    A comparative bibliometric analysis study in scinentific disciplines at Turkey

    In order to continue their existence in a rapidly developing world, countries have given importance to the production of knowledge along with its transmission to new fields of application. During the production of new ideas, sharing of knowledge between scientists with alternative knowledge and skills has been encouraged within the modern research systems. Recently, the analysis of collaboration has been the main focus point of bibliometrical studies, where mathematical and statistical methods are used. The analyses, which belong to these studies, are obtained through the utilization of citation databases. The Institute for Scientific Information, having been a comprehensive database where bibliometrical studies could be done, continued its reputation until 2004. However, a competitive environment has been created among the databases indexing citations with the establishment of Scopus in 2004. Therefore, a need arose for revealing the profile of Turkey in both databases along with comparing the studies with co-authors in the fields of social and human sciences as well as physical sciences in order to define interdisciplinary differences. In the light of this requirement, the topic of the thesis is to compare and evaluate the collaborated publications among countries, institutions and authors through the samplings of Middle East Technical University and Bilkent University in terms of studies with co authors listed under the title of mathematics in the field of basic sciences between 2001 and 2010. From the comparison of articles submitted from Turkey between 2001 and 2010, differences have been determined depending on the structures of WoS and Scopus databases. Additionally, the results obtained from both databases concluded that the percentage of articles with international co authors have found to be below the world average

    Service quality of web information systems

    The recent developments in technology made it possible to provide various services through the Web. In order to design better web sites and have users continue to use them, it is essential to understand what users expect of web services, how they perceive such service dimensions as security, design and quality along with the ones they value most. Using the survey method, this study tests the perceived service quality of one for-profit (Idefix), one non-profit (ULAKBİM) web sites by means of the E-Qual Index comprising twenty-two questions that measure the concepts of information quality, usability and service interaction. The E-Qual Index was administered through an online questionnaire that was filled out by 1,782 Idefix and 118 ULAKBİM web site users. Demographic data about users as well as their views on web sites were also gathered. Data were analyzed through various statistical tests. The factor analysis results show that the Idefix web site users found five different service dimensions important: the information quality, trust, usability, design and empathy. The information quality and trust were treated as one service dimension by the ULAKBİM web site users while the other three were the same. The Idefix website users consider trust more important than the other service dimensions. As for the ULAKBİM users, the most important dimensions of the web service quality are the information quality and trust. Users’ approach to a shopping web site is similar to their approach to a non-profit information presenting website. The users of both web sites found the content and information quality important. Neither web site completely meets the users’ expectations. The sex, education and age of Idefix users and the education and experience of ULAKBİM users have statistically significant affect on their expectations and/or perceptions of service dimensions of the information quality, trust, usability and design. As a conclusion, users of different web sites evaluate the service dimensions of design, usability and empathy in a similar way. Users’ opinions of the importance of service quality may vary according to their personal characteristics and experiences. Therefore, regardless of their types, web sites, should be designed in accordance with the dimensions of service quality and the principles of usability that match the users’ viewpoints. The user community of a given web site should be thoroughly analyzed and the users’ expectations should be regularly measured in order to revise the design and structure of the web site

    Electronic records management is one of the most important components of egovernment which is the base of electronic public services. In addition to this electronic records management is an important management tool to provide authentic, original and legal sharing of information and records in e-government applications. This tool is composed of all principles and applications of how records are processed in every step of records life cycle. Aim of this approach is to provide a controlled process for electronic records. This process is composed of all records applications from production to archiving of records. Electronic records managemet program is adapted national and/or instutional plans of principles and applications developed in records management discipline. This program is developed to provide a general framework for applications of records processes. In addition to this, information technology elements such as computers, preservation and communication devices and management components such as standarts and legal regulations are gave placed to the program. In this study, firstly, the concept of e-government and its applications in the World are evaluated and traditional records management approach base of electronic records management is examined. After that, every elements of electronic records and its management are studied and finally present records management in Turkey is evaluated

