    Using Facebook in the Public Relations of political actors in Kosovo

    Traditionally, until the emergence of new media, public relations of the economic and political actors were affected by the mass media. This was as a result of the intermediating role of the media with the audiences and voters. As a result of the emergence and popularization of new media and social networks in particular, this role began to wane significantly. While traditional media serve as a bridge between these parties, social networks today serve as a platform for online and are an effective means of communicating directly with target audiences. Having a low cost, being to operate and multimedia possibility, social networks are affecting in the process demediatization of the public relations. Facebook as one of the most popular social networks, it is used by politicians to communicate and interact with followers and potential voters. Kosovo politicians use Facebook and are very active in promoting their own personal views, to launch campaigns and discussions on certain issues. This paper aims to analyse this phenomenon and to compare the practice of using Facebook from the key figures of the main political leaders of the ruling and opposition parties as well as its influence in the process of demediatization of the public relations

    Environmental issues between the government and the opposition, business and civil society

    Environmental issues often create debate between government and opposition, civil society and industrial businesses. Between these four players stand as a referee the media. In this area the public relations of the government and opposition are clear, as well as are distinguished new forms of interaction between information with marketing and public relations. The biggest debates have begun with the request of businesses, for example, to build near the artificial lake, the importation of waste from Europe, with the government request for the import of chemical weapons, the establishment of Hydropower‟s in Valbona and elsewhere, debate that open and reopen occasionally trying to find a social field for approval. Scenarios are always the same: the business; the industrial actors promote the political force that is in rule, to take legislative initiatives. These are made public through the media, which publishes the smell that is creating an absorbing debate audience. Media of all shapes, classic, off-line and on-line become the arena of "war". According to media Couldry contains the keys to go to the authorities. According to him, media "the symbolic power" carries a broad impact on society more prominent than other forms of power, such as economic power. Following the publication of the initiative government media rises civil society, the examples of the past 5 years have shown how "civil society", but ordinary citizens are organizing protests through calls made "on line", by civil society actors. Online media, social networks and blogs have served as a means of protest action organization, supported and in some cases even promoted by the opposition.     The role of active labor market policies in increasing youth employment

    One of the main problems facing Kosovo today is youth unemployment. The main purpose of this paper is to study the role of active labor market policies in increasing youth employment. Work data has been collected from various sources. For the theoretical part, data are obtained from academic literature related to active labor market policies that apply in all other countries of the world, while for the practical part the data are obtained from performance reports of the Public Employment Service, Surveys of Power Workers, published by the Kosovo Agency of Statistics, as well as reports from other institutions that promote active labor market policies for the integration of young people into employment. The conclusion of the paper is that active labor market policies are the best mechanism for channeling and streamlining state intervention in the labor market with clear goals; Kosovo has created a few years of practice in implementing active labor market policies, but this practice should be strengthened to further develop

    New forms of advertising in audiovisual media

    For several decades, commercial television was based on 30-second advertising as the main source of income. Technological advancement created conditions that televisions and advertisers to apply new strategies and models of advertising such as product placement/brand, brand integration, branded entertainment (entertainment via brand), hidden advertising, advertorial, etc. These practices besides traditional coalescence of borders between advertising and media content produced both positive and negative effects. Research questions raised in this study are: how do these advertising tactics affect the content of audio-visual media? What deformations /deviances appear in media during their implementation? What is the role and influence of large advertisers in the deformed relationship between mass media and marketing/public relations practices? In the focus of this research are informative TVs, News 24, ABC News, Ora News and Top News compared with generalist national televisions Top Channel, Klan TV and Vizion Plus television. Since audio-visual operators continue to have problems with formal declaring of the quantitative advertising indicators, to conduct the study, we relied primarily on in-depth interviews conducted with heads of departments of television marketing, journalists, surveys and reports published by AMA (Audio-visual Media Authority). The study shows that either national generalist televisions or information televisions do not have many differences in terms of new forms of advertising they broadcast; in generalist televisions along with 30 second advertising there is an increase and misuse of product placement in the programs as a hidden and abusive way of communication of a commercial nature while in informative televisions dominates the phenomenon of broadcasting paid chronicles in newscasts, which is another form of hidden advertising. The use and abuse of the term “promotional message” is another common feature of television entities. Faced with financial pressure it seems that media managers have focused more attention on attracting advertising/revenue generation rather than to the quality and informative space

    The understanding of English as lingua franca and its involvement in language education policies in Europe

