Chaper 4. Media use and social integration: An explorative study on public service media’s contribution to societal cohesion
This chapter explores the relationship between media usage and indicators for social integration. I seek to answer the following overarching research question: How can we assess the contribution of public service media to societal integration? The chapter starts with conceptual considerations on societal integration, and I propose a set of indicators for the empirical study of individuals’ social integration. The empirical basis of this research is a representative telephone survey of adults in Germany in 2018–2019. Findings demonstrate the relationship between indicators of media use and indicators of social integration and the specific role of public service media (PSM) in this respect. In the conclusion, I discuss implications of this research for the assessment of PSM’s contribution to society.
Mediebarometern 2022
Mediebarometern är en årlig undersökning av den svenska befolkningens tillgång till, och användning av, olika typer av medier. Undersökningen har genomförts sedan 1979 och det gör Mediebarometern till den äldsta studien i sitt slag i världen. Resultaten i 2022 års undersökning bygger på svar från omkring 6 600 slumpmässigt utvalda personer i åldern 9 till 85 år. 2022 var ett dramatiskt år, både i Sverige och globalt. Inledningen av året präglades alltjämt av coronapandemin. Först på våren lättades restriktionerna och i april 2022 slutade covid-19 att betraktas som en samhällsfarlig sjukdom. Då hade Rysslands invasion av Ukraina pågått i drygt en månad. 2022 var dessutom ett valår i Sverige. Det arrangerades vinter-OS i Kina och internationella fotbollsmästerskap för både damer och herrar. Allt detta gjorde förstås avtryck i den svenska befolkningens användning av medier – för information och nyheter, men också för förströelse och verklighetsflykt. Den här rapporten visar att den samlade mediekonsumtionen i Sverige under 2022 låg kvar på samma höga nivåer som noterades under pandemiåren 2020 och 2021. Mediebarometern genomförs av Nordicom vid Göteborgs universitet i samverkan med Dagens Nyheter, Göteborgs-Posten, Myndigheten för press, radio och tv, Sveriges Radio, Sveriges Television och Sveriges Utbildningsradio. Datainsamlingen till Mediebarometern 2022 har genomförts av undersökningsföretaget Origo Group.
Chapter 2. The legitimacy of public service media: A suggestion for a change of perspective
Although the legitimacy of public service media (PSM) is often mentioned in the context of frameworks, such as the European Broadcasting Union’s contribution to society initiative, the emphasis is rarely on the concept of legitimacy and its meanings. This chapter provides different theoretical perspectives on the concept of legitimacy and argues that to conceptualise legitimacy as perception can be particularly helpful in research investigating PSM’s potential contribution to society. To illustrate this argument, past debates in the context of public value are analysed to show how the legitimacy of PSM has been primarily understood as the result of strategic communication processes. In addition, several research questions, methodological approaches, and challenges that can be considered in research on PSM by understanding legitimacy as perception are outlined
Chapter 1. Introduction : Communicating a pandemic in the Nordic countries
Denmark, Finland, Iceland, Norway, and Sweden are generally praised for their performance in terms of political and economic governance. The Nordic model, defined as a stable democratic welfare state, has been considered a role model internationally, but also used as a framework for research interpreting political communication, the media systems, as well as crisis management of Covid-19 in the Nordic countries. This edited volume takes the Nordic model as a point of departure, and scholars in crisis communication, media, journalism, political science, and rhetoric explore crisis communication in the Nordics during the Covid-19 pandemic. The chapters compare experiences of strategic communication, media coverage, media use, and citizen response and point out both differences and similarities among the five countries. In this introductory chapter, we present the backdrop against which the empirical analyses can be understood. We discuss the Nordic model, give a brief overview of the Nordic experiences of Covid-19, and highlight the immense field of crisis communication research on Covid-19. In addition, the normative function of crisis communication during a pandemic is discussed, and also how to understand the specific risk culture in the Nordic countries. In the last part of the introduction, we give a short overview of the chapters of the book
The public life of The Social Dilemma: Silicon Valley’s mea culpa moment and the rise of tech-dissidents
