Natural vibrations of a cylindrical shell with the end cap. I. Asymptotic analysis
Low natural frequencies and vibration modes of the structure, consisting of a closed circular cylindrical shell with the end cap, having the shape of a shallow spherical segment, are examined in the paper using numerical and asymptotic methods. There are three types natural vibrations of the structure. Natural frequencies and vibration modes of the first type are close to the frequencies and vibration modes of a shallow spherical shell, modes and frequencies of the second type - to frequencies and modes of a cylindrical shell, and those of the third type - to frequencies and modes of vibration of a cantilever beam with a load at the end. In the first part of the research approximate values for the frequencies of vibrations of the first type are found by asymptotic methods. Asymptotic and numerical results obtained with finite element method are in good agreement.The research was supported by Russian Science Foundation (project No. 23-21-00111),

Subjects of the right to self-determination in contemporary international law
The issue of subjects of the right to self-determination is one of the most controversial issues
in the theory of international law. The author, researching etymology, as well as cases
of application of concepts “people” and “nation”, pays attention to their interchangeability
and sometimes identification. The author proposes to view people (in a narrow sense) as a
spatial, related to a particular socio-economic, linguistic, cultural and spiritual way of life, of
individuals. Broadly speaking, a people is characterized as a social community that acquires
a political identity and thereby becomes a nation, under certain circumstances, a State. The
article proposed criteria for the self-determination of peoples and nations in accordance
with the current international order and architecture. The research focuses on institutions
such as uti possidetis juris and remedial secession. The author’s analysis of the advisory
opinion of the International Court of Justice on Kosovo is of some interest. In considering
the problem of indigenous and small-numbered peoples and national minorities, the author
proceeds from the possibility that they may exercise their right to self-determination in the form of territorial autonomy or self-organization (self-government), depending on their
number, characteristics of resettlement and other circumstances. Both models (territorial
and extraterritorial) are designed to give indigenous peoples their identity, based, inter alia,
on established traditions and customs, Development in accordance with the fundamental
laws of the State and the norms of international law, while preserving the stability and territorial
integrity of the State. On the basis of the jurisprudence of the Human Rights Committee,
various aspects of the legal personality of individuals in the exercise of the right to
self-determination have been examined
Features of the constitutional and legal status of the governments of the member states of the Eurasian Economic Union
The consideration of the peculiarities of the constitutional and legal statuses of the governments
of the Eurasian Economic Union (EAEU) states (Russia, Belarus, Kazakhstan, Armenia
and Kyrgyzstan), in the context of the economic integration in the Eurasian post-Soviet
space that is increasingly deepening today, is of considerable practical interest. The authors
note that the differences in the constitutional and legal statuses of the governments of the
EAEU states are primarily due to the peculiarities of the forms of government enshrined in
the constitutions of these states, which, for the most part, cannot be classified according to
the traditionally distinguished sub-forms of the republican form of government. Despite the
debatable nature of the structure of the constitutional and legal status of the government, the
authors, taking into account the peculiarities of the forms of government enshrined in the
EAEU states, focus on such elements as: constitutional and legal characteristics; composition,
procedure for the formation and early termination of powers; competence. Summing up the
overall results of the study, the authors come to the conclusion that, despite the presence of
common views on economic integration, the EAEU states do not seek unification in terms of
the organization of state power on their territory. However, despite this, the general trends
towards the possible improvement of the constitutional and legal status of the governments
of the majority of the EAEU states can still be identified. These include, first of all, a gradual
increase in the degree of independence of governments from the head of state, which, in turn,
can be achieved by strengthening the direct interaction of the government with the parliament,
as well as by taking into account the opinion of the parliament or its lower house when
forming or early termination of the government’s powers

