Measuring the effectiveness of public sector audit: scale development and validation
There has been a growing interest in the effectiveness of public sector audit as a theoretical construct.
However, despite the heightened recognition, the field still lacks a standardised measure that can be used in
surveys to capture individual-level variation in the reputation judgments of public and other stakeholders.
Therefore, this study aims to establish a standardised measurement of the effectiveness of public sector audit
based on the conceptual definition. A survey study of 203 internal auditors and experts were carried out by
employing non-probability purposive sampling. The data obtained were then interpreted based on the Partial
Least Squares Structural Equation Modeling (PLS-SEM). Using the same data, a unidimensional scale of the
effectiveness of public sector audit was tested. The public sector audit illustrates the content domains of internal
audit quality, internal audit independence, proficiency of internal auditors and types of audit. The results suggest
that the scale development and the validation of the effectiveness of public sector audit are internally reliable and
that it is positively correlated with support for internal audit quality, internal audit independence, proficiency of
internal auditors and types of audit. This study further recommends the extension of the scale development and
validation used in this research for future researches in the private and public sector
Conceptualising Islamic human resource management principles in the context of Palestine
The purpose of this study is to conceptualise Islamic Human Resource Management (HRM) principles in the context of Palestine
by investigating the current and standard practices of Islamic HRM principles in the West Bank in Palestine. The primary focus is
more on the implementation and awareness about Islamic HRM principles in the large institutions and organisations including
governmental and non-governmental bodies like banks, universities, ministries and other key organisations. The paper takes the
form of a library research approach based on an extensive review of relevant literature. It examines available research works done
in the field of HRM and Islamic Human resources in the West Bank in Palestine. It aims to summarise the current trends and
possible future implications of the present behaviours and practices in the Palestinian organisations and their awareness about
the importance of Islamic HRM. The conceptualisation of Islamic principles and their application to HRM is based upon several
previous studies. The concept of Islamic HRM is developed from the primary sources of the Shariah, i.e. Quran and Sunnah. The
reviewed literature reveals a considerable misunderstanding of the critical concepts of the Islamic HRM and a lack of awareness
about their implications to the organisations. Although most organisations claim that their practices are in line with the principles
of Islam and they care a lot about fair treatment and honesty, nevertheless the reality is that there is a marginal implementation of
these principles. Furthermore, the Israeli occupation has created many limitations on Palestinian organisations. The limitations
that this study faced are the lack of data from primary resources and official data. Furthermore, there is a lack of research papers
on Islamic HRM in the Palestinian context because of the limited resources and empirical studies in this area. The study is
significant for decision-makers and policymakers in Palestine and shows them the importance of implementing Islamic HRM for
their organisations

Posterity waqf is an important inheritance for Muslims. Several aspects of posterity waqf have
been scrutinized particularly in terms of its governance. Posterity waqf has long been practiced
in Terengganu, as early as prior to the national independence. The enforcement of posterity waqf
is enshrined in Waqf Enactment (Terengganu State) 2016. Accordingly, the issues pertaining to
the implementation of posterity waqf were addressed among others first, the case of posterity
without heirs and the role of the authorities to manage the status of this kind of posterity waqf.
Secondly, the issue of incomprehensible waqf vows and thirdly, the problem of low land waqf
yield and its contributing factors. This issue had also captured the attention of the National Audit
Department in 2014. The objective of this study is to scrutinize these three issues. This study is
conducted by employing the qualitative research design with the approach of exploratory method.
Data were collected by the interview process of several MAIDAM officers as well as from the
official sources or records from the department. This study reveals the status of posterity in which
3/12 are active, while 9/12 are still under tracing process by MAIDAM. For the waqf vows, 6/12
of vows were written in roman script, while another 6/12 were written in jawi (Arabic letter)
script. One of the waqf vows reviewed and required approval by the Fatwa Committee of
Terengganu State is the posterity waqf of Haji Abdullah Bin Mohamad Al-Fatani. Meanwhile, the
yield of land waqf is found low and unfavourable. Nonetheless, the beneficiaries still receive the
benefit of the land waqf return even at low rates. This is a consequence of the development of the
existing posterity land waqf is not in commercial form. Nevertheless, MAIDAM is working
towards developing the land waqf in collaboration with the developers and related bodies. In
conclusion, if the posterity waqf can be optimally empowered, then this inheritance would act as
the catalyst for the socio-economic development of Muslims in this country especially in the state
