    Regardless of sex or body size, police tasks may require officers to change direction speed (CODS) under occupational loads. The purpose of this study was to investigate body composition and CODS in female and male police cadets in both unloaded and occupationally loaded conditions. Body composition and CODS of 51 female (FPC) and 70 male police cadets (MPC) were assessed. Six body composition indices were used: Body mass index (BMI), percent body fat (PBF), percent of skeletal muscle mass (PSMM), protein fat index (PFI), index of hypokinesia (IH), and skeletal muscle mass index (SMMI). The CODS was assessed by Illinois Agility Test (IAT) and IAT while carrying a 10-kg load (LIAT). An independent sample t-test was used to identify the differences between the sexes. The regression determined associations between body composition and LIAT. The alpha level was set at p < 0.05 a priori. MPC had significantly higher (p < 0.001) BMI, PSMM, PFI and SMMI and lower PBF and IH than FPC. MPC were also faster in IAT and LIAT, carrying lower relative loads that imparted less of an impact on CODS performance. Body composition was strongly associated with the time to complete LIAT (R2 = 0.671, p < 0.001). Difference in relative load and body composition influenced CODS performance in both unloaded and loaded conditions. Thus, optimizing body composition through increasing skeletal muscle mass and reducing fat mass could positively influence unloaded and loaded CODS performance and improve elements of police task performance

    У раду се, превасходно, разматра положај жртве у кри- вичном праву Србије. Иако Кривични законик Србије не садржи одређење појма жртве кривичног дела интересантно је осврнути се на однос између појма жртве и појма који се користи у кривичном праву "пасивни субјект", али и појма "оштећеног" који је својствен кривичном процесном праву Србије. Као што ћемо видети, Кривични законик у неколико одредаба користи термин жртва па се поставља питање шта би се добило дефинисањем појма жртве у Кривичном законику, што су већ учиниле неке земље у региону. Законодавац је код појединих кривичних дела приликом прописивања тежих, квалификованих облика, као што ћемо видети, захтевао постојање посебних својстава пасивног субјекта шти јесте учињено у циљу појачања положаја жртве. У последњих неколико година се примећује експанзија нових инкриминација с обзиром на посебно својство пасивног субјекта што ћемо, такође, анализирати у посебном одељку са становишта легитимности кривичног права, али и начела законитости. Аутор, такође, проучава и какав значај има пристанак повређеног/пасивног субјекта и како утиче на положај жртве у кривичном праву. У посебне делове издвојени су стандарди ЕСЉП и поглед Уставног суда Србије.The paper primarily considers the position of a victim in criminal law of Serbia. Alt- hough the Criminal Code of Serbia does not contain definition of a notion of victim of a crime, it is interesting to review the relationship between the notion of victim and the notion of "passive subject" which is used in criminal law, but also the notion of the "injured party" which is characteristic for the criminal proceedings law in Serbia. As we are going to see, the Criminal Code uses a term "victim" in several provisions, so the question is what would be gained by defining a notion of victim in the Criminal Code, which some countries in the region have already done. For some criminal offences, when presribing more serious qualified forms, as we shall see, the legislator requested the existence of special features of a passive subject which has been done with the aim to reinforce the position of a victim. In a few recent years there has been an expansion of new incriminations considering the special feature of a passive subject which shall also be analysed in a separate part from the standpoint of legitimacy of a criminal law, but also the principle of legality. The author also studies the significance of the consent of an injured party to the position of a victim in criminal law. The standards of the European Court of Human Rights and the standpoint of the Constitutional Court of Serbia have been presented in separate parts

Како у данашње време већа доступност података и информација у полицијској пракси не мора да значи и већу предвидљивост манифестовања безбедносно интересантних појава, свакодневно прикупљање података треба да буде праћено њиховом аналитичком обрадом. Спознати начине (појавне облике) манифестовања појава које су предмет рада полицијске организације, наћи у њима елементе будућег и предвидети њихов развој, суштински је задатак аналитичара. У раду се указује на значај аналитичког рада и аналитичке информације за доношење одлука у полицији, и сагледава допринос аналитичке подршке изради стратешких и оперативних одлука у Европској унији и Републици Србији које се односе на супротстављање тешком и организованом криминалу.Police activity is unthinkable without the timely and complete collection of all security-relevant data. As today's greater availability of data and information in police practice does not mean greater predictability of manifestations of security-related events, data analysis should occur on a daily basis. To understand the ways crime incidents happen, to find the elements of the future in them and to predict their development, is an essential task of analysts. Starting from the specifics of decision-making in the police, the paper points to the importance of analytical work and analytical information for policing, but also examines the contribution of analytical support to the drafting of strategic and operational decisions in the European Union and the Republic of Serbia related to combating serious and organized crime

    Theoretical understandings of the concept of a 'public servant' towards a common definition

