Nordic-Baltic Cross-Border User Stories
This report explores how cross-border “life events” — moving for work, working abroad while living at home, and starting a business abroad — play out in the Nordic-Baltic region. It shows that while digitalisation has improved many processes, differences in national IDs, tax systems and administrative rules still create barriers. The report highlights three foundations for better services: interoperability, balancing digital progress with inclusion, and trust and security. It also points to EU initiatives such as the European Digital Identity Wallet and the Once Only Technical System as key tools to reduce bureaucracy and strengthen mobility. The findings offer policymakers concrete insights and best practices to make cross-border life simpler and to advance the Nordic Vision 2030 goal of becoming the world’s most integrated region

The literature review places particular emphasis on the museum sector and the performing arts sector in the Nordic countries but also addresses the cultural sector in general

FN’s globale biodiversitetsaftale opfordrer alle lande til at øge inddragelsen af borgerne og borgernes viden i beskyttelsen og forvaltningen af naturen. I mange lande findes der allerede i dag et samarbejde mellem borgere, myndigheder og forskere. Med udgangspunkt i erfaringer fra de nordiske lande beskriver denne rapport praksis og anbefalinger til borgerinddragelse i naturforvaltningen i Arktis. Første del af rapporten beskriver borgerinddragelse i naturforvaltning i Porsangerfjord i Norge, Breiðafjörður-bugt i Island, og Disko Bugt i Grønland. Næste del af rapporten handler om praksis og anbefalinger til borgerinddragelse i naturforvaltning på Færøerne med jagt på havfugle som eksempel. Sidste del af rapporten giver anbefalinger til, hvordan borgere kan blive mere inddraget i forvaltning af naturen i Arktis, så myndighederne kan leve op til FN’s globale biodiversitetsaftale

Driven by the Draghi report, technology and geopolitical risk, the EU is actively reviewing its merger guidelines. The Nordic Council of Ministers has commissioned this analysis to explore the conditions under which cross-border mergers and acquisitions (M&A) can deliver broad societal benefits, while also identifying the risks to competition and consumer welfare. While advanced economies have experienced steadily increasing market concentration and profitability, the underlying drivers are contested. Part of the explanation lies in structural changes such as globalisation and the rise of intangible assets. The analysis aims to provide a framework and knowledge base to inform policy decisions that balance economic efficiency with strategic resilience in a rapidly evolving European industrial landscape
Masculinity in Nordic gender equality 2019-2024 : Concepts, perspectives and differences
The Nordic Council of Ministers regularly publishes reports aimed at providing a basis for the development of gender equality policy in relation to various social challenges. In recent years, the concept of masculinity has begun to be referenced repeatedly in such publications. But what does it mean that men and masculinity are highlighted in these reports? How are the concepts of men and masculinity used and how are problems, causes and solutions constructed? This publication analyses twelve gender equality policy reports published by the Nordic Council of Ministers between 2019 and 2024. Based on current scientific discussions, perspectives are provided on previous initiatives and a basis for how research can guide Nordic gender equality policy going forward
Declaration: Promoting participation of persons with disabilities through inclusive, fair and accessible artificial intelligence
For persons with disabilities, AI can offer plenty of opportunities. But at the same time, concerns about human rights, participation, accessibility and gender equality in the use of AI are raised. The Nordic ministers of Health and Social Affaris together with the Nordic and Baltic ministers of Digitalisation have committed to promote participation of persons with disabilities through inclusive, fair and accessible artificial intelligence in this ministerial declaration
Smart communities in the Nordic-Baltic region: A literature review : Indicators and Policies for Bridging the Urban-Rural Digital Divide
Past studies have identified a weak business case for 5G in the Nordic-Baltic region, often attributing this to the persistent challenges of the urban-rural digital divide and the region’s relatively low population density. Gaining a deeper understanding of the on-the-ground effects of enhanced digital connectivity, particularly 5G, on local businesses and overall quality of life can yield valuable insights and incentives. These insights in turn can facilitate a more inclusive rollout of emerging digital solutions, aligned with local needs. The present literature review has identified both the most prevalent and the currently understudied indicators in this context. The review identified a set of indicators aimed at addressing remaining gaps in the scholarly and policy debate on the best practices and lessons learned from smart rural communities in the Nordic-Baltic region
