Sense Induction in Folksonomies
Folksonomies, often known as tagging systems, such as the ones used on the popular Delicious or flickr websites, use a very simple knowledge organisation system. Users are thus quick to adopt this system and create extensive knowledge annotations on the Web. However, because of the simplicity of the folksonomy model, the semantics of the tags used is not explicit and can only be inferred from the context of use of the tags. This is a barrier for the automatic use of such knowledge organisation systems by computers and new techniques have to be developed to extract the semantic of the tags used. In this paper we discuss an algorithm to detect new senses of terms in a folksonomy; we also propose a formal evaluation methodology that will enable to compare results between different approaches in the field
A Two-Step Strategy for a Multi-Scaling Inversion OF Phaseless Measurements of the Total Field
This work presents an innovative two-step methodology for the electromagnetic imaging from amplitude-only measurements of the total field. At the first stage, an inverse source algorithm is used to estimate the distribution of the incident field inside the investigation area. Successively, the unknown profile is directly retrieved from phaseless data by means of an iterative multiresolution procedure integrated with a particle swarm optimizer. Design of an Integrated Antenna For Automotive Applications
Due to specific requirements for automotive applications, the design of an integrated antenna system able to guarantee the connection to several wireless services, i.e. GPS, GSM/GPRS and COSPAS-SARSAT, must be faced as an optimization problem. Starting from electrical and geometrical constraints, the design of the antenna must be faced considering, in addition to usual antenna design procedures, also interferences phenomena arising from the integration of antennas belonging to different classes in a single compact device. In the paper are described the design phases of the device and the experimental and numerical validation activity conducted on a prototype of the antenna
La regolamentazione dell’acqua destinata ad impiego alimentare: analisi storico comparativa dei differenti approcci sviluppati negli USA e nella UE = The Regulation Of Water For Nutritional Use: A Comparative and Historical Analysis of the Different Approaches Developed in US and EU Law
L’acqua è una componente essenziale per la vita dell’uomo. La frase “acqua è vita” esprime una consapevolezza che non necessita di particolari cognizioni mediche: in assenza di adeguata idratazione un individuo è destinato a perire nel giro di pochi giorni. La dottrina ha elaborato una vastissima riflessione sulla gestione e la tutela del bene acqua: l’identificazione di modelli di proprietà per l’allocazione dei diritti di utilizzo dell’acqua è un tema con cui si sono cimentati molti insigni giuristi. Il tema è stato, più di recente, affrontato nell’ambito del diritto ambientale, che sin dall’emergere della disciplina ha visto nella tutela delle risorse idriche dagli inquinanti uno dei propri campi elettivi di applicazione. L’acqua è considerata oggi non solo una risorsa, ma una commodity che genera scontri al calor bianco fra i sostenitori della qualità dei servizi idrici municipali, tendenzialmente attenti all’impatto ambientali e quanti invece considerano le acque imbottigliate un bene irrinunciabile. Questo studio approccia un tema classico in una prospettiva innovativa, che è propria del diritto alimentare. Questo nuovo ambito tematico del sapere giuridico ha sviluppato strumenti ermeneutici che consentono di cogliere quali istituti permettono al consumatore di confidare ragionevolmente nella sicurezza degli alimenti e quali siano le tutele disponibili. L’alimento è visto quindi nella sua attitudine a venire a contatto con l’uomo e ad essere un fattore di rischio per la salute. Questa prospettiva consente di esaminare unitariamente le discipline delle diverse acque per uso alimentare (le comuni acque servite dalla reti idriche, le acque minerali, le acque utilizzate nei processi industriali ...), la cui trattazione è stata tenuta rigidamente separata dacchè nell’Ottocento le acque minerali furono assimilate per un verso ai rimedi termali e per l’altro alle risorse minerarie. La giurisprudenza, sopratutto quella statunitense, ha contribuito al progressivo convergere dei differenti regimi giuridici delle acque alimentari, arrivando al punto di sottopore queste ultime (anche quando provenienti dagli acquedotti) al regime dei prodotti difettosi allo scopo di offrire maggior tutela ai consumatori. Dal canto suo anche l’Unione Europea, che è in procinto di dotarsi di una nuova Direttiva sulle acque per il consumo umano, sembra intenzionata sempre più a considerare tutte le acque dal punto di vista alimentare, per gestire, tramite i principi alimentari dell’HACCP, le acque come un vero e proprio alimento sospeso in rete. Questa ricerca, ripercorrendo storicamente le tappe dell’evoluzione legislativa per la protezione della sicurezza e