    Especially by improving technology, communication means, globalization, emerging of new markets at the commercial areas, opportunities presented by the internet channel, and by the information concept that stands just in the middle of these technologies; miscellaneous changes and developments have come into question in both individual and institutional base. Information has been both the director and the driving force as a strategic tool, target, power and value. Information systems used in health sector are systems that are used to provide qualified and effective patient care. Besides providing in house communication and coordination, these systems primarily intend to manage patient data effectively. The hospital staff’s adaptation to the systems and their resistance towards it has a critical role during the use of Hospital Information Systems. In this context, the effect of the technologic changes on the perception of the personnel who are using Integrated Hospital Information System with communication, information and document systems at Hacettepe University Adult Hospital is analyzed. Our following hypothesis: “The personnel of Hacettepe University Adult Hospital is resisting the use of IHIS. The resistance by the personnel towards the use of IHIS changes according to demographic features. The components of the resistance (ambiguity, future anxiety and reluctance) towards the use of IHIS change according to the demographic features.     The knowledge gained through scientific and systematic work needed to be shared with others to have a meaning and this development took place along with socialization and several social activities. The change of the old knowledge known since the ancient times with the emergence of new knowledge, as it is the case all around the world, has also led to the political shaking and influences on the society and social institutions in our country. The initial period of establishment which could be defined as positive, has come to an end with the inability of the Ottoman Empire to adopt to the developments came with Renaissance and Reform in the West. The nation-building efforts fueled with the French Revolution also spread to the Ottoman society. In the XVIII century, steps were made by the Ottoman rulers to cope with the developments in the West and first modernization efforts were seen in the military end engineering education fields. But the new ways of using the information and development of libraries could not stop the backward movement of the Empire. Reforms and the I. and II. Constitutional Monarchy periods, times of destructive wars, have led to great changes in the Ottoman social life and institutions. Different political movements have influenced the Ottoman society and institutions in the XIX century. The confrontations and conflicts emerged from contradictory political movements continued till the foundation and afterwards of the Republic The individuals who led certain institutions, also reflected their own personal worldviews, besides the Republican principles, to the institutions they work in. The field of information/knowledge and document administration was also greatly affected by the political developments and the ideological approaches of those who took the lead in this field. The leading conservative structure, which was Turkish nationalist in the beginning but then became pro-German nationalist and then pro-American, has for long years dominated the knowledge/information and document administration field creating its ""micro government"" there. The political motivations of the persons who were influential in the field and the conflict and frictions among them had a negative impact on the development of institutions and thus negatively influenced both the state's and citizens' approach towards information/knowledge and the members of the occupation

    Library of the Central Bank of Turkey automation project for serials

    People of the modern world wants to have access to rapidly growing information quickly and accurately. For libraries as an institution which provide informative services, to catch up with this speed is possible only by extensive use of computers and cooperation through networks. Great increase in information caused a natural rise in the number of serials which aim at publishing this information currently. This increase compels libraries such as the library of the Central Bank of the Republic of Turkey which serve the specialized people to follow periodicals timely and regularly. Starting from this point of view, this study has been written with the aim of overcoming the difficulties that arise during manual or mechanical control of collection of large volume of periodicals and also rendering productive services as anticipated from us. The aim of this study is to effect control of incoming periodicals to the Library of The Central Bank of the Republic of Turkey in a healthly, rapid and productive manner conforming to contemporary requirements. For this reason, first a systems analysis has been done, existing short comings, and failures have been established and the advantageous sides of the computerized control system have been pointed out comparison to the existing system. In the light of this facts, some available programmes have been studied and the implementation of a special software is prepared for the automation of serials in the library. With this study, the difference between services provided at the Library of the Central Bank of the Republic of Turkey, and those to be rendered following the automation have become more significant and the underlying assumptions have been verified.lt has been proved that in the present system services which are rendered manually, would be much more rapid and productive as a result of automation

    The Cataloguing issurs at the university libraries in Ankara and proposed solutions

    University libraries should be arranged as an exceptional documentation center for scientific and professional studies and researches. They also should satisfy users in finding what they are looking for and should provide present information in an expected time. In this study, the cataloguing issues in the university libraries in Ankara have been investigated and tried to offer some proposed solutions. Theoretical parts of the study consist of the first two sections in which general introduction to catalogues and cataloguing have been placed. In section three, historically, cataloguing rules, from the beginning to the present day, have been examined and combined with the current attempts of online cataloguing occurred by the support of computer technology. Other parts of the study are as fallows: The cataloguing manner and its development, university libraries and the university libraries in Ankara. Moreover, in order to determine the cataloguing issues in Ankara, an inquiry has been applied by means of the evaluation of statistical data. Conclusively, as a result it has been determined that the university libraries in Ankara have some cataloguing issues. In the study, survey method has been used. For this research, not only current literature search, but also close examination of the mean libraries have been executed. Particular information of the findings of the research and some suggestions,as part of the result, have been placed in the study
