Використання BOOST-аналізу як інструменту в управлінні бюджетними фінансами (Using BOOST-analysis as a tool in budget finance management)
Get PDFВ сучасних умовах складного економічного становища проблема оптимізації управління бюджетними ресурсами є досить актуальною. Тому BOOST-аналіз може бути корисним інструментом для оптимізації управління державним бюджетом. Аналіз BOOST допомагає визначити переваги, слабкі ланки, можливості, найкращі та компромісні рішення. Цей метод є досить дієвим інструмент стратегічного планування, який може допомогти визначити ключові фактори, що в майбутньому вплинуть на ефективність управління державним бюджетом. Уряди всіх рівнів стикаються з проблемою балансу між необхідністю надання основних державних послуг і необхідністю ефективного управління обмеженими ресурсами. Тому вибір інструментів, які використовуються в управління державними ресурсами і мають чіткі етапи організації цього процесу є надзвичайно важливим. Аналіз BOOST є одним з таких інструментів, що дозволяє особам, які приймають рішення, оцінювати різні бюджетні сценарії та визначати, які з них дозволять досягти бажаних результатів, зберігаючи фінансову стабільність. Проведення аналізу BOOST дозволяє визначати сфери для економії: де можна заощадити без шкоди для якості послуг. Це може допомогти особам, які приймають рішення, визначати пріоритетність витрат і ефективніше розподіляти ресурси. Аналіз BOOST можна використовувати для оцінки впливу змін політики на державний бюджет. Особи, які приймають рішення, можуть симулювати різні сценарії, щоб визначити, як певні зміни вплинуть на доходи та витрати. У роботі проаналізовано процедуру впровадження системи BOOST-аналізу та її ефективність в процесі управління державними фінансами. Розглянуто функціонал методу, досліджено методологію, за якою проводиться аналіз бюджетних ресурсів у системі BOOST, а також проаналізовано можливості, які надає метод для різних категорій користувачів. Побудовано чіткий алгоритм для впровадження методу BOOST-аналізу бюджетних витрат.
(Abstract. In today's difficult economic situation, the problem of optimizing the management of budgetary resources is quite urgent. Therefore, BOOST analysis can be a useful tool for optimizing the management of the state budget. BOOST analysis helps identify strengths, weaknesses, opportunities, best practices, and trade-offs. This method is a very effective strategic planning tool that can help identify key factors that will affect the effectiveness of state budget management in the future. Governments at all levels face the challenge of balancing the need to provide basic public services and the need to effectively manage limited resources. Therefore, the choice of tools that are used in the management of state resources and have clear stages of organizing this process is extremely important. BOOST analysis is one such tool that allows decision makers to evaluate different budget scenarios and determine which ones will achieve the desired results while maintaining financial stability. Performing a BOOST analysis allows you to identify areas for savings: where you can save without compromising the quality of services. This can help decision makers prioritize spending and allocate resources more efficiently. BOOST analysis can be used to estimate the impact of policy changes on the public budget. Decision makers can simulate different scenarios to determine how certain changes will affect revenues and costs. The paper analyzes the procedure for implementing the BOOST analysis system and its effectiveness in the process of public finance management. The functionality of the method was considered, the methodology used for the analysis of budgetary resources in the BOOST system was studied, and the possibilities provided by the method for different categories of users were analyzed. A clear algorithm for the implementation of the BOOST method of budgetary expenditure analysis has been developed.
