No full textЕдин сравнително нов правен институт в българската нормативна система – административният договор – повдига множество практически въпроси и формира предизвикателства пред служителите от всички нива и дейности на организациите в публичния сектор, но особено в областта на вътрешния контрол и вътрешния одит.
Този особен вид договор бе въведен по законодателен път в един специален нормативен акт - Закона за управление на средствата от европейските структурни и инвестиционни фондове (ЗУСЕСИФ), обнародван в „Държавен вестник“ брой 101 от 22 декември 2015 година. Според законовата дефиниция на § 1, т.1 от Допълнителните разпоредби на този закон "Административен договор" е изрично волеизявление на ръководителя на управляващия орган за предоставяне на финансова подкрепа със средства от ЕСИФ, по силата на което и със съгласието на бенефициента се създават за бенефициента права и задължения по изпълнението на одобрения проект. Административният договор се оформя в писмено споразумение между ръководителя на управляващия орган и бенефициента, заместващо издаването на административен акт

The economic development of Bulgaria and Romania as EU member countries and their place within the global economy
Get PDFThe international scientific workshop “Bulgaria and Romania: Member Countries of the EU, Part of the Global Economy” was held on the 10th of December 2018 at the Economic Research Institute at the Bulgarian Academy of Sciences (ERI-BAS) in Sofia, Bulgaria. The worshop was organized by the International Economics Department at the ERI-BAS and the Institute for World Economy at the Romanian Academy (IWE-RA) as a closing event of the joint interacademy project “Bulgaria and Romania: Member Countries of the EU, Part of the Global Economy” carried out by the two institutions. It was also a sequel to the Inernational Conference with the same title, which was held in 2017. The worshop aimed and managed to bring together esteemed researchers, young scholars, post-doctoral researchers and PhD students working in the field of International Economics and International Finance to share their views on some contemporary aspects of Bulgarian and Romanian economic development – either in comparison with each other, or as part of the global economy. There were participants from various Bulgarian and foreign academic institutions – the Economic Research Institute at the BAS, the University for national and world economy, New Bulgarian University, Sofia University, Tracian University, the Institute for World Economy and the Institute for National Economy at the Romanian Academy, Nicolaus Copernicus University in Torun, etc

Get PDFABSTRACT: The purpose of the article is to represent the organizational aspects of drone administration in the Republic of Bulgaria. On the basis of comparative structural and legal analysis specific functions of national, european and international authorities administrating the use of drones are highlighted as results as well as the structures of the administrations that assist them.Merit of the article are the suggested methods of improving the administration of the national regulating authority for administration of drones in Republic of Bulgaria. A suggestion for creation of specialized structural department for administrating drones in the authority is being made in the article, also specific suggestions for improving the communication between regulating authorities for the use of drones and companies using them.
РЕЗЮМЕ: Целта на статията е да се представят организационните аспекти за администриране на дронове в Република България. Вследствие на извършен структурен и правен анализ, като резултати са откроени специфичните функции на национални, европейски и международни органи, администриращи използването на дронове, както и структурите на администрациите, които ги подпомагат. Приноси на статията са предложените мерки за усъвършенстване на администрацията на националния регулаторен орган за администриране на дронове в Република България. Предложено е създаването на специализирано структурно звено в нея за администриране на дронове. Направени са и конкретни предложения за подобряване на комуникацията между регулаторните органи за използване на дронове и фирмите предлагащи услуги с тях
