje tajnim podacima, objektima i licima koja uživaju bezbednosnu zaštitu i za nabavljanje oružja. Međutim, u totalitarnim režimima ova mera bezbednosti može da bude zloupotrebljena za ostvarivanje ciljeva režima na vlasti. Tada se tajne službe zloupotrebljavaju da neosnovano zadiru u život i slobode građana, nad kojima najčešće sprovode teror i torturu. Republika Srbija je, kao 'mlada demokratija', izgradila normativne okvire za profesionalno i etički ispravno bezbednosno proveravanje lica. Najnoviji standardi bezbednosnog proveravanja lica sadržani su u zakonskim i podzakonskim propisima kojima se uređuju oblasti unutrašnjih poslova, odbrane i obaveštajno-bezbednosnih službi
Matrični pristup u istraživanju privrednog kriminala - teorijsko praktični model
Get PDFThe authors dealing with the general characteristics of economic crime in the introductory part of the paper, and then point to the fact that in literature generally it is talked about abstract and (or) the theoretical elements of this phenomenon. In contrast to this, they offer a somewhat different approach in highlighting this phenomenon, trying to provide an easier understanding of its essence and ways of investigating particular criminal offenses. In that context they introduced simplified graphical representation of a corpus of material actions of perpetrators and their interaction with the goods, money and other actors in the business relations. These relations are later object of investigations in the way described in the text. In order to easily show basic principles of the phenomenon, they construct a kind of matrix, characterized by simplicity and transparency, which makes it suitable for educational pureposes. Off red form may represent a model for further theoretical considerations, improving of research methods of economic crime and its demystification, as well.Autori se u uvodnom delu rada bave opštim karakteristikama privrednog kriminala, a zatim ukazuju na činjenicu da se u literaturi uglavnom govori o apstraktnim i(li) teorijskim elementima ovog fenomena. Za razliku od takvog, oni nude nešto drugačiji pristup u osvetljavanju ove pojave, nastojeći da omoguće lakše shvatanje njegove suštine i načina istraživanja konkretnih krivičnih dela, kroz krajnje pojednostavljen grafički prikaz korpusa materijalnih radnji učinilaca i njihovih interakcija s robom, novcem i drugim akterima u poslovnim odnosima. Na taj način konstruišu svojevrsnu matricu, koju karakteriše jednostavnost i preglednost, što je čini podobnom za edukativne svrhe. Ponuđeni obrazac može predstavljati i model za dalja teorijska promišljanja, unapređenje i demistifikaciju metodike istraživanja privrednog kriminala
Knowledge of children and youth about forest fires : Discrepancies between basic perception and reality
Get PDFForests have a vital role for all living things. Children understanding of forest phenomena is the important knowledge for various sectors such as educators, policymakers, environmentalists, etc. This paper deals with the factors that affect knowledge and perception of forest fires of students, aged 10 to 19, in the city of Belgrade. The research was conducted between October 20th, 2013 and February 3rd, 2014. The authors have used a method of surveying students in order to identify and describe the factors affecting their knowledge about forest fires. A total of 3,548 students from 18 schools in Belgrade participated in the survey. The results of the research show that there is a discrepancy between perception and reality that is what students think they know and what they actually know in very basic terms. This set of findings in combination with other findings of moderators replicates previous research on the need for educational programs to ensure there is a match between youth confidence about what they know of hazards and their actual knowledge levels. Mismatches between the two could have serious consequences in disaster risk reduction terms. Given basic knowledge gaps here, this translates into educational programming that then needs to take account of this basic discrepancy to ensure, even from the early ages, consistency between 'knowledge and coping confidence' and actual knowledge and ability to cope and respond

Get PDFThe composition of a criminal court stands as one of the most interesting issues in the comparative law. Different viewpoints when it comes to the need of including non-professional citizens in the contemporary criminal procedure have contributed to interesting approaches related to regulating this issue. First of all, there are original jury systems that are a feature related mainly to the Anglo-American legal systems, but whose ideas have found their place in the European legislature as well. Furthermore, there are countries where the trial body stands as a separate authority, which consists of professional judges and lay judges, whereas some of the countries have both professional judges and lay judges, the first being in charge of resolving legal issues, and the second ones being in charge of factual issues. There are many articles devoted to the jury systems in the world, but in a very small proportion of them we could find solutions from the mixed court of the Balkan countries. Mixed court is one of the features continental countries. The authors compare Balkan countries, where Slovenia and Croatia being the European Union Members, whereas the rest of them are in the process of accession. Thereby, some of the countries strive to get their courts become more professional by leaving out citizens non-professional from the composition of trial chamber, while some of them have kept them, whereby the scope of their jurisdiction varies from one country to another. Today, it is a great question whether a mixed court will survive legislative changes, due to the criticism of the jurists and non-jurists.Sastav sudećih veća jedno je od najinteresantnijih pitanja današnjice, pogotovo u vremenu velikih reformskih poduhvata. Različita shvatanja potrebe za učešćem građana-laika u savremenom krivičnom postupku doprinela su zanimljivim pristupima u regulisanju tog pitanja. Na prvom mestu, postoje pravi porotni sistemi, koji su odlika prevashodno angloameričkog pravnog sistema, ali su njegove ideje našle mesto i u evropskim zakonodavstvima. Postoje i države u kojima sudeće veće predstavlja jedno telo, sastavljeno od sudija profesionalaca i sudija porotnika, dok u pojedinim imamo, takođe, i sudije profesionalce i porotnike, ali su prvi zaduženi za rešavanje pravnih, a drugi za rešavanje činjeničnih pitanja. Autori u radu porede strukturu sudskih veća u krivičnim postupcima za punoletna lica u pojedinim balkanskim zemljama, od kojih su, primera radi, Slovenija i Hrvatska članice Evropske unije, dok su druge u procesu pridruživanja. Neke od njih teže profesionalizaciji sudstva, izbacujući građane-laike iz sastava sudskog veća, dok su ih druge zadržale, pri čemu obim njihove nadležnosti varira od države do države
