    Individual Effects of Application of the Law on Prevention of Domestic Violence as an Aspect of Criminal-Strategic Fight against Domestic Violence in the Republic of Serbia

    In this article, the authors analyze how much the application of the new Law on Prevention of Domestic Violence has contributed to the improved work efficiency of state authorities, i.e., if the effects of urgent measures in fighting domestic violence are satisfactory. A strategy of preventing and suppressing domestic violence did not exist in Serbia until the beginning of this century. When the state decided to undertake certain concrete measures to constrain this socially harmful phenomenon, the first strategic direction was to use repressive criminal-law measures to suppress violence. However, repressive measures have not yielded the expected results. By adopting and applying the Law on Prevention of Domestic Violence, the police were given a new, clearly defined preventive role in the fight against domestic violence. The central significance in preventing violence and protecting the victims in the first moments, when the knowledge is acquired of the danger of domestic violence, is given to a police officer in charge, who must undertake all measures to protect the victim and prevent violence. Using content analysis, and comparative and formal logic analysis, this study analyses the data of the Ministry of Interior of the Republic of Serbia, the Public Prosecutor’s Office, the court, and also the data kept in the statistical records of the Statistical Office of the Republic of Serbia referring to domestic violence in the period from 2013 to 2019. An important part of the article is dedicated to the current theoretical debates. In order to do the research, the authors have used the official legal division of the territory of Serbia into regions so that the comparison of crime trends could be made in the four regions, which are approximately equal according to their respective population, whereas the Belgrade region is more densely populated in comparison with the other three regions. After the conducted research, the key problems have been identified. It has been identified that the competent state authorities in various regions apply legal provisions unequally, the result of which is that the victims of domestic violence do not have equal opportunities in achieving their right to protection. The conclusions reached through the synthesis of these results confirmed that the key causes of the described problems include: 1) selective application of the law, and 2) various acting practices of competent authorities in fighting domestic violence

    Multi-Agent System Observer: Intelligent Support for Engaged E-Learning

    Moodle is a widely deployed distance learning platform that provides numerous opportunities to enhance the learning process. Moodle’s importance in maintaining the continuity of education in states of emergency and other circumstances has been particularly demonstrated in the context of the COVID-19 virus’ rapid spread. However, there is a problem with personalizing the learning and monitoring of students’ work. There is room for upgrading the system by applying data mining and different machine-learning methods. The multi-agent Observer system proposed in our paper supports students engaged in learning by monitoring their work and making suggestions based on the prediction of their final course success, using indicators of engagement and machine-learning algorithms. A novelty is that Observer collects data independently of the Moodle database, autonomously creates a training set, and learns from gathered data. Since the data are anonymized, researchers and lecturers can freely use them for purposes broader than that specified for Observer. The paper shows how the methodology, technologies, and techniques used in Observer provide an autonomous system of personalized assistance for students within Moodle platforms

    Moving Past the One-Size-Fits-All Education-Training Model of Police Academies to the Self-Prescribed Individualized Exercise Prescription Model

    Law enforcement agencies generally employ the "one-size-fits-all" education-training model. Its effectiveness compared to alternative training models has been under scrutiny. Physical fitness scores of Serbian male (n = 98) and female (n = 79) police cadets during their yearly evaluation were compared. Cadets trained for the first 3 years with the "one-size-fits-all" model. In the fourth year, they self-prescribed an individualized exercise program based on the obtained curriculum knowledge. A two-way MANOVA revealed a significant effect of academic years on combined variables (p < 0.001) and significant differences between academic years for deadlift, half squat, standing long jump, sit-ups and 12-min Cooper test time (p < 0.001). Sex also had a significant main effect on combined variables (p < 0.001) with males outscoring females on all of the fitness assessments. For pull-ups, there was a significant year * sex interaction (p = 0.01) with the third year to be pivotal for female and male performance, respectively. In conclusion, the use of a "one-size-fits-all" model, presented differences in physical fitness scores between the years one to three, pointing to its questionable effectiveness.     A Novel Fingerprint Biometric Cryptosystem Based on Convolutional Neural Networks

