    Questioning defendants via Skype during the state of emergency in the Republic of Serbia

    The state of emergency was declared in the Republic of Serbia on 15 March 2020, due to the COVID-19 pandemic, which lasted until 6 May 2020. During the state of emergency, certain human rights were restricted and suspended, which are otherwise protected and guaranteed by the Constitution. One of the measures introduced by the state was the possibility for the defendant to attend the main hearing via Skype. The basic question arises whether the right to a fair trial is violated in this way, since it is one of the rights that cannot be limited or suspended even during a state of emergency. In this regard, this paper addresses the national legal framework under which trials are permitted and conducted via Skype during a state of emergency and relevant case law of the European Court of Human Right

    Initial state of police students swimming skills and effect of swimming course on swimming performance

    The aims of the research were to determine initial state of Police University students swimming skills and effect of swimming course on swimming performance. Research consisted of initial and final testing with 10 swimming classes between. The sample consisted of 255 subjects (160 males; 95 females). Initial testing showed for males: 25 (15.63%) belonged to non-swimmers, 78 (48.75%) to semi-swimmer (MSS) and 57 (35.62%) to good-swimmer group (MGS); for females: 14 (14.74%) belonged to non-swimmers, 72 (75.79%) to semi-swimmer (FSS) and 9 (9.47%) to good-swimmer group (FGS). ANOVA showed statistically significant differences between good-swimmer and semi-swimmer groups (F=27.505, p=0.000 for males; F=27.657, p=0.000 for females). The t-test results after swimming course showed that all groups achieved statistically significant better swimming times: MSS-F=3.444, p=0.001; MGS-F=3.594, p=0.001; FSS-F=12.373 and FGS-F=4.054, p=0.004, p=0.000, while ANOVA showed remaining of statistically significant differences between good-swimmer and semi-swimmer groups (F=51.508, p=0.000 for males; F=24.764, p=0.000 for females)

    Visualization of Latent Fingerprints Using Dextran-Based Micropowders Obtained from Anthocyanin Solution

    Fingerprints are usually classified as patent, plastic, and/or latent. However, detection and visualization of latent fingerprints, as relevant traces found at the crime scene are very important for reliable identification of suspects by law enforcement personnel. Chemical and physical methods have now been used for years for that purpose, but they showed many deficiencies, where the most important one was related to their toxicity. Therefore, researchers are in constant search for producing complementary, less harmful methods, and some novel approaches are based on (bio)polymeric materials exploiting their specific properties. In this paper, dextran-based micropowders obtained from anthocyanin solution by the simple precipitating method were synthesized and characterized. Dextran is widely used in medicinal and pharmaceutical applications, but, up to our knowledge, no study has been reported using this biopolymer as a powder component for the developing agent for latent fingermarks visualization. Besides being biodegradable and biocompatible, dextran shows non-toxic properties and thus prevents detrimental effect on humans often present when commercial chemical and physical methods are being routinely employed, while at the same time reduces the overall cost of the obtained powder system. Four different formulations of dextran-based micropowders were prepared with the aim of evaluating their performances in visualizing latent fingerprints. FT-IR analyses confirmed interactions between components of the systems. Optical microscopy showed that prepared powdered samples were small and uniform in size, while at the same time confirmed their easy binding to the sweat and lipid residues present in the latent trace. The results demonstrated that these novel dextran-based powders have the potential to supplement routinely employed physical systems in detecting and visualizing latent fingerprints

