PERAN KOMUNIKASI PUBLIK DALAM PELAYANAN BANTUAN SOSIAL PADA BAGIAN KESEJAHTERAAN RAKYAT SEKRETARIAT DAERAH KABUPATEN BONE BOLANGO
The aim of this research was to know how the role of public communication in service of social aid in part of secretariat public welfare Bone Bolango regency and how the feedback of public about Service of social aid in part of Secretariat Public Welfare Bone Bolango regency. Type of this research is qualitative descriptive with using 15 people as a sampling with doing the structured interview and described through the interviews. The results of this research say that the public communication that conducted in accordance with what is expected by the public because of the persuasive approach and with look the manners, politeness and even with a language that is easily understood by public it self. And communication by officials to the public in this case of compliance service of social aid is quite satisfactory even though there are things that not communicative even unwanted by the public, including many talk about the rules, change-unlike the procedures that had been said before, even so unfortunate when doing the Service of social aid there has unscrupulous officials that only it’s priority services to certain people who they know
PERAN APARAT PEMERINTAH DALAM PELAYANAN ADMINISTRASI YANG EFEKTIF DI KECAMATAN KABILA KABUPATEN BONE BOLANGO
This research aims to find out how the role of government officials in giving the effective of administrative
services in sub-district of Kabila Bone Bolango regency. The method of this research is descriptive qualitative.
This research is is a qualitative descriptive research that conducted on independent variables, that is without
making comparisons or connect with other variables. The research shows still low capacity of government
officials in both of sub-district Kabila in giving the excellent service to the society and to the achievement of an
effective and efficient work. The society awareness work together is potentially a very noble and honorable, so
there has a willingness of the society to develop their regions. Suggested to local governments, need greater
attention to the good service for society. To remember low awareness of government officials in sub-district of
Kabila, it is expected that the attention of the regency government in this case government of Bone Bolango, to
give education and training, to give training for government officers that spread throughout the all regency, that
will produce the quality of resources to face the application of the principles of Good Governance
IMPLEMENTASI KEBIJAKAN PERIZINAN PENYIARAN TELEVISI LOKAL DI PROVINSI GORONTALO
The aim of this research was to identify and to analyze the reality of the implementation of broadcasting license policy in Gorontalo Province and also to find out the obstacle factors of the process of realizing the local television permission in Gorontalo Province which studied based on the model theory of policy implementation of Van Metter and Van Horn by using variables: 1) Standard and policy target and the aims of the policy. 2) Source covers human resource and financial resource. 3) Implementer organization characteristic. 4) Communication between related organizations. 5) Disposition of implementer attitude, and 6) Social environment, economic and politic. This research was a qualitative research took sixth informant purposively. The result of this research showed that the implementation of broadcasting license policy in Gorontalo Provincedid not optimal yet because of: 1) the policy implementer had not conduct the policy based on the standard, 2) the source had not reached whether the human resource, money, communication and also policy implementer attitude maximum. The obstacle factor of optimum implementing of the broadcasting license policy was the policy implementer did not proactive in carried out the broadcasting license based on the time that has been determined and also there was lack of money support that caused the people involved to the policy cannot work maximum
OPTIMALISASI PELAYANAN KESEHATAN TERHADAP MASYARAKAT MISKIN DI PROVINSI GORONTALO
The main problems of the current health services among others are still high disparity between the health status
of the population had a high socioeconomic level of the population has a low socioeconomic level or poor. Low
health status of the poor is closely related to limited access to health care, either because of geographical
constraints or cost constraints (cost barrier). In other words, that the biggest obstacle facing the poor people to
obtain health care facilities is the lack of cost, distance to health care facilities are too far away, as well as
barriers to the means of transport or transport. To that end the Provincial Government through the Department
of Health has Goorntalo optimizing health care for the poor with concrete actions such as (1) Equity in health
services for the poor through the placement of doctors and paramedics, especially in health centers and
hospitals in underdeveloped areas; increase the availability, equity, quality, and affordability of drugs and
medical supplies, especially for the poor; and improving the quality of community pharmacy services and
hospitals; (2) Improving the equity and affordability of health care; (3) Improve the quality of health services;
(4) Improving hygienic behavior and healthy; (5) Improving the prevention and eradication of disease; (6)
Improving the nutritional state of society; (7) Improving the handling of health problems in the affected areas
PERSEPSI MASYARAKAT TERHADAP CLEAN GOVERNANCE DI PROVINSI GORONTALO
Realizing good governance is not only a public expectations but also the demands of contemporary governance.
