Youth as partners inthe green transition : Building sustainable communities
No full textThis policy brief is based on one of Nordregio’s Localising Agenda 2030 webinars. It highlights specific tools and processes employed by Nordic municipalities and NGOs to ensure systematic youth engagement and follow-up at the local level. During the webinar, municipal representatives from Gladsaxe in Denmark, Hafnarfjörður in Iceland, Tierp inSweden and Korsholm in Finland presented their tested tools and insights, along with two Swedish NGOs:Future Minds and Youth 2030 Movement. The examples in this policy brief on how to involve young people inlocal development generally target children and young people aged 0-25, and in some cases up to 29 years ofage. Two central questions were addressed during Nordregio's webinar: how to ensure that young people cangenuinely influence decisions that affect them; and how to conduct inclusive follow-up work
Nordic youth voices : The pandemic and the right to be heard
No full textBeing heard and involved in all matters that concern them is important for children and youth. In this collection of filmed interviews, youth in the Nordic region give insights into how the pandemic affected them. In the wake of the Covid-19 pandemic, it has become evident that most of the measures to prevent the spread of the virus were implemented by decision-makers without consulting or listening to children and youth. This is a violation of children’s rights under Article 12 of the UN Convention on the Rights of the Child. Consequently, some of the measures seriously impacted children and youth. Watch our filmed interviews with youth in the Nordic region. They give insights into how the pandemic affected them, but also talk about how things could have been different. If things had been managed differently, with more influence for the youth, it would have cause them less stress

No full textPohjoismaiden tavoitteena on tehdä Pohjolasta maailman kestävin ja integroitunein alue vuoteen 2030 mennessä. Luonnollinen osa tätä kunnianhimoista visiota ovat integroidut pohjoismaiset työmarkkinat, jotka koskevat sekä yrityksiä että kansalaisia. Tässä pohjoismaisella verosopimuksella ja sen hallinnoinnilla on ratkaiseva asema. Koronapandemia osoitti kuitenkin, että pohjoismaisen verosopimuksen sekä muiden kahdenvälisten sopimusten ja kansallisen lainsäädännön soveltamisessa on ilmeisiä haasteita. Pandemian aikana toisessa Pohjoismaassa vakituisesti työskentelevät työntekijät olivat vaarassa saada verotuksellisia ongelmia, jos he noudattivat etätyösuosituksia. Rajaesteneuvosto nosti esiin näitä haasteita ja kehotti useassa yhteydessä Pohjoismaiden hallituksia myöntämään poikkeuksia säännöistä niille, jotka pakon edessä tekivät pandemian aikana etätyötä kotoa käsin. Vaikka pandemia on nyt ohi, toiveet etä- ja hybridityön tekemisestä ovat tulleet jäädäkseen. Etätyöhön liittyvän palkkatulon verotus ei kuitenkaan ole ainoa asia, jonka työntekijät ja yritykset kokevat ongelmalliseksi. Tutkimukset osoittavat muun muassa, että voi syntyä epävarmuutta, korkeampaa verotusta ja ylimääräistä hallinnollista työtä eläkemaksujen ja eläkkeiden maksamisen yhteydessä sekä tapauksissa, joissa yksi ja sama työnantaja joutuu rekisteröitymään moneen eri maahan ja ottamaan kantaa eri maiden verotussääntöihin, -ajankohtiin ja palkkahallintoon. Jotta Pohjola kehittyisi sellaiseksi kasvualueeksi, jossa on integroidut työmarkkinat ja kansalaisten ja yritysten suuri liikkuvuus, keskiössä tulee olla nimenomaan kansalaiset ja yritykset siten, että niiden mahdollisuuksia tuetaan lainsäädännön ja hallinnon avulla. Siksi Pohjoismaiden ministerineuvosto ja rajaesteneuvosto ovat yhteistyössä Pohjoismaiden neuvoston kanssa käynnistäneet vuonna 2022 hankkeen, jonka tavoitteena on tunnistaa keskeiset ongelmakohdat ja suositella niihin mahdollisia ratkaisuja. Tämän raportin tarkoituksena on tarjota paras mahdollinen perusta jatkossa toteutettaville poliittisille toimille, jotta hybiridi- ja etätyötä koskevat nykyiset pohjoismaiset vero-ongelmat voidaan poistaa
Championing Sustainable Construction Using Timber In The Baltic Sea Region
No full textTimber construction can radically cut carbon emissions. The construction sector is accountable for c. 40% of global emissions, a third of which comes from the production of building materials. Replacing concrete and steel with timber offers a huge opportunity to reach the carbon neutrality goals. Nordic and Baltic countries have a unique advantage in leading the way, given the vast forest resources available, a long legacy of the forestry industry and wood building, the in-built industrial capacity, and the well-functioning and interlinked supply chains across the Baltic Sea Region (BSR). Yet, decisive policy measures are needed to overcome technical, regulatory, and cultural obstacles. Challenging the status quo and creating a market shift demands holistic and collaborative approaches that can enable systemic change, as well as targeted measures to navigate through country-specific obstacles.

