Agricultural research trends of agriculture faculties in Turkey: Bibliometric analysis of 1996-2011
The purpose of this research is to analyse the research articles published in the field of agriculture in Turkey between 1996 and 2011 in order to determine the emerging agricultural research trends as to the topics mostly explored, and thus to identify whether the conducted research was compatible with the desired level of research regarding the research policies in agriculture. In the study, emerging trends and agricultural information structure are visualized with social network analysis; and the publications of agricultural faculties in Turkey listed on Life Sciences Database (YBVT) and Web of Science (WoS) are compared with the research articles published with an affiliation of agriculture faculties abroad. In this context, three different sets of data are used in the research. 7,471 articles affiliated with a faculty of agriculture on YBVT, 7,183 articles affiliated with a faculty of agriculture in Turkey on WoS, and 152,358 articles affiliated with agricultural universities, faculties, colleges, or schools abroad are analysed with bibliometric methods within three periodic divisions: 1996-2001, 2002-2006, and 2007-2011. The keywords and controlled words (CABICODE) of the publications listed on YBVT, CABICODEs of WoS publications - which are searched on Cab Direct and processed into data file -, keywords and WoS categories are analysed. YBVT's controlled words and the keywords of the publications on WoS affiliated with Turkish or foreign academic institutions are visualized with social network analysis. In the scope of the research, the views, suggestions, and agricultural research policies such as the State Planning Organisation, The Ministry of Food, Agriculture and Livestock, The Scientific and Technological Research Council of Turkey (TÜBİTAK), TÜBİTAK Supreme Council for Science and Technology and scholars between 1996 and 2011 have been reviewed. The outcome of this research indicates that the number of the research - which are often encouraged to be pursued priorites in agricultural policies - especially in natural resources like animal, plant and water resources, biotechnology, environmental sciences, genetic diversity, has increased in line with the policies. While there is a significant percentage of publications on biochemistry, molecular biology, genetics and heredity, microbiology and cell biology in agricultural faculties abroad, the percentage of the publications in these fields is much lower in Turkey. Whilst there has been a rise on the number of publications abroad on urban agriculture, carbon sequestration, conservation agriculture, it is found that there has not been enough research on these topics in Turkey. Although topics such as transgenic plants and genetically modified organisms have taken a significant place in agricultural research policies, there have been few studies on these topics. Although the number of publications in the fields of agriculture, plant and food sciences is decreasing, the number of publications in the fields of chemistry, environmental sciences, biochemistry, molecular biology is increasing. This shows us that more specific and interdisciplinary research on diverse topics has begun to be undertaken in agricultural sciences
A proposal of an extended architecture for topic detection and tracking in limited domains
As the rate of growth of information on the Internet is enormous, the need for retrieving the right information has become one of the most important things for the users. Users that need specific and deep information aim to use advanced information retrieval technologies, while other users use the search engines with restricted keywords. In this context, "Topic Detection and Tracking" program, which can be defined as news detection and tracking systems, has become one of the most important attraction centers of research. The most important factor of this system that differs from other traditional information retrieval systems is that this system uses document-document matching instead of query-document matching. In addition to this, The "Story Link Detection" detects two similar stories within the system whether they have the same subject or not while the "Topic Tracking" has the target of catching the news updates for a predefined subject. These two properties are considered as the two most important parts of the system. This study investigates the effects of different retrieval functions and document representation techniques on performance in carrying out the tasks of story link detection and topic tracking. In this context, vector space and relevance models were used as retrieval functions. In addition, terms that scored the highest tf.idf values have been selected for document representation, performance tests have been repeated with these terms, and the most appropriate terms for each method have been identified. Moreover, the effects of choosing the appropriate threshold values for topic tracking on performance along with vector space, relevance model and k-means methods as retrieval functions have been examined. Both story link detection and topic tracking performance tests have been fulfilled by the use of BilCol-2005 Turkish news corpus used in similar studies. Vector space model scored higher f-measure values on this corpus than that of relevance model in performance tests for story link detection tasks. The highest f-measure values for document representation were obtained for 30 and 4 terms in vector space and relevance models, respectively. Choosing the threshold value where precision and recall values were the highest turned out to be the most successful method for topic tracking along with k-means method. In the light of the findings obtained from performance tests carried out for story link detection and topic tracking tasks, a topic tracking system for Turkish corpora where no training documets exist has been proposed. The AND combination of the vector space and the relevance models should be used in order to create and enrich topical models. Also, k-means method should be used to determine if incoming news items are related with the topical model. We think the proposed architecture can help to build an effective topic tracking system for Turkish

In this era, technological developments and innovations are growing rapidly and are inevitably variable. This progress in every field of research and study requires the need of expertise and specialization. This also creates the need for new aspects in administrative decisions. New managerial models occur in many different areas of operations. The concept of Outsourcing -as one of the new managerial approaches- came to the fore especially in the 90s and proved its feasibility in many ways, within a short period of time. Outsourcing is a management strategy that enables a company to focus on the operations which brings competative advantage while supplying other operations that the company is not specialized in from expert firms, regarding the quality standards that the operation needs. In other words, outsourcing is a new administrative insight which supplies a company with a competitive adventage as well as transfering all its effort and time to the job that the company does best. In this thesis the definition of the new administrative insight and its development are studied, with their advantages and disadvantages. The main point is proving of using this administrative insight in information-documantation centers. The result of the researches which were made aiming this objective -taking into consideration of the local and global usage- showed that this application is practical in information- documentation centers as in many other fields. Besides the benefits that outsourcing supplies in terms of effort, time and money are unignorably positive.
Competencies and responsibilities of librarians in providing information literacy training in university libraries
To provide education for information literacy in the academic libraries requires essential facilities such as having enough space in the library and education equipment with related software setups. By having these features in the library will lead to serving considerably a large number of students. In addition to these resources, the libraries should have expert librarians to carry out information literacy processes and educate the students. The main hypothesis in this thesis stated as information literacy requires librarian to gain new skill related to education on literacy; therefore, Information Literacy departments in Turkey should provide elective lectures on pedagogy to their own students till these departments alumni can be legally regarded as lecturers. It has been observed that the essential skills for instruction librarian and the curriculum of Information Literacy departments in Turkey share considerable similarities. That is why Information Literacy departments in Turkey and their curriculum analyzed in detail. To validate our hypothesis, we perform content analysis and identification techniques. In asses this techniques, we prepared an information documents (e.g. questionnaires) and send them to Information Literacy department heads in Turkey. To provide a theoretical view on this subject, we provide an extensive literature review on information literacy In this thesis, it has been underlined that the need for instruction librarian who has lecturing experience on information literacy Technologies and processes is critical to improving the current level of Information Literacy departments in Turkey. Moreover, it is suggested that international standards on information literacy should be translated into Turkish in order to improve essential skills of librarian lecturer