    Test Međunarodnog Fišerovog efekta : istraživanje iz Srbije i Evropske unije

    The aim of this paper is to explore the International Fisher Effect (IFE) between Serbia and European Union (EU) in period between 2004 and 2015. The authors in this paper explore the IFE by applying regression analysis. They were used historical annual data for exchange rates, real interest rate and inflation, in this research. Like a home country and foreign country the authors were used each of these areas (Serbia and EU) like interchangeably and track the trail of the effect. Explore was based on the time series of observed annual data in period between 2004 and 2015. The authors were used the data of authorized central banks from databases: the World Bank, the National Bank of Serbia and the European Central Bank. Regression analysis was performed using a software package SPSS 20. The contribution of this paper is reflected in the obtained results.The results show that a 1% increase in the nominal interest rate differential, on average, lead to approximately a 0.3% offsetting change in the exchange rate in both cases (Serbia- home EU-foreign and EU-home Serbia-foreign).The coefficients of determination R 2 are very low, also in both cases. Only 3.3% of the annual changes in the RSD/EUR exchange rate and 4.2% of the annual changes in the EUR/RSD exchange rate can be explained by the nominal interest differentials. Therefore, about 96% of the annual changes in the exchange rates depend on other factors.Cilj ovog rada je istraživanje Međunarodnog Fišerovog efekta (IFE) između Srbije i Evropske unije u periodu 2004-2015 godine. Autori u ovom radu IFE istražuju regresionom analizom. Koristili su se istorijski podaci kursa RDS i EUR, realne kamatne stope i inflacije posmatranih zemalja. Svaka od pomenutih zemalja (Srbija i EU) su se naizmenično koristilie kao matična i strana zemlja. Istraživanje se zasnivalo na vremenskim serijama posmatranih podataka od 2004. do 2015. godine. Korišćeni su podaci ovlašćenih centralnih banaka iz baza: Svetske banke, Narodne banke Srbije i Evropske centralne Banke. Regresiona analiza izvršena je pomoću programskog paketa SPSS 20. Doprinos ovog rada se ogleda u dobijenim rezultatima. Rezultati pokazuju da rast nominalne kamatne stope od 1%, u proseku, dovodi do promene deviznog kursa za oko 0,3% u oba slučaja (Srbija - EU i EU - Srbija). Koeficijent determinacije R2 je veoma mali, takođe u oba slučaja. Samo 3.3% godišnje promene kursa RSD/EUR i 4.2% godišnje promene kursa EUR/RSD može biti objašnjeno promenom nominalne kamatne stope. Oko 96% godišnje promene kursa zavisi od drugih faktora

    Community policing implementation in the Republic of Serbia: A view from the managers's perspective

    Activities aimed at bringing the police closer to the local community and promoting the building of partnerships and common solutions to security problems are referred to as community policing. In the Republic of Serbia, community policing implementation formally started in 2003 through the 'Community Policing' project. After the initial period of implementation, community policing principles were expected to become part of the organizational culture of police organization and a distinctive feature of everyday police practice. Based upon research results presented in this paper, the authors sought to determine to what extent the concept of community policing came to fruition in Serbian police practice and how it works today. The research was directed towards the middle management of the Serbian police, where the sample included all regional police departments in Serbia. The paper concluded that at the time this research was conducted, community policing was not sufficiently implemented in the Serbian police practice, that reactive work still dominated over prevention and proactive work, the organizational structure did not allow greater representation of CP activities, there was a need for additional training of police officers and the legislation which could facilitate partnership between the police and the community was missing

    Indicators of Absolute and Relative Changes in Skeletal Muscle Mass during Adulthood and Ageing

    This study aimed to explore the set of variables related to skeletal muscle mass (SMM) in both sexes, and to create age- and sex-related models of changes in SMM, using the most representative indicator of muscular status. Body composition was assessed in 8733 subjects (♀ = 3370 and ♂ = 5363), allocated into subsamples according to age: 18–29.9, 30–39.9, 40–49.9, 50–59.9, 60–69.9, and 70.0–79.9 years. Nine variables were used: protein mass, protein percent, protein mass index, SMM, percent of SMM, SMM index, fat-free mass, fat-free mass index, and protein/fat index. Univariate and multivariate analysis of variance (ANOVA and MANOVA) were used to determine between- and within-sex difference in all variables by age. Correlation analysis established the relationship between age and muscularity variables. Principal Component Analysis extracted the variables that loaded highest in explaining muscularity, while regression analysis determined the linearity of association between the age and indicators of muscular status. Variables SMMI and PSMM were extracted as the most sensitive to age, with SMMI being gender-independent while showing the parabolic and sinusoidal form of change as function of ageing in males and females, respectively; and PSMM being sex-dependent while showing a linear trend of decrease in both sexes

    Factorial analysis of stress factors among the sample of Lebanese police officers

    Purpose – The purpose of the study is to determine the prevalence of stress and to identify the occupational stressors among Lebanese police officers. Design/methodology/approach – Operational Police Stress Questionnaire (PSQ-op) was addressed to 100 randomly selected male Lebanese Police officers. Twenty items from the PSQ-op were run through the principal component analysis to determine the most significant factors of stress and loading within each of the factors. Findings – The results indicated that 59% of officers reported moderate stress level and 41% reported strenuous stress. Principal component analysis identified six independent factors or stress among Lebanese police officers explaining in total 72.1% of the total variance: excessive workload (30.6%), social-life time management (12.8%), occupational fitness (9.1%), success-related stress (8.6%), physical and psychological health (5.8%), and working alone at night (5.2%). Research limitations/implications – This research approach encountered some limitations so further research must: use a larger sample size, include female gender and identify other sources of stressors mainly organizational or job context stressors. Originality/value – Addressing and understanding stress factors among Lebanese police officers helps improving awareness and developing individualized treatment strategies leading police officers to engage in stress-management training to learn coping strategies and use effective tools for preventing stress before it becomes chronic
