    Modeling optimal quarantines with waning immunity

    This paper studies continuing optimal quarantines (can also be interpreted as lockdowns or self-isolation) in the long run if a disease (Covid-19) is endemic and immunity can fail, i.e. the disease has SIRS dynamics. We model how the disease related mortality aects optimal choices in a dynamic general equilibrium neoclassical growth framework. An extended welfare function that incorporates loss from mortality is used. Without welfare loss from mortality, in the long run even if there is continuing mortality, it is not optimal to impose a quarantine. We characterize the optimal decision of quarantines and how the disease endemic steady state changes with eectiveness of quarantine, productivity of working from home, rate of mortality from the disease, and failure of immunity. We also give the suciency conditions for economic models with SIRS dynamics - a class of models which are non-convex and have endogenous discounting so that no existing results are applicable

    The collection of articles in this book looks at many aspects of the independent music industry… its past, present and future prospects. Technology has changed how music is produced, distributed and consumed. From the advent of the gramophone to the advent of napster, technology has shaped the economic and cultural aspects of the music industry. At the turn of the last century, the future of record labels looked bleak. The rapid development of the internet threatened to cut out the middleman between band and fan. At the click of the mouse, fans could download music for free. More and more bands started to use platforms such as Youtube and Myspace to promote their music. A new do-it-your-self culture was gaining momentum. Examples of artist leaving their labels were making headlines and new business models were emerging. Although major labels still continue to dominate the music industry, independent labels along with their artists are playing an increasingly influential role in shaping the future of the industry. The Road to Independence is a cross-disciplinary survey of the independent music industry in which researchers and practitioners examine the industry in different countries and different musical genres

    The relative power of individual distancing efforts and public policies to curb the COVID-19 epidemics

    Lockdown curbs the COVID-19 epidemics but at huge costs. Public debates question its impact compared to reliance on individual responsibility. We study how rationally chosen self-protective behavior impacts the spread of the epidemics and interacts with policies. We first assess the value of lockdown in terms of mortality compared to a counterfactual scenario that incorporates self-protection efforts; and second, assess how individual behavior modify the epidemic dynamics when public regulations change. We couple an SLIAR model, that includes asymptomatic transmission, with utility maximization: Individuals trade off economic and wellbeing costs from physical distancing with a lower infection risk. Physical distancing effort depends on risk aversion, perceptions of the epidemics and average distancing effort in the population. Rational distancing effort is computed as a Nash Equilibrium. Equilibrium effort differs markedly from constant, stochastic or proportional contacts reduction. It adjusts to daily incidence of hospitalization in a way that creates a slightly decreasing plateau in epidemic prevalence. Calibration on French data shows that a business-as-usual benchmark yields an overestimation of the number of deaths by a factor of 10 compared to benchmarks with equilibrium efforts. However, lockdown saves nearly twice as many lives as individual efforts alone. Public policies post-lockdown have a limited impact as they partly crowd out individual efforts.     Review: Why and how to regulate animal production and consumption: The case of the European Union

    Throughout the world, animal production faces huge sustainability challenges. The latter are exacerbated in the European Union (EU) by consumption issues linked, in particular, to the health and environmental impacts of meat consumption, and by the increasing societal concerns linked to animal welfare. Simultaneously, animal production may also provide benefits, notably from an economic and nutritional point of view. Some livestock systems, notably grass-based systems, may also offer positive climatic and environmental effects. Animal production is highly regulated in the EU, whereas the consumption of animal products is not (or very lightly) regulated. Many of the negative and positive effects are public goods that are not well taken into account by private actors and markets. Thus, there is legitimacy and scope for public policies aimed at reducing the damage and increasing the benefits of animal production and consumption. The last part of the paper explains how this could be achieved in the EU through a significantly revised and extended Common Agricultural Policy that more closely follows the principles of public economics. Public regulation principles that are proposed have a more general scope and can be adapted to other livestock contexts
