Waste prevention in the Nordics : What policies and measures are needed to prevent waste production and promote reuse?
This study, funded by the Nordic Council of Ministers’ Working Group for Circular Economy (NCE), aimed to identify realistic and effective measures to strengthen waste prevention and the promotion of reuse in the Nordic region, with a focus on municipal waste. More specifically, the project aimed to: (1) map existing measures to reduce municipal waste from households, businesses, and institutions, (2) identify effective policy measures and steering instruments, with a specific focus on economic steering instruments, and (3) develop policy recommendations for the implementation of good practices for waste prevention and reuse in the Nordics. The study emphasises that transitioning to a circular economy requires a fundamental shift from recycling-focused policies to a holistic approach that addresses the entire product lifecycle

This report offers comparable information on how migrant integration is steered and organised in the Nordic countries in 2025, and outlines strategic directions in integration policy. The report offers up-to-date and, where possible, comparable information on how the integration of migrants and refugees is steered, coordinated and implemented across the Nordic countries. It provides an overview of how responsibilities for integration are distributed among relevant ministries, agencies, and local-level actors. It presents a snapshot of strategic policy directions and recent legislative developments, alongside practical insights into the implementation of key integration measures, such as introduction programmes, settlement schemes, and language training in each country. The report concludes with a summary, a brief comparison across the countries, and an overview table
EXPO 2025, Osaka, Japan : Impact and Key Results
The World EXPO gathers political and corporate decision-makers from around the world to address global challenges in need of international business collaboration. EXPO 2025 took place in Osaka, Kansai, Japan from April 13th to October 13th. Nordic Council of Ministers, Denmark, Finland, Iceland, Norway and Sweden joined forces to present Nordic values and solutions on the global stage. Together, we aimed to strengthen ties with Japanese and other international companies, foster new partnerships, and exchange knowledge on how to build resilient, inclusive societies

Promoting digital inclusion of immigrant women in the Nordic countries
How do policies and practices address digital exclusion of immigrant women in the Nordic region? This working paper explores the digital inclusion of immigrant women in the Nordic countries, a group identified as particularly vulnerable to digital exclusion. Despite high levels of digitalisation in the region, many immigrant women—especially those newly arrived, with limited local language skills, or from lower socioeconomic backgrounds—face significant barriers to accessing and benefiting from digital services. Through policy analysis, document review, and interviews with civil society actors in Finland, Norway, Sweden, and Denmark, the study examines the current policy landscape, identifies key challenges, and highlights effective practices for promoting digital engagement
Nordic Biodiversity Framework : Laying the foundation for Nordic synergy regarding the Global Biodiversity Framework
Rapid biodiversity loss is a global crisis. In 2022, 196 countries, including the Nordics, adopted the Kunming-Montreal Global Biodiversity Framework (GBF). Moving from agreement to implementation requires science-based, locally grounded, and transnational collaboration. In 2024, Iceland, Finland, and Denmark launched the Nordic Biodiversity Framework (NBF) to support such synergy. While culturally similar, the countries differ in environment, governance, and EU status, offering valuable learning opportunities. National workshops highlighted shared challenges: unclear definitions, lack of support, limited policy and need for better understanding of the Ecosystem Approach. Despite these barriers, there are efforts ongoing to implement the GBF in these countries, and there is clearly a general increase of awareness of biodiversity within both the public and political spheres
Toolbox for a Secure Energy Supply : Capacity Mechanisms and Non-Fossil Flexibility Support Schemes
The Nordic countries are reassessing system adequacy due to the changing security situation and the evolution of the energy system in the green transition. Previously, the energy-only market was seen as providing sufficient investment incentives, but Nordic ministries are now considering European tools like Capacity Remuneration Mechanisms (CRM) and the Non-Fossil Flexibility Support Scheme (NFFSS). To support decision-making, the Electricity Markets Group commissioned a study on design options and their fit for Nordic needs. Before implementing a CRM or NFFSS, it is crucial to assess whether intervention is necessary. Market-wide CRMs are costly and should only be introduced if justified. Mechanisms must incentivise viable solutions, distribute costs fairly, and align with EU regulations while minimising market distortions
