Knowledge management understanding and records management in the Grand National Assembly of Turkey
The institutions have to develop their constructions according to the information age .There should be managerial reformation in order to have a well built construction for institutions. For this reason the associations gained popularity with managerial approach such as: Total Quality Management, Human Resource Management, Project Management, Knowledge Management and Record Management etc. Nowadays the most important valuable wealth for institutions is knowledge. The most important certificates in institutions are their own certificates which they collect during their workings. Because of this; in order to compete with others they should improve themselves. On the other hand they should give place for knowledge management and record management to be more productive. There are a lot of deficiencies in TBMM’s applications in knowledge management and records management. In order to be successful with these two topics they have to try out with them. Finally, the authorities in Turkish assembly should carry out records management and knowledge management to be more successful in the information age

Due to-like important role they play in the dissemination of information, the periodicals form a great part of library holdings. In research libraries and documentation centers they outnumber the books, yet the technical services of periodicals require the tedious repetition of quite a number of routine works. Since librarians seen to wellcome automation to speed up the storage and retrieval of information in general, tedious works of periodicals can be integrated easily to the general programme. The attached diskette contains a software especially designed for periodicals. Katoglamada standardizasyon açısından Türkiye Bibliyografyasının içerik analizi
Türkiye Bibliyografyası is being published since 1934. Because it lists bibliographical information about ali Turkish publications it is accepted as the bibliographic control tool of Turkish Literatüre. On the other hand as it gives the bibliographic descriptions according to the AACR2 it can be used as the main cenralized cataloging tool of Turkey. in this work-, Türkiye Bibliyografyası is ânalyzed according to its aboye mentioned functions the hyphotesis is stated as below: From the point of view of contents, arrangement and updatedness the Bibliography does not carry the characteristics of uniformity in cataloging. it does not have 'cataloging consistency' in the use of cataloging rules, and thıs will kinder it from providing f ör sound central cataloging functions. To prove the hypothesis the bibliographic records in Türkiye Bibliyografyası which are picked according to sampling methods are examined starting from 1985 up till 1990. The records that vere picked are evaluated according to their decription area, choise of heading, classification and indexes. As aresult it is found that the ratio of errors is high, there are more arrors at the first years of the use of AACR2 and the most of errors are in punctuation, there is very low cataloging consistency in Türkiye Bibliyografyası and its indexes are inadequate. For conclusion it can be-said that"Türkiye Bibliyografyası is inadequate as a central cataloging and national bibliographic control tool and with its low 'cataloging consistency' it will effect the other organizations that use it as a. catalogingguide negativety
Kütüphanelerde performans değerlendirmesi ve yönetime etkisi
Performance evaluation having mainly reforming, encouraging and improvement objectives is one of the most important steps found in performance management. Using performance evaluation organizations, can determine strategic objectives and plans for the future by following not only individual performance of staff but intristic management procedures as well. Performance evaluation is very important because it provides data for the libraries, which are service organizations, to improve their service qualities and productivity properties, to apply new techniques and using these new and improved methods and techniques so as to adapt to the new impovements. Keeping in mind of this importance, the resarch was carried out in order to reveal the performance evaluation and its indicators and its relations between the management; to put the importance of service performance measurement in improving the short and long term objectives of the library by the library manager; to determine the decision making support of the performance evaluation to the library managers and to determine whether the performance evaluation is done in Turkish university libraries, if it is done to what extent how it is done and whether the managers use, these evaluation conclusions. Research covered the central libraries belonging to the Library and Documentation Office Chairmanship of the universities in Ankara. In this research the data obtained from the interviews made with the chairmen or the assisstant chairmen of these universitiy libraries were evaluated. This research is based on survey method and data have been collected through interviews and literature analysis techniques. The research hypothesis was as follows : " performance evaluation is not done in university libraries of Turkey because of the economic problems, scarcity of the staff and insufficient performance evaluation knowledge of the managers etc.". The results based on the data proved the research hypothesis. As a result it is determined that performance evaluation is not done because of the support of the administrators to the library is not sufficient, insufficient of the staff both in quantity and quality, economic problems and knowledge inssufficiency of the managers in management and behavior sciences. In the light of these data, recommendations were given about the precautions and importance of the performance evaluation procedure for university libraries. This research is beleived to be a useful and helpful guide for the libraries planning to carry out a performance evaluation and to make important decisions about their future
Türkiye'de hukuk kaynaklarının bibliyografik denetimi
The written legal sources of Turkish law system, which constitute basic reference sources, are remarkable in the aspect of providing qualified services for lawmen and researchers in the field as well as the practicability of our law system. These sources exist in huge amounts and there is a lack of explicity defined standarts that are applicable during their formation. This situation causes problems for lawmen and researches of the field in retrieving these documents. Therefore a satisfying retrieval system must be implemented which will provide a short access time and make the needed documents avaliable for the users. Such a system will provide the completion of legal transactions in a short time and will contribute to the enhancement of getting more reliable resolutions in this field. In fact to estabilish a retrieval system which aims to access the available legal sources effectively, preconditions such as bibliographic control studies should be implemented. Turkish legal sources such as official and private publications are introduced in this study and activities, concerning bibliographic control are explained (examined) with historical perspective. In regard of this bibliographic control tools (printed or? electronic) are evaluated in the frame of current conditions. Besides this information on law databanks and basic bibliographic sources is given in order to introduce examples concern of retrieval activities to legal sources from developed countries. On this context it is mentioned that similiar applications must also be developed in Turkey and recommendations are offered about the solutions of problems that are faced through the process from the production to access of legal sources
Türkçe web belgelerinin kataloglanması: Bir işbirliği modeli önerisi
The First internet site have been online since August 1991, the number of website which made publishing in the internet exceeded 100 million. The internet began to be used in Turkey in the year of 1993 by ODTU studies. As of June 2008, there are 160.466 we site in our country. As the websites grew over the years, parallel to this the size of information was augmanted constaudey. The search engines used by and users utilize metadata for cataloging purpose. Metadata contains relevant data. The structure of web documents and their diversity requires the cataloging web documents. Despite of this situation in Turkey so far no studies have been produced to catalog web documents. It is obvius that created and produced information will increase and expedite production process when information is recorded, organized, shared and by way of feedback; it is converted into new information. By taking this into consideration, the cataloging of the Turkish web document has been examined in detail and a cooperative project has been developed in our thesis.