Acute Plastic Pollution: causes, problems and solutions
No full textRelease of small plastic items, known as Acute Plastic Pollution (APP) in the environment. What is it and what can it cause? For understanding, the Nordic Council of Ministers commissioned an assessment which is described in this report including the problems, causes and solutions to address APP at multiple levels. It is a serious problem for which there are no legal frameworks nor coordinated response. Research on the magnitude and locations of APP emphasizing pellet loss is needed. Recommendations include adoption of an internationally accepted definition, reclassification of pellets as hazardous goods, inclusion in legislation, awareness-raising and incorporation of APP in a legal framework with actions for preparedness and a standardized disaster response protocol. Prevention is key, hence, technical and legal measures should be applied to achieve this.
Nordic Nutrition Recommendations 2023 : Integrating Environmental Aspects
No full textThe Nordic Nutrition Recommendations (NNR) constitute the scientific basis for national dietary guidelines and nutrient recommendations in the Nordic and Baltic countries. The NNR2023 is the result of five years of work of several hundred researchers and experts, in the Nordic cooperation’s biggest and most globally spread project. This sixth edition of the NNR gives, for the first time ever, recommendations not only about what food is good for our health, but also what is good for the environment. In addition, dietary reference values for nutrients have been updated, many nutrients have received reference values for the first time, and many more food groups have been analysed than in previous editions – turning NNR2023 into the most comprehensive NNR to date. In short, the NNR2023 recommends: A predominantly plant-based diet high in vegetables, fruits, berries, pulses, potatoes and whole grains. Ample intake of fish and nuts. Moderate intake of low-fat dairy products. Limited intake of red meat and poultry. Minimal intake of processed meat, alcohol, and processed foods containing high amounts of fats, salt and sugar.

The Nordic Green Roadmap for Cultural Institutions is the outcome of the project: Sustainable Cultural Experiences in the Nordic Region, which is led by The Nordic House in the Faroe Islands as part of the Nordic Council of Ministers’ Sustainable Living programme (2021–24). Chapter 9. Innovating free-to-air broadcasting: Social value, broadcast content, and personal mobile communications
No full textThis chapter analyses recent evidence of efforts by broadcast players to move into personal mobile communications through the delivery of broadcast content to smartphones. It explores innovation strategies related to the broadcast distribution channel, rather than content, and illustrates what can be described as defensive and progressive elements in the activities of European digital terrestrial television (DTT) service providers. The chapter points to the enduring resilience and social value of public service broadcasting in increasingly online, predominantly alinear, electronic communications. We outline the case for this in terms of the social value added which these providers bring to two linked and complementary core elements: technological research into 5G broadcast delivery and strategies to protect existing control of scarce ultra high frequency (UHF) infrastructural spectral resources. We argue that both elements contribute to the public purposes of providing access to – and securing universality of – media services.
