    Cause and Coping Strategies of School Bullying from a Career Education Perspective

    본 연구는 진로교육관점에서 본 학교폭력의 원인과 대처방안을 제안하는 목적으로 수행되었다. 이를 위하여 ① 마인드맵분석과 ② 학교폭력의 개인·맥락적 요인의 심층 메타분석 선행연구, ③ 진로교육관점의 현재, 미래, 정책과제 도출을 위한 인과계층분석(Causal Layered Analysis)을 시도하였다. 이는 마인드맵을 통하여 학교폭력의 문제점을 전체적으로 조망하고 메타분석 연구를 통하여 상호관련성을 확인하며, 마지막으로 인과계층분석을 통하여 현상에 대한 바람직한 미래상과 구체적인 정책의 방향성을 추출하기 위함이다. 이를 기초하여 7개 정책제언과 세부 과제를 제안하였다.Ⅰ. 배경 및 문제점 2 Ⅱ. 조사 및 분석 결과 9 Ⅲ. 정책 제언 19 Ⅳ. 기대효과 24 참고문헌 26 [부록] 2

    Improvement of Military Service System to Support the Implementation of the Employment of High School Graduates

    최근 특성화고 졸업자의 취업률 증가로 선취업 - 후진학이 사회적인 이슈로 대두되고 있다. 그러나 남학생들의 경우 병역의무 이행으로 인한 경력관리와 산업체 인력활용 중단이라는 문제점을 안고 있어 이에 대한 제도개선 방안 마련이 필요하다. 본 연구는 고졸 취업자의 원활한 고용 이행을 활성화하기 위한 병역제도 개선 중점 추진과제를 1) 군 적성분류 및 병과분류 체계 개선, 2) 산업기능요원제도 개선, 3) 모집특기병제도와 연계한 고졸자의 병역이행 지원, 4) 전문부사관 모집 대상 확대를 통한 고졸자 병역이행 지원, 5) 산·학·군 기술인력 협력육성체계(MMI프로그램) 도입 및 운영, 6) 군 경험의 사회적 인정체계 구축 등으로 구분하여 제안하였다. 이러한 추진과제들이 성공적으로 추진된다면 고졸 취업자의 고용이행과 더불어 생산적인 병역의무를 통해 개인 및 기업 나아가 국가 인적자원개발에 기여할 것으로 기대된다. 또한 마이스터고나 특성화고교 졸업자중 우수 기술 인력을 첨단장비 운용 직위에 활용함으로써 군 전투력 증대에 기여할 것으로 판단된다.Ⅰ. 배경 및 문제점 2 Ⅱ. 제도 개선의 비전과 목표 4 Ⅲ. 중점 추진과제 8 Ⅳ. 기대효과 28 참고문헌 29 [부록] 선진국의 병역제도 및 시사점3

    전문대학의 전문기술인력 양성기능 강화

    전문대학 학생 1인당 교육지출비는 5,742달러로 대학교 이상 10,109달러, 고등학교 9,666달러에 비해 낮은 수준임. 전문대학의 교원 1인당 학생 수는 2011년 현재 39.1명인데 비해, OECD 평균은 14.9명(2009년)으로 나타남. 전문대학 배출 신규인력의 초과공급률은 2011∼2020년 15.1%로 크게 나타나 향후에도 공급과잉이 지속될 것으로 전망 청년층 가운데 전문대학 졸업생의 고용률은 2007년 77.3%에서 2011년에 75.8%로 1.5%p 감소 현장·취업 중심 교육 운영, 재직근로자 대상 계속교육 기회 확대 등을 통해 전문대학에서의 전문기술인력 양성기능을 강화하는 노력이 요구됨.On average, an educational expenditure of 5,742isspentonajuniorcollegestudent,whichislowerthan5,742 is spent on a junior college student, which is lower than 10,109 spent on a university student and $9,666 spent on a secondary high school student. The student-faculty ratio is 39.1 to 1 in junior colleges, as compared to the OECD average (2009) of 14.9 students. The oversupply rate of newly graduates produced by junior colleges is estimated to a high of 15.1% for the 2011~2020 period and the trend of oversupply is expected to continue. The employment rate of the junior college graduates among youth reached 77.3% in 2007, it was down by 1.5%p to 75.8% in 2011. Junior colleges' role in developing professional technical manpower needs to be reinforced by, for instance, providing field-oriented education, and expanding continuing education opportunities to people in employment

    Future Scenarios for Higher Education System in Korea with Special Focus on Vocational Education

    This study attempts to develop future scenarios for higher education systems in Korea with special focus on vocational education, which is based on the recognition that Korea needs a clear picture of higher education system which can consistently and systematically lead policies and strategies of higher education- related Ministries and colleges & universities. In order to achieve the above mentioned objectives, this study (i) analyzed future changes in higher education system that 4 driving forces ? demographic changes, changes in industrial & occupational structures, ICT development, and globalization ? would bring about within next 10 years and 20 years, (ii) reviewed current higher education reform cases in 5 countries(Finland, U.K., Japan, U.S.A. and Taiwan) and future higher education scenarios developed by OECD and other related organizations, (iii) on the bases of these analyses and review results, developed 3 scenarios for desirable future higher education system which would be suitable for meeting future manpower requirement and social demand for higher education in Korea ? community-based system, network-based open system, and market-based system and (iv) drew policy implications by each scenario...

