    В монографии анализируются уголовно-правовые и виктимологические признаки потерпевших по делам о мошенничестве с учетом установленных УК РФ видов и разновидностей мошенничества, приводится их криминологическая характеристика. Исследуются положения действующего уголовного законодательства и сложившейся судебно-следственной практики, труды ведущих ученых в области криминологии и виктимологии мошенничества. Приведенные выводы опираются как на сравнительные данные официальной уголовной статистики РФ и Республики Крым, так и на результаты проведенного автором конкретного виктимологического исследования потерпевших в Республике Крым. Полученные результаты и сделанные выводы могут быть использованы в научных исследованиях различного уровня и в образовательной деятельности при подготовке курсантов и слушателей, повышении квалификации сотрудников следственных и оперативных подразделений МВД России, в практической деятельности следователей, дознавателей, участковых, оперативных уполномоченных

    Characteristics of Illegal Laboratories for Marijuana Production in Serbia

    Марихуана се производи у готово свим земљама на свету, што је чини најзаступљенијом илегалном дрогом на светском нарко-тржишту. Број лабораторија које су последњих година откривене у нашој земљи један је од потенцијалних показатeља све већег ширења домаће производње марихуане у лабораторијски контролисаним условима. Циљ рада је утврдити распрострањеност и карактеристике илегалних лабораторија за производњу марихуане у затвореном простору. Узорком је обухваћено 136 илегалних лабораторија за унутрашњи узгој марихуане које су откривене у Србији (без Косова и Метохије) у периоду од 1. 1. 2013. до 30. 6. 2019. године. У раду је дат приказ распрострањености лабораторија и њихових основних карактеристика у погледу локације, производних капацитета, квалитета опреме, броја ухапшених лица и количине заплењеног новца и оружја. Од укупног броја откривених лабораторија 80,9% било је инсталирано у градским срединама, а 8,1% било je опремљено висoкопрофесионалном опремом. У тим „професионалним“ лабораторијама пронађена је највећа количина оружја у нелегалном поседу. У откривеним лабораторијама ухапшено је укупно 196 лица, просечне старости 38±10 година. Аутори се нису бавили детаљном анализом количине заплењене дроге због непостојања стандардизованих образаца за извештавање. Заплењена дрога се налазила у различитим фазама процеса производње, у појединим извештајима је пријављено одузимање целих биљака различитих величина, а у некима количина сирове и/или осушене дроге изражена у килограмима. Пошто су доступни подаци о производњи канабиса издељени, нестандардизовани и обично научно неутемељени, аутори сматрају да је тренутно немогуће проценити укупну производњу канабиса у Србији са дозом научно засноване прецизности која би била задовољавајућа за практичне сврхе.Marijuana is produced in almost every country in the world, what makes it the most prevalent illegal drug in the global drug market. The number of laboratories that have been discovered in our country in recent years is one of the potential indicators of the increasing expansion of domestic marijuana production under laboratory-controlled conditions. The aim of this study is to determine the prevalence and characteristics of illegal indoor marijuana production laboratories. The sample included 136 illegal marijuana cultivation laboratories discovered in Serbia (excluding Kosovo and Metohija) in the period from 01.01.2013. to 30.06. 2019. The paper presents the distribution of laboratories and their basic characteristics in terms of location, production capacity, quality of equipment, number of arrested persons and the quantity of money and weapons seized. Out of the total number of detected laboratories, 80.9% were installed in urban areas, 8.1% were equipped with highly professional equipment and it was in these "professional" laboratories that the largest quantity of illegal weapons was found. A total of 196 people, of average age of 38 (+/- 10) years, were arrested in discovered labs. The authors did not engage in a detailed analysis of the quantity of drug seizure due to the lack of standardized reporting forms. The seized drug was at different stages of the production process, with seizures of whole plants of different sizes reported in some reports, the amount of raw and / or dried drug being expressed in kilograms. Because available cannabis production data is isolated, non-standardized and usually scientifically unsubstantiated, the authors find it currently impossible to estimate overall cannabis production in Serbia with precise data that would be satisfactory for practical purposes

    Predictive policing : one step further in the safe community

    The availability of large datasets and the rapid development of sophisticated tools that allow fast processing of vast quantities of information have been the key drivers behind the increasing use of algorithmic technologies in policing since the early 2000s. “Predictive policing” became an umbrella term for a variety of models, software and applications. All location based predictive policing programs however have the same aim: Sending police officers to the right place at the right time. For decades, police action has been rather reactive than proactive, focused on arrest and failing to see incidents as indicators of continuing underlying problems. Predictive policing has been praised as a turnaround of this approach, a “panacea” for the optimization of resources and the creation of a safer society, where the police can stop breaches of law, before they happen. Although lately more critical voices have been raised from civil society and research, questioning the effectiveness of the tools as well as their compatibility with human rights, there is still a lack of objective research on the issue

    Putting Humans Back in the Loop: A Study in Human-Machine Cooperative Learning

    This paper introduces a novel approach to human-machine collaborative learning that allows for the chronically missing human learnability in the context of supervised machine learning. The basic tenet of this approach is the refinement of a human designed software model through the iterative learning loop. Each iteration of the loop consists of two phases: (i) automatic data-driven parameter adjustment, performed by means of stochastic greedy local search, and (ii) human-driven model adjustment based on insights gained in the previous phase. The proposed approach is demonstrated through a real-life study of automatic electricity meter reading in the presence of noise. Thus, a cognitively-inspired non-connectionist approach to digit detection and recognition is introduced, which is subject to refinement through the iterative process of human-machine cooperation. The prototype system is evaluated with respect to the recognition accuracy (with the highest digit recognition accuracy of 94%), and also discussed with respect to the storage requirements, generalizability, utilized contextual information, and efficiency

    Teaching spread spectrum in the course Telecommunication Systems using Octave

    Spread spectrum is a technique used for transmitting telecommunications signals. This topic is relatively complex and can be challenging for students. Thus, programming language Octave has been introduced in the course curriculum of Telecommunication Systems as one of the powerful tools that aid in student understanding of the spread-spectrum principles. The purpose of this paper is to elaborate on the teaching method of spread-spectrum technique and its application in telecommunications, with the aim to make this topic understandable to students. The participants of the experiment were fifth-semester electrical engineering students (N = 86) at a college of applied sciences. To test the previous knowledge of students needed to understand the theory of spread spectrum, a pretest was carried out which refers to general terms from the fundamentals of telecommunications. With the aim to deeper apprehend the necessary theory from this area, the students had to solve examples from engineering practice using open source software Octave, as well as computational tasks, regarding both methods in spread-spectrum technology. It has been shown that thanks to the visualization of appropriate material, students of the experimental group understood in more detail the method of generating spread-spectrum signals and the influence of individual parameters on partial signals, in relation to students who did not have the opportunity to use Octave. The results of the research lead us to conclude that software like Octave should be included in courses like Telecommunication Systems as a supplement to the traditional teaching and learning methods

    The Nullity, Rank, and Invertibility of Linear Combinations of k-Potent Matrices

    Baksalary et al. (Linear Algebra Appl., doi:10.1016/j.laa.2004.02.025, 2004) investigated the invertibility of a linear combination of idempotent matrices. This result was improved by Koliha et al. (Linear Algebra Appl., doi:10.1016/j.laa.2006.01.011, 2006) by showing that the rank of a linear combination of two idempotents is constant. In this paper, we consider similar problems for k-potent matrices. We study the rank and the nullity of a linear combination of two commuting k-potent matrices. Furthermore, the problem of the nonsingularity of linear combinations of two or three k-potent matrices is considered under some conditions. In these situations, we derive explicit formulae of their inverses
