The private schools which apply to International Baccalaureate Programme and library services
As the society has changed in terms of social, cultural and economic in the last century, the interactions of people with information has also started to gain a new perspective. The technological issues affecting people's need and search for information includes school libraries as in all areas. Developing information technologies has urged school libraries to design services in line with abilities, expectations and needing for information of the user group. School libraries are social institutions taking place actively in education services, collecting and arranging all kind of information that necessary for its user, aiming at producing services for the purposes of the education institute as a member of it and user's expectations, offering information technologies to its user's service in paralel with the current time. In developing society order, school libraries has to produce services involving wide range of user's group and meet their need of information, too. Despite the fact that there are several academic studies and legal regulations on school libraries in Turkey, the role's of school libraries and its' efficiency in Turkish National Education System hasn't been fully comprehended and these institutions haven't been seen as a supporter of education. Private schools,involving school libraries in education more actively by giving much importance and appling to International Baccalaureate Programme with the concept of student – centered teaching , are education institutions that base on modern school librarianship in accordance with the lastest time'snecessities. In order to evaluate the features of school library services in these institutions, as a research hypothesis: "In Turkey, private school libraries, applying to International Baccalaureate Programme, have been carried out librarianship services in accordance with the necessities of the latest time and library has actively taken a role in eduation. " view tested. Using descriptive method in the research, datum has been attained by literature review, questionnaire, interview and observation techniques. As a sample in 7 private schools applying International Baccalaureate Programme in Ankara, 4 different schools and 233 students were applied to questionnaire. There had been a meeting on our topic with two librarians. School library services had been observed and analysed. Findings attained by the questionnaire was evaluated and in this way the hypothesis was proved. In this study, the currect situation of school library in private schools which has to take a more active role in education process applied International Baccalaureate Programme, characteristics and sufficiencies are evaluated and offered solution suggestions to encountering problems. Our basic suggestion hoped to actualize is to take the libraries of private schools which apply to International Baccalaureate Programme and library services as a model and to apply them in nationwide

The purpose of the thesis is to determine the copyright problems faced in libraries and information centers and then to suggest solutions for these problems. With this purpose, in the first part of the thesis the definitions of the copyright, the scope and the content of the copyright issue and the short history of the copyright in Turkey and abroad have been reviewed. In the second part of the thesis, the contents of the Turkish 'Act of Artistic and Intellectual Works' are described and explained. In the third part of the thesis the international arrangements concerning copyright matters are dealt with. In the forth part of the thesis the traditional copyright issues affecting libraries and information centers like fair use, copying in libraries and information centers and the public lending rights are discussed. In the fifth part of the thesis the current copyright issues related with electrocopying, traditional and electronic databases, multimedia, digital libraries and internet are examined. In the sixth part of the thesis the results of a questionnaire concerning the effects of copyright arrangements at university libraries in Istanbul are explained
Evaluation of electronic records management in e-interior affairs project
By the effect of technology, a major transformation experienced in public administration as well as in every field. So, documents produced in paper form shifted toward documents produced in digital form. However, intensively produced documents disrupted the process of finding necessary, needed documents and using them when desired. In this direction, as an important part of e-government applications, e-document management, which includes the management of the documents formed as a result of institutions activities in the process from production to destruction while preserving their contextual and structural features, is overemphasized. In this study, e-document management practices and processes which is vital for institutions and e-Interior Project used in Ministry of Interior is described. Also, standarts published in this field, legislation and studies in Turkey has been referred. As a result of this dizzy developments, it is emphasized that the documents containing identifiability, reliability, integrity and availability features within itself, must be managed in electronic document management which has an effective and legal infrastructure
The efficiency of information specialist in applications of knowledge management in business
Although the corporate foundations of knowledge management practice were laid just after 1990s, it became a phenomena for the enterprises within the global economic environment based on the speed triggered by knowledge and technology facts. Particularly it is seen that the enterprises in developed economies reserve a large amount of resources for the knowledge management studies and in the literature it is mentioned that they encounter an affirmative difference in the current economy and business processes as a result of these studies. In the advanced economies the information specialists/librarians direct knowledge management process and samples of this can be faced in the literature. Within this context the effectiveness of the information specialists in knowledge management processes is handled in this study within the theoritic framework. In the local literature on this issue, we rarely see a perspective that requires utilizing the experience of the information specialists/librarians of business world. Identifying the point of view of the enterprises about the information specialist shall provide to clear out their positions within the knowledge management. It is tried to understand the perception about knowledge management practices of the enterprises which are the locomotives of the business world and the positions of the information specialists within these practices during the user research. Questionnaire were sent to greatest 500 industrial companies of 2013 as announced in 2014 by İstanbul Chamber of Commerce in order to identify the mentioned perceptions. According to the findings obtained from the questionnaire for which responses received from one hundred and eighty four companies, it was observed that knowledge management fact is handled with a view that is far to create value expectation and generally the perception is to be the speed to access recorded information. According to the findings obtained from the user research, it is concluded as the research hypothesis are verified. Within this context it is recommended that the information specialists should approach knowledge management process from the point of consultancy and to create awareness through human-human interactions and the departments of Records Management should organize training and certificate programs on knowledge management topics targeting the business world