Shanghai and Saint Petersburg are sister cities. Shanghai was the very first sister city of Saint
Petersburg in China. The cities are linked by long-term fruitful humanitarian and economic
ties. Economic cooperation between the two cities has been and remains one of the priorities
of interaction for the development of cities. Saint Petersburg — Shanghai economic cooperation
has great potential. The level of cooperation on the range of economic and other issues is
constantly expanding, the demand for legal assistance is also increasing, respectively. Therefore,
the establishment of the Center of Legal Services Saint Petersburg — Shanghai is of great
importance. This Center will be committed to the development and prosperity of the two cities,
expanding mutually beneficial trade, economic and investment cooperation, broadening
and deepening cooperation ties in various economic sectors, consolidation of legal services
resources and establishment of a mechanism for communication and coordination between
government departments and enterprises of the two cities, conducting specialized Webinars
dedicated to the establishment of the Center of Legal Services Saint Petersburg — Shanghai
and various legal topics, publishing a white paper, legal branding, successful holding of the
Forum on the legal services of the Shanghai Cooperation Organization, strengthening the
docking of high-quality projects, creating a new model of economic and trade cooperation,
consolidation of the foundation for Sino-Russian economic and trade cooperation, creation
of an integrated single digital platform for the exchange of information; information exchange
for further discussion of issues of cooperation in such areas of mutual interest as legal control
by legislative bodies, prevention and control during the pandemic, trade and economic
development and humanitarian exchanges for enterprises of Russia and China, in order to
give impetus to the further development of relations between Saint Petersburg and Shanghai
as sister cities
Green agenda in the modern practice of countries and regions: In search of a unified approach
Although international environmental cooperation goes back several decades, negotiation
and rule-making processes aimed at ensuring sustainable development of the individual regions
and world economy have intensified in last years. In the context of the simultaneous
intensification of international pressure to “green up” world economy and the growing contradictions
between the international actors, the team of authors set a goal to identify the areas
of common interest and main disagreements in the positions of key actors on the transition
to low carbon development. The research is based on the use of historical and systemic approaches,
analytical, bibliographic, logical, structural methods. The authors put forward and
test the hypothesis about the primacy of the international approach to the “greening up” of the
modern economy. The evolution of the perception of greenhouse gas emissions from a natural
satellite of economic progress (before the 1960s) to the main cause of global warming (since
the 1990s) is shown. Key international climate agreements and initiatives were systematized,
to record the transition from strict top-down benchmarks of harmful emissions reduction to
softer self-determined commitments and “green” projects. The conducted correlation analysis
revealed the reasons for national differences in the formation of the climate agenda. For
the studied group of countries, population and GDP have the greatest impact on CO2 emissions.
Developed countries are characterized by an inverse relationship: population growth
and GDP growth lead to a decrease in emissions, which can be explained by the predominant
share of the service sector in the national economy. Industry and foreign direct investment are
the key generators of hydrocarbon pollution in the EU, in India and China respectively. The impossibility of resolving problems at the regional level has led to the delegation of authority
to national and international institutions. The article will be of interest to specialists involved
in the shaping environmental programs, experts in the field of the regional economy
Identification of Collector Properties of Relaxational-deformable Gas Stratum Based on the Development History Data
Improvement of efficiency of oil and gas reservoir development is directly connected with the reliability of the implemented development project, characterized by its full adequacy to the reservoir conditions. Such adequacy in designing the development of oil and gas reservoirs is most often ensured by providing comprehensive informativeness of the implemented reservoir hydrogasdynamic model, even with insufficient information about the physical and geological characteristics of the model. Due to the great diversity of these characteristics that directly affect development indicators, and the need to know them during the reservoir development process, the said adequacy of the implemented development project is established by using the effective algorithms, which maximally take into account these aspects of providing comprehensive informativeness of the implemented reservoir hydrogasdynamic model, one of which is the identification algorithm. The implementation of this algorithm can identify the physical and geological characteristics of the reservoir system hydrogasdynamic model being implemented, using the reservoir development data for the previous periods (according to the development history). In view of the above, the article proposes a method for identification of filtration-capacitative parameters of the relaxation-deformed reservoir based on the model of real gas filtration in the gas mode, using data from the development history. This technique makes it possible to simulate changes (to carry out identified determination) of permeability and porosity in all points of the relaxation-deformable gas reservoir, as well as to obtain a corresponding gas-dynamic predictive model of development

Зоологический кабинет: История одной фотографии
21 марта 2023 года в 17.00 в читальном зале Научной библиотеки (Университетская наб.7-9) состоялась открытая лекция главного библиографа Романовой Е.А. "Зоологический кабинет, или История одной фотографии". Фотография – уникальное явление, застывший кусочек жизни, возможность вернуться назад, в прошлое. Парадокс снимков в том, что они, пройдя через время, переживают своих героев. Этих людей давно уже нет, но в то же время мы смотрим — и вот они: веселы, счастливы, живы. Старые фотографии хранят молчаливую правду о прошлом, и пробуждают желание понять то время и тех людей, которые смотрят с потемневших изображений. Что же скрывается за небольшой фотографией студентов и сотрудников Университета? О чем она может поведать нам? Может быть, о судьбах, историях и… книгах?
В ходе лекции слушатели узнали об ученых-зоологах, изображенных на фотографии, познакомятся с их биобиблиографией. Особое внимание уделено изданиям по истории С.-Петербургского университета
Personality traits and psychological self-regulation of students online and offline: To the question of “digital” aspect of socialization
Internet activities, especially in adolescents and young people, are related to higher emotions and
the wider social roles, comparing to offline. The aim of the study was to reveal manifestations of personality traits and psychological self-regulation online comparing to offline, as well as their
relationship with user activity, relationship to Internet and subjective well-being. 260 students
filled the Brief Personality Scale, the Balanced Measure of Psychological Needs Scale, and the
Cognitive Emotion Regulation Questionnaire, first with original instruction, and then with instruction
to assess whether these features are more likely to manifest online or offline. Additional
measures included scales of assessment of subjective well-being, user and combined activity,
digital competence, attitude to technology, attitude to the digitalization of education. The suggested
modifications of the Balanced Measure of Psychological Needs Scale, and the Cognitive
Emotion Regulation Questionnaire had sufficient reliability-consistency, which allows use them
in research aimed at comparing psychological manifestations online and offline. On the Internet,
compared to offline, students were less satisfied with relatedness; they are less self-blaming, accepting,
ruminating, focusing on planning, had lower scores on positive reappraisal, perspective
taking, and catastrophizing. Higher levels of autonomy, acceptance, rumination, positive refocusing,
and perspective taking were related to higher offline rather than online manifestations
of these traits. User activity was associated with greater online autonomy, the combined (online
and offline) activity — with online competence, and with greater excitability of the digitalization
of education with online competence and positive reappraisal. Differences in the manifestations
of psychological self-regulation online and offline were not related to subjective well-being. It
can be assumed that students’ assessment of their possibilities of psychological self-regulation
online, comparing to offline, describes their relationship to their Internet activities and self-image
but not general relationship to technologies and digital competence.The study was funded by the Russian Science Foundation (grant no. 18-18-00365)
