    Nordiska ministerrådet ska integrera ett miljö- och klimatperspektiv, jämställdhetsperspektiv och ett barnrätts- och ungdomsperspektiv.     Med jämna mellanrum återuppstår den – debatten om svenska myndigheters kommunikationsverksamheter. Ibland är det enskilda kampanjer som diskuteras och andra gånger principerna. Däremellan hamnar fokus på kostnaderna eller antalet kommunikatörer.Diskussionerna är ofta polemiska, och många gånger kan det vara svårt att få en klar bild av verksamheterna bortom debatten – vilka inriktningar myndigheters kommunikationsverksamheter har, hur pass omfattande de är, vad syftet med dem är och vad det är som bestämmer utformningen. Därför kan det också vara svårt att säga något om verksamheternas styrkor och svagheter, och vilka konsekvenser de har för myndigheter, andra aktörer och samhället i stort. Vad vi vet om svenska myndigheters kommunikationsverksamheter försöker råda bot på detta. I nio kapitel redovisar Magnus Fredriksson och Josef Pallas vad forskningen har att säga om svenska myndigheters kommunikationsverksamheter – hur verksamheterna ser ut, hur de har förändrats över tid, vad som driver dem samt vilka konsekvenser de har för styrningen, organiseringen och ledningen av myndigheter. Resultatet är en bok som ger en bred och nyanserad beskrivning av en verksamhet som omfattar ett stort antal aktiviteter – ibland inom ramen för det som händer på kommunikationsavdelningar men minst lika ofta i andra sammanhang

    We are strong countries united by a unique social model, with high levels of trust, a long shared history and co-operation with deep roots. We have a need for that strong sense of community now. That is why the title of the Presidency of the Nordic Council of Ministers in 2026 is The Nordic Region: Strong ties in changing times.  We will use the Presidency to bring all eight Nordic countries even closer together and work to realise the prime ministers’ vision of the Nordic Region as the most integrated and sustainable region in the world. We will achieve these goals by concentrating on specific policy areas. In particular, we will encourage closer co-operation in civil society as the Nordic Region consists, first and foremost, of its people.

    Can economic instruments promote a circular economy?

    The report analyses the potential of developing new economic instruments or modifying existing ones to promote the transition towards a circular economy, with examples from the textile- and construction sector. The results are similar for the two sectors. Economic instruments that could promote circularity include environmental taxes, such as natural resource taxes, import taxes, waste taxes, as well as Extended Producer Responsibility, VAT, and subsidies. A more in-depth analysis of the implementation of environmental taxes in the respective sectors show that taxes can be used to affect the market and consumer behaviour. However, the results indicate that the tax level needs to be relatively high to boost a shift towards circular economy. The results also show the difficulty in anticipating environmental and socio-economic impacts of a tax

    Green and healthy Nordic cities : How to plan, design, and manage health-promoting urban green space

    This handbook is the culmination of the NORDGREEN project, which develops and implements smart planning and management solutions for well-designed, high-quality green spaces that promote health and well-being. Researchers and practitioners worked alongside one another in six Nordic cities: Aarhus (Denmark), Espoo and Ii (Finland), Stavanger (Norway), and Täby and Vilhelmina (Sweden). Together, the researchers and practitioners applied methods including GIS data analysis, statistical analysis, PPGIS surveys and analysis, policy document analysis, interviews, and evidence-based design models. The handbook uses an innovative framework based on the multi-disciplinary approach of the project, using epidemiological studies, environmental psychology, policy and management, and citizen participation. These fields of study and their respective methodologies are divided into the four so-called NORD components—NUMBERING, OBSERVING, REGULATING, and DESIGNING—which, accompanied by a BACKGROUND section reviewing the evidence linking green space and human health, form the bulk of the handbook. Some key take-away messages from these chapters include: There is a fairly broad consensus that access to, and use of, natural and green areas have a positive influence on people’s health and well-being. Both perceived and objective indicators for access to green space and for health are needed for making a more comprehensive evaluation for how people’s health is influenced by green space. Citizens’ experiential, local knowledge is a vital component of urban planning, and PPGIS can offer practitioners the opportunity to gather map-based experiential knowledge to provide insights for planning, designing, and managing green spaces. Alignment, both vertically across the political, tactical, and operational levels, as well as horizontally across departments, is critical for municipal organisations to foster health-promoting green spaces. Evidence-based design models can provide important categories and qualities for diagnosing the gaps in existing green spaces and designing green spaces with different scales and scopes that respond to the various health and well-being needs of different people. Based on the research and lessons learned from the six case study cities, the handbook provides practitioners with a TOOLBOX of adaptable methods, models, and guidelines for delivering health-promoting green spaces to consider in their own contexts. By reading this handbook, planners and policymakers can expect to gain (1) a background on the evidence linking green spaces and health, practical tools for planning, designing, and managing green spaces, (2) tips from researchers regarding the challenges of using various methods, models, and guidelines for delivering health-promoting green space, and (3) inspiration on some success stories emerging from the Nordic Region in this area of study. The handbook covers a wide range of health and urban green space topics. Landscape architects will find evidence-based design models for enhancing existing green space design processes. Planners will find methods and guidelines for identifying, collecting, and analysing both qualitative and quantitative green space and health data from statistical databases, national citizen surveys, and map-based participatory surveys. And all practitioners will find guidelines for achieving programmatic alignment in their work for delivering health-promoting green space.NORDGREE