Human resources management in libraries and information centers: Performance evaluation systems and Koc University library
The aim of this study is to determine the functions of human resources management in libraries and information centers; to prove that performance evaluation studies, which contribute significantly to the professional development and career planning of library staff, constitute one of the major functions of human resources management; and to present a model on the basis of the information provided by performance evaluation studies. The main focus was on the performance evaluation management as it is the area neglected by most of the library managers and their administrators. The survey results supported our argument and showed us that the most of the foundation universities have not applied this very important personnel issue at their libraries. The main reason must be the lack of professional staff employed in libraries. Also some of them even do not have enough staff to run the daily library tasks efficiently and effectively. Because of these reasons, Koç University Library was chosen as one of the best examples in its area dealing with most of the human resources issues according to the international standards. As a case study, the human resources management and performance evaluation program run at the Suna Kıraç Library of Koç University were elaborated with some examples. Also, the results of the survey conducted with 29 foundation university libraries about the performance evaluation program were analyzed and given in the last chapter
Management of electronic periodicals services at medical libraries in turkey
Developments in science and communications technologies have had an effect on libraries and their resources. Periodicals are the most important of the resources that provide an opportunity to quickly obtain updated and scientific information. The changes taking place in Turkey, particularly in terms of academic advancement and staff appointments, have caused an increase in the use of scientific journals and electronic magazines. This study sets out to show that, based on the fact that users find a large portion of the information they need from such periodicals, the "management of electronic periodicals services" will inevitably have an influence on scientific research. The study encompasses a definition of periodical and electronic publications, the types of such publications, their history, importance and management (selection, procurement, cataloging, license agreements, policies, organization, standards and cooperation) as well as the extent of the electronic periodicals and databases available at academic medical libraries. A questionnaire was conducted at university medical school libraries in Turkey. The questionnaire attempted to evaluate the data collected on each library's technical infrastructure, the number of printed and electronic periodicals, the types of electronic periodicals, their selection, procurement, use, budgeting, as well as information on license agreements, the number of staff specialized in electronic periodicals, user training, information services and cooperative efforts in the field. The results of the study reveal that there are problems in the management of electronic periodicals at medical school libraries in Turkey and that cooperative efforts related to the services provided in the area of "electronic periodicals services" are inadequate. Libraries are still in a position of dealing with a great deal of printed publications in addition to their electronic resources
Science people's consciousness and attitudes toward open access journals: Başkent University sample
Nowadays academic libraries and information centers have an important role in accessing the latest information. However, the gradual increase of subscription fees and troubles in accessing the current sources have been one of the obstacles of scientific development while it was also forcing the library budgets. These problems have made new quests and regulations inevitable. In order for the researches made in the world to become better than current scientific works by contributing them, it is vital for previous works to be shared either by com-mercial ways or by open Access. If this is taken into consideration, it is expected that the bigger the rate of sharing is, the bigger the productivity will be. As well as commercial publishing, open access publishing has started to be a leading method in attracting atten-tion and applying scientific information. Thus, the concept of open access can be re-ferred to as an opposing movement against commercial publishing and commercial access models. In this study, the process of published journals, the development of scientific commercial database and then the process using the open access sources are taken into consideration up to the time that the movement of open access has become widely used. In our country, and in the world the scientific value of open access journals are presented by taking institutional repositories and the softwares used in open access systems, open access models, copyrights, licensing, political guides into consideration. With this research, it is aimed to answer the questions "what are the consciousness and attitudes of assigned academicians? What can be done to increase the present aware-ness? What can be done toward the preference to open access publications and toward the increase of using institutional repositories? "A questionnaire has been applied to find out about the awareness of academicians on this issue. The questionnaire has been lim-ited to the academic staff working in Başkent University and the Ankara Hospital of Başkent University by taking applicability, the variety of disciplines and the number of personnel into consideration. In following years, the studies about open access institutional repositories are thought to be made in the frame of state politics. However, in our country, unless necessary political steps, investments and technical base are provided or maintained, it seems impossible to reach the level of other countries and to make any reference to persistence of the contribution all the developments have brought to our scientific publications. At the result of this research, the hypothesis "assigned academic personnel of Başkent University are aware of open access, yet their preferences rates for their own publications are at low level" has been proved
