Modelo de evaluación del comportamiento ciudadano en la Administración electrónica (eGov – CIBEM)
The process of technological transformation is driving the need to redirect the internal management of public administrations and their interactions with citizens, while adhering to the principles of security, interoperability, and accessibility on a global scale. The true quality of public administrations, in this context, resides in the management of knowledge to enhance electronic services and in fostering citizens’ literacy to ensure their effective use. This paper presents a method based on integrative models and a survey of 630 citizens, which has been employed to assess the level of knowledge, perception and usage that citizens have regarding e-Government, specifically in relation to the electronic processing of administrative procedures. The data are analysed using the correlation analysis method to establish relationships between variables, applying Pearson’s chi-square correlation coefficient and the analysis of descriptive statistics. The model provides adjustment mechanisms to improve its alignment with national and international directives on eGovernment and eAdministration

The European Union is positioned as a distinct player in the global technological landscape, aiming to stimulate innovation while ensuring trust, privacy and sustainability. By leveraging its regulatory power, investing in digital infrastructure and increasing collaboration between Member States, the EU is seeking to increase its strategic autonomy and competitiveness in the face of rapid technological change.
Romania has seen significant development in its technology sector over the past two decades. Driven by a combination of government support, a well-educated workforce and strategic positioning within the European Union, Romania is increasingly making its mark on the technology scene.
This study provides an overview of current global technology trends and the state of technology resources in the European Union and in Romania in particular, analysing the strengths and weaknesses of the sector and highlighting the opportunities and challenges ahead
Ποιότητα Βιβλιογραφικών Δεδομένων με στόχο τη διαλειτουργικότητα: Η περίπτωση της Εθνικής Βιβλιοθήκης της Ελλάδος
The role of the National Library of Greece (NLG) as the National Bibliographic and Cataloguing Centre is the timely and comprehensive recording of current intellectual production. In 2022, the NLG made two structural changes in the management of the bibliographic data it produces. These were the transition from UNIMARC to MARC21 as the data communication format, and the adoption of the official Resource Description and Access (RDA) rules, replacing the Anglo-American Cataloguing Rules (AACR2). The official RDA is a standard compatible with linked data technologies. For interoperability and data sharing purposes, it promotes the use of controlled vocabularies and structured information. In this context, the NLG has developed a series of tasks and actions for checking the data produced by the Cataloguing Department.
In the paper, we will present a) the concepts of data quality and its dimensions, and b) the design and implementation of the quality control workflow at the NLG. The workflow includes, in addition to the obvious error detection and correction steps, actions for the systematic enrichment of legacy and new data with either structured information or values from controlled vocabularies. In addition to the methodological choices, statistical data from related work carried out by systems librarians over the last two years will be presented.
The aim of the presentation is to introduce the NLG quality control workflow to the Greek library community hoping that the net result would be the development and adoption of common tools that will improve the quality of library data, as well as provide a framework for cooperation between Greek libraries

El acceso abierto a los archivos de investigación en Ciencias Sociales y Humanidades : Relevancia y potencialidades desde la experiencia del Archivo DILA (IMHICIHU-CONICET, Argentina)
The research archives of Social Sciences and Humanities contribute to the construction of identity and to the cultural heritage of the peoples who produce them. In recent decades, these archives have faced the challenge of integrating archival intervention methods with the need to make these resources available in digital format and to provide open access through the Web. The DILA Archive (Area of Linguistics and Anthropology, IMHICIHU-CONICET, Argentina) houses documentary and historical collections of native and migration languages, archaeological and ethnographic research on South American peoples, and ethnobotanical studies, among others. This paper examines the potential applications of these archives, which are publicly available on digital platforms, as sources for scientific research. In particular, it reflects on the challenges indigenous communities face in accessing the documentary resources preserved by the DILA Archive

