Financial reporting of budgetary institutions as an instrument of state control: from NPSAS to IFRS (IPSAS)

з акцентом на перехід від Національних положень (стандартів) бухгалтерського обліку в державному секторі (НП(С)
БОДС) до Міжнародних стандартів фінансової звітності для публічного сектору (IPSAS). У роботі розглядаються
теоретичні засади та міжнародний досвід застосування IPSAS у публічному секторі, проведено порівняльний аналіз НП(С)
БОДС та IPSAS щодо прозорості та верифікаційності даних. Окремо висвітлено особливості національних стандартів
обліку в державному секторі України, ролі фінансової звітності в системі державного фінансового контролю, а також
інституційні та нормативні бар’єри імплементації IPSAS. Розроблено систему показників оцінки впливу стандартів
звітності на якість державного фінансового контролю. На основі аналізу розроблено модель поетапного впровадження
IPSAS у бюджетних установах України.
The article examines the financial reporting of budgetary institutions as a key instrument for ensuring effective state
f
inancial control in the context of ongoing reforms in the public sector accounting system of Ukraine. Special attention is given to
the relevance of the transition from the National Public Sector Accounting Standards (NPSAS) to the International Public Sector
Accounting Standards (IPSAS), driven by the need for transparency, reliability, and comparability of financial information. The
paper provides a theoretical justification for the role of financial reporting as a component of the informational support system
for state control over the use of budgetary resources. The authors conduct a comparative analysis of the provisions of NPSAS and
IPSAS in terms of the completeness of financial disclosures, the existence of data verification mechanisms, the transparency of the
reporting process, the consistency of accounting approaches, and compliance with the principles of sound management of public
resources. It is demonstrated that IPSAS, unlike national standards, ensure a higher level of reporting transparency tailored to the
needs of a broad range of users, including international financial institutions, state audit bodies, and the general public.
The study identifies institutional and regulatory barriers that complicate the transition to IPSAS, such as fragmented regulatory
support, a shortage of specialists in international reporting, the absence of adequate IT infrastructure, and the low level of financial
autonomy of certain budgetary institutions. Based on the research findings, the authors propose a custom system of indicators for
assessing the impact of reporting standards on the quality of state financial control. This system encompasses criteria such as
timeliness, accuracy, completeness, comparability, accessibility, and verifiability of financial data. The uniqueness of the proposed
system lies in its ability not only to reflect the level of compliance of reporting with key requirements, but also to identify critical
risk areas that require regulatory or organizational improvement. Furthermore, the system is designed to introduce mechanisms
for internal monitoring of reporting quality within budgetary institutions. Based on the conducted analysis, a model for the phased
implementation of IPSAS in Ukrainian budgetary institutions has been developed

досліджуються функціональні види та особливості розладів аутистичного
спектру, особливості міжнародних діагностичних критеріїв DSM-5 та MKX11. Аналізуються роль сім’ї та батьків у розвитку дитини з порушеннями розвитку, методи та практики підтримки батьків у розвитку комунікативних навичок дитини. Розглядаються принципи психологічної підтримки батьків дітей з аутистичними проявами. Обгрунтовуються критерії дослідження ролі та поведінки батьків у розвитку комунікативних навичок дітей з РАС. Інтерпретуються результати проведеного дослідження ролі та поведінки батьків у розвитку комунікативних навичок дітей з РАС. Розроблені практичні рекомендації щодо підвищення ролі батьків у корекційних зусиллях у роботі з дітьми з РАС. Проведене емпіричне дослідження дозволило всебічно охарактеризувати роль батьків у розвитку комунікативних навичок дітей із розладами аутистичного спектра. Емпіричні дані підтвердили провідне значення сім’ї у становленні комунікації дитини. Результати роботи показали, що саме найближче соціальне оточення створює базові умови для засвоєння дитиною моделей соціальної поведінки, невербальних та вербальних засобів спілкування. Участь батьків у щоденній комунікативній взаємодії, їхня емоційна доступність, чутливість до сигналів дитини та послідовність у використанні спеціальних методик значно впливають на темп і якість розвитку мовлення та соціальних навичок.
The work considers the historical development of the concept of autism
spectrum disorders (ASD), analyzes the characteristics of the personality and
cognitive models that explain the nature of autism spectrum disorders, examines the functional types and features of autism spectrum disorders, features of the international diagnostic criteria DSM-5 and MKX-11. The role of the family and parents in the development of a child with developmental disorders, methods and practices of supporting parents in the development of a child's communication skills are analyzed. The principles of psychological support for parents of children with autistic manifestations are considered. The criteria for studying the role and behavior of parents in the development of communication skills of children with ASD are substantiated. The results of the conducted study of the role and behavior of parents in the development of communication skills of children with ASD are interpreted. Practical recommendations are developed for increasing the role of parents in corrective efforts in working with children with ASD. The conducted empirical study allowed us to comprehensively characterize the role of parents in the development of communication skills of children with autism spectrum disorders. Empirical data confirmed the leading importance of the family in the formation of a child's communication. The results of the work showed that it is the closest social environment that creates the basic conditions for the child to master models of social behavior, non-verbal and verbal means of communication. The participation of parents in daily communicative interaction, their emotional availability, sensitivity to the child's signals, and consistency in the use of special techniques significantly affect the pace and quality of the development of speech and social skills

Дослідження ґрунтується на є теоретичному та емпіричному вивченні психологічних детермінант девіантної поведінки особистості, а також розробці рекомендацій щодо її попередження та корекції, зокрема психодіагностичні методи включали: опитувальник девіантної поведінки (АДП), шкалу тривожності Бека, тест Айзенка на визначення рівня нейротизму та екстраверсії, а також опитувальник рівня агресивності БассаДаркі. Результати оброблялися з використанням описової статистики, кореляційного аналізу за коефіцієнтом Спірмена та t-критерію Стьюдента. Результати дослідження сприятимуть оптимізації процесу підготовки фахівців психологічного профілю шляхом включення отриманих даних до навчальних курсів з психології девіантної поведінки, клінічної психології та психологічного консультування.
This paper examines the psychological mechanisms underlying deviant behavior, risk factors for its occurrence, and the conditions for preventing and correcting deviant manifestations. The study is based on a theoretical and empirical study of the psychological determinants of deviant behavior, as well as the development of recommendations for its prevention and correction. Specifically, psychodiagnostic methods included the Deviant Behavior Inventory (DBI), the Beck Anxiety Inventory, and the Eysenck-Bass-Darkie Test. The results were processed using descriptive statistics, correlation analysis using Spearman's coefficient, and the Student t-test. The study's findings will contribute to the optimization of training for psychology specialists by incorporating the obtained data into curricula on deviant behavior, clinical psychology, and psychological counseling