The thesis consists of the following chapters; Chapter I.: Introduction. Chapter II.: Cataloging, the creation of the cataloging rules, AACR1 and AACR2,MARC, ISBD(ER), where the revisions and the cataloging are going concerning the electronic knowledge resources in AACR2. Chapter III.: Metadata which had been identified as cataloging in electronic media that had beenexamined in detail. Chapter IV: The electronic knowledge resources (e-book, e-magazine) cataloging had been treated. In Chapter V, after processing the www (web) and the web document in chapter VI, the cataloging regulations and arrangements depending on standards had been examined. Moreover the cooperative studies in cataloging of the web documents in the world also explicated in terms of setting a sample in our country. Chapter VII, the aspect of web documents cataloging in Turkey had been investigated. 52 State Universities, 24 Charitable Foundation Universities, 9 Other schools, 28 Public Institutions, 14 Ministries, 9 Daily Newspaper 76 University Libraries that we examined had not duly cataloged their web documents. In Chapter VIII, a collaboration project had been suggested in order to solve the problem of cataloging for the web documents in Turkish Language which had not been cataloged. Electronic records management in small and medium enterprises
"The competitive atmosphere resulting from the globalization and technology, leads to the enterprises’ using the information effectively and accommodating themselves to the electronic applications.Small and Medium Enterprises (SME), starts to benefit from the applications of electronic commerce so as to survive in this competitive world and presents their productions globally. Efficaciously management of paper-based and electronic documents emerging from the commercial efficiency of SME becomes important. Besides, with the implementation of electronic signature, ensuring the security of commercial enterprise and documents has become a current issue. Systematic, planned and conscious movements of SME as regards electronic commerce, electronic management of documents and electronic signature is necessary for the increase in efficiency and accommodation to the present environment.
In this research, small and medium enterprises in Ankara which has got 50-99 workers in terms of the applications of electronic commerce, electronic management of documents and electronic signature were examined. In the extent of the research, determination of how the SME provide the applications of electronic commerce, electronic management of documents and electronic signature has been aimed. In this research, descriptive method was used. The questionnaire, including 17 questions inquired to the enterprises in order to get data was used.
The hypothesis of the research is as follows: “Realization of SME’s commercial applications in the electronic environment successfully and effectively depend on the mighty background of SME in terms of the applications of electronic commerce, electronic management of documents and electronic signature and their utilization of these applications.” As a result, it is determined that SME in Ankara, have not taken the approaches, standards and applications of electronic commerce, electronic management of documents and electronic signature into consideration and some suggestions have been asserted.
A case of electronic book and the situation in Turkey
Globalization, scientific and technological developments, innovations in information-communication technologies, production and efficient use of technologies which transform society to information society, determination of development level by technology, the importance of owning a technology to reach information, the increasing inequality and gap between technologically developed and undeveloped are hot debate topics nowadays. Although e-books are new for our country, developed countries are using e-books for years. To make e-books recognized in our country, to increase the public awareness for the benefits of technology to writers, publishers, libraries, librarians and users; to identify the possible application problems and to determine the technical-legal precautions; to prepare the technological substructure, the developments and implementations around the world should be known. Similar as the use of information-communication technologies in the libraries changes library services, the entrance of e-book to libraries causes new supply, process, and serving methods. The difference of production, distribution and using of e-books from pressed books causes new actors to emerge in e-book industry for production-circulation chain. E-books can be found generally in the research and university libraries in Turkey. However, since the actors in production-circulation chain do not available, Turkish e-books cannot be provided easily. The unawareness of society about e-book, insufficient market, technical-legal deficiencies causes publishers to stay away from e-book concept. Despite that, the inevitable development opportunity of this market is foreseen by publishers and they are willing to be a part of this market in the future. They indicate that e-book is a different market than pressed book and also is not a threat for it. Writers argue that e-book is against the nature of literature but agree that they can reach more people by e-book. They favor the idea of more people but disregard the labor-value relationship. Also writers argue that e-books can be used in the field of education for reference books but decrease in the education quality would be a result