The 2020 documentary film The Social Dilemma, produced by Netflix, is one of several examples of Big Tech critiques that have emerged in recent years. At the time of writing, it is the second most watched documentary Netflix has ever released, reaching 38 million viewers in 28 days. The film provides a scathing condemnation of Facebook, Google, and others, and acts as an admission of guilt for former central figures in the industry. The fact that Netflix, a Big Tech company itself, produced the film gives it an ambivalent status. In this chapter, we present a qualitative analysis of how the The Social Dilemma was received on social media, comparing its reception in the US and Denmark. We highlight how dominant discourses were composed both of praise for the film’s main message as well as critiques of its creators. Such critiques display a widespread scepticism of both positive and negative portraits of Big Tech coming out of Silicon Valley.The research underpinning this chapter was carried out at the Copenhagen Center for Social Data Science (SODAS) at the University of Copenhagen as part of the project "The Political Economy of Distraction in Digitized Denmark (DISTRACT)”, which has received funding through a H2020 European Research Council grant (no. 834540). </p
Chapter 16. Conclusions : In search of a Nordic model of crisis communication
This concluding chapter summarises findings of the various contributions and points to new directions of research for the future. In the first part, we address the results from each of the book’s three empirically based sections: section II) politicians, public authorities, and the corporate sector as crisis managers and communicators; section III) media and crisis communication; and section IV) citizens and crisis communication. Furthermore, we disucss the relevance of a Nordic crisis management model based on these findings
Morgendagens arbeidsliv i den digitale omstilling
Netværket NVL Digital – arbejdsliv har i perioden 2021–2022 haft fokus pådigitalisering i små og mellemstore virksomheder (SMV’er) i produktionsindustrien, samt på hvordan konturerne af et nyt udfordringsbillede for kompetenceudvikling tegner sig for den faglærte og ufaglærte medarbejder. Med indeværende rapports fund og anbefalinger til policy og praksis bidrager netværket til at bedre nordiske virksomheders deltagelse i den digitale omstilling. Projektet undersøger dels, påhvilke måder digitaliseringen udfolder og organiserer arbejdslivet, dels hvordan nye læringspraksisser kan imødekomme nye muligheder og udfordringer. Projektet er gennemført som design-based research. Dette indebærer, at projektet har genereret et vidensbidrag om projektets fokusområde i form af anbefalinger, og at projektet har designet en løsning i form af et mock-up til et dialogværktøj, der er beskrevet i rapporten. Endvidere indebærer design-based research, at projektet er kollaborativt, og at interessenter med tilknytning til SMV’er i produktionsindustrien – det vil sige medarbejdere, ledere og repræsentanter for organisationer gennem netværk og referencegruppe – har været involveret i og bidraget til projektets forskellige faser. Endelig indebærer design-based research, at der udvikles og testes et designforslag med henblik på at bidrage til løsninger for kompetenceudvikling i relation til digital omstilling. Forskningsprojektets primære fund er, at enhver digital omstillingsproces former og formes af de konkrete organisatoriske praksisser, den er en del af. Det betyder, at omstillingen er påvirket af mange forhold, som udfolder sig i praksis. I indeværende projekt udfolder dette sig blandt andet i form af identificerede paradokser, særlige narrativer og ændrede hierarkiforståelser. Et andet af forskningsprojektets fund er, at digitale teknologier blot er en blandt flere faktorer, der er med til at forandre arbejdet og rykke ved den enkelte medarbejders funktion, rolle og dermed også faglige identitet. Derfor kan læringsinitiativer ikke alene tage et digitalt udgangspunkt i digital kompetenceudvikling, men må involvere faglige erfaringer og indsigter, som den enkelte medarbejder er i besiddelse af, som en ressource i omstillingen. På denne måde bidrager projektet også til at skubbe til grænserne for, hvad det vil sige at kompetenceudvikle sig i den digitale omstilling.Kompetenceudvikling kommer nemlig også til at handle om, hvordan man fx fårmedarbejdere mere med i en udvikling, og hvilke følgevirkninger en omstilling har på fx den faglige identitet, samarbejdsformer mv. Projektets udviklede dialogværktøj skal derfor bidrage til at gøre virksomheder i stand til bedre at forstå nogle af disse lokale følgevirkninger ved digital omstilling og på baggrund heraf udvikle strategier for den fortløbende kompetenceudvikling. Det skaber potentielt grobund for mere innovation og vækst, ligesom det skaber flere deltagelsesmuligheder, der kan have en gunstig indvirkning på trivslen blandt medarbejderne. I nedenstående følger fem anbefalinger, som er resultatet af forskningen og udviklet gennem samarbejde og dialog med netværket NVL Digital – arbejdsliv i løbet af 2022. De fem anbefalinger adresserer henholdsvis et policy- og/eller et praksisniveau. De første to anbefalinger henvender sig til et policy- og praksisniveau, der peger på rammerne for virksomheders digitale omstilling. De resterende tre anbefalinger peger på konkrete tiltag, der kan iværksættes i praksis.In the period 2021–2022, the NVL Digital – Working Life network has had a focus on digitalisation in small and