The British Prime Minister’s Constitutional Position Under His Competences and Political Practice
No full textEvolution of the British political system towards a parliamentary monarchy was accompanied by weakening the role of the monarch while increasing the importance of the prime minister. Today, this is even more desirable as it responds to the widespread need to identify the state of its leader. The British prime minister as chief of the executive became a real purchaser of this name, not only due to external requirements, but also as a result of internal changes in relations between authorities. The research problem of this article is systemic status of the British prime minister under his competences and political practice. In order to resolve the questions the article asks about the status of the prime minister in the modern British political system, his constitutional rights and their implementation in practice. There have been several evaluations and interpretations of the problem, to which the article refers – from the system of prime ministerial governance to rhetorical premiership. This article verifies them, putting the hypothesis that the position of prime minister of Great Britain is the result of both, his political competences and individual traits of politician whose skillful use determines the effectiveness of the office.Ewolucji brytyjskiego systemu politycznego w kierunku monarchii parlamentarnej towarzyszyło osłabianie roli monarchy przy jednoczesnym wzroście znaczenia premiera, współcześnie tym bardziej pożądanym, że odpowiadającym na powszechną potrzebę identyfikowania państwa z jego przywódcą. W celu jego rozstrzygnięcia stawiam pytania o status Premiera Jej Królewskiej Mości we współczesnym brytyjskim systemie politycznym, jego uprawnienia konstytucyjne oraz ich realizację w praktyce. Wśród badaczy anglosaskich pojawiło się kilka ocen i interpretacji problemu, na które się powołuję – od systemu rządów „premierowskich” do retorycznego „premierowania”. Cultural heritage of Varna and its tourist recognisability in Europe

It represents both material and non-material value, defines the European culture. It includes all the environmental consequences arising from the interaction between the man and the surroundings over the course of history. Assessment of tourist potential of Varna performed on 9-14th September, 2014, by the members of the “European Traveler” scientific circle, students of tourist and recreation, as well as heritage and culture tourism at Kazimierz Wielki University in Bydgoszcz, made it possible to identify the main points of tourist recognizability in relation to the city and region. Evaluation of the Psychometric Properties of SOGS-RA in the Polish Version
Get PDFObjective: The objective was to adapt the American pathological gambling screening tool /SOGS-RA The South Oaks Gambling Screen - Revised for Adolescent/ by K. Winters, R. Stinchfield and J. Fulkerson (1993) and to evaluate its psychometric properties.
Method: The adapted tool was used in research on a randomly selected sample of 2,617 adolescents aged 13-20 years in the 2012/2013 school year.
Results: On the SOGS-RA scale, 2.6% of the trial participants achieved a score indicating past year problem gambling before the survey, 4.1% were classified as problem gamblers, whereas 17.3% of adolescents engaged in social gambling that did not pose a problem gambling risk at the time. The SOGS-RA demonstrated satisfactory internal consistency (Cronbach's alpha = 0.78).
Conclusions: The Polish adaptation of the SOGS-RA scale is reliable and accurate, which is why it is worth recommending it for use in further research on Polish adolescents

R.R. Martin, namely „A Game of Thrones” (1996) and „A Clash of
Kings” (1999) are original, literary paraphrases of Flaubert’s
bovarism. The article presents a few theories of bo-varism, a literature
r eview a nd p articularly t he c onception of love, longing and
dreams. This article describes literary transposition of bovarism
with regard to Sansa Stark, the heroine of American novels. Sansa
Stark’s existence can be reduced to a few, important aspects of
the analysed phenomenon such as: suffering from bovaristic hunger
of sensual and psychical impressions (intensified by reading
romance novels, for example „Song of Florian and Jonquil”), unquenchable
desire to be somewhere else that real–time location,
existential disappointment, longing for another, better world identified
with King’s Landing, producing fantasmatic sensations. As far as Sansa Stark is concerned, she is a neurotic and bored heroine,
what draws her closer to Madame Bovary
Indexing of human and reality as a form of exercising power
No full textGathering statistical data about population should be the starting point of social policy – as long as it is efficient
and makes human life better. The aim of the article is discussing how human indexing and their categorizing
in statistical table leads to reductionism in individual dimension (lack of individualism) and social dimension
(depriving social phenomenon of meaning and context because indices presented as numerical value
oversimplifies reality), manipulation of reality and government. Though indices are presented as objective
they are not neutral ideologically, because in their background is hidden particular vision of improvement.
Assumed vision of reality might be achieved by mechanism of comparing and valuating – what happens in
science and education.Zbieranie danych statystycznych na temat populacji jest koniecznym punktem wyjścia szeroko rozumianej
polityki społecznej – jeśli ma być ona racjonalna i ma zmierzać do poprawy ludzkiego życia. Celem artykułu
jest omówienie, jak wskaźnikowanie człowieka i lokowanie go w statystycznych tabelach zróżnicowania
prowadzi do redukcjonizmu w aspekcie jednostkowym (rezygnacja z uwzględnienia indywidualizmu) i społecznym
(pozbawia zjawisko społeczne znaczenia i kontekstu, ponieważ wskaźniki, przybierając uogólnioną
formę liczbową, upraszczają rzeczywistość), manipulacji rzeczywistości i służy do sprawowania władzy. Wbrew
eksponowaniu obiektywności wskaźników, nie mają one charakteru ideologicznie neutralnego, w ich tle
zawsze dostrzec można jakąś wizję poprawy rzeczywistości, do której dążąc, wykorzystuje się między innymi
mechanizm porównywania i oceniania – co ma miejsce także w kontekście uprawiania nauki czy edukacji
School as a civic education project
No full textThe subject of the study was an education model based on participation of students, parents and teachers in
the learning organization. In 2013, diagnostic testing was conducted with the use of class survey among
parents of five- and six-year-old children, focused on determination of a parent’s vision of school education
and hierarchy of its selected components. Quantitative and qualitative analysis was conducted on empirical
data regarding necessary – according to parents – changes in the present school and criteria that guide them
during selection of school for their children. Test results indicate the need of strengthening the actual role of
children in the education system and building partnership by including them into educational, organizational
and didactic activities.Przedmiotem rozważań uczyniono model edukacji oparty na partycypacyjnym udziale uczniów, rodziców
i nauczycieli w tworzeniu uczącej się organizacji. W roku 2013 przeprowadzono badania diagnostyczne
z wykorzystaniem ankiety audytoryjnej wśród rodziców dzieci 5- i 6-letnich mające na celu poznanie rodzicielskiej
wizji edukacji szkolnej i określenie ważności wybranych jej elementów. Analizie ilościowo-jakościowej
poddano dane empiryczne dotyczące niezbędnych, zdaniem rodziców, zmian w dzisiejszej szkole oraz kryteriów,
którymi się kierują przy wyborze szkoły dla swojego dziecka. Wyniki badań wskazują na potrzebę
wzmocnienia rzeczywistej roli rodziców w systemie edukacji i zbudowanie partnerstwa poprzez włączenie ich
w działania wychowawcze, organizacyjne i dydaktyczne