    The public law theorists have been attempting to determine the meaning of the concept of 'public servant' on the basis of various criteria. The existing theoretical views often reflect the dynamics of administrative development of individual countries, which directly affects the status and the role of a public servant. Given the lack of a 'universal definition', the objective of this paper is to point to the diverse theoretical definitions of the notion of the public servants, which are often associated with the role and characteristics of an individual country's public administration, legal tradition, and political and social system. Notwithstanding the existing theoretical differences, the paper also aims to establish the common and essential elements of the concept of a public servant, which transcend the national differences. Although the theoretical concept of the public servants offered by legal science often relies on a definition of positive law, the divergences of scientific opinions keep shaping the normative reality as well

    IEEE 802.15.4 standard is widely used in the field of low-power, low-cost and low-bit rate communications. In this paper, we analyze performance of an IEEE 802.15.4 network operating in 2450 MHz ISM (Industry, Science and Medicine) band in the presence of κ–μ fading, interference and additive white Gaussian noise. A novel analytical expression for the chip error probability evaluation of an IEEE 802.15.4 wireless channel has been derived. Its correctness is validated by Monte Carlo simulations. Capitalizing on the derived CEP expression, the symbol error probability and the packet error probability are also evaluated for various values of the κ–μ fading channel parameters and signal-to-interference-to-noise ratios

    The ideology of “Greater Kosovo” in the vision of Albanian narco-terrorist clans

    The paper reviews the evolution of the ideology and the path of creating the Albanian state in the Balkans, from the moment when it did not exist at all (during the Ottoman Empire) until today, when Albanians live in an internationally recognized state (the Republic of Albania) and in one self-proclaimed state (the so-called “Republic of Kosovo”). In that regard, this paper is based on two theses. According to the first, the focus of the original so-called state-building ideology about the need for all Albanians to live in one state, “Greater Albania”, today is radically changed and diametrically opposed: “Kosovo Albanians” now do not want to join the Republic of Albania, but want an independent state - the so-called “Greater Kosovo”, which would include parts of the territories of central Serbia, Montenegro, Northern Macedonia and Greece where Albanians live. The reason for the essential change of ideology is that the drug bosses of Albanian criminal clans that control the territory of Kosmet, and who were previously commanders of Albanian terrorist organizations, want their own “drug state”, in which they would control all social flows and enjoy immunity from criminal prosecution. The second thesis on which this paper is based is that the attack on the Albanian mafia is at the same time a blow to the so-called quasi-statehood of the so-called Republic of Kosovo, i.e. on the levers of financial power, which is the backing for political power and international support for the so-called Republic of Kosovo

    Preventive work of the police in the process of deradicalization

    The process of radicalization has been perceived as a significant problem in many countries, especially in developed Western democracies that have faced with homegrown terrorism. At the same time, the police are expected to take action to prevent this process as successfully as possible. The police have been committed to strengthening their preventive activities for several decades, so the question inevitably arises as to how much their activities have achieved the desired goals and whether such activities can be expected to contribute to the process of deradicalization? Therefore, the aim of this paper is to point out to the achieved results in strengthening the preventive role of the police and in terms of the possibility of using the acquired experiences to prevent the process of radicalization. Experiences gained by police in developed countries can be useful for the police in the Republic of Serbia, provided that the specifics of their application in the domestic environment are taken into account

These techniques are not unique only to the police, but to every individual who, for various reasons, needs to reduce the negative effects of his deviant behaviour. These effects are not related only to possible social condemnation, but are often of an internal nature, in the form of conscience and self-condemnation.     National security strategy of the Republic of Serbia and it’s implications for human security

    National Security Strategy is a document of the highest strategic importance in one state that defines core values, interests, challenges, risks and threats to national security, as well as the organization of the national security system and national security policy in order to secure and achieve national interests. The Republic of Serbia defined its strategic priorities for the first time when it adopted the first National Security Strategy in 2009, and updated them in the new National Security Strategy adopted in 2019. An important part of the first Strategy was the concept of human security, which was indication that the Republic of Serbia formally considered the needs and values of an individual on an equal footing with the values of the state. This Strategy was deemed to be an expression of determination of the Republic of Serbia to create conditions for improving human security in economic, health, political and other aspects and through transparency, rule of law and responsibility. However, the new Strategy does not explicitly mention human security as a specific part of the integral concept of national security. Furthermore, it introduces several novelties that are in contrast with the prevailed human-centric mission of the previous strategy, and these novelties are focused towards territorial integrity, sovereignty and other state-centric issues. Bearing this in mind, the questions arising are: why this strategic turn was made and what are to be the implications of this change for human security. The main hypothesis is that the strategic turn to state-centrism instead of the human-centric approach promoted by the previous National Security Strategy was made because it corresponds to the global trend of revival of nationalism and sovereignty. However, this indisputably leaves room for criticism because people are the most important factor in the equation of integral national security and disregarding them in the national security strategies and policies can be problematized on multiple levels
