United States Foreign Policy: Efforts
to Penetrate Bank Secrecy in
Switzerland from 1940 to 1975

In this article, the author traces the efforts during the period
1940 to 1975 of United States governmental agencies to obtain in-
formation held secret by Swiss bankers. He describes the initial
efforts made in World War II to prevent Axis flight capital and
looted property from finding "safe haven" in Switzerland, continues
with a detailed discussion of the Interhandel case, analyzes the 1970
Bank Secrecy Act, and highlights the positive aspects of the Swiss-
American Treaty for Mutual Assistance in Criminal Matters now
before the United States Senate.
Consumer Credit Laws in the Common
Law Countries

This article provides a glimpse into the basic laws relating to
instalment credit contracts of five common law countries-England,
Canada, Australia, New Zealand and the United States. The author
discusses several significant developments in this area of the law,
including the English Consumer Credit Act of 1974 and the Uniform
Commercial Credit Code of the United States. A basic theme
throughout the article is the trend in these nations away from usury
laws and interest rate caps.

in the United States and Canada

The author discusses leading cases in Canada and the United
States which resolve conflicting federal and state claims in these
nations' marginal seas. He draws upon differing attempts employed
in Australia and the United States to resolve such claims, and con-
cludes by urging vigorous federal government roles to minimize
potential for international disputes over adjoining marginal seas.

Sources of its Implementation

In this article, obstacles to the United Nations' peace-keeping
role are analyzed, and the decline of U.N. effectiveness is docu-
mented through the author's tabulations and graphs. The conclusion
includes a recommendation for immediate creation and deployment
of a World Military Command to implement United Nations policy.