    This material addresses a topic that has long been relevant in scientific circles. It is about the meaning or understanding of the use of English as Lingua Franca (ELF) and its role in the formation of language education policies in Europe, which in fact is creation of a multi-lingual individualism and a multilingual environment characterized by tolerance and respect for the different. The first part deals with the spread of English at a global level as a result of globalization, the development of information technologies and the need for lifelong learning and advancement. This concept speaks of Europe’s educational language policies, where English domination is present. The purpose of the work is to present, based on a survey of relevant resources, the understanding of English as Lingua Franca in the formation of language education policies in Europe. Some authors believe that ELF’s knowledge enables the largest movement of European citizens and participation in all public spheres, and that ELF can serve to promote other languages and cultures. However, in the Council of Europe it is thought that there is a lot of linguistic dominance. English language can jeopardize the desire of European language policies to create a multilingual society, where all languages are equally and equally valid

    The challenges of nurse management at the University Clinical Center of Kosova

    The role of the nurse manager is complex and requires advanced skills when communicating with patients and their families, nurses, doctors, other health and allied workers as well as superiors. This paper analyzes the challenges of nurse management at the University Clinical Center of Kosovo. The authors interviewed 30 senior nurse managers. Although in a large percentage (90%) are a part of a planning for the future in respective clinics, nurse managers were never involved in writing treatment protocols. The majority of the managers reported absolute or partial intrusion of the hospital management and doctors in performing their daily duties. Paid leave as an award and change of the assignment as a penalty, are the only instruments in the hand of nurse managers to motivate or sanction nurses. Almost half of the managers do not know how their performance is evaluated by the superiors, while every fourth of the nurse managers do not agree with the evaluation. Majority is satisfied with the public image of the profession. The difficulties that nurse managers are facing are mainly linked to the poor definition of their position and roles, but also at the poor exercise of the delegated competencies

    Almost all methods of ELT put in their first place the students’ performance. As part of students’ performance are also the skills such as: reading, writing, listening and speaking. Some methods pay attention more on reading and writing, while some others such as CLT pays more attention on communication (speaking). In this research paper were tested the secondary school students, respectively tenth grade Kosovo students, in order to get information of the correlation between the variables (skills) for students taught with ESA and students taught with CLT. At the same time, it was also seen, which the skills are where the students have shown better results with above mentions methods of ELT

    Analysis of critical approaches on interative communication enabled by social media

    Interactivity is one of the most discussed terms in studies on new media and, recently, on social media. A significant number of authors with a positive approach towards social media, share the opinion that interactivity is the most prominent feature of the new generation of media, which has changed the audience’s access to information. Meanwhile, in the last years, the critical attitudes to new social media platforms, including Facebook, Twitter, Instagram, etc are growing. Critical authors view interactivity as a fetch that social media platforms use to gain more information on user behavior and activity, which they, then use as a product to be offered to advertisers. At this point, essential question marks are raised regarding the participatory culture and the algorithmic logic of social media and the transparency of them towards their users. Our study is focused on interactivity, looking at it from the perspective of the two mainstreams mentioned above, in order to address the key questions raised over this issue.     The influence of mother tongue (Albanian) in learning and teaching EFL

    Using first language (L1) as a necessary and facilitating role in the second /foreign language (L2) classroom, has been a very hotly debated issue among teachers of English. This paper aims at examining students’ and teachers’ perceptions of the use of mother tongue and translation in various linguistic situations. This study examined language transfer while learning and teaching EFL, respectively the language interference in the written English of Albanian students. The study focused on recognizing, describing and explaining transfer-induced lexical and syntactic patterns that occur in essays written by Albanian University level students, and on following a possible change in the quantity and quality of these transfer patterns. The analysis of these transfer patterns aims at explaining the written English production by Albanian students, namely, how it is influenced by their mother tongue and what types of changes have taken place in it. The activities that help raise learners’ awareness of the language use are described. The findings reveal that all learners need a support of mother tongue in English classes, but the amount of the native language needed depends on students’ proficiency in English. This article will report on a piece of research that will be carried out in my own teaching/learning environment at the Language Center – South East European University in Tetova, and will present a comparative study of students’ and teachers’ perceptions regarding the use of L1 in EFL classes in the monolingual classroom

    Hijacking of news (newsjacking) - Conspiracy theories or tactic for international media consumption, Crimea and Kosovo

    In March of 2014, when international media were reacting and opposed military intervention of the Russian army on the territory of Ukraine, in the province of Crimea, a strong statement of Russian President Vladimir Putin changed the media coverage of the event. He stated that "Crimea is Kosovo". He stressed that "the annexation of Crimea from Ukraine is similar to the annexation of Kosovo from Serbia, and every other argument is just an attempt to break the rules applied in the case west of Kosovo." This statement gave the start a media war that was not seen before, giving the public attention from the real event and catering to a kind of information that transcend diplomatic conspiracy channels. This paper will make a thorough analysis of how foreign policy uses public relations techniques to be present in the global media.