National security and defense council of Ukraine: problematic aspects of the constitutional and legal status
Get PDFThe scientific article examines the functional nature of the National Security and Defense Council of Ukraine and the nature of its powers, its importance as a body with special competence in the field of national security and defense, the role of the National Security and Defense Council in the mechanism of implementing the functions and powers of the President in the field of security and defense of Ukraine. The problematic aspects of the constitutional and legal status of the National Security and Defense Council of Ukraine are analyzed and the author’s understanding of its possible correction is offered. The Constitution of Ukraine calls the National Security and Defense Council of Ukraine “the coordinating body for national security and defense under the President of Ukraine”, which “coordinates and controls the activities of executive bodies in the field of national security and defense”. However, the functions and powers of the National Security and Defense Council of Ukraine enshrined in the Law of Ukraine “On the National Security and Defense Council of Ukraine” of March 5, 1998 go beyond coordination and control over the activities of executive bodies in the field of national security and defense of Ukraine. The National Security and Defense Council of Ukraine not only coordinates and monitors the activities of executive bodies in the field of national security and defense of Ukraine, but also develops and expresses important political decisions, which it makes in the form of proposals to the President of Ukraine concerning realization of principles of domestic and foreign policy in the field of national security and defense of Ukraine. In fact, the main principles on which the competence of the National Security and Defense Council of Ukraine is based are coordination, control, planning and forecasting. The real role of the National Security and Defense Council of Ukraine in ensuring the national security and defense capabilities of Ukraine and the content of the tasks assigned to the National Security and Defense Council of Ukraine by Ukrainian legislation require giving it the status of one of the highest state bodies

Get PDFУ статті досліджується специфіка лексичних та стилістичних особливостей функціонування англійської тематичної групи на позначення реклам готельної індустрії Австралії. Узагальнено вплив стилістичних засобів та прийомів для посилення загального конотативного навантаження рекламного тексту готельної індустрії. Незважаючи на значну кількість мовознавчих праць, присвячених дослідженню різних аспектів англійських текстів рекламної індустрії, варто зазначити, що англійська тематична група на позначення готельної індустрії Австралії ще не становила предмет спеціально мовознавчого опису. Рекламний текст готельної індустрії Австралії укладається з урахуванням шляхів діалогізації, деавтоматизації сприйняття мови адресатом та формування позитивних емоцій. Стаття виконана на матеріалі аналізу 90 рекламних текстів та слоганів готельної індустрії Австралії (2020-2023). Зокрема, було виявлено такі лексико-стилістичні засобів, що широко використовуються у рекламних текстах готельної індустрії Австралії: гіпербола, метонімія, синекдоха, метафора, персоніфікація, епітет, порівняння, синоніми, антитеза. У рекламних текстах готельної індустрії широко представлено лексику, яка співвідноситься з готельним бізнесом, продуктами харчування, посудом, готельними номерами (номер-люкс, стандарт), екскурсія, визначними місцями Австралії, ресторанами, засобами гігієни, напоями.
(The article examines the specifics of the lexical and stylistic features of the functioning of the English thematic group for the designation of advertisements in the Australian hotel industry. The influence of stylistic means and techniques to enhance the overall connotative load of the advertising text of the hotel industry is generalized. Despite the considerable number of linguistic works devoted to the study of various aspects of English texts of the advertising industry, it should be noted that the English thematic group denoting the Australian hotel industry has not yet been the subject of a special linguistic description. The advertising text of the Australian hotel industry is compiled taking into account the ways of dialogization, de-automation of the addressee's perception of the language and the formation of positive emotions. The article is based on the analysis of 90 advertising texts and slogans of the Australian hotel industry (2020-2023). In particular, the following lexical and stylistic means have been identified that are widely used in advertising texts of the Australian hotel industry: hyperbole, metonymy, synecdoche, metaphor, personification, epithet, comparison, synonyms, antithesis. In the advertising texts of the hotel industry, there is a wide range of vocabulary related to the hotel business, food, tableware, hotel rooms (deluxe, standard), excursions, Australian attractions, restaurants, hygiene products, and drinks

Для розбудови нових дієвих систем охорони громадського здоров’я необхідно змінити парадигму та політики у підготовці кадрів з використанням передових і ефективних практик міжнародних та вітчизняних шкіл профілактичної медицини в т.ч. на прикладі організації досвіду діяльності Держсанепідслужби України по контролю за безпечним середовищем життєдіяльності людини та протидії біологічним загрозам. Доцільно визначити ті вітчизняні напрацювання з підготовки кадрів для сфери громадського здоров’я, які не мають відповідних аналогів на міжнародному рівні та ініціювати розширення співпраці з відповідними європейськими асоціаціями, наприклад, Асоціацією шкіл охорони громадського здоров’я Європейського регіону (ASPHER), Агенством з акредитації у сфері громадського здоров’я (APHEA). Self-efficacy in self-regulated student learning
