FORMATION OF PARAMETER SYSTEM FOR DIAGNOSTICS PRODUCTS BIOSPHERE COMPATIBILITY
Get PDFThe article deals with the stage of formation of universal indicators of evaluation of biosphere compatible production on the principles of sustainable development. The concept of assessment consists in the universalisation of the assessment criteria adapted to the relevant industry in view of the environmental and economic constraints that operate in accordance with international environmental regulations. The limits of isolation of optimal solutions and algorithm of their estimation are presented. A list of economic and managerial independent factors (indicators) based on commonly accepted accounting indicators is proposed. Factors that impede the spread of best practices for sustainable production in diagnosing environmental and economic compliance are analyzed. On the basis of the analysis of impact factors, a list of coefficients and indicators that integrate the components of the socio-ecological-economic system into a single system of biosphere compatibility assessment and comprehensively characterize production is proposed.Key words: environmental and economic monitoring, sustainable development, green technology indicators, biosphere compatibility of production

Get PDFThe subject of the article is the determination of the value aspects of the functioning of public administration in Ukraine. The author explores the essence of the public administration system in Ukraine and its mission. The conclusion was made that the public administration system fulfills its main mission - to ensure the rights, freedoms and interests of citizens of Ukraine, as well as foreign citizens and stateless persons located on its territory. The author formulates the concept of the axiological foundations of the functioning of the public administration system as a set of values, providing for the primacy of the rights, freedoms and interests of man and citizen and their decisive influence on the organization, functioning and development of public administration in Ukraine.Key words: public administration, axiological foundations, administrative and legal relations, administrative and legal norms, public administration.Предметом статті є визначення ціннісних аспектів функціонування органів публічного адміністрування в Україні. Автор досліджує сутність системи публічного адміністрування в Україні та її місію. Зроблено висновок, що система публічного адміністрування виконує головне своє призначення – забезпечення прав, свобод та інтересів громадян України, а також іноземних громадян та осіб без громадянства, які перебувають на її території. Автор формулює поняття аксіологічних засад функціонування системи публічного адміністрування як сукупності ціннісних установок, що передбачають первинність прав, свобод та інтересів людини і громадянина та їх вирішальний вплив на організацію, функціонування та розвиток органів публічного адміністрування в Україні.Ключові слова: публічне адміністрування, аксіологічні засади, адміністративно-правові відносини, адміністративно-правові норми, публічне управління

Get PDFMechanized harvesting of fodder beet of high-yielding varieties without significant losses and damage to root crops is a complex technological process. Significant deviations of fodder beets relative to the centerline of the row and the considerable width of the row of root crops make significant adjustments during their mechanized digging. Therefore, the choice of method and technology of harvesting fodder beet is an urgent task. The substantiation of the technological process of splitting the field of fodder beets into bends during their mechanized harvesting and the technical means for its realization are given. The structural features of the working bodies and the principle of their work are described.Key words: root harvester, bend, rotary strip, rows of root crops, field breakdown, root rectifier.Механізоване збирання кормових буряків високоврожайних сортів без суттєвих втрат і пошкодження коренеплодів є складним технологічним процесом. Значні відхилення кормових буряків відносно осьової лінії рядка та значна ширина рядка коренеплодів вносить значні корективи під час їх механізованого викопування. Тому вибір способу та технології збирання кормових буряків є актуальним завданням. Наведено обґрунтування технологічного процесу розбивки поля кормових буряків на загінки при їх механізованому збиранні та технічних засобів для його реалізації. Сім`я як соціальний інститут виховання особистості в 20-х-30-х роках ХХ століття в Україні
Get PDFThe article reveals the basic approaches of educational figures, government officials, scientists to determine the essence of the family as a social institution of personality education in the 20`s and 30`s of the 20 th century in Ukraine.The research showed that Ukrainian creators of the system of social education I. Grin'ko, J. Ryappo, M. Skrypnyk, O. Popov and others in their theoretical work revealed social education from different approaches and definitions of system-forming lines: defined social education as a system of education in general; as a upbringing based on social forms of life; recognized that: in the process of social upbringing the child is socialized, social skills are formed; the success of social education depends to a large extent on a wide range of forms and methods of work in a specially organized socio-pedagogical environment; an important place in the socialization of the child belongs to the educational capabilities of the children's team.All these approaches were considered as the conceptual (theoretical) foundations of educational work in children's educational institutions of different types in the context of the policy of creating their own national educational system.The scientific search has confirmed that the legal and regulatory framework of the Ukrainian social welfare was developed and adopted, in particular, the "Declaration on the social upbringing of children" (1920) determined not only the peculiarities of the educational system in the 20's of the 20th century in Ukraine, but also the development of the theoretical foundations of pedagogy, which were aimed at solving socio-pedagogical problems in the country during the investigated period and are also relevant today.The research has shown that modern social problems (child homelessness, unemployment, crime) can be eliminated not only by socio-economic means but also by pedagogical ones as evidenced by the implementation of the concept of social upbringing in Ukraine in the 20-30's of the 20th century. Although this system as a whole was used mainly in the context of political and ideological influence on the younger generation, which led to its destruction. Стаття розкриває основні підходи освітніх діячів, урядовців, учених до визначення сутності сім`ї як соціального інституту виховання особистості в 20-х – 30-х роках ХХ століття в Україні.Дослідження показало, що українські творці системи соціального виховання І. Гринько, Я. Ряппо, М. Скрипник, О. Попов та інші у своїх теоретичних напрацюваннях розкривали соціальне виховання з різних підходів і визначень системоутворюючих ліній, визначали соціальне виховання як систему виховання в цілому, як виховання, що базується на суспільних формах життя; визнавали, що у процесі сімейного виховання дитина соціалізується, формуються її соціальні навички. Успішність соціального виховання у великій мірі залежить від широкого спектру форм і методів роботи у спеціально організованому соціально-педагогічному середовищі. Важливе місце в соціалізації дитини належить виховним можливостям сім`ї.Усі ці підходи розглядалися як теоретичні основи освітньо-виховної роботи в дитячих навчальних закладах різного типу в контексті політики творення власної національної освітньої системи.Науковий пошук підтвердив, що розроблена й прийнята нормативно-правова база українського соцвиху, зокрема «Декларація про соціальне виховання дітей» (1920) визначала не тільки особливості освітньої системи в 20-х роках ХХ ст. в Україні, а й розвиток теоретичних основ педагогіки, які були спрямовані на вирішення соціально-педагогічних проблем у країні в досліджуваний період і актуальні й сьогодні. Робота над темою показала, що сучасні соціальні проблеми (дитяча безпритульність, безробіття, злочинність) можуть бути усунені не тільки соціально-економічними засобами, а й педагогічними про що свідчить реалізація концепції соціального виховання в Україні в 20-х – 30-х рр. ХХ ст. Хоча ця система в цілому використовувалася в більшості своїй в контексті політико-ідеологічного впливу на підростаюче покоління, що і привело її до руйнації. ACADEMIC RANKING - PREREQUISITE FOR IMPLEMENTING QUALITY MANAGEMENT SYSTEM IN HIGHER EDUCATION INSTITUTIONS
Get PDFThe article aims to substantiate the concept that one of the key prerequisites for implementing quality management system in higher education institutions and making productive management decisions for updating higher education in Ukraine is the formation of an objective ranking mechanism. The challenges and risks in higher education in the case of ignoring the ranking mechanism applied to measure the quality, performance or effectiveness of higher education have been identified.The study subject is the analysis of ranking as a criterion tool for managing higher education institutions. The purpose of the article is to substantiate the importance of ranking for building an effective management system for higher education institutions. The basic study methods are systemic and comparative analysis – systemic tools reveal the importance of ranking as one of the key elements in the management system of higher education institutions, and the comparative method verifies the interdependence of ranking indicators and quality of educational services. Research findings indicate the need for continuous improvement for ranking mechanisms applied to measure the quality, performance or effectiveness of higher education. In the era of globalization, the ranking of higher education institutions is becoming an important tool for assessing the quality of higher education; it serves to mobilize the university function as the locomotive of social development. The research findings can be used to improve the ranking mechanisms and create an effective management system for higher education institutions. THE INFLUENCE OF THE EMOTIONAL BRANDING AT THE CONSUMERS

