Who drives green innovation in the Nordic Region? : A change agency and systems perspective
No full textIn addressing the critical challenge of systemic sustainability, this report explores the need for more than a one-size-fits-all approach in the Nordic Region. It investigates the role of change agency processes and the impact of policies and framework conditions on green transition changes in business sectors. Our two case studies reveal some of the bottlenecks and drivers of innovation and explore them from a systemic perspective and in different geographic scales, both from a place-based and place-less perspective. The methodology adopted in the report is comprehensive, including a deep dive into the evolution of innovation theory and policy, following by an in-depth analysis of green innovation in two sectoral developments, including multi-storey wood construction and the so-called ‘protein shift’. It examines the roles of different stakeholders, including governments, businesses, and communities, in fostering an environment conducive to systemic change. The report relies on the academic and policy evolution of innovation theory and practice, identifying, what is argued to be, an emerging generation of innovation policies focused not only on economic but also on societal and environmental goals, which has generated a heated debate. To add nuance to this debate, our report utilised sector-based case studies relying on expert interviews to shed light on the roles of different agents in producing, not only technological but systems innovation. Against the background of systems innovations theory, this study provides some insights into the relevance of place, and proximity – not just geographic, but cognitive, institutional, organisational and social proximity. regional innovation landscape. Key findings reveal that systemic green innovations in the Nordic region happen as a result of the sum of multiple actors intentionally and unintentionally driving change in place-based and place-less settings. Several obstacles hinder setting a clear direction to innovation and path creation as these barriers are deeply entrenched in governance complexities, social institutions, and place-based industrial and structural path dependencies. Disrupting technological and systems ‘lock-ins’, is therefore, not the role of single agents but the result of multiple ones acting on a place-based or technology-based setting, and requires enhanced policy frameworks, and entrepreneurial public institutions moving beyond setting the ‘rules-of-the-game’ to actively orchestrating action, mobilising stakeholders and facilitating co-operation. The report emphasizes the significance of knowledge exchange and the creation of trust-based networks to accelerate the adoption of green innovations. It concludes by demonstrating that different green innovations develop under very different conditions and processes.

Starka sociala band och ‘den mjuka gränsen’ främjar arbetskraftens rörlighet och affärssamarbeten, vilket bidrar till ökad konkurrenskraft och större marknader. Rapporten identifierar även gränshinder som påverkar individer, pendlare, och företag i gränsområdet. Den betonar vikten av dialog och samverkan för att ta tillvara möjligheter och hitta lösningar på gemensamma utmaningar. Rapporten framhåller att den regionala politiken i båda länderna ger regionerna ansvar för utveckling, men pekar på skillnader i hur gränsöverskridande aspekter hanteras. Den understryker vikten av gränsöverskridande samarbete för att skapa en integrerad arbetsmarknad och främja ekonomisk utveckling, trots att dessa aspekter har fått minskad uppmärksamhet i de nuvarande nationella strategierna. Nordisk samarbeid om funksjonshinderspørsmål – Årsrapport 2023
No full textDet nordiske funksjonshindersamarbeidet involverer sivilsamfunnet, politikkområder og akademia. Denne rapporten beskriver et robust samarbeid som bidrar til politikk- og kunnskapsutvikling. Samarbeidet er med på å bygge det nordiske fellesskapet, er nyttig for å nå våre nordiske visjoner, og for å bedre velferdstjenester til mennesker med funksjonshinder. Resultatene av det nordiske tverrsektorielle samarbeidet på funksjonshinderområdet rapporteres regelmessig til embetsmannskomiteen for sosial- og helsepolitikk (EK-S), og annethvert år til Nordisk råd. Dette er den første rapporteringen fra nordisk samarbeid om funksjonshinderspørsmål i den nye programperioden 2023–2027. Rapporten omfatter temaet digital inklusjon, som ordførerlandet Island løftet fram i 2023, samt aktiviteter på fokusområder i programperioden 2023–2027: menneskelige rettigheter, deltakelse og fri bevegelse. Rapporten redegjør også for hvordan det går med døvblindvirksomheten, støtteordningen for økt samarbeid mellom funksjonshinderorganisasjoner og forskning og utviklingsarbeid. Det redegjøres her også for aktiviteter i Rådet for nordisk samarbeid om funksjonshinderspørsmål, som er Nordisk ministerråds rådgivende organ for implementering av funksjonshinderperspektiv i alle virksomhets- og politikkområder
Ecodesign requirements for circularity of servers and data storage products
No full textThe report is carried out by Viegand Maagøe A/S for the Nordic Working Group for Circular Economy (NCE), Nordic Council of Ministers. The objective is to support the development of the European Union’s product policy, more specifically the increased focus on environmental aspects and circular economy in the EU Ecodesign Directive. The project focuses on possible regulation of scarce, environmentally relevant, and critical raw materials. The study identifies current regulations, legislations, and standards and defines and recommends relevant policy options. The content of the study is based on input from stakeholders in combination with literature reviews. The outcome is an overview of potential policy measures that could be implemented within the European ecodesign framework, and other potential policy measures especially measures related to green public procurement

No full textNature-based solutions (NBS) are increasingly attracting interest in research and practice due to their potential to address climate change, while at the same time safeguarding biodiversity and improving human well-being. The effective and efficient integration of NBS into Nordic planning and action, however, is still developing. This report, based on the S-UMMATION project, investigates enabling and constraining factors for effective and efficient implementation of NBS through interpretative case study analysis of eight NBS-projects in the Nordics. The report summarises experiences, derives insights and collects lessons-learnt, relevant for the future development of NBS in the Nordics. Better and harmonized statistics on plastic material flows : A summary report from a Nordic workshop
No full textIn 2022, the UN initiated negotiations for a global agreement to end plastic pollution, with a mandate to address the full life cycle of plastic products. However, statistics and data on plastics production, composition and recyclability is currently fragmented or lacking altogether, and there is a clear need for improved data and statistics. In February 2024, a Nordic workshop on "Better and Harmonised Statistics on Plastic Material Flows" was organised in Oslo. The workshop gathered technical experts from Nordic statistics bureaus, customs offices, and environmental agencies, with the aim of identifying the most important statistical information to include in national inventories and critical knowledge gaps that need to be overcome in data collection and quality. The Working Environment of the Future : Digitalization and OSH Challenges in the Nordics
No full textThis report explores occupational and safety (OSH) risks and work environment challenges associated with digitalization and non-standard forms of employment in the Nordic countries. The chapters analyse how new technologies and work arrangement can both create new and exacerbate existing work environment challenges based on reviews of existing research literature and empirical case studies of platform-mediated gig work in the Nordic countries. They highlight a number of OSH risks and work environment challenges, emerging from the interaction between new technologies and how they are implemented, workers’ forms of employment, and labour process– and industry-specific features. The report advances the empirical knowledge about digitalization, employment status and OSH in the Nordic countries, and concludes by developing a risk factor framework that identifies seven risk factors