    Waste management in the northern latitudes is often more challenging than in the more central regions. Under the Arctic climate conditions with large distances between settlements and to the recycling facilities, and relatively smaller markets and volume of produced waste, there are special needs for developing new innovative solutions for waste management.  WANO focuses on cross-border business and innovation cooperation in the field of waste management, including municipal and industrial waste, in the regions of Troms, Finnmark and Nordland (Norway), Lapland and North Ostrobothnia (Finland) and Norrbotten (Sweden). The project identifies key actors, technologies, innovation trends, and cross-border collaboration possibilities in the Arctic waste sector. Among the lessons learned so far which are highlighted in this policy brief are that waste management in Norway has already taken important steps to promote innovation and cooperation but that there is a demand for additional knowledge-based expertise among the waste management actors in north Norway. Cross-border initiatives are welcomed in north Norway by the actors. The big hindrance seems to be “know-who”: the Norwegian actors need more information about the actors across the border in north Finland and north Sweden

    The Evaluation of Nordic Electricity Retail Markets analyses their commonalities while also highlighting their differencet advantages and disadvantages. The retail markets in the Nordics are generally competitive and well-run. There is still need for improvement, though, as consumers lack confidence in the industry and are dissatisfied with their suppliers. Here, the study offers specific suggestions: Apart from the overall recommendation to enhance the enforcement of current regulations, you can also learn from your Nordic counterparts: from industry-drafted standard contracts in Norway to a publicly accessible Swedish complaints list. In Finland energy efficiency has increased because of a public awareness campaign, and all the Nordic nations have succeeded in introducing some form of assistance for end users throughout the energy crisis

    Bornholm, Færøerne og Island står over for specifikke udfordringer med batteriaffald, og projektet ’Batterier i nordiske småsamfund’ har haft til formål at analysere data, de reguleringsmæssige rammebetingelser, barrierer og muligheder for at styrke miljøvenligt forbrug og bortskaffelse af batterier og akkumulatorer i de tre samfund nu og i fremtiden. På tværs af de tre nordiske småsamfund konkluderes det, at der er behov for implementering af konkrete visioner og målsætninger for batteriforbrug, indsamling og bortskaffelse, samt styrkelse af affalds monitorering og informationskampagner. Konkrete anbefalinger til myndighederne i Bornholm, Færøerne og Island er ligeledes udformet med initiativer til kort- og langsigtede styrkelse af håndteringen af batteriaffald

    End-of-life treatment of Hydrofluoroole-fins (HFOs)

    This report examines the current use of hydrofluoroolefins (HFOs), also called unsaturated hydrofluorocarbons (uHFC) in the Nordic countries and maps the existing systems to secure the safe recovery, collection, and treatment of HFOs that are no longer in use. Furthermore, this study explores and proposes measures and options for effective systems for collecting and treating HFOs in the Nordic countries when they are no longer needed. In addition to the Nordic countries of Denmark, the Faroe Islands, Finland, Iceland, Norway and Sweden, Germany and Switzerland were also included to provide a beyond Nordic perspective