qualità dell’acqua, intende mettere in luce come l’acqua non sia semplicemente una risorsa, ma anche un vero e proprio “prodotto” del diritto. ENGLISH ABSTRACT Water is more than a key element for human life: it is often said that “water is life”. We don’t need to possess particular medical notions to realize that without an adequate water supply human beings are likely to die in a few days. In the legal field there has been a flourishing of theories and studies related to the conservation and protection of this common good: eminent scholars have reasoned on share schemes and property models for resource allocation. More recently this topic has become one of the elective themes for scholars in environmental law, who have been especially interested in the conservation of the resource. Nowadays water is considered not merely a resource, but a fashionable commodity in an open battle engaged by the environmental activists who support tap water, and those who cannot refrain from using bottled water. This paper purports to study the water “phenomenon” in a new and different perspective, that of food law. In the past representatives of this new branch studies have developed hermeneutics which allows us to understand how to protect consumers and to ensure food safety. Food is everything that comes to mouth and may pose risks for human health. This pespective allow the joint examination of the rules pertaining to the different types of water (tap water, mineral water, bottled water, water used in food processing), which instead were examined and considered separately following a tradition going back to the nineteenth century, when mineral waters started to be considered as part of the regulation of thermal waters. Courts (especially in the United States) have contributed to reconsider this traditional discipinary divide, considering tap water as a product to which apply the relevant liability rules. The European Union, on its part, is due to adopt a new directive on water intended for human consumption and seems willing to consider all types of water in a common framework, sharing same principles of HACCP system. Examining the legal evolution of water law, this paper highlights how water is not only a resource but a “product” of law. Large Scale Semantic Matching: Agrovoc vs CABI
Achieving semantic interoperability is a difficult problem with a lot of challenges yet to address. Some of them include matching large-scale data sets, tackling the problem of missing background knowledge, evaluating large scale results, tuning the matching process and doing all of the above in a realistic setting with resource and time constraints. In this paper we report the results of a large-scale matching experiment performed on domain-specific resources: two agricultural thesauri. We share the experience concerning the above mentioned aspects of semantic matching, discuss the results, draw conclusions and outline perspective directions of future work
Smart Foods e Integratori Alimentari: Profili di Regolamentazione e Responsabilità in una comparazione tra Europa e Stati Uniti = Smart Foods and Dietary Supplements: Regulatory and Civil Liability Issues in a Comparison between Europe and United States
Questo studio si prefigge di analizzare sotto diversi profili e in una prospettiva comparatistica che accosta l’esperienza europea a quella statunitense la tematica degli alimenti funzionali e degli integratori alimentari, alla luce delle questioni problematiche relative all’erosione della tradizionale, e un tempo pacifica, distinzione tra alimenti e farmaci. La ricerca è suddivisa in tre parti. La prima, mediante una esposizione di stampo storico e sociologico (arricchita da dati economici) espone l’importanza dell’alimentazione nella quotidianità, ponendo in particolare l’accento sul recente peggioramento della abitudini alimentari, che ha indotto a rivalutare l’alimentazione come valida forma di medicina preventiva. A fronte di questo riaffermato rapporto tra alimentazione e salute la ricerca scientifica e il progresso tecnico hanno permesso di dare vita alla categoria degli alimenti funzionali, pensati appositamente per rispondere non solo alla basilare esigenza nutritiva dell’organismo, ma specificamente in grado di contribuire al mantenimento o raggiungimento di un livello fisiologico ottimale, grazie ad ingredienti che agiscono attivamente sulle funzioni dell’organismo, profilo questo ancora più accentuato se si guarda agli attualissimi sviluppi nel campo della nutraceutica e nutrigenomica. La seconda parte focalizza l’attenzione sulle regole che il diritto, preso atto degli sviluppi cui ha portato la scienza nutrizionale, ha predisposto per garantire la sicurezza degli alimenti funzionali anche dal punto di vista di una corretta informazione circa le proprietà salutistiche che un alimento può o non può rivendicare in etichetta. Aspetto di rilevante importanza poi è quello relativo al fondamento scientifico delle indicazioni sulla salute, sottoposto ad un rigido scrutinio pre-market in Europa, frutto invece della conflittualità tra forze economiche e politiche oltreoceano. Il secondo capitolo di questa parte tratta il caldo tema degli integratori alimentari, esponendo, sempre in chiave comparata, il background normativo e giudiziario che ha portato entrambe le esperienze esaminate ad inquadrarli tra gli alimenti, sebbene tale scelta non si riveli del tutto risolutiva dei problemi interpretativi e operativi che ancora agitano il settore, e connessi alla poco nitida linea di confine rispetto ai farmaci. Da ultimo, la terza parte espone le tutele apprestate da Europa e Stati Uniti al consumatore di alimenti funzionali, concentrandosi, nel primo capitolo, sul raffronto tra i diversi food safety systems e sulle regole che impongono corrette forme di comunicazione a vantaggio della non ingannevolezza del messaggio. Il secondo capitolo compara le regole di responsabilità civile applicabili nel caso in cui un consumatore risulti danneggiato da un functional food difettoso, gettando uno sguardo al confinante territorio della responsabilità da prodotto farmaceutico difettoso. ENGLISH ABSTRACT Since the late 80’s a new concept of food emerged in human nutrition culture, undermining the traditional boundary between foods and medicines: the so called “functional foods” began then to be used, raising many economic, social, and legal issues to which social and medical sciences haven’t found satisfactory solutions yet. This paper attempts to analyze these issues using the tools of comparison between different legal cultures. Part I analyzes in an historical and sociological perspective (without neglecting the economical data) the importance of good nutrition in everyday life. It highlights how in the last decades the nutritional behaviour of large segments of the population of the industrialized nations has been worsening in many important respects, leading to health policy problems such as obesity and poor health conditions. This in turn led to the rediscovery of a healthy diet as a powerful and highly effective tool of preventive medicine. Largely in response to this new trends, medicine and food science shaped the category of functional foods, i.e. food conceived in order to provide to the consumer one or more specific health benefits beyond basic nutrition, thanks to their active components which beneficially affect the functions of human body. This is particularly true in the case of nutrigenomics. Part II looks at the regulations conceived by policymakers for ensuring the safety of functional foods, with a specific focus on the rules providing for the correctness and truthfulness of information concerning the health benefits that a food product can, or not, claim on the product’s label. One of the most important issues in this respect is the scientific validation of health claims, which are subject to a strict pre-market scrutiny in Europe, while in the US are more likely to be shaped by a political and economical struggle among different stakeholders, which often finds its pivotal moments in the legal arena. The troublesome issue of dietary (or food) supplements is also considered, showing how the regulatory and judicial background which brought both European Union and US to regulate these supplements as common food, despite the fact that some key interpretative questions affecting the thin line between food and drug, which is fading as technological innovation advances. Part III considers the general framework of the consumer safety provisions set out by Europe and US in the field of functional foods, focusing also on the regulation of advertising of this peculiar food products. This part also compares the civil liability rules applicable in Europe and US in case of damages caused to consumer by defective functional foods, considering analogies drawn from the neighbouring field of civil liability for defective drugs. “Gun Control” e Responsabilità Civile: una comparazione fra stati Uniti e Italia = Gun Control and tort Liability: A Comparison between the U.S. and Italy
In prima approssimazione per gun control può intendersi il complesso di politiche, normative, sistemi teorizzati ed applicati da una società al fine di controllare la produzione, il commercio, la diffusione e l’utilizzo delle armi da fuoco da parte dei cittadini di quella società, che non esercitino ruoli istituzionali legati alla difesa nazionale o al mantenimento dell'ordine pubblico. Il dibattito sul tema ha origine negli U.S.A., dove portare e brandire un'arma da fuoco è un diritto costituzionale sancito dal Secondo Emendamento della Costituzione. Una siffatta copertura costituzionale ha depotenziato il tentativo di limitare in via legislativa o amministrativa i costi sociali fatalmente associati alla diffusione delle armi da fuoco nella cittadinanza, muovendo a perseguire questa politica per il tramite della responsabilità civile attraverso il sistema decisionale decentrato affidato alle corti. In particolare questo tentativo ha preso corpo invocando la responsabilità civile del produttore di armi, sul presupposto di riuscire a dimostrare la difettosità del prodotto