Rare books in university libraries of Turkey
Researches have shown that we have made, there are almost no studies on rare books in Turkey. It is difficult to find standart responses both in literature and practice that what is known as a rare book in Turkey? Which books should be regarded as a rare. The aim of this study, firstly, to answer the question that "What are rare books?" as to fill the gaps in the literature in this field. Secondly, to get answers the questions that "Which should be considered as rare books? What is the status of rare books in university libraries? The scope of work is limited to rare books in the university libraries of Turkey. There have been given together both the contitions there must be and there are about the physical conditions, protection, preparing and giving to use, access, security, management, and using the technology conditions of rare books in university libraries of Turkey
Effect of records management processes on institutional decisions: A study on records of TUBİTAK bilim adami yetiştirme grubu
Rapid and accurate decision making requires having information. Information used in decision making processess should have two key features. These are accuracy and integrity. Decision taken with the help of information lacking wit these features will likely be wrong. The first condition of accessing information needed by decision makers when it is needed is keeping the records containing information within certain standards, arranging in a logical way and controlling strictly. Records are produced as a natural result of the activities of institutions and organizations. Therefore records contain institutional information. As a source of institutional information records are the evidences and legal basis for institutional activities. Therefore form production to the archiving stage in all records management processes records should be managed within a particular system. In this study, I tried to assess the effect of recordS management processes conducted at BIDEB on decision making. Hence a questionnaire has been performed in the context of the study. Twenty BIDEB employees participated the survey consisting of 18 questions related to producing, using, filing and accessing a records. With this questionnaire the impact of the records and archive management applications on the decision making on administrative issues at BIDEB. As a result of the study, it has been observed that the records management practices implemented in the unit, minimized the formerly encountered problems. On the other hand, it became prominent that BIDEB employees require training on topics such as correspondence rules and file classification
The influence of electronic records management system (ERMS) on human resources transformation: The example of University of Marmara
On the way of globalization world and being an e-state, for public organizations, in order to manage business processes and activities and to provide competetion advantage, the biggest step is to pass through Electronic Records Management System(ERMS) Application. With the usage of ERMS and its integration to the organizational structure, it has brought a transformation in human resources. The main objective of this study is that; to determine the system effects through human resources, what are the problems that the personnel of University of Marmara faced to and their effort to adopt the new and changing system, during the process of institutionilization of ERMS. The hypothesis of the study is; with the realization of ERMS at the University, it's been thought that the responsibility and the role of Directorate of Correspondence and Archives Unit would change and its importance would be understood within the other business processes of the University. Addition to this, there'll be a neccessity of change that the educational situation, skills, competeties and outlooks of Personnel of this Unit. However, with this case, the positive and negative feedback both the University personnel and the Unit personnel had performed, reasoned to select such a subject as well. The administrative personnel of University was included to this study by applying them questionaires and a method of survey. They were evaluated up to the dynamics of their educational situation, seniority, age and gender. The process of institutionilization of the ERMS after the beggining of the system by 2013 within the University is also included to the study. With this development, it's tought to be that the function and the role of Directorate of Correspondence and Archives Unit had changed and the job satisfaction and the competities and roles of personnel changed as well. According to our determination of the related nature, the education, experience, knowledge, attitude, viewpoint and skills of University Personnel underwent a change and they had to have an obligation to change and renew themselves. At the same time, the University needed a personnel open to changes, following up the developments, creating new information and able to work with others in colloboration. Briefly, it's projected that with the usage of ERMS, professional knowledge, skills and personal perfections will make a difference. In the first chapter of this study; generally concepts of change and organizational change had been analized, it's tried to perform the role of top management, the resistance to change and changes of human resources. In the second section, the definitions of records, document, electronic records were undertaken and also the meanings of electronic records system and their benefits were explained and the procedures and standarts up to related field were pointed out. In the third chapter, the process of projecting and application of ERMS, the possible problems the system will create and the ways of coping with were expressed. And in the forth chapter, how the ERMS was applied at the Directorate of Correspondence and Archives Unit, the role of related Unit Personnel, integration of the system to the Unit, problems during the implementation process and the specialities of personnel needed was tried to be explained. At the fifth chapter which includes emprical research, qualitative that is questionaire and quantitative that is case study methods were applied. In the section of quantitative study, the transformation process of organizational records management into the electronic environment was analized particularly.. On the other way, in the qualitative section, the data and findings of quastionaire was evaluated statistically