medium-sized enterprises (SMEs), and an interest in how new digital competences come to emerge in the manufacturing industries, with a focus on the skilled and unskilled employee. With this report's findings and recommendations for policy and practice, the network contributes to improving Nordic companies' participation in the digital transformation. The project explores the ways in which digitalisation is unfolding and organising working life, and how new learning practices can meet new opportunities and challenges. The project is conducted as design-based research. This means that the project has generated a knowledge contribution in the form of recommendations, and that the project has designed a solution in the form of a mock-up for a dialogue tool described in the report. Furthermore, design-based research implies that the project is collaborative and that stakeholders related to SMEs in the manufacturing industry – i.e. employees, managers and representatives of organisations through networks and reference groups – have been involved in and contributed to the different phases of the project. Finally, design-based research involves developing and testing a design proposal to contribute to solutions for – in this case – thedevelopment of digital competences related to digital transformation. The main finding of the research project is that any digital transformation process shapes and is shaped by the concrete organisational practices of which it is a part. This means that the transformation is influenced by many factors that unfold empirically. In the present project, this unfolds in the form of identified paradoxes, particular narratives and changing understandings of hierarchy, among other things.Furthermore, another of the research project's findings is that digital technologies are just one of several actors that are helping to re-organise work and change the role and thus also professional identity of individual employees. Therefore, learning initiatives cannot only prioritize digital upskilling in digital competence development, but must also involve professional experiences and insights possessed by the individual employee as a resource in the transformation. In this way, the project also contributes to pushing the boundaries of what it means to develop competences in the digital transformation. Thus, competence development is also about how to getemployees more involved in a development and moreover about the implications on, for example, professional identity, forms of collaboration etc. The dialogue tool developed by the project team will therefore contribute toenabling enterprises to better understand some of these local implications of digital transformation and, on this basis, develop strategies for ongoing development of digital competences. This potentially creates a breeding ground for more innovation and growth, as well as creating more opportunities for participation that can have a beneficial impact on employee well-being. Below are five recommendations that are the result of the research and developed through collaboration and dialogue with the NVL Digital – Working Life network during 2022. The five recommendations are presented in an order that addresses a policy and/or practice level respectively. Barriers to employment for vulnerable groups in the Nordic countries : Toward a more inclusive labour market in the Nordics 2
This report is the second report in a research project examining how to increase labour market participation among vulnerable groups in the Nordic countries. In this report we develop a framework over employment barriers that vulnerable groups face in the nordic countries, based on an extensive targeted literature review. The purpose of the framework is twofold. First, we hope it can be a tool for practitioners to identify and address the broad range of barriers to employment that vulnerable groups potentially face. Second, the framework will be useful in future phases of this project, when we will operationalise and measure the prevalence of the barriers among vulnerable groups in the Nordic countries and analyse relevant and promising policies to help individuals with certain set of barriers
Gender-equal pensions in the Nordics : What can the Nordic countries learn from each other in order to close the gender pension gap?
All the Nordic countries have high rates of female employment and are often ranked among the most gender-equal countries in the world. Nevertheless, there exists a gap between women’s and men’s pensions in all these countries. The size of the gender pension gap varies considerably between 28% in Sweden and 5% in Iceland. The report offers knowledge about how pension systems’ design impacts the gender pension gap and provides examples of how the gap can be reduced. Data describing the gender pension gap and the gap in contributions and pension wealth have been collected from state agencies and research institutes in the Nordic countries for 2019. The report is part of a collaboration between the Swedish Women’s Lobby (SWL), the Finnish women´s rights organization NYTKIS and The United Federation of Workers in Denmark 3F and is funded by the Nordic Gender Equality Fund
