Sebagaimana diamanatkan oleh Pasal 18 ayat (2) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 yang berbunyi “Pemerintah daerah Provinsi, daerah Kabupaten, dan Kota mengatur dan mengurus sendiri urusan pemerintahan menurut asas otonomi dan tugas pembantuan”. Pemerintah Daerah sebagai satu kesatuan masyarakat hukum yang mempunyai otonomi berwenang mengatur dan mengurus daerahnya sesuai aspirasi dan kepentingan masyarakatnya sepanjang tidak bertentangan dengan tatanan hukum nasional dan kepentingan umum. Dalam rangka menyelenggarakan urusan pemerintahan wajib yang tidak berkaitan dengan pelayanan dasar salah satunya meliputi penanaman modal sebagaimana diatur dalam Pasal 11 ayat (2) Undang Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah (LN-244, TLN-5587) yakni “Urusan Pemerintahan Wajib sebagaimana dimaksud pada ayat (1) terdiri atas Urusan Pemerintahan yang berkaitan dengan Pelayanan Dasar dan Urusan Pemerintahan yang tidak berkaitan dengan Pelayanan Dasar” meliputi salah satunya huruf l yakni “penanaman modal”. Tiap-tiap daerah tersebut mempunyai hak dan kewajiban mengatur dan mengurus sendiri urusan pemeritahannya untuk meningkatkan efisiensi dan efektivitas penyelenggaraan pemerintahan dan pelayanan kepada masyarakat
Sustainable Tourism Concept in Redesigning Zone-Arrangement of Banyuwedang Hot Springs Architecture
Architecture and tourism are two things that have mutual connection to each other in terms of spatial arrangement and sustainable resources management. Architectural form in tourism accommodation support concerns on many sustainable aspects in community’s social-economy, environment, and culture. Banyuwedang Hot Spring as tourist attraction has many potential, such as hot spring sources, mangrove forest,
and a temple with its own architectural form called “Pura Mas Beji Banyuwedang” and “Pura Dang Kahyangan Banyuwedang”. The management system of this tourist attraction is self-management by some group of local people. The issue that emerge on site was zone setting and activities that looks unorganized and not fit-based on function embedded to it, and also didn’t concerned about activities impact on
mangrove forest. On average, 50% of main and support facilities not properly-used. On Average of tourist visit is 60 person a day and the system of waste management was not well-organized and well-made. The purpose of this research is to rearrange architectural zonation arrangement of Banyuwedang Hot Spring using sustainable tourism concept (economy, social, and environment). Using naturalistic qualitative research method by searching for problems that has sensual empiric, native’s viewpoints, researcher’s viewpoint base logic, and trancendental charasteristic. Zone
arrangement that resulting from this research are recreative and conservative zone that have mutally connected to each other in terms hot spring tourism spatial. Those zone arrangements formed based on (1) potentials owned as a toursm object; (2) Economic aspects such as operational cost and local people income; (3) social aspects from the creation of social space between visitors; (4) environmental
aspects, by the mangrove forest and hot spring sustainability preservation; and (5) cultural aspect, by the preservation of religious ritual and ritual attraction as one hot spring space
Code Mixing in The Students’ Passages at SMAN 1 Mengwi
This study was motivated by seeing the phenomena in which
conversants use both languages together to the extent that they change from one
language to the other. The phenomena called code mixing, thus this study aims
to identify the types of code mixing and the factors causing of code mixing in
the students of SMAN 1 Mengwi. The data of this research were taken from the
students SMAN 1 Mengwi. The data were collected by applying the method of
distributed questionnaire, processing questionnaire, questionnaire taking. The
analysis was done by applying descriptive method. To present the result,
researcher applied a kind of method, namely informal. Based on the result, it
can be further concluded that code mixing also occur in students SMAN 1
Mengwi. There are three types of code mixing were found. They are insertion,
alternation and congruent lexicalization used by students SMAN 1 Mengwi. The
factors causing of code mixing used by the students SMAN 1 Mengwi consist of
