    У раду је представљена Стратегија Европске уније за Западни Балкан са фокусом на решавању безбедносних проблема заједничких за регион и Републику Србију. Анализа овог стратешког документа и стратешких опредељења Републике Србије у погледу главних безбедносних проблема показује њихову комплементарност. Пре свега, ова документа имају скоро исто виђење безбедносних проблема за које Западни Балкан није само транзитно подручје, већ и крајње одредиште, па чак и извориште. У питању су нарочито: организовани криминал, тероризам и ирегуларне миграције. Њихово спречавање и сузбијање опредељује приоритете српске полиције, који истовремено воде успешној реакцији против криминала и других врста угрожавања безбедности у Србији и постигнућима у испуњавању преузетих обавеза у процесу придруживања ЕУ и усвајања европских тековина.This paper presents the EU Western Balkan Strategy and focuses on solving security problems common to the region and the Republic of Serbia. The analysis of this strategic document and strategic orientation of Serbia in relation to main security issues shows their complementarity. First of all, these documents share essentially same views on security issues, for which the Western Balkan is not only a transit area, but a final destination and even the source, particularly organized crime, terrorism and irregular migration. Prevention and suppression of given issues determines priorities of the Serbian police, at the same time leading to successful response to crime and other security threats in Serbia, as well as achievements in meeting commitments in the EU accession process and adopting the European acquis

    Contemporary tendencies of criminal procedure legislation in general, including criminal procedure legislation of Serbia, have been increasingly emphasizing the importance of the implementation of the preventive aspect of criminal policy. One such general trend has also been applied in Serbia when it comes to the crime of domestic violence. Namely, the phenomenon of domestic violence is not only recognized in underdeveloped countries, but is also widespread in the most developed countries whose legal systems are based on the principles of democracy, the rule of law and the prohibition of discrimination. The aforementioned trend of recognizing the existence of domestic violence in almost all countries indicates the increasing importance of establishing adequate instruments to combat this form of crime even more effectively, especially bearing in mind the close relationship between the abuser and the victim and the temporal determinant of the continued torture of the victim. Accordingly, following the European path and based on the contemporary pre-crime concept, Serbia adopted the Law on the Prevention of Domestic Violence setting up the police as the key subject for a more effective fight in the field of the prevention of domestic violence. The key determinants used by the authors in analysing the subject matter are the essential explanations of the new rules and the criminal and political reasons for which they were established as well as their purpose. The authors analysed them from the following aspects: first, Serbia and harmonization with European standards for combating domestic violence (introductory considerations); second, the police as the key subject of the penalty policy for domestic violence off enses; third, a conducted survey of police officers and their views on the implementation of the Law on the Prevention of Domestic Violence, fourth, conclusion

    International police cooperation between Serbia and the countries of the region in combating the most serious emerging forms of crime

    The paper presents the legal framework and institutional mechanisms of international police cooperation between the Republic of Serbia and the countries of our region, primarily in the suppression of the most serious emerging forms of crime. The legal framework for work and co-operation in the fight against crime consists of important international sources such as conventions, treaties and other acts adopted at the multilateral, regional and bilateral levels. The most important internal sources are the Law on Police and regulations in the field of criminal legislation: the Law on International Legal Assistance in Criminal Matters, the CPC, the Criminal Code, the Law on Organization and Competences of State Bodies in Combating Organized Crime, Terrorism and Corruption and others. Institutional mechanisms of cooperation include forms of work, bodies, organizations and bodies established at the international level, especially at the regional level. A critical review of the legal and institutional mechanisms of cooperation is aimed at increasing the efficiency of the engaged entities in the suppression of the most serious forms of crime. In the final part, some proposals for improving the legislative framework and criminal-operational practice of the police and other law enforcement agencies are given, especially in the context of Serbia's application for EU accession

    There have been many epidemics of various infectious diseases in the history of the Republic of Serbia. Starting from the epidemics of plague and cholera in the Middle Ages, to the appearance of smallpox, swine flu and COVID 19. So far the police have played, and in the current situation have, a very important role in combating epidemics, but also in detecting various types of malversation.Recent events have indicated the need to pay as much attention as possible to the performance of security services. The first thing that was very important was how to protect police officers from possible infection, without diminishing the effects of their actions. And secondly, how to reduce the need to use extended use of force in dealing with citizens which is enabled by declaring a state of emergency. For these reasons, police officers have a very delicate task to ensure the safe and uninterrupted activities of citizens

    The Role of Stewards at Sports Events in the Republic of Serbia

    The traditional view that only the police are responsible for security at sports events has largely been abandoned in the sense that stewards have more important place. This is also recognized in the Serbian legislation, in the standards of the Law on Private Security (LPS), the Law on the Prevention of Violence and Misconduct at Sports Events (LPVMSE), the Law on Public Assembly, and the international regulations of sports federations. The Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events – No. 218. (CETS 218), together with the Recommendation REC (2015) 1, and its annexes, which supersedes all previous recommendations, resolutions and statements, has also contributed to defining the role of stewards. Recommendation has become an integral part of the Convention (CETS 218). Common to all the aforementioned regulations is that the stewarding operations can be handled by persons who have completed special training. Unlike international regulations that provide extensive training for stewards, the existing programs in Serbia envisage very few hours of training.The work of stewards would certainly be aided by the improvement of certain legal regulations governing this area. The Republic of Serbia is not yet a signatory to the Convention (CETS 218), and it is necessary for the authorities to accede to its signing and ratification in order for Serbia to adopt the newly established European standards in this field as soon as possible

Подаци коришћени у анализи класног положаја припадника криминалистичке полиције Министарства унутрашњих послова Републике Србије прикупљени су на основу индикатора: порекло, образовање, брачни и породични статус, приходи, структура потрошње и стамбене прилике.The main goal of this paper is to position members of the Crime Investigation Department (CID) in Serbia, as experts and professionals, on the social-class ladder in contemporary Serbian society. The theoretical framework of the paper has been based on theories on class divisions of modern society, primarily within the theoreticalanalytical approach of Mladen Lazić. The data used in the analysis of the class position of CID officers of the Republic of Serbia Ministry of the Interior were collected on the basis of the following indicators: origin, education, marital and family status, income, consumption structure and housing conditions
