    Reasons affecting academic qualifications of scholarly journals on medical and health sciences published in Turkey and upgrading quality

    After the information explosion serials have increased rapidly. This increase required decision according to the criteria defined by the international databases. Selected journals were indexed by the international databases and presented to researchers worldwide. Articles in these databases were used and cited by researchers. As a result of this statistical information collected, it was used in the measurement of scientific activities. For example for authors, articles, journals, institutions, countries. These measurements can be made only with a few databases. In these databases using factor of citations received, used in measuring quality of journals. In the course of time, it was accepted in the scientific world that quality criteria of an academic journal being indexed in international databases and having high impact factors. These criteria were used as selection criteria in libraries to manage serials collections. Academic journals which do not meet these criteria stayed out of range and the problem occurred while these journals are being published. In this context, a study which cannot be accessed cannot be read. Unread publications cannot be cited. If the journal is not cited it’s impact factor will be low. Researchers do not want to send their publications to Journals with low impact factors with the concern of their publications not being read. If a journal cannot find a quality article to publish, it is going to end soon. In the light of these considerations, this study to primarily aims to investigate the causes of negative affects on the scientific quality of national periodicals. In this direction the most important two negative reasons of national academic serials publishing are national scientific policy in practice and accessibility to journals that are the subjects of this thesis. In our study national journals which were published in the field of medicine and health sciences were detected and access status in libraries and databases are investigated to find out the effect of scientific policy in practice on the national academic journals.     Integrated systems and query languages which developed parallel to information technology have provided a wide horizon for the organizations. They offered comprehensive facilities at a variety of levels which include executing operations, management, and decision steps. Information centers, also, took place among those organizations which were effected by this improvement. In traditional sense, understanding based on bibliographical control and retrieval has changed with the database management systems. Especially, database management systems based on relational model offered user a comprehensive, complex and combination of existing information and new techniques concerning semantic data modelling currently became available in design procedures. Soon it is accepted that system design is quite important. Besides this, information center and information specilist, concepts were to be revieved once more. According to this increasing curve of advancement database management system is examined in structural, operational and historical aspects. Design techniques which involve logical formation of system is examined and one of these techniques is adapted to one of library operations. The information specilist whose main responsibility is to establish a mutual connection between user and information has taken over a very important role at design stage and this is proved indirectly in this work

    Content management systems and library services in library web sites

    The improving web technologies which add value to the internet media, encourages organizations to varify and improve their activities on internet through their web sites. The constantly improvement of the web technologies -particularly on open source CMS’s- and the usage of the content management systems and the web tools in different fields made a reflection in librarianship either. To maximize the satisfaction of the user and being always in an improvement with the obligation of being up-to-date, enforces libraries to be always in a relation with internet/internet technologies. The web tools which can correspond to user requests, provide the approval display and functionality on web sites. Nowadays, to provide variety on library web services, to satisfy user in any moment and to keep user’s interests alive on libraries/library web sites are possible with improving web tools. For this reason, librarians should have the knowledge on post computer and internet technologies and their reflections on librarianship. It is necessary for librarians to satisy user during having communication with them and presenting the library services to them. In this direction, the survey implemented to the librarians working in Turkish National Library, shows us that there are some negations on the quality and the variety of the library services given through National Library web site. According to the ideas problems can come out and with the support of the new web technologies they could be removed. Concurrently by the support the satisfaciton of the user can be provided easier and portfolio of library will grow up further

    Reflection of information technologies over the information professionalism within the context of status: A survey on librarians in Ankara

    The modern professional understanding, which is created by developing technologies; has the characteristic which acknowledges reconciliatory approaches and understands that the efficient service is derived by the approaches that are responsive to technology products, in order to withstand the technology tools which perform similar duties. Information technologies, that are playing an important role throughout the all phases from the exploration to accessing of information, have caused changes for information specialists on several aspects. In this study, it’s aimed to set forth reflections of changes on the extent of status as depending upon the vocational experiences of information professionals. This research has been developed over a sample which is chosen out of institutions under the Prime Ministry, university libraries and information professionals serving in the public libraries, in the city of Ankara. According to research findings, some improvements on the area of information technologies have made positive impacts on the profession’s value, reputability, its financial return and the interest upon it. In the light of obtained results, the hypothesis of “improvements over the information technologies have made positive impacts on the status of information professionals” is confirmed

    Deposition fact and electronic publications

    The most important and true function of deposition practices making a contribution to knowledge sharing at uppermost level is to make it possible to present philosophy and art productions of the country by depositing to the advantage of the researches of present and future generation. But, deposition practices dated back ancient times don’t include electronic publication types occurred by the development of information technology. However, in our present day, most of the philosophy and art productions are produced and used in electronic medium. It is necessary to include electronic publications in legal deposit and to deposit in a legal dimension in order to ensure registered culturel productions to be deposited completely. Because electronic publications have differences in comparison to printed ones, it is impossible for electronic publications to be deposited by antedated legal deposits. These differences cause methods and techniques different from printed ones to be used for electronic publications at the ranks of acquisition, preservation and serving that form the process of deposition. Electronic publications are evaluated in two categories as online and offline. Because offline electronic publications have physical transporters, they resemble to printed ones. However, online publications’ being different regarding their structural features make it difficult for them to be included in deposition process of online publications. The countries considering online publications as a part of cultural existence start leading project enterprises for the deposition of online publications in order to see the problems that will be come across in the deposition of electronic publications and responsible units clearly. When these developments have being occurred in the deposition of electronic publications at international level, deposition practices cannot be performed sufficiently in our country. The reason for this is to try to perform legal deposit providing only printed publications dated in 1934 to be deposited. However, all the online and offline electronic publications as well as printed publications form a part of cultural existence belonging to our country. Consequently, it is necessary to take measures in this sense without allowing waste of much more time
