The empowerment of Small and Medium Industries (SMIs) is an essential strategy to address economic inequality and promote local economic growth. Digital innovation through the online marketplace “Tumbas,” initiated by the Department of Industry and Trade of Mojokerto Regency, represents a form of digital transformation aimed at supporting the promotion and marketing of SMI products. This study aims to describe and analyze the policy network in the empowerment of SMIs through the “Tumbas” innovation, using a qualitative approach and descriptive method. Data were obtained through observation, in-depth interviews, and documentation. The analysis focuses on the seven dimensions of policy network as proposed by Frans Van Waarden (1992), namely actors, network functions, network structure, institutionalization, rules of conduct, power relations, and actor strategies. The findings show that collaboration among various actors including local government, SMI players, couriers, consumers, and financial institutions—plays a crucial role in strengthening the digital ecosystem for SMIs. The Department of Industry and Trade of Mojokerto Regency holds a central role in decision-making. This study concludes that although there is still room for improvement in the rules of conduct and power distribution, the overall policy network demonstrates positive synergy and has a tangible impact on the empowerment of SMIs in Mojokerto Regency. PT XYZ as a national shipyard industry company has a high dependence on the reliability of production machines, one of which is the CNC Plasma Cutting machine. The problem of damage that occurs on the machine can disrupt the smooth production process and pose a considerable operational risk. In 2024, this machine was damaged 35 times which resulted in a decrease in plate cutting output from the target of 1550 tons to 1417 tons. This study aims to identify the risk of machine failure and formulate mitigation strategies using the House of Risk (HOR) and Root Cause Analysis (RCA) methods. HOR is used to identify risk events, risk agents, and determine mitigation priorities based on the Aggregate Risk Potential (ARP) value, while RCA is used to find the main root cause of selected risks. The results showed that there were 5 mitigation actions that had the potential to increase the cutting by 8.8%, from 1417 tons to 1542 tons within 12 months. The combination of the HOR and RCA methods provides a comprehensive approach to risk mitigation, supporting the achievement of the cutting output target

Roads are land transportation infrastructure that includes all parts of the road, including connecting buildings, complementary buildings and equipment intended for traffic. With the increase in population and the resulting increase in traffic volume that can affect the construction conditions of the city's road surface. The Taman Sari - Banjar Sawah road section is the main road that has decreased road quality. Based on field observations, it is stated that the SDI method can be used in determining the condition of the road surface on the Taman Sari - Banjar Sawah road section. Surface Distress Index is a road performance scale obtained from visual observation of road damage that occurs in the field. This research aims to analyze road damage using the SDI method which is then mapped from the condition of road damage using the help of Geographic Information Systems. The types of damage found at the research location include box cracks, longitudinal cracks, crocodile skin cracks, edge cracks, potholes, ruts (grooves), patch damage, sungkur damage, and collapse damage. The results of the percentage value of road damage based on the SDI method for the extent of damage are 14.88% cracks, 2.42% potholes and patches, 11.00% grooves (ruts). The road condition scores vary from “Good”, ‘Medium’, to “Minor Damaged”. The segments with the lowest SDI values and the best road conditions are Segments 1, 2, 3, and 12, with SDI values ranging from 7.5 to 22.5 and categorized as “Good”. In contrast, the worst condition is found on Segments 4, 8, 9, and 10, which have SDI values between 105 and 125 and are categorized as “Mildly Damaged”. All the results of the road damage values based on the SDI method were processed using a geographic information system to produce a thematic map of damage values on the Taman Sari - Banjar Sawah section