Порушення порядку подання декларації про доходи як підстава адміністративної відповідальності
Get PDFThe subject of the article is the determination of the essence of a violation of the procedure for submitting a declaration of income as the basis of administrative responsibility. The author determined that, by its legal nature, the income statement of individuals is a form of tax reporting, performs three functions: preventative, informational and educational. The article states the goal of establishing the procedure for submitting declarations as providing a system of tax control in the field of personal incomes with more systematic, structured and transparent. The author found that the investigated administrative tort constitutes a violation of the obligation of a certain category of individuals to systematically provide them with objective and reliable information about their income, the types of which are determined by tax legislation.Keywords: administrative responsibility, tax relations, administrative tort, procedure for the submission of declarations, the purpose of administrative responsibility.Предметом статті є визначення сутності порушення порядку подання декларації про доходи як підстави адміністративної відповідальності. Автором визначено, що за своєю правовою природою декларація про доходи фізичних осіб уявляє собою форму податкової звітності, яка виконує три функції: попереджувальну, інформаційну та виховну. У статті констатується мета встановлення порядку подання декларацій як надання системі податкового контролю у сфері доходів фізичних осіб більшої систематичності, структурованості і прозорості. Автором встановлено, що досліджувані адміністративні делікти уявляють собою порушення обов’язку визначеної категорії фізичних осіб щодо систематичного надання ними об’єктивної та достовірної інформації про їх доходи, види яких визначені податковим законодавством.Ключові слова: адміністративна відповідальність, податкові відносини, адміністративні делікти, порядок подання декларацій, мета адміністративної відповідальності

Get PDFThe article is devoted to the history of the emergence and formation of international humanitarian law («laws and customs of war»). The author notes that decisive steps were taken here in the nineteenth century, as rapid progress in the development of weapons and martial arts led to a sharp increase in the number of casualties. In this regard, much attention is paid to the figure of Swiss businessman and public figure Henri Dunan. It is stated in the article that it was the activity of the latter that became the basis for the adoption of the famous Geneva Convention (1864) «On improving the fate of wounded and sick warriors in the land war».Key words: international humanitarian law, Society of Red Cross, Henri Dunan, Geneva Convention, help to aid to sick and wounded patients, public charities.Статья присвячена історії виникнення та становлення міжнародного гуманітарного права («законів та звичаїв вівичаїв виникнення та становлення міжнародного гуманітарного права «законів та звичаїв війни»). Автор відзначає, що рішучі кроки тут були зроблені саме у ХІХ ст., оскільки стрімкий прогресс у розвитку озброєнь та військового мистецтва призвів до різкого збільшення чисельності жертв бойових дій. У цьому зв’язку значна увага приділяється постаті швейцарського бізнесмена та громадського діяча Анрі Дюнана. У статті зазначається, що саме діяльність останнього стала основою для прийняття знаменитої Женевської Конвенції (1864 р) «Про поліпшення долі поранених і хворих воїнів під час сухопутної війни».Ключові слова: міжнародне гуманітарне право, Товариство Червоного Хреста, Анрі Дюнан, Женевська конвенція, допомога хворим і пораненим, громадська благодійність