word base, Indonesian word, Balinese word, Indonesian phrase, Balinese phrase
and Balinese meaning
The Bioactive Compounds Formation of “Kintamani” Arabica Coffee Bean during Dry Fermentation
Green coffee bean contain many bioactive compounds, especially caffeine and chlorogenic acid. The research aimed was to evaluated and determined of the temperature and fermentation time on the formation of bioactive compounds of “Kintamani” arabica coffee bean S 795 cultivar. This research consists of two factors. The first factor is the temperature of fermentation consists of 20 ± 1oC, 30 ± 1oC and 40 ± 1oC. The second factor of fermentation times consists of 20, 30 and 40 hours with. The results showed that interaction of temperature and fermentation time gave very significantly effect on the formation of chlorogenic acid content but not gave significantly effect on caffeine content. The treatment produced of chlorogenic acid content ranged 4,69-11,21 %. The highest chlorogenic acid content11,21%was producedby fermentationtemperature40 ± 1oC andfermentationtimeof 20 hours. The caffeine content of the treatment ranged 0,98-1,20 %. The highest content of caffeine 1,20 % was produced at fermentation temperature of 30 ± 1oC for 20 hours but this treatment was not significant effectwithtreatmentof40±1oC andfermentationtimeof20hourswithchlorogenicacidcontent1,19 %. Suffixes Forming Adjective Found in the Novel Peter Pan
This study aims to describe the suffixes forming adjective found in the Novel Peter Pan and the bases that are possibly changed into adjective. The data of this research were taken from the novel entitled Peter Pan by J.M Barrie. The main theory which is used in analyzing the data is theory of suffixes by Bauer (1983). The data were collected by reading. After collecting, the data were classified based on scope discussions. The result showed that there are six kinds of part of speech that were found, namely; noun, verb, adverb, adjective, conjunctions, pronoun. Suffix forming adjective is the process of forming adjective by adding suffixes to another word class. In the data, it is found that there are three kinds of word class bases that can be attached with suffixes to form adjective, they are noun base, verb base, and adjective base. Furthermore, based on the result of the research which was described descriptively, it can be concluded that suffixes forming adjective there are some points that can be taken as the conclusion. ESTIMATION OF COMPOSITE CURVE NUMBER (CNCOMPOSITE) IN UNDA RIVER BASIN
The hydrological response of a river basin to rain to be transformed into discharge is influenced by the physical-climatic characteristics of the river basin and its land use. The approach in estimating the transformation of rain into discharge is an approach called the Soil Conservation Service run-off curve number (SCS-CN) model, which is a rain-discharge transformation model using an index of run-off curve number (CN).The Unda River Basin is one of the potential river basins in Bali Province that crosses Bangli Regency in the Upper, Karangasem Regency in the middle and Klungkung Regency in the downstream. The purpose of this research to evaluate the hydrological conditions in the river basin based on the CNcomposite of each sub-catchment in Unda River Basin.The steps of making CNcomposite value analysis begin with the preparation of the boundary map data, the Unda sub-catchment map, the land type shapefile data, the land use shapefile data. Then proceed with the classification of each parameter, then overlay the map, then the results are calculated to calculate the CN value for each type of land and land use. Then to find the CNcomposite value calculated using the CNcomposite formula. From the calculation, the CN composite value for Kaun sub-catchment is 51.76, Masin sub-catchment 51.24, Nyuling sub-catchment 51.48, Tanah sub-catchment is 52.86, Telagawaja sub-catchment is 48.58 and Undasub-catchment is 54.70. The biggest value is in the Unda sub-catchment and the smallest is in the Telagawaja sub-catchment. The smaller the CNcomposite value indicates the better hydrological conditions. So from the map of land use overlay results and soil types in the Unda river basin the best hydrological conditions are in the Telagawaja sub-catchment and the unfavorable ones are in the Unda sub-catchment
