    Turkey which applied to the European Community for full membership, shall make preparations for adjustments in economic field as well as others. One of these areas is the documentation and information. In EC countries planned studies have been organised, targets been set and implementations been started. In our country in the field of library and information services optimistic but rather unplanned studies are being carried out in recent years. It is important that undertaken and ongoing studies in the above field be organised immediately in order that Turkey can participate the systems now avaible in the world and specifically in the EC countries. This organized activity will make Turkey eligible to participate in the activities of EC in this field. Consequently, this participation will both contribute to Turkey's progress in those areas and thus will make entry easier into the EC

    Invention of printing in the 15th century, which was one of the most significant scientific and technological innovations of human civilization, facilitated the production, reproduction and dissemination of information, substantially reduced prices paid to information sources and enabled much more people to access knowledge and information thus raising the overall level of education. These developments were later followed by the Enlightenment in the 18th century, Industrial Revolution in the early 19th century and gigantic steps in science and technology in the 20th century. It is a fact that fundamental values such as democracy and human rights have also spread and become universal along with the development of printing and publishing activities. The importance as well as the size of libraries has also increased rapidly with printing and publications. Considering all these it is fair to say that printing has completely changed our world in social, political, economic and technological sense. However, Turkey could not trace the same line with Europe in printing. There was a delay of about 300 years. This delay affected negatively the development of both publishing and library services. Even today Turkey lags far behind western countries in the production and use of various publications including books, daily papers and so on. The present situation of our libraries is no exception to this. The present study thus strives to give a comprehensive historical account in this regard to identify relevant problems and suggest solutions to expedite the process of development. The main hypothesis tested can be formulated as “Arrangements in Turkey in the field of printing and publication, publication policies and technologic developments also have their bearing upon the development of libraries and related services in Turkey.” Realized by using the techniques of documentary surveying and analysis, the study tries to identify the interaction between publishing and librarianship within a historical perspective. The findings of the study confirmed our hypothesis while, in the same context, presenting suggestions for the further development of both publishing and librarianship activities and services in Turkey

    Information bomm in all over the world and publication capacity which increases because of publication bomm, a natural outcome of information bomm, users’ needs changing parallel to developments in technology ensure widespread use of computers, which is the best profit of modern technology, in the libraries. In this way ; speed, easiness and output are obtained in all processes and duties. Computers are, certainly, the most important invention of our time. Computers which ensure speed to which human power cannot reach perfection, reliability and straightnees started to be used in the libraries in 1960s and the number of library carrying out the use of computers increases parallel with the increase of using fields day by day. The aim of this work is, firstly, to reveal the works which were done from the first day to this time and the situation for today; secondly; to examine library automation programs in Turkish foundation which are used in university libraries in Turkey and lastly, to establish whether existing automation programs have standards in literature, at the same time whether libraries which use these programs are satisfied with programs. At the end of this work, it is determined that there are four library automation programs which are used by university libraries in our country and that there are some problems and shortage in each of them and that users are satisfied with only two of these four programs. It is thought that lockness of an organization, follows the developments in library automation field and directs automation activities in the frame of these developments, influences negatively

    A conceptual model on the preservation and archiving of national digital cultural heritage

    An ever increasing number of cultural heritage sources have been either directly produced in digital form or digitized from a preexisting format over time and a tremendous amount of digital materials can be accessed via Web-based services. Digital materials such as, photographs, films, music, visuals, voice records, articles, texts, handwritten manuscripts, etc. have been accepted as being an integral part of the national history and cultural heritage. Many countries have been developing necessary techniques to preserve and archive the digital cultural heritage both on national and international scale. The players of preservation of cultural heritage sector use different technologies and develop independent applications in Turkey. This situation affects interoperability of developed applications and sharing resources in a negative way. Moreover, there is no systematic study that has been conducted to provide means to preserve and transfer digital information into the next generations. In this study, first the cultural heritage sector players such as libraries, archives, museums, and other related institutions that produce digital materials or digitize analog materials have been researched and the main standards, models and successful applications in other countries as well as in Turkish cultural heritage sector have been analyzed. As a result of this research, a conceptual model on preservation and archiving of national digital cultural heritage materials has been developed. Within the framework of this conceptual model, the formative stages of a digital archive and the procedures and steps that need to be carried out in each stage have been identified. The conceptual model comprises a general higher level definition in addition to the detailed description of the framework and the main factors, which are necessary for digital archiving studies. Furthermore, the constituents of the conceptual model, i.e. software, hardware, personnel, management, organizational structure, have been described. Each function of digital archiving such as the ingest, storage, data management, access and preservation plans have been defined on a high level architectural model and the work flows have been developed for each function. Finally, to ensure the day-to-day operation of the digital archive,.some recommendations in regards to its scope, institutional structure and sustainability, along with methods and standards to be used, were offered

    Cultural policies in Turkey and libraries: 1923-1980

    In this study, Constitutions and other legal arrangements considered within the scope of cultural policies implemented in Turkey, government programs, developments in social life relating to education and culture, five-year development plans and annual programs have been evaluated; and the reflection of obtained findings on libraries and librarianship has been discussed. In this process the relationship between culture and libraries has been taken into account and the cultural missions assumed by libraries while contributing to social development have been kept at the forefront. In line with the obtained findings, it has been determined that between years 1923-1945, 1946-1960 and 1961-1980 falling into the scope of the study, the said cultural mission manifested differences depending on the diversity of social, economic and social characteristics in Turkey. The distinctive features of each period that reflect the intersections between 1923 and 1980 in Turkish political life as well as the manner of rule, democratisation and the standpoint on cultural progress had all direct or indirect consequences on the development process of libraries. The needs and priorities specific to each period have been elements that determine the role of libraries within the social structure. It has been seen that these elements have an impact on the development of libraries and library services in Turkey

    Information retrieval has always been a vital problem in the history of mankind. But in an information society it became an increasingly important issue in parallel to current advances in the field of production and utilization of information. No individual library is self sufficient. Resource sharing and co-operation among libraries are essential. Therefore national and International information systems and networks have been established. Rapid changes in providing information services have resulted in changes of some concepts. However, there is no agreement on definitions. For instance, while some authors use "National Information Systems and "National Information Network" as synonyms ; some authors define them differently. According to them NATIS is the co-ordination of all related subsystems, agencies, resources, processes and activities involved in the transfer at information in a country. Information network is an efficient computerized information retrieval system and an important part of NATIS. Efficient and effective operation and development of National Information Systems and Network require acceptance of a national information policy, standards, qualified manpower, bibliographic control, information technology, legal and economic support. Besides this national information system should be developed in such away to ensure co-operation at international level. In Turkey some actions were undertaken to develop NATIS and Information network by the State Planning Organization and TÜBiTAK/TÜRDOK and some measures were included in the Development Plans. Unfortunately the result was not positive. Because the lack of national information policy, effective co-ordination of information activities was not achieved. Although there are some developments in information services in our country, they are limited. Unfortunately national information policy has not formulated yet. Bibliographic control, legal and economic support are not sufficent. Implementations of information technology in individual libraries are increasing but they are not co-ordinated. One of the very import our problems associated with information supply units is the lack of adequate number of properly qualified manpower. National Information Network can nat be developed in Turkey unless the above mentioned problems are solved