    Modern access controls employ biometrics as a means of authentication to a great extent. For example, biometrics is used as an authentication mechanism implemented on commercial devices such as smartphones and laptops. This paper presents a fingerprint biometric cryptosystem based on the fuzzy commitment scheme and convolutional neural networks. One of its main contributions is a novel approach to automatic discretization of fingerprint texture descriptors, entirely based on a convolutional neural network, and designed to generate fixed-length templates. By converting templates into the binary domain, we developed the biometric cryptosystem that can be used in key-release systems or as a template protection mechanism in fingerprint matching biometric systems. The problem of biometric data variability is marginalized by applying the secure block-level Bose– Chaudhuri–Hocquenghem error correction codes, resistant to statistical-based attacks. The evaluation shows significant performance gains when compared to other texture-based fingerprint matching and biometric cryptosystems

    Private security prepardness for disasters caused by fire

    The subject of the research was the examination of the factors of influence on the preparedness of the private security for disasters caused by fire. In addition to determining the preparedness index, there are deeper insights into the interrelationships between various selected variables and the level of preparedness of members of the private security. Using the random sampling method, 300 adult members of the private security were selected, and they participated in the research. The results of the research indicate that members of private security were not sufficiently prepared to react to fires. The research results could be used as a starting point for conducting further research in this area since the improvement in training of security personnel plays an important role in disaster control and prevention, thereby producing safer and more secure work environment and society

    The subject matter of the paper includes criminal legal (theoretical, normative and practical) issues of financial investigation as an increasingly important instrument of adequacy of the state response to property crime. A lot of issues have been analysed and particular attention has been paid to the following issues: the notion and assumptions of the adequacy of the state response to property crime; criminal and political reasons for the necessity of conducting a financial investigation, as well as the most important features of its standardization and practical realization (conditions, subject matter and objectives, as well as the basic principles of its implementation – urgency and timeliness of the procedure, exclusion of the possibility of invoking confidentiality of data, transfer of burden of proof to the suspect, confidentiality of the collected data, etc.) At the end of the paper, the authors’ position regarding the adequacy of the analysed legal norms in terms of the desired degree of success in detecting, proving and confiscating property acquired through the commission of criminal offenses is presented.Предмет анализе у раду су кривичноправна (теоретска, нормативна и практича) питања финансијске истраге као све значајнијег инструмента адекватности државне реакције на криминалитет с имовинским обележјем. Међу немалим бројем анализираних питања посебна пажња је посвећена питањима која се тичу: појма и претпоставки адекватности државне реакције на криминалитет с имовинским обележјем; криминално-политичких разлога неопходности спровођења финансијске истраге као и најважнијих особености њеног нормирања и практичне реализације (услова, предмета и циља, као и основних начела њеног спровођења - хитност и благовременост поступања, искључење могућности позивања на тајност података, пребацивање терета доказивања на осумњиченог, поверљивост прикупљених података и др). На крају рада изнет је став аутора по питању адекватности анализираних законских норми за жељени степен успешности откривања, доказивања и одузимања имовине стечене вршењем кривичних дела

    Безбедносне појаве се научно спознају у процесу научног истраживања, посредством извора научног сазнања. Нивои и врсте научног сазнања и научних извора су бројни. Циљ овог рада су дефинисање, дескрипција и класификација нивоа (квалитета и квантитета) научног сазнања и извора из којих се оно стиче. С тим у вези, у раду се разматра вредновање сазнања и извора сазнања, указује се на различите персоналне и материјалне изворе сазнања, односно на разне јавне и поверљиве – писане и аудиовизуелне научне изворе и предмете. Закључак аутора је да је вредновање извора научног сазнања, као и самих научних чињеница, важно за исход процеса истраживања и постизање истинитог и објективног научног сазнања о безбедносним појавама.Sources of scientific knowledge and the process of scientific research are necessary for defining security phenomena. The levels and types of scientific knowledge and scientific sources are numerous. The aim of this paper is to define, describe and classify the levels (quality and quantity) of scientific knowledge and sources of that knowledge. In this regard, the paper discusses the evaluation of knowledge and sources of knowledge, points to various personal and material sources of knowledge, and various public and confidential - written and audio-visual scientific sources and objects. The conclusion of the author is that the evaluation of the source of scientific knowledge, as well as the scientific facts themselves, is important for the outcome of the research process and the achievement of true and objective scientific knowledge about security phenomena