arma da fuoco, al fine di modificare prezzo e reperibilità delle firearms, onde contribuire in questo modo a controllare la diffusione delle armi nella società americana. In Italia, l'ordinamento giuridico esprime un'impostazione profondamente favorevole al gun control, sottoponendo a numerosi controlli e filtri la possibilità in capo al cittadino di entrare in possesso di un'arma da fuoco; i requisiti formali di idoneità psicologica, fisica e tecnica si sommano a criteri di esclusione oggettiva di numerosi modelli e calibri di firearms dalla reperibilità dei civili. Tale sistema non risulta, in ogni caso, immune da antinomie e vuoti normativi, entro le cui maglie le correnti contrarie al gun control hanno trovato soluzioni giuridiche e di marketing per ovviare alle restrizioni legislative. A differenza che negli States, non pare esserci spazio, in Italia, per l'utilizzo di strategie collegate alla responsabilità civile del produttore per prodotto difettoso al fine di controllare diffusione ed utilizzo delle armi da fuoco, diffusione percepita come già fortemente disciplinata dal Legislatore stesso. ENGLISH ABSTRACT In U.S. the expression Gun control has come to be used in the everyday political talk as a sort of slogan which refers to a complex set of policies, regulations, systems theorized and applied in the public as well as in the private sector in order to control the production, sale, distribution and use of firearms by members of the community who do not belong to the army or to the police. The word “control” here epithomizes the tension between the right to carry firearms which is acknowoledged to private citizen by the US Constitution and the need to limit the social costs entailed by the constitutional protection of this individual right. Because carrying and brandishing a firearm is a constitutional right enshrined in the Constitution's Second Amendment, the attempts to limit these social costs in the last decades have increasigly looked at the dissuasive potential of tort law. As in several other fields of the US social life, product liability law has been used as a tool in order to pursue regulatory goals which could not openly be directly pursued through legislative provisions or administrative regulation. In Italy, in a constitutional framework where firearms find no special legitimation, the regulatory framework expresses a clear favor toward gun control, and the possession of a firearm is subjectedto numerous administrative checks and regulatory filters. Psychological, physical and technical requirements have to be met by citizens who wish to apply in order to obtain firearm licenses, which are released to applicants only after a formal, centralized procedure controlled by the Ministry of internal affairs. Unlike the U.S., there appears to be no room in Italy for the use of strategies of gun regulation centred on the recourse to tort litigation. Monopulse Compromise Arrays: A Review
A monopulse RADAR is a device aimed to detect the position of a target by using the information collected from an antenna that generates two different kinds of beams on the same aperture, namely sum and difference pattern. These beams can be obtained by means of reflector antenna with two or three feeds, or by using linear (2D tracking) or planar (3D tracking) arrays. The latter solution is usually preferred since antenna arrays are easier to build and the beam patterns can be steered electronically. Moreover, such a structure can be installed on mobile vehicles
ADS Interleaved Arrays with Reconfigurable Polarization
Polarization‐reconfigurable arrays play a fundamental role in radar systems in order to enhance their detection probability and cancel clutters, chaffs, and jammers [1]. In order to reach polarization flexibility, the integration of actively controlled elements in standard array configurations is often employed [2], but the overall system complexity and costs significantly increase [3]. To overcome such limitations, the use of two shared aperture arrays with independent polarizations was proposed in [3] by exploiting an interleaving scheme based on Difference‐Sets (DSs). By combining the field generated by each sub‐array, arbitrary polarizations, low sidelobes, large steering angles, and narrow beamwidths can be reached with a limited complexity of the underlying feeding network. Despite its theoretical and practical advantages, only few planar array geometries can be synthesized because of the limited number of available DS sequences [4]. A different set of binary sequences [called Almost Difference Sets (ADSs)] [5][6] with properties very similar to those of DSs has been recently investigated. Besides their application in code theory [5], ADSs have already shown their effectiveness in synthesizing thinned arrays with low and predictable sidelobes [7][8]. This paper analyzes the properties of polarization‐flexible planar arrays based on ADSs. Numerical simulations are presented and discussed by focusing on the sidelobe level control and the polarization selectivity of the synthesized ADS arrays