    Structural Change of the Employment and Active Employment Policy in Response to the Regulation of Carbon Emissions

    This study attempts to predict the changes in the industry and employment structure occasioned by the regulation of carbon emissions, and suggests a labor policy capable of responding to such changes. An active employment policy capable of responding to the possible reduction of production and employment caused by the regulation of carbon emissions can be regarded as one that can simultaneously achieve carbon reduction and stable employment. In essence, while the regulation of carbon emissions negatively affects employment by restricting industrial production activity levels, an active employment policy appears to greatly relieve the employment effect that serves as the key management index for the economy.     Human Resource Development of Social Entrepreneurs and Policy Challenges

    The history of social enterprises is very short in South Korea. However, the government’s policies for the development of social enterprises have by and large been successful. The key to the future success or failure of social enterprises is competitiveness. Competitive social enterprises are predicated on the presence of social entrepreneurs and the positive leadership role they play. This study discusses the current status of social entrepreneurs training and related policy implications. Some of the methods employed include a review of the available literature on social enterprise development, focus group interviews (FGI), and research and consultation with experts. The results of this study show that support for social entrepreneurship training programs and the post-administration thereof has been limited. Therefore, social enterprises should operate positive performance analysis and with the result, measures for improvement must be presented. The study identified the success or failure of social entrepreneurs and social enterprises as the most significant variable. Therefore, the following social enterprise policies are needed to enable further improvement: First, the direction of government policy with regards to the training of social enterprises should be modified. In this social entrepreneurs and personnel training projects, the financial support should be more focused on the ecosystem and business rather than labor costs. Also, surveillance and evaluation should be emphasized to reduce moral hazard. Second, a standard model for social entrepreneur training projects should be provided. The standard model should have standardized education program and contents depending on the industry, type of education and local government. The introduction of a standard model for the training of social enterprises will help to increase professionalism and efficiency. Third, social enterprises’ satisfaction with workforce training should be analyzed. The causes of dissatisfaction, demand for courses, request regarding programs should be reflected in the training; hence the training programs should be specialized by the region. As mentioned earlier, such policies can help to improve the training of social enterprises. In addition, such policies will help to give social enterprises a competitive advantage in terms of their activities

    Study on the Qualification of Service Industry(II) : Focusing on Business and Distribution Service Sector

    This study aims to present improvement measures for qualifications of existing business and distribution service industry and to derive newly required qualification items in the industry by conducting an in-depth analysis mainly on the qualification status. To accomplish the purpose of this study, we have examined the areas including status of business and distribution services industry and the occupations in the industry, status of qualifications and analysis of their problems in the industry, status of qualifications and occupations in the overseas business and distribution services industry, development of new qualification demands in the business and distribution services industry, and improvement measures of the qualifications in the industry. Policy proposals are presented for improvement. To further elaborate on this study, in the chapter on status of qualifications and analysis of their problems in the business and distribution services industry, we analyzed the usage of qualifications in business and distribution services. We have also examined the problems of its qualifications based on an outline of qualification policy, status and analysis on the business and distribution services sector, and analysis of survey results. In development of new qualification demands in the business and distribution services industry, we proposed new qualification items by examining the direction, process, standards and other details on developing qualification, and also its suitability. In the chapter on improvement measures of the qualifications in the industry, we suggested fundamental directions, improvement measures of existing qualification items in the industry, establishment of new service qualification items and its operational directions. There are approximately 31 qualification items that are newly discovered including mobile application developer and IT system trouble shooting manager. Lastly, in conclusion, we presented proposals on directions for the improvement of existing qualification items and the examination of new qualification items

    A Study on the Support System of Work Experience Centered Career Education

    Recently, the Korean government has increased its support for the hot button issue of experience centered career education and focused on developing students’ skills and aptitudes when it comes to selecting a career. In early 2010, the Ministry of Education, Science and Technology(MEST) developed a work experience program that was made available to primary, middle, and high schools. MEST has also operated such work experience programs in the city and district level offices of education since late 2010. Nevertheless, activities related to students’ work experience remain limited and the educational environment for work experience in and outside of school continues to be lacking. The ability to extend career education based on work experiences in and outside of school is predicated on the conduct of an in-depth study of the support system for career education.     The occupational index developed in this study covers labor market information such as employment, wages, the ratio of full-time positions, and the qualitative properties of occupations(e.g., employment stability, career growth prospects, professionalism, etc.).     Changes and Challenges of Vocational Skill Development System for Vulnerable Populations

    The objective of this study is to identify future policy priorities for the vocational training of vulnerable populations through analysis of the changes in the vocational skill development system for such populations. To this end, the relationship between vocational training and social welfare was ascertained, and an analysis of the range of vulnerable groups, changes in vocational training systems, vocational training policies, and operations for vulnerable populations was carried out. The vocational training system in Korea is closely connected with the process of going from welfare to work. A strong emphasis is placed on the responsibility and obligation of vulnerable populations such as the recipients of unemployment benefits and households in absolute poverty to participate in vocational training. Moreover, self-support vocational training and employment package support projects are said to be one of the welfare-to-work programs that emphasize the responsibilities of beneficiaries. Vocational training policy in Korea is being promoted in a manner that focuses on continuing the professional development of workers, and has moved towards emphasis on the right of workers to receive vocational training without discrimination. In the meantime, not only traditionally disadvantaged groups such as past welfare recipients and teens not attending school but also marriage immigrants and excluded groups within the labor market, such as non-regular workers, are currently being included as vocational training targets, a denouement which highlights the urgent need for a timely and effective response to vocational training for vulnerable populations. ..