Records management at universities
Records audit has an important role in records management which estimate records value in a planned manner at every phase of it. Records management utilises forms defined at each phase in accurate definition and efficient use of records all through their life cycle. These forms could be developed to create, arrange, dispose and destroy records for the records are controlled at the right time, in the suitable environment and as is necessary. Universities are institutions where academic and administrative duties and procedures are intensely conducted. Many contemporary universities have information and records management systems within their own administrative structures. Our study aimed to determine the reasons for establishment of records management programs in universities. For that reason, the records and record processing at the Faculty of Letters of Hacettepe University (H.U.F.L.) were examined since the Faculty was chosen an example. As a result of these investigations it has been established that a comprehensive records management program was not implemented in H.U.F.L. and H.U. in general. As we stated in our hypothesis, the fact that efficient control of records and their use at the right time and in a proper place by employing record audit forms in a comprehensive record management program that estimate the records value in their whole life cycle at H.U.F.L. will speed up organizational operation and communication process has been confirmed by the findings. The hypothesis is also verified by surveys made among people responsible for record procedures and record users at H.U.F.L. The result of our study has pointed out to the need to make a subsystem of information record management in universities and to integrate this subsystem into the university information and record system to be founded. Suggested forms for records describing, arrangement, retainment, disposition and destruction that can be used in record audit effords that will be implemented within the record management program to be developed are presented at the and of the study

Full-text Access to Theses via the Internet: A Conceptual Model for Turkish Universities Information services gained a new dimension as a result of the rapid developments in information technologies and the Internet. As a consequence of the developments in communication and cooperation facilities in the electronic environment, getting access to information quickly has become the main objective of information services. Hence, theses that fullfil an important function in the provision of information services in general have gained a new dimension as well: theses that are accessible full-text through the Internet have been used in a much more effective way. Projects on electronic theses and dissertations (e-theses and e- dissertations) that started in mid-1990s have reached an important level today. In order for theses to be made accessible more effectively via the Internet in Turkey, the components such as infrastructure, storage, archiving, access management and indexing should be studied. In this study, we first review the state-of-the-art of current information services with regards to theses and then, in light of examples worldwide, develop a conceptual model that might be used to set up a Turkish Electronic Theses Center (TETC). The conceptual model covers, in three steps, the overall process from preparation of the theses in electronic environments to the submission of them to TETC, from indexing and archiving of theses at TETC to making their full-texts available to users via the Internet by using a detailed flow-chart and summarizes the requirements that should be satisfied in order to establish the Turkish Electronic Theses Center
A study on the impact of the user`s cognitive structure on the document selection
The cognitive structure of the user affects the selection of the information. Information retrieval systems have been developed by getting feedback from themselves and user is usually ignored. Traditional processing and organization of the information are different from the processing of information in the user's mind. This causes disharmony between the user and information retrieval systems. The differences between the user and the information retrieval systems affect the user's information seeking behaviour and decision making. The success of the recall and precision of the information retrieval systems are influenced negatively when the cognitive structure of the user is not considered important in the design of the information service. The knowledge and the values of the user affect the way of reaching the bibliographic information. The elements of the bibliographic information give clues to the user in order to make decision. In addition to this, the user selects bibliographic information based on his/her values and criteria. The effects of the elements in the bibliographic information, document selection criteria and user's values on the decision making are exposed in this study. The hypothesis is that "the cognitive structure of the user, the assessment of values to the document (functional, social, emotional, epistemic, conditional), document selection criteria (topicality, authority, scope/level, novelty, quality, recency, availability, special requisite, relation with author) and elements of the bibliographic information (title, author, source, publication date, publisher, language, keywords, abstract) affect the selection of the documents". As a result of this research, we proved our hypothesis and recommended some suggestion related with the subject. The method of content analysis was used in this study. Postgraduate and doctorate students in Hacettepe University Faculty of Letters Department of Library Science and Ankara University Faculty of Letters Department of Library Science were participated in this study. There are 21 participants. Totally 1043 bibliographic information were given to these students. They were asked to evaluate the bibliographic information which was collected from LISA, Bulletin of Turkish Librarians' Association and other publications of Turkish Librarians' Association. The evaluation of the participants were important to get their opinions about the elements of the bibliographic information, criteria and their values. As a result, among the elements of the bibliographic information; title, abstract and source are used mostly and topicality, recency and scope/level are the most important ones out of the nine document selection criteria. According to the assessment of the value on the bibliographic information, it has been found that %58,9 functional, %12,9 epistemic, %12,1 conditional, %10,3 social and %5,8 emotional value are attributed to 1043 bibliographic information