This study aims to determine the public perception of "clean governance" in the province of Gorontalo. This
study uses a qualitative method. Making informant is purposive and snowball. Data were collected through
observation, interview, and review documents. Data analysis using data reduction, data presentation, and
conclusion and verification. The results showed that the overall governance in Gorontalo province is not in
accordance with the paradigm of “clean governance". Specifically, the citizens consider matters related to
information, public services, social assistance, and recruitment is still decorated with the practice of "bad
governance" that leads to corruption, collusion and nepotis
METODE PEMBELAJAAN DISKUSI DALAM PENINGKATAN KOMPETENSI PESERTA DIKLAT
The Implementation of effective learning methods that expected to improve the effectiveness of teaching and learning can walk dynamically, so that the goals and objectives of any training material that given will be absorb as well as possible by the training participants. Thus the selection of appropriate learning methods is a necessity in learning process to improve the competence of training participants which is a blend of knowledge, skills, motivation, attitude and personal characteristics shown in behavior and the influence performance of the training participants. Use of discussion teaching method has many advantages, meanwhile, from the aspects that discussed by the participants can grow up even from the outside aspects which discussed by the lecturers. The increase of competence training participants in terms of knowledge is more focused on the understanding of science and to share experiences, while the competence of attitude measured with the change the behavior of training participants after join the training where they more be patient to face the society behavior, also the training of participant skills who have a skills in problem solving in his organization. Widyaiswara as a facilitator can determine the successful in improving the competence of training participants. Therefore the trainers should be able to do their duties in a professional manner with mastering the type of effective learning methods such as discussion teaching methods
IMPLEMENTASI KEBIJAKAN PEMERINTAH DAERAH DALAM PELESTARIAN KAWASAN HUTAN MANGROVE DI KABUPATEN POHUWATO
The aim of this research was to look at the implementation of government policies in the conservation of
mangrove in Pohuwato regency. This research method using a case study explanative approach. Through the
process of collecting data through observation, interviews and documentation, the data processed by reducing
the data and then presented to provide an overview of policy implementation by local governments. Based on the
results of the research, the percentage of the evaluation context (policy) found 95% categorized as very good,
the evaluation of inputs (resources) found 96.4% categorized as very good, the evaluation process
(implementation) found 90% categorized as very good, product evaluation (impact) found 75% categorized quite
good. Then, from each of these results concluded that 93.3% considered excellent training program. In the
implementation of the policy there are several factors that influence in the preservation of mangrove forest that
is communication, bureaucratic structure, availability of resources that has to do with the funds, facilities and
infrastructure advice and disposition factors as the attitude of the executive to implement the policy
MODEL JENJANG KARIR JABATAN LEVEL ADMINISTRATOR DAN PENGAWAS (ESELON III DAN IV) BERBASIS KOMPETENSI DI LINGKUNGAN SETDA PROVINSI GORONTALO
This study aims to determine the use of career path positions, measuring the job competency requirements and design a career path position as a competence-based simulation. This study uses a case study of exploratory design, while the type of research is descriptive qualitative data sources upon 40 structural officials and documents in Gorontalo Provincial Secretariat. While data collection techniques used is through questionnaires and documentation. Data analysis technique used was cluster analysis that aims to get a group position based on proximity/similarity of competence between the positions of the other positions. Results of cluster analysis showed that the group was formed consisting of 12 clusters and 4 (four) family positions, in which positions within a job family can be rotated and promoted directly, while outside the office of the family done by cross posting. Thus it can be conducted to determine the standard of job competency requirements and design of a competency-based career path positions in the Secretariat of Gorontalo Province. The result is expected to be a reference in an attempt to fix the career management, which in its implementation requires some pre-conditions, actions of socialization and followed by other elements of career management
PENGEMBANGAN PEGAWAI DALAM MENINGKATKAN SUMBERDAYA MANUSIA PADA BADAN KEPEGAWAIAN PENDIDIKAN DAN PELATIHAN DAERAH KABUPATEN GORONTALO
The research method used descriptive method, that can be interpreted as a problem solving process were
investigated by describing the state of subject and object of research at the present time based on the facts that
appear or how (Hadari Nawawi, 1990). The interesting conclusion research, that employee affair Board
Education And Training in Bone Bolango regency do the continue development of the employees quality
through the education and training, it is done in order to build the capacity of staff based on the demands of the
national and global challenges to achieve good governance . On implementation of the development program of
the most dominant factor that can determine what or not the development is done comes from the motivation of
the participants as well as the development of science and technology. Motivation of participants to determine
what or not the current development is done, while the development of technology that encourages each agency
or organization to continue to make efforts to develop the quality of its employees. Suggested to the employee
affair Board Education and Training in Bone Bolango regency, in determining the development of the
participants should have held a more stringent selection, in order to get the participants were really ready to
follow in order to improve the development of human resources
PERAN KOPERASI ANNISA DALAM MENINGKATKAN KESEJAHTERAAN ANGGOTA DI DESA PARUNGI KECAMATAN BOLIYOHUTO KABUPATEN GORONTALO
The aim of this research was to know the role of Annisa cooperative in improving welfare of cooperative members and to determine the constraint members of Annisa cooperative in improving welfare in Parungi Village Sub-District of Boliyohuto Gorontalo Regency with using recording technique. The method of collecting the data is using descriptive qualitative method that is interview, observation, and documentation. To identification issues of welfare Annisa cooperative is using descriptive analytic to determine the position of a unit business strategies and also used of alternative strategies. Based on the results of research, analysis and presentation of the data about the role of Annisa Cooperative in improving welfare of its members can be summarized as follows: Annisa Cooperative has very large role in the life of members and efforts to improving welfare of its members. Cooperative face the constraint on the views of cooperative members and the cooperative development patterns, there has a social jealousy among the cooperative members, because of differences in income levels, in the case of education members often do not follow counseling, training, and education were held by cooperative, because the presence of competitors in terms of credit. Cooperatives should always consist in guiding on the principles, foundation, principles, and objectives in improving the welfare of cooperative member that become the members. And the cooperative also often hold counseling for the members of the cooperative in order can active to participate in cooperative education and changing patterns