This essay examines the relevance of the public library as a physical space within the context of the digital age. Given the predictions of its little relevance, the essay emphasizes the role of the agents or actors of the library project as the main mission of this institution aimed at the development of communities. The metaphor of the library as a laboratory is supported by the exercise of human libraries as the opposite extreme of the traditional version of a repository. The diversity and constant change of symbolic structures, including libraries, lead to a deterritorialization of their borders in a cartographic figuration that addresses their nomadic character as an expression of their critical and creative power in the field of political construction of knowledge
The Role of Scientific Language in Citation Count and Altmetric Score of Academic Publications
Objective: Writing in plain language is recommended in all communities, including the academic community, and researchers are consistently encouraged to write their research findings and papers in a simple manner. One principle of plain language is the use of simple vocabulary. In other words, researchers are encouraged to use fewer technical terms and jargon in their writing and instead opt for simple and understandable words. However, it is unclear whether plain language can lead to increased impact of research papers. This study aimed to answer this question by examining a selection of articles from the journal 'Applied Linguistics.' The primary objective of this research was to understand the role of scientific language in the number of citations and Altmetric scores of research articles in the 'Applied Linguistics' journal.
Method: This research was conducted in two key steps: (1) content analysis of scientific articles to determine the extent of the use of technical terms and jargon, and (2) extracting data related to the impact of scientific articles, such as the number of citations and Altmetric scores, and comparing this data with the extent of the use of technical terms and jargon. Articles from the 'Applied Linguistics' journal were selected both purposefully and randomly. The software 'MAXQDA' was used to identify the number of difficult words, and the 'Dimensions' platform was used to identify the impact of these articles.
Results: The findings showed that the highest proportion of difficult words in the examined articles was 1.76%, and the lowest was 0.15%. In other words, in the most difficult article (among the research sample), there were nearly 18 difficult words per thousand words. On the other hand, the average field-weighted citation rate for the selected articles was around 24. Statistical tests showed a negative correlation between the use of difficult words in articles and the number of citations/Altmetric scores, but this relationship was not statistically significant, and therefore the research hypotheses could not be confirmed.
Conclusions: This research indicated that there is no significant correlation between plain language and the impact and attention given to academic works. Therefore, it cannot be claimed that the simpler academic texts are, the more attention they receive. However, one reason for the lack of this relationship could be the citation behavior of researchers, which can be influenced by many variables. Although the relationship between plain language and the impact of scientific works is not significant, this should not discourage researchers from writing simply, as it is certain that simpler texts are easier to understand and have a wider audience than more difficult ones
Em busca de uma abordagem histórica em desenvolvimento de coleções a partir das obras identificadas por Jacques-Charles Brunet
The objective of this study is to identify works in the field of Library Science related to collection development in the bibliography of Jacques-Charles Brunet (1860-1865) in order to identify the respective theories and practices of the authors mentioned in the work who dealt with collection development in centuries prior to the 20th century, correlating them with contemporary theories and practices. The corpus was formed by 16 works among the oldest ones mentioned by Brunet. The corpus was analyzed according to the qualitative method of Discursive Textual Analysis. Among the results, it was verified the existence of works prior to the 19th century that present many aspects related to the collection development process. Considerations of authors were observed about the usefulness, quality, “enrichment” and “growth” of collections and the knowledge necessary to deal with these collections, among other practical aspects typical of the collection development process: institutional mission, level of collections, selection criteria, among others
Costos de publicación en acceso abierto bajo el modelo APC: Argentina y Colombia
This study analyzed the article processing charges paid by researchers from Argentina and Colombia for publishing in open access journals. A quantitative study was conducted using computationally extracted data from various databases, cross-referenced with Argentinian and Colombian sources. The 15 publishing groups and the 15 journals in which Argentinian and Colombian researchers make the highest APC payments were identified. On average, articles published by Argentinian authors involve an APC of USD 2,112, while in Colombia, the average APC is USD 1,593. Overall, it is observed that Argentinian researchers and institutions allocated USD 31,052,296 for APC payments between 2013 and 2020, while Colombian researchers and institutions reached USD 11,981,160 during the same period. Concrete computational data-based studies on APC payments in open access publishing are scarce in the academic literature, making this study a significant contribution to the scholarly publishing phenomenon of APC payments by researchers from Argentina and Colombia
Ethnocentrism as a research object: a bibliometric approach
Objective. To characterize the world's scientific production on ethnocentrism and describe the evolution of its research lines over the last 80 years.
Design/Methodology/Approach. Web of Science was used as a data source. Articles related to the study of ethnocentrism were analyzed using bibliometric methods, such as Bradford's Law and bibliographic coupling. A bibliographic review was also developed to describe the main research fronts identified.
Results/Discussion. An exponential growth of literature was observed, as well as the absence of specialized journals on the subject, and a gradual increase of disciplines studying ethnocentrism, which shows a research activity in process of expansion and consolidation. Three main research fronts were identified and described, focused on the study of the personality of ethnocentric individuals, their group attitudes, and their behavior as consumers of products and services.
Conclusions. The study provided a comprehensive overview of the current state of research on ethnocentrism, its evolution and significance in various historical and disciplinary contexts. The absence of solid library research on this topic provides opportunities for future studies on ethnocentric biases in bibliographic collections, user education, and classification systems.
Originality/Value. To our knowledge, this is the first bibliometric study that analyzes the evolution of research on ethnocentrism in a global way. It also constitutes a first approach to the study of ethnocentrism in the field of Library and Information Science
