National information policy and its implementation in the Turkish Republic of Northern Cyprus

In recent years, during which the concepts of "information society", "information age" and "information technology" are often debated, a lot of efforts are being spent on the subject of increasing efficiency and speed for processes based on information. The most important product which materialized among efforts and studies, is the computer. As a result, the utilization of this technology means the increase of efficiency and quality in works and services. The computers, by being used in libraries, information - documentation centers and archives and to be interactive for those service patrons, provided a new look to information centers. OPAC is one of the very important services and systems based on the computer. OPAC is the subject of our study. In this research, OPAC and examples of OPAC systems in the world have been examined, along with OPAC services given at Bilkent, Akdeniz, Karadeniz Technical University libraries. Two different questionnaires were given to the personnel of the libraries and users, to obtain information on the quality of services and the efficiency. Furthermore, by this survey technique views of personnel and users on the system and service were solicited. By the end of the research the following conclusions have been reached: computerized processes eliminate routine jobs to be carried out by personnel and provides opportunities for the creation of new services; users have developed possitive views and opinion for the centers operating with this kind of system
Using open source library automation systems at academic libraries
Integrated library automation systems have been developed for the management of libraries. These systems consists electronic softwares that enable the execution of whole transactions of the libraries. A large part of library sercices can managed on an automation system in the library.
Local library automation systems are produced in Turkey. Most of them are developed and academic libraries are available commercially. Some universities have gone the way of producing their own systems. Some foreign automation systems are also used at academic libraries in Turkey. These programs supplied from abroad constitute a high cost.
Recently, libraries have been used existing proprietary (commercial) software as well as free and open source software. This type of software development has been a very rapid manner. Free and open source library automation systems are produced in various countries of the world's widely used in academic libraries.
Free and open source library automation systems is not widespread in our country. In research, academic research library systems used by employees and their library automation system approaches about free and open source library systems are discussed. Accordingly, the generated hypotheses, libraries employees were approached positively if companies or universities’ information technoloy units support free and open source systems
An application to improve the service quality in documentation and information centers :The example of Marmara University Central Library
This study seeks to indicate the concept of consumption, a lifetime activity for humans, to provide a clear and a concise definitionfor the concept of service, a natural outcome of consumption, and to reveal the concept of service quality, which aims to enrich and bring more value to service. Also, it isintended in the study to render information on the significance of concept of service, being one of the most influential service centers in the present day.
While the initial part of this study aims to illustrate the concepts of service, quality and service quality, the latter is intendedto emphasize the significance of service quality at information and documentation centers. The subsequent parts indicate the evaluation of service quality, and LIBQUAL and SERVQUAL, both of which in the thesis may perfectly well serve as a model.
A questioniarre to evaluate service quality was designed and submitted to those at the central library of University of Marmara. Ofthe participants of the study are the students at the central library and those from outside of the school.
The outcomes of the survey were collected and evaluated. The findings revealed the fact that % 65 of the users displayed their satisfaction. The final part of the study emphasizes some information on the content of the questionnairre administered at the central library of University of Marmara as well as the evaluations and future suggestions