Get PDFThe manuscript presented here reports the theoretical aspects of the concepts and empirical research of self-efficacy of students in self-regulated learning, which is considered as a person’s individual belief and ability to perform a particular task, the ability to manage and determine individual behaviour, and it affects individual feelings, thoughts, motivation, and behaviour. The purpose of self- fficacy is to identify and realise such components of learning as ontent, meaning, proper methods, problems and ways of solving them, and results of educational activities. We consider self-efficacy in self-regulated learning as an essential factor in the self-realisation of student youth because, thanks to it, students make sense of information, formulate results, determine work goals, and edit their own educational plans. In this case, self-efficacy acts not only as the result of self-regulated learning activity but also as the initial link of the educational process. With the use of the Generalised Self-Efficacy Scale (GSES) by R. Schwarzer and M. Jerusalem, the quantitative characteristics of self-efficacy levels of students of the first and fourth years were determined. The levels of student self-regulation were evaluated with the use of the questionnaire “Styles of self-regulation”. The results of the correlation between self-efficacy and self-regulated learning were also presented. Based on the theoretical analysis of scientific literature and the results of empirical research, it was concluded that self-efficacy and self-regulation of educational activities significantly affect students’ academic performance. There is a positive correlation between the evaluated variables of self-efficacy and self-regulated learning. It was also concluded that students with high self-efficacy are better prepared to choose complex tasks that require theoretical knowledge and analytical activity, unlike students with low self-efficacy and the ability for self-regulated learning
Зміни та виклики в системі міжнародної взаємодії в Арктиці через російсько-українську війну (Changes hanges and challenges in the system of international integration in the Arctic because of the russian-ukrainian war)
Get PDFУ статті досліджено вплив російсько-української війни на безпекову ситуацію та зміни в системі міжнародного співробітництва в Арктиці. Автори намагаються встановити можливі наслідки змін у сферах колективного реагування та управління регіональними міжнаціональними відносинами на основі системного аналізу офіційних документів і матеріалів низки установ і організацій, які визначають особливості міжнародного співробітництва в регіоні, а також наукові публікації з цього питання, зміни, що відбулися у зв’язку з міжнародною реакцією на російську збройну агресію, в тому числі пов’язану з початком повномасштабної війни. Автори досліджують виклики міжнародній безпеці та припинення співпраці з агресором у регіональних міжнародних організаціях, які виступають платформою для регулювання арктичної політики та форумом відповідних комунікацій. Приділено увагу чиннику санкційної політики, що застосовується до агресора з метою відмежування його від політичного режиму останнього та припинення його військових дій, а також впливу на позицію та можливості Росії в Арктичному регіоні. У результаті дослідження було зроблено висновок, що російська агресія проти України дестабілізувала систему міжнародних відносин загалом і в Арктичному регіоні зокрема. Призупинення роботи Арктичної ради та інших регіональних організацій було зумовлене етичними та цивілізаційними факторами, пов’язаними з неспровокованою агресивною повномасштабною війною Росії проти України, але поставило питання про необхідність продовження колективного регулювання важливих питань їх компетенції. Видається малоймовірним, що найближчим часом агресор братиме участь у діяльності Арктичної ради та інших організацій. Проте в перспективі зі зміною геополітичних обставин можливе повернення до співпраці восьми країн регіону в рамках спільної організації з метою координації виконання нагальних екологічних, кліматичних, культурних та інших питань.
(The article examines the impact of the Russian-Ukrainian war on the security situation and changes in the system of international cooperation in the Arctic. Authors attempt to establish the possible consequences of changes in the spheres of collective response and management of regional international relations on the basis of a systematic analysis of official documents and materials of a number of institutions and organizations that determine the features of international cooperation in the region, as well as scientific publications on this issue, the changes that took place in connection with the international reaction to Russian armed aggression, including those, related to the beginning of the full-scale war.Authors examine the challenges to international security and the termination of cooperation with the aggressor in regional international organizations, which serve as a platform for regulating Arctic policy and a forum for relevant communications. Attention is paid to the factor of the sanctions policy applied to the aggressor with the aim of separating
it from the latter’s political regime and stopping its military actions, as well as influencing the position and capabilities of Russia in the Arctic region. As a result of the study, it was concluded that the Russian aggression against Ukraine destabilized the system of international relations in general and in the Arctic region in particular. The suspension of the work of the Arctic Council and other regional organizations was caused by ethical and civilizational factors related to Russia’s
unprovoked aggressive full-scale war against Ukraine but raised the issue of the need to continue collective regulation of important issues within their competences. It seems unlikely that the aggressor will participate in the activities of the Arctic Council and other organizations in the nearest future. However, prospectively, with a change in geopolitical circumstances, it is possible to return to the cooperation of the eight countries of the region within the framework of a joint organization with the aim of coordinating the implementation of urgent environmental, climatic, cultural and other issues
