Photograph archives and foundation of military museum photograph archive system

Painting has advanced as a branch of the fine arts being parallel to invention of writing and economic developments. Photography was invented in 1839 as a result of the scientific and technological developments. While photography, which came to our country in 1845. Non-muslim artist were interested in photography which came into our country just after its invention in the first years. With the interest and support of the lecturers brought from abroad for the school of Military Engineering which was opened for westernization studies and military photographers who graduated from this school and Ottoman Palace, it has spreaded fast. Some avant-garde photographers as Abdullah brothers and Vasil Kargopulos worked for the Palace at the same time and they were protected especially by Sultan Abdülhamit II. Albums of these photographers was sent to the exhibitions in Vienna and in USA to introduce our country. Some photographs taken by Abdullah brothers are in the collection of the Military Museum Library. Photographs like these have some important information about the cultural and socio-economic changes in the country and they give some clues to illuminate the historical events. Photography, used for introduction and to detect some events by the police even in 1860's, has started to be used for advertisement, production catalogues, education, forensic medicine today. Although photography has entered even to remote areas of the country at the moment, a photographic archive or a photographic library could not be founded yet. And there is not any sufficient source for photographic archives. This kind of behaviour shows the importance given to the photographic archives. In this work, some information was presented about photography, its historical development, conditions to acquire a successful photograph, conservation methods providing benefit from photography at the time of necessity, methods to restore the photographs damaged although all the measures taken
Language problems in information retrieval
The information retrieval process is under a strong influence of language problems, because of the interaction between information and language. The purpose of this research is to define a theoretical base for the information retrieval process and to discuss causes of language problems occurring in this process. For this reason, the hypothesis of this research has been set as 'the root of language problems of the information retrieval process lies in natural language'. In the first part of the research the theoretical framework of the research area has been drawn with the help of historical and definatorical methods. Within this scope, especially the interaction of the concepts information, writing and language has been examined. In the second part, the information retrieval process and language problems that may occur in this process are discussed with the descriptive modelling method, within linguistic and systems approaches. According to this, historical development of language research has been considered to define the effect of language to the information retrieval process within the systems approach. In this part, especially problems of information retrieval in Turkey related to natural language has been considered. The third and last part, based on application, the hypothesis has been tested with the methods participated observation, cased studies, statistical and qualitative analysis. As a result, the hypothesis has been proven, by the fact that language problems increase in information retrieval systems with foreign languages. According to this result, proposals have been made for the localisation of standards for descriptive cataloguing and bibliographic classification, the application of bibliographic control and authority files and the education of librarians and library users
National library and national enformation centers in Turkey
National enformation is one of the most valuable things for a nation. Their organization is a problem for national library and national enformation centers. A national library has all national enformation sources. Enformation centers has got special national enformation materials on a special subject. For example chemistry, engineering, social science, etc. In 1970s, UNESCO starts an international enformation systems programme that calling UNISIST and national system that calling NATIS. Türkiye is a member of these systems. Although, Türkiye wasn't developing a national enformation system, a national enformation policy, and national enformation centers. If three big centers, Milli Kütüphane (National Library), ULAKBİM and YÖK Documentation Center, will working together, Türkiye will really organize national enformation and will built her special national enformation centers
Correctional Libraries in Turkey
The main purpose of this study is to determine the characteristics of prison library and reveal the problems of prison libraries in Turkey. Suggestions have been made to improve the efficiency of the prison library service in Turkey. Library service to the incarcerated can be regarded as a product of the modernization of sense of punishment and as an extantion service of public library in many ways. It is evident that prison libraries in most of the countries have collaborated with public libraries and with the support of public libraries, prison libraries have been trying to overcome difficulties such as budget cuts, understaffing, lacking of resources and so on. Also, an organizational and service model involving collaboration with public libraries has been beneficial. There are many examples of positive outcomes of these collaborative organizations. According to the legislation in Turkey, providing the incarcerated with library service is one of the main duties of public libraries. Therefore, library service to the incarcerated should be regarded as an extension service of public libraries in Turkey. In the theoretical part of the dissertation, descriptive, historical and comparison methods were used. The main technique utilized for the data collection in the study is the survey. Research data was not just collected by the survey, face-to-face interviews and observation were also used in collecting data. A comprehensive national survey of prison libraries was done. Surveys were sent to 192 institutions in Turkey and 137 out of these responded to them. Institutions in Bursa and İstanbul were visited personally and staff were interviewed. The results of the surveys were analyzed using the statistical tool SPSS (Statistical Package for The Social Sciences, 11.3)
The reflection of daily press on printing houses' efforts to compose public onion in the face of alphabet revolution (1928-1933)
There are a number of studies on the echoes of the adoption of Latin alphabet in 1928 in press, libraries, bureaucratic practices and education-culture. While there are lots of publications that the alphabet revolution's positive influences on the read-write rate, it is not explained completely how the revolution revives printing and publishing life. Printing houses had some difficulties in the facing of alphabet revolution. In this instance there hasn't yet been sufficient deal with how they assert the difficulties they faced. This study aims to indicate printing houses' efforts of molding public opinion. This study is limited from 1928 to 1933 which is the year of accepting "The Law of One Book". What kind of difficulties booksellers experienced and their solutions are analysed in the study. During the searching, it was observed that because of the Revolution, the booksellers in Istanbul couldn't sell textbooks. Due to this situation, they had some financial problems. So, it was focused especially on this subject in this study. The booksellers made statements to the newspapers and journals to make their voices heard. They tried to reach different government authorities, especially to the Ministry of Education. It was seen that not only they requested financial aid from the government to compensate financial problems, but also they carried the situation to the judicial authorities in order to retrieve their loss. In this thesis, description and documentary analysis research methods were used. Articles, books and a variety of electronic sources, as well as the many daily newspapers of that period were also greatly benefited. As a result of the study it was concluded that "Printing houses suffered financial problems in the face of Alphabet Revolution, they tried to mold public opinion by giving the statements and making news to the daily press.

