No full textIn this report leading researchers within law and digitalisation from Norway, Sweden, Finland, Latvia, Estonia, Lithuania, and Denmark present the fundamental characteristics of the digitalization of their national public administrations from a legal perspective. An important conclusion of the DigiLaw project is that the Nordic-Baltic countries possess different specialised expertise and experiences when it comes to public digitalisation, and from different angles and at various levels, all researchers recommend strengthening the Nordic-Baltic cooperation when it comes to sharing experiences and handling challenges related to public digitalization

No full textThis report presents the findings of a study of the various approaches taken by the Nordic countries to involve the private sector in national strategies to achieve climate targets. As part of their climate mitigation strategies, each Nordic country has engaged the private sector in climate action through specific government-led public-private collaboration initiatives. The report’s primary objective was to analyze and compare the diverse strategies adopted by Nordic governments to seek input from the business and industry sectors in the form of roadmaps developed in coordination with public authorities. In all the Nordic countries such sector roadmaps are viewed as important components of public policies to achieve national climate targets

Men and boys tend to be less interested in both sustainability and gender equality. How can organisations strengthen the conscious and committed, while also bringing underrepresented voices to the table? This report analyses experiences of young people in Nordic nonprofit organisations from a gender and climate perspective. It identifies clear patterns and obstacles and considers key approaches to enabling more inclusive youth movements.
Data Retention Law in the Nordic Countries : A Comparative Study
No full textData related to use of electronic communications services play an important role in the investigation of crime and protection of national security. To secure the availability of such data, legislation has been passed imposing obligations of data retention on service providers. Data retention interferes with rights to privacy and data protection, and to be lawful in relation to these rights the legal regulation must fulfil several conditions. Uncertainty about the exact limitations and conditions applicable to the regulation, has led to disparate development of the legal regulation of data retention in the Nordic countries. The report compares the data retention regulation in the Nordic countries in force as per November 2023 and analyses the differences. Important findings are that the greatest problems concern data retention related to online services, and that legal concepts that prima facie are similar, still may have different meanings in different countries

No full textPohjoismaiden ja Baltian maiden digitalisaatioalan yhteistyöohjelma linjaa poliittiset priorisoinnit vuosiksi 2025–2030. Ohjelma kattaa Pohjoismaat ja Baltian maat. Yhteiskuntamme perustuvat demokratiaan, tasa-arvoon, inhimilliseen pääomaan ja sosiaaliseen vastuuseen. Digitaalisessa siirtymässä on pidettävä kiinni näistä periaatteista nyt ja tulevaisuudessa. Digitalisaatio ja tekninen innovointi ovat jo itsessään merkittäviä kehitystekijöitä yksityisellä ja julkisella sektorilla, ja lisäksi ne ovat vihreän siirtymän keskeisiä mahdollistajia. Yhteistyötä määrittävät alueemme yhteiset mahdollisuudet ja haasteet, jotka liittyvät osallistavan ja turvallisen digisiirtymän luomiseen, kilpailukyvyn ja vihreän kasvun vahvistamiseen sekä liikkuvuuden ja integraation lisäämiseen siten, että alueen ihmisillä, yrityksillä ja viranomaisilla on käytössään turvallisia ja tehokkaita rajat ylittäviä digipalveluita.

No full textMinisterineuvostossa tehtävä työ kattaa maa- ja metsätalous-, kalastus-, vesiviljely- ja elintarvikeasiat. Ministerineuvoston toimialat tiivistetään usein pohjoismaiseksi biotaloudeksi, joka käsitteenä pitää sisällään luonnonvaroihin perustuvan talouden ja yhteiskunnallisen kehityksen. Biotalouden merkitys on suuri kaikissa Pohjoismaissa, ja maaseutualueilla sen merkitys on ratkaiseva. Biotalouden avulla luodaan hyvinvoivia ja häiriönsietokykyisiä yhteiskuntia, joissa kilpailukykyisillä yrityksillä on edellytykset menestyä. Kaudella 2025–2030 seuraavat kolme tavoitetta luovat alan suuntaviivat: vihreä siirtymän vahvistaminen, kilpailukyvyn lisääminen ja häiriönsietokyvyn ja resilienssin vahvistaminen.

No full textOikeussektorin pohjoismaista yhteistyötä johtavat Pohjoismaiden oikeusministerit. Yhteistyö perustuu Helsingin sopimuksen periaatteisiin, pohjoismaisen yhteistyön yleisperiaatteisiin ja priorisointeihin sekä kulloinkin voimassa olevaan yhteistyöohjelmaan. Pohjoismaiden oikeusministerien yhteistyössä vuosina 2025–2030 painotetaan ponnisteluja Pohjoismaiden lainsäädännön yhdenmukaisuuden, pohjoismaisen oikeusvarmuuden ja rikollisuuden ennaltaehkäisyn ja torjunnan puolesta. Yhteistyössä keskitytään myös erityisesti rikollisuuden ja terrorismin torjuntaan niiden rajat ylittävän luonteen vuoksi.