Computers, as products of modern technology are being used extensively in libraries. The use of computers in libraries began in early 1960's and since than, the number of libraries applying computers in their services have increased rapidly. By using computers, libraries have achieved to work faster and mode productively. Hence, much wider user group are being able to receive library services. The aim of this study are; firstly; to identify what have been done in the field of library automation in general; secondly; to determine the extent of automation activities in research libraries in Turkey and finally to underline the reasons for the Turkish research libraries have not been able to use computers as effective as they are expected. As the result of this study we have came to conclusion that, the main reasons, for ineffective library automation are the lack of qualified personnel and the inadequacy of financial support. In addition to these, the lack of national organization to coordinate library automation activities has effected, negatively, the development library automation in Turkey
Bilgisayara dayalı kütüphane ve bilgi sistemleri: Bilkent Üniversitesi Kütüphanesi için alternatif bir sistem seçimi ve değerlendirilmesi
Libraries have been developing computer-based systems so as to speed up and ease their processes, and to offer more effective and efficient library services. This study, which is aiming to opt for a system for the Bilkent University Library (BUL) where the necessity of a computer-based library system has already been acknowledged, identifies the existing options for the automation of library services first, and then proceeds to discuss whether those options are appropriate for the BUL. The existing integrated and modular library systems, and the ways they can be provided such as in-house production, provision of a turnkey or "off-the-shelf" package, adapting and sharing a system, are explained with their individual pros and cons. Having discussed the choice of a would be system and its acquisition for the BUL to a further extent, it was decided that a computerbased integrated library system would be convenient for the requirements of the library in view of the following reasons: 1) The processes performed in the BUL such as acquisition, cataloging, circulation and serials are interraleted with each other; so that they should be treated altogether. 2) The existing computer capabilities of the BUL and LC MARC records on CD-ROM it has will be helpful in order to develop an integrated library system. 3) On a general-purpose database the acquisition, cataloging, circulation and serial services of the BUL can be given more effectively and quickly. 4) The provision of a computer-based integrated library system will be useful as and when the Bilkent University joins to the Inter-University Computer Network. The study ends with some suggestions that a committee that is to be formed by the library authorities should do for the selection and acqusition of an integrated library systems

This research project was designed to draw attention to the importance of the program in planning library buildings and to show that in buildings constructed according to a program the library services are more effective. The hypothesis on which this work is based can be stated as follows: "Library services in the central libraries of the universities in Ankara which were not constructed according to a program of library requirements are adversely affected by that omission." Research was conducted by survey, and data were collected through observation and interviews as well as a review of the literature. The study focused principally on the library at Middle East Technical University, which was constructed according to a program, and the Bilkent University Library, which is housed in a building originally designed for a different purpose. These libraries were examined with respect to location, architectural features, layout, furnishings, environmental conditions (climatization, lighting, etc.), security and the services provided. This study shows that many deficiencies in service in the university libraries are a result of the lack of an appropriate building. Although even in the best planned building subsequent changes of emphasis in the services provided may produce a need for remodeling, it was observed that the Middle East Technical University Library had definite advantages over the Bilkent University Library with regard to ease of providing standard library services
The use of internet at the university libraries located in Ankara
In this research, the use of Internet and its application in university libraries located in Ankara, including the Higher Education Council Documentation Center have been examined in detail. We have also evaluated the librarians who work in these libraries whether they have got information on the Internet, whether they have been trained in this subject and if they have, the kind of training that they obtained has been searched. The survey method has been used in the study and data was collected through a questionnaire, interviews and review of the current literature. By way of the data obtained, we determined whether the university libraries in Ankara have connections to the Internet. We have reviewed the kind of services offered by university libraries, which use Internet facilities. We have also investigated the frequency and length of Internet use and costs associated with it. The Internet training programs taken by librarians and their specialties have also been examined in the study. The necessary points for Internet training have been expressed by taking into consideration of librarians' views and expectations